Regular commercial flights between Chennai and Jaffna will start from early November 2019.&nbsp;

Welcoming the development External Affairs Minister S Jaishankar tweeted that the "historic moment" will bring "India and SriLanka even closer."

There seems to be no relief for Pakistan from the financial action task force. Wion has learnt from sources in Pakistan that the country will remain on the FATF grey list.

The Pakistan government has been asked by the global money-laundering watchdog to complete the implementation of its action plan at the earliest.

But for now - the country will reportedly stay on the list till the next plenary session in February 2020.

An official announcement by the body is expected to be made tomorrow which is the last day of its ongoing session.

Remember Pakistan was placed on the grey list by the Paris-based watchdog in June last year and was given a plan of action to complete it by October 2019 — or face the risk of being placed on the blacklist along with Iran and North Korea.

Now if Pakistan continues in the grey list - it would become very tough for the Imran Khan government to get financial aid from the IMF - the world bank and the European Union - making its existing financial condition more precarious.

Chief Minister Arvind Kejriwal on Wednesday blamed structure of the roads in the national capital for traffic situation and said that there is a need to redesign the same.

Speaking at an event in Delhi, Chief Minister Kejriwal said, "Traffic situation in Delhi can be improved".

Roads in Delhi are broader than some Western countries, but here, a four-lane road converges into a three-lane road at some distance and further expands into a six-lane road, this is where the problem lies".

He also outlined the 'multiplicity of agencies'&nbsp;as the biggest problem in the national capital.

"There is a need to redesign the roads. The biggest problem in Delhi is the multiplicity of agencies," he added.

Earlier this month Kejriwal had launched a campaign to make Delhi pothole-free which will be undertaken by the Public Works Department under his government.

The Delhi government has also prepared a software which will have important data related to the roads in the city.

The repair work will then make use of this database.

"Delhi has few roads under Delhi government (PWD), but millions of vehicles run on them every day. To erase any inconvenience to the public on the roads due to rain, this campaign is being carried out. For the first time roads are being inspected on such a large scale," he had said in another tweet.&nbsp;

Union Home Minister Amit Shah on Thursday discussed the might of Emperor Skandgupta and the art with which ruled while emphasising the need to re-write the country's glorious and proud history by making it a reference book.&nbsp;

"The Mauryan and the Gupta dynasty gave the most elevated spot to Indian culture in the world," he said urging historians to present the true Indian version of history.

Invoking Vinayak Damodar Savarkar, Shah credited the former for coining the 1857 rebellion as the First War of Indian Independence.

"Had it not been for Veer Savarkar, the rebellion of 1857 would not have become history, we would have seen it from the point of view of British. Veer Savarkar was the one who named the 1857 rebellion as the first independence struggle," he further said.&nbsp;

"It is the duty of every country to preserve and nurture its history, it is the duty of the public and of the country`s historians. Till when do we keep on criticising the Britishers for it. Today the country is independent, edit our history and write out new manuscripts. I am sure the truth in our history will make it famous," he said addressing a seminar at the Banaras Hindu University (BHU) here.

Shah inaugurated the two-day international seminar on "the role and relevance of famous ruler of Gupta Dynasty, Skandagupta Vikramaditya and the political future of the nation" at the BHU campus.

The Home Minister said the "biggest success" for the Gupta Empire was that they ended confrontation between the Vaishali and Magadha dynasties and moved towards the creation of a united India.

Talking about Skandagupta, Shah said the ruler had always tried to save the culture, language, art, literature and governance system of India.

"Chandragupta Vikramaditya had gained a lot of fame in history. But a lot of injustice happened to him in history. His might was perhaps not appreciated as much," the Home Minister while espousing about the ruler`s significance.

He underlined that the Maurya and Gupta dynasties placed Indian culture at the highest position in the world."2,000 years after the Mahabharata period, the 800-year period became known because of two major dynasties -- Maurya Dynasty and Gupta Dynasty. Both these dynasties placed Indian culture at the highest position in the world," the Home Minister said.

Touching upon the contributions of Skandagupta, Shah said, "Skandagupta's big contributions during his rule was strengthening governance, creation of cities and planning the rule for revenue collection for the effective running of the administration. He fought bravely with Huns.

"But it is unfortunate that today if anyone asks for 100 pages to study on Skandagupta, they are not available," he lamented.&nbsp;

Shah continued, "So, there is a need to write about the great rulers like Skandagupta, Chandragupta Vikramaditya and others who had been not given enough due in the existing documented history."

The Home Minister remembered Pandit Madan Mohan Malaviya and thanked him for setting up the BHU, which according to him, had played a key role in rebuilding the country after independence.

"Whatever might have been on the mind of Pandit Madan Mohan Malviyaji at the time of the establishment of BHU, but this university has played a key role propagating Hindu culture and has stood tall to protect it," Shah said.

"After hundreds of years of slavery it is very difficult for any person to reinstate the pride, only a university can do this. These universities are the reason why we are happy with the present-day image of the country and are assured about its future too," he added.

Prime Minister Narendra Modi on Thursday said the decision to repeal Article 370 in Jammu and Kashmir was not easy but India of 21st century is not afraid of changes and noted that the move will bring industry, innovation, inclusion and investment in the region.

Addressing an election rally here, Modi said the impact of the repeal of Article 370 will not be only limited to Jammu and Kashmir, and Ladakh but will be felt across the nation.

He said it was a changed India which is not afraid of any threats.

"The abrogation of Article 370 is not just doing away with a provision. It means industry, innovation, integration, inclusion, investment. Integration brings inclusion, inclusive society brings investment. When investment pours, industry soars and industry's development leads to a culture of innovation. Once we develop this culture in J-K and Ladakh, there will be no scope for terrorism and separatism," he said.

The Prime Minister said the effects of the repeal of Article 370 will not be only limited to Jammu and Kashmir, and Ladakh but will be felt across the nation.

He attacked the opposition Congress for not repealing the provision during its successive rules in the past 70 years.

"Since the last 70 years, the entire country was facing the hurdle of Article 370. There were a lot of talks to remove it, but no one dared to do it. Was this the first Govt in India with a full majority? No, it is not," he said.

The Prime Minister said the answer to the question is that India is organised, there is a feeling of collectiveness and the country wants the right solution to the problem. "It is a changed India and if someone shows an eye, it is not going feel threatened," he said.

Modi also said that protests are expected when there is a change in the situation.

"This decision wasn't easy to make. Whenever we bring a change to the ongoing situation, protests are expected. But the India of 21st century will not stop at the ongoing situation, and isn't afraid of changes," he said.

India on Thursday urged Pakistan to not levy the proposed $20 fee on pilgrims visiting the Kartarpur Sahib Gurdwara in the interest of devotees and hoped that the agreement will be signed in the time ahead of the corridor opening to mark the 550th birth anniversary celebrations of Guru Nanak Dev.

External Affairs Ministry Spokesperson Raveesh Kumar said in response to a query that an agreement on all other issues, except the matter of service fee, has been reached with Pakistan after several rounds of discussion.

He said Kartarpur Sahib Corridor was an important people-to-people initiative taken by India to commemorate the 550th birth anniversary of Guru Nanak Devji.

"Pakistan insists on levying a fee of USD 20 (approx. Rs. 1420) on all pilgrims. We have urged Pakistan not to do so in the interests of devotees and also because this is a P2P initiative. We hope that the agreement can be concluded and signed in time for the great event," he added.

India has repeatedly asked Pakistan to "reconsider" its decision to charge USD 20 as a fee from pilgrims visiting the gurdwara. However, Pakistan has remained adamant on the issue.

Prime Minister Narendra Modi will inaugurate the corridor, connecting the Dera Baba Nanak shrine in Punjab's Gurdaspur with Darbar Sahib Gurdwara in Pakistan on November 8.

Training guns at the Congress party, Union Minister Piyush Goyal on Thursday said that former prime minister Manmohan Singh-led government had totally failed on all economic parameters.

"When we (BJP) came to power, we inherited an economy with double-digit inflation. During Manmohan Singh government, the fiscal deficit was over 6.1 per cent and the current account deficit was over 2 per cent. In every economic parameter, the Manmohan Singh government had failed completely," he said.

"In spite of being such an eminent economist, Manmohan Singh reflected either some compulsions or complete lack of understanding of economics and business. Of course, it doesn't surprise me because we saw some of the worst scams and governance under the UPA regime," Goyal said.

In view of the impending Assembly elections in Maharashtra, Goyal also took a dig at former chief minister Prithviraj Chavan saying his government was "non-functional" in the state.

"UPA gave a double-engine government at the Centre and in Maharashtra, double-engine of corruption, ineptitude and bad governance, inefficiency and infighting within the alliance," he added.

The Union Minister said, in contrast, Prime Minister Narendra Modi-led Central government and Devendra Fadnavis' government in Maharashtra have worked together to revive the economy.

Goyal's comments come merely hours after former Prime Minister Manmohan Singh slammed the BJP government over a range of issues including economic slowdown, abrogation of Article 370 and PMC Bank crisis.

After providing consular access to jailed Indian national Kulbhushan Jadhav September 2, Pakistan has started the legal process to ''review and reconsider'' the death sentence awarded to him by a military court.

''Pakistan authorities are looking at the legal provision in the law to decide whether to go ahead with the case following International Court of Justice’ judgement”, said the Pakistani Ministry of Foreign Affairs spokesperson Dr Mohammad Faisal in response to a question during his weekly briefing.

Pakistan granted consular access to Jadhav on September 2 after the International Court of Justice ruled and instructed Pakistan to do so.

Pakistan claims Jadhav&nbsp;is a “serving commander of the Indian Navy and a spy who was arrested from Balochistan and tried on charges of espionage”.&nbsp;

However, India maintains that Jadhav is “an innocent Indian national who was kidnapped from Iran”.&nbsp;

In response to a question on the Indus Water Treaty, foreign affairs spokesperson&nbsp;said, “Pakistan has an exclusive right over three western rivers under the Indus Waters Treaty, any act to deviate or stop them will be considered as an act of aggression and Pakistan has the right to respond‬.”

The comment came after Indian Prime Minister Narendra Modi said that India would divert the river flow of the three rivers that fall under the Indus Water Treaty of 1960 between India and Pakistan.

On the recent visits&nbsp;of the Pakistan&nbsp;Prime Minister Imran Khan to Saudi Arabia and Iran in an attempt to defuse tensions in the Persian Gulf, the spokesperson said PM&nbsp;has stressed on the avoidance of a military conflict and constructive engagement of all parties. He added that Khan was ready to mediate and facilitate any talks between the two countries.

Confirming the postponement of the visit of the Turkish President &nbsp;Recep Tayyip Erdogan, Faisal said that a new date will be announced very soon.

Erdogan was scheduled to visit Pakistan on October 23-24 for the annual high-level strategic dialogue between Pakistan and Turkey.

The visit now stands postponed due to the situation at the Turkey–Syria border.

On the matter of Kartarpur corridor, the Foreign Office said that the matter of the draft agreement is under process and they will update on the matter very soon.

Pakistan to review death sentence awarded to Jadhav by military court after ICJ judgement

The counsel representing Congress lawmaker Shashi Tharoor accused in the murder case of his wife Sunanda Pushkar, on Thursday sought that the tweet posted by the latter just before her demise be made a part of the charge sheet.

Asserting that the Delhi Police did not add Sunanda's tweets to the charge sheet, senior advocate Vikas Pahwa told the Special court at Rouse Avenue Court Complex that according to her last tweet, her mental condition seemed normal.

"Till 16th (January) she was tweeting. Even on 17th morning, the last tweet was at 4:46 am. Delhi police have not filed the tweet as part of the charge sheet. On many social media platforms, details were, however, added," Pahwa said during the course of proceedings.

The senior advocate said that there is no record to ascertain the cause of Sunanda's death. He said that according to the charge sheet, it is neither homicide nor suicide.

A Special court at Rouse Avenue Court Complex was hearing the arguments on the framing of charges against Tharoor. The court has now slated the hearing in the matter for November 15.

Pushkar was found dead in a suite of a luxury hotel in the city on the night of January 17, 2014.

Tharoor was later charged under Sections 498-A (husband or his relative subjecting a woman to cruelty) and 306 (abetment to suicide) of the Indian Penal Code (IPC).

In July 2019 India had reasons to cheer after the Prime Minister announced the All India Tiger Estimation results of 2018. In four years, India had seen an increase of 700 of these big cats. But with the growth in tiger population, bigger challenges now face the forest departments. On October 13, a 4-day operation by the Karnataka Forest department led to the capture of a young tiger from around the Bandipur Tiger Reserve. The tiger had been tormenting villagers, by killing 2 people and over a dozen cattle. 6 veterinarians, multiple teams and forest department elephants identified the tiger using camera traps and pug marks and managed to tranquilise it. But while the department has been lauded for capturing the big cat, the problems are bigger than that.&nbsp;

After India hit an all-time low of 1400 tiger in the 2006-2007 period, concerted efforts by conservation activists, forest departments and the government led to a healthy increase in big cat numbers. In 2014 India reported figures of 2226 and a 33% increase on that in 2018 with 2967 big cats. Tigers are extremely territorial animals and require an average of 10-12sqkm area, depending on the prey population. There are over 130 tigers in Bandipur Tiger Reserve that is spread across 912sqkm. With territories shrinking, the tigers are venturing into villages and hamlets.

'Man-animal conflict is a serious issue right now. Karnataka has been a successful state in the country with tiger numbers going up. A census report came this August. Every four years we see a 30% rise in Karnataka. With 524 tigers in Karnataka and forest areas largely remaining the same the issue(of man-animal conflict) is bound to exist. The tigers are safe inside and keep breeding. But the young tigers have to come out as stronger ones are inside and the young should find their own territory. Yes, there are issues of tigers spilling out. Though we have adjoining forest areas where the tiger can venture, every sanctuary has a saturation point and man-animal conflict is going to increase seriously in the future' says Sanjai Mohan, Principal Chief Conservator of Forests(Wildlife), Karnataka.&nbsp;

Joseph Hoover, a conservationist who was part of the tiger capture operation in Bandipur says villagers have reported multiple sightings of tigers in the last few months. 'At this point in time, there are far too many tigers in Bandipur and Nagarahole. These forest areas cannot hold that many tigers. This way we are seeing so many tigers come out of their territory because there is no space. A tiger that has already established territory will not let another tiger come in. In Nagarhole, problems are bigger than Bandipur. Tigers are venturing into hamlets and that is an issue. Every week we hear stories about tigers venturing into someone farm and this is becoming worrisome. Are we prepared to capture them? Do we have the right equipment? Are we mentally, physically and technologically prepared for it?' questions Hoover.&nbsp;

India is believed to be home to 60% of the global tiger population and Karnataka has the second-highest population in the country with 524 tigers. Villagers have also highlighted the worsening of the problem due to forest fires, that devoured close to 11,000 acres in Bandipur this year alone. 'I was there when the tiger was captured. Villagers came up to us and said another tiger and a cub were spotted in another area. How do you keep them inside the forest area? You cannot obviously keep everything fenced like how they have done in Kruger National Park. This is where the challenge lies. That is why we told the forest dept that we should be better prepared. We saw the on-ground realities. We knew the tiger was close by, but we couldn't identify where it was. Had we had the thermal imagery facility we could have identified where the tiger was and tranquilised it on the second day. Lack of equipment was the issue.' says Hoover

The change big cat behaviour has also been a cause of concern. Tigers are extremely shy animals and have traditionally known to stay away from human habitats. But the tiger that was captured was not only sighted frequently villagers in farms but had also killed two farmers. In one incident, it had stayed in the bushes near the deceased farmer, despite villagers creating a ruckus to chase it away. 'Tiger is a very shy animal but in this case, it was a very bold animal that could look into your eyes. It is a male in its prime and we don't know why it took to killing humans. One theory is when it was trying to kill the cattle the humans might have come in the way.' says Hoover.&nbsp;

But the forest department says that the situation is yet to reach alarming levels. While the man-eater's behaviour has been odd considering it is a young tiger that is uninjured, it could just be an aberration. 'The tiger still wants to live deep in the forest and live on natural prey. Bandipur has around 130 tigers, but only 1 tiger has shown this behaviour. But issues are there. As tiger numbers increase they need independent area and this problem will increase.' says Sanjai Mohan.&nbsp;

Over 120 villages are in close proximity of the Bandipur forest area, but this is only in Karnataka. Bandipur is adjoined by BTR Tiger Reserve, Nagarahole, Madumalai, Sathyamangalam and Wayanad that form the Nilgiri Ecosphere with a dense population of the big cats. So what is the solution to the issue? The National Tiger Conservation Authority has repeatedly asked for buffer zones to be increased, but state governments have not made any real progress on that front. 'As far as tigers are concerned, the barricades are unable to stop them. But right now the situation is not alarming. But in the future when the situation worsens we have to see. The way forward is to have many rescue centres, where the captured tigers can feel at home. In a zoo, it is confined to a very small place. It is better to have areas in the forests that can be earmarked and fenced where we can place tigers exhibiting such behaviour.' says Sanjai Mohan.

The killing of a non-local fruit dealer in Trenz area of Shopian by terrorists has shocked the people associated with the business in Jammu and Kashmir. Most of them feel uncertain about their harvest as they have been struggling to send their produce to the markets across India due to terror threats.

Yesterday, a group of terrorists attacked two apple dealers from Gurdaspur in Punjab when they were in the area to purchase apples from local growers. One among them, who has been identified as Charanjeet Singh died at a local hospital while his colleague Sanjay Kumar is battling his life in Srinagar hospital.

This isn’t the first target killing of a non-local in Kashmir valley after postpaid mobile connections were restored. &nbsp;During the same day, in broad daylight, a migrant labourer hailing from Chattisgarh was shot dead from a close range at Nihama village in south Kashmir’s Pulwama while another person who was accompanying him managed to save his life.

Sethi Kumar was working as a labourer at a brick kiln in the same district and was shot in the head. A similar incident took place on Monday evening when terrorists from the banned outfit, Jaish-e-Muhammed and Lashkar-e-Toiba killed a non-local driver from Rajasthan in Shopian when he arrived there to load apples and deliver them to Delhi.

Most affected by this have been the apple farmers, who have become a soft target of these groups at a time when their harvest was good and ready to move out of the valley.

“We suffered due to shutdown initially. Usually, these are the months to pick apples and sell them. Traders from outside would come to Kashmir and buy apples in bulk but now he (trader) isn’t sure if he would come back alive or not. How would he come?” asks Ali Mohammad, an apple fruit farmer.

Jammu and Kashmir police have now increased security in and around the areas where fruit traders operate and have also pasted posters of two terrorists namely Syed Naveed Mushtaq and Raheel Magray.&nbsp;

Naveed Mushtaq alias Naveed Babu was a constable with the Jammu and Kashmir police who joined banned Hizb-ul-Mujahideen outfit and became a commander. His name has surfaced in several cases earlier.
These incidents have also left non-local workers and truck drivers in a tizzy. Several migrant labours had left Kashmir when article 370 was revoked fearing hostility. &nbsp;

The business community, in general, is worried too. Although the administration has published advertisements in the local dailies to encourage people to resume normal life, most of the shops are still shut. Officials say the fear of terrorists targeting them has kept the shutters down.

“I feel for the farmers and assure them that all possible security will be provided to sell their harvest and fruits. I would ensure security to those apple growers and others also; who want to indulge in business and this will be our responsibility” Lt Gen KJS Dhillon, Chinar Corps Commander told media at a function.

The Kashmir valley currently accounts for 71 per cent of national apple production. Horticulture contributes 8 to 10 per cent GDP ratio and yearly records 8,000 to 1,000 crore turnover. Official figures reveal that 7 lakh people are directly or indirectly associated with this business in the Himalayan state.

Amid tensions between New Delhi and Islamabad after <a href="https://www.wionews.com/videos/exclusive-wion-examines-balakot-air-strikes-by-indian-air-force-201044">Balakot airstrikes</a> in February, Pakistani fighter jets intercepted a Kabul-bound Indian passenger plane for almost an hour over their airspace last month.

The SpiceJet flight was mid-air when two Pakistani F-16 jets flanked the commercial plane and asked its pilot to lower its altitude and report to them with the flight details.

The incident occurred on September 23 and the flight involved in the incident was SG-21, which had taken off from Delhi for Kabul. Around 120 passengers were on board. More importantly, the incident was reported when Pakistan airspace was not closed for India.

The SpiceJet captain briefed Pakistani F-16 jet pilots, saying, "This is SpiceJet, Indian commercial aircraft, which carries passengers and is going to Kabul as per schedule," sources told.

When the F-16s rounded up SpiceJet, the Pakistani jets and their pilots could be seen by passengers. One of the passengers on the flight, on the conditions of anonymity, told ANI that the Pakistani fighter pilot instructed SpiceJet pilot through hand signs to lower the altitude of the commercial plane.

According to sources, every flight has its code, like SpiceJet is known as `SG`. It caused confusion and Pakistani ATC misunderstood SpiceJet as `IA` and misinterpreted it as the Indian Army or India Airforce. When Pakistani ATC reported about an aircraft coming from India with IA code they immediately launched their F-16s to intercept the Indian plane.

After the confusion was sorted out, the Pakistani fighters escorted the SpiceJet out of Pakistan airspace till they entered Afghanistan, confirmed a DGCA official. "At the time when Pakistani F-16s were flying around their flight, all passengers were asked to shut their windows and maintain silence," the passengers told ANI.

After the flight landed safely in Kabul, it`s return journey was delayed by almost five hours as Pakistani embassy officials in Kabul scrambled to clear paperwork involving the mid-air mix up.&nbsp;

The Bombay High Court on Thursday agreed to hear the Public Interest Litigation (PIL) which sought relief from an RBI order of Rs 10,000 withdrawal limit in Punjab and Maharashtra Co-operative (PMC) Bank.

The plea was filed by a Mumbai-based NGO, Consumer Action Network (CAN) which is fighting the case on the behalf of account holders who are facing the brunt of the RBI`s order which was passed a few weeks ago.

The petition was first filed by the non-profit organisation on September 30.

The RBI had rolled out an order stating that PMC Bank will not do any business for the next six months and will cap depositors withdrawals at Rs 10,000.

It is believed that this order has left an impact on the customers of financial institutions who are traders and daily wage earners.

Not only that, as many as two PMC Bank customers died within 24 hours, including one Fattomal Punjabi and a 51-year-old former employee of Jet Airways named Sanjay Gulati.

Their families have alleged that they were "under stress" over the crisis in PMC Bank.

Also, two former officials of the bank`s regulator and six PMC bank employees are at present under the scanner of EOW for their alleged involvement in the scam.

A few weeks ago, the Enforcement Directorate (ED) has seized and identified movable and immovable assets worth more than Rs 3,830 crore owned by Housing Development and Infrastructure Limited (HDIL) in connection with the case.

The Mumbai court also has sent former PMC chairman Waryam Singh and HDIL promoters Rakesh Wadhawan and Sarang Wadhawan to the police custody in alleged connection with the bank fraud case.

The Esplanade court in Mumbai remanded the trio to police custody till October 16. According to the police, PMC bank officials gave loans to HDIL between 2008 and 2019 despite no repayment of the previous loans.&nbsp;

Delhi Chief Minister Arvind Kejriwal on Wednesday announced that persons with disabilities will be exempted from the odd-even vehicle rationing system which will be implemented in the national capital after Diwali. "Yes @MajDPSingh, persons with disabilities will definitely be exempt during Odd-Even," Kejriwal tweeted.

The chief minister was responding to a tweet by Major DP Singh, a Kargil War veteran, who stated that he is an amputee and cannot travel in Delhi metro.

"How about persons with disabilities @ArvindKejriwal sir? I am an amputee and can't sit in the metro with an artificial leg due to ill-designed seats. So would be the bus ride for me due to pushes and pulls. The only option is my own car. What do I and many like me do?" Major DP Singh tweeted.

After Kejriwal's positive response, the former army man quoted the chief minister's tweet and wrote, "Thank you @ArvindKejriwal sir. Appreciate your kind response and support. Jai Hind."

The odd-even vehicle rationing scheme will be implemented in the national capital after Diwali, from November 4 to 15.

Last week, Kejriwal had announced that women will be exempted from the scheme, however, private CNG vehicles will come under its ambit.

A decision on two-wheelers is yet to be taken. A flagship scheme of the Aam Aadmi Party government, aimed at combatting pollution, it was first implemented in 2015.

The scheme entails cars with odd and even number plates to run on alternate days. For the last few years, the national capital has been grappling with smog every winter, raising health concerns.&nbsp;
