Prime Minister Narendra Modi on Sunday urged business leaders and technocrats to build a `bridge` between the artificial intelligence (AI) and human intentions, while stating that his government is using technology to effectively deliver the benefits of welfare schemes to targeted groups.

Addressing a gathering of several top business leaders including Ratan Tata, Prime Minister Modi said technology should be used to uplift the life of the poor and the marginalised sections of the society in the country.

"There should not be a debate on the dangers of artificial intelligence, but there should debate as to when the robot will be smarter than the human. There should be a debate as to how a bridge can be made between artificial intelligence and human intentions," said he.

Prime Minister Modi said that a section of people are working to project technology as anti-people and asserted that technology only benefits humanity if it is used with good intentions.

"There is a major attempt to demoralise technology. An environment of fear is being built. In the context of India, technology is being projected as a challenge for our demographic dividend," he said.

He said, "Technology unites, not divides. It is a multiplier of talent force, not a threat. Technology makes a bridge between aspirations and achievements and between demand and delivery. Technology is a strong medium to realise the dream of Sabka Sath, Sabka Vikas."

Asserting that his government has been using technology to smoothly deliver government schemes on the ground, the Prime Minister said the Centre used several modern technologies including AI, digital mapping, real-time monitoring, and data intelligence to distribute eight crores new LPG connections under Ujjawal Scheme within three years time to the targeted beneficiaries.

"We first located 17,000 LPG distribution centres through data intelligence and set up 10,000 new centres in a very short span of time. We also took the help of space technology," he said.

The Prime Minister also outlined that his government has used technology to remove silos amongst government departments and build a bridge between supply system and demand, through innovative ideas like Government e-market Place. Prime Minister Modi was speaking on the occasion of the unveiling of the book titled `Bridgital Nation,` which he termed as a `visionary document.`

The book has been written by N Chandrasekaran and Roopa Purushothanman and focuses on tackling the problem of a gap between demand and supply through technology.

According to a press release issued by the PIB, several diplomats including Ambassadors of the US, the UK and China, Secretaries of several ministries, representatives of industry bodies including CII, FICCI and NASSCOM, senior journalists Smita Prakash, Rajat Sharma, Navika Kumar, Rajkamal Jha, and Sudhir Chaudhary were present on the occasion.

Indian armed forces capable of deterring all threat: Naqvi on artillery attack

Hours after the Indian Army launched an artillery attack on terrorist camps in Pakistan occupied Kashmir (PoK) on Sunday, defence experts have lauded the move saying the Army has ensured that the terrorists do not enter into our country.

"Indian Army took the action after receiving information that terrorists were at a camp trying to enter into Indian territory. Our forces have hit these camps and neutralised many of them ensuring these terrorists do not enter into our country," Defence Expert Shivalee Deshpande told ANI on Sunday.

She lauded the move saying this is a major action by the Indian Army and we have to continue this to keep Pakistan at bay.

"In a bid to divert Indian soldiers, Pakistani forces usually give these terrorists cover fire when they try to enter into Indian territory. Similarly, Pakistani soldiers violated ceasefire, in which two Indian soldiers were killed," Deshpande said.

She said that the terrorists had been trying to cross the border since yesterday but failed because of vigilance in the area.

Another defence expert DS Dhillon has said that the Army had credible information that over 200 terrorists were gathered at several terror camps in the region.

"The Indian Army targeted camps with the most concentration of terrorists and neutralised them. Since the target was within 15 km, the artilleries would have accurately hit them," Dhillon said.

Retired Lieutenant General PN Hoon, on the other hand, has said that if we know their location, we should target them using our helicopters and aircraft as well.

"During my time, I had instructed the soldiers under my command to shoot anyone who tries to cross the border. If we know where these terrorists are, why shouldn`t we use artillery guns to neutralise them? I say we should send our helicopters and aircraft and neutralise them," Hoon said.

Indian army targets terror camps in Pakistan occupied Kashmir

At least nine people were killed Sunday in firing along the de facto India-Pakistan border in Kashmir, officials said, adding to the spike in deaths in recent days as New Delhi eased a curfew in the disputed region.

Tensions escalated between the nuclear-armed neighbours after India revoked Kashmir's autonomy on August 5 and imposed movement and communications restrictions to quell unrest.

Officials from the two countries accused each other of firing mortar rounds and small arms along the so-called Line of Control.

"Two soldiers and a civilian were killed and three others injured in the unprovoked fire by Pakistan," Indian Army spokesman Colonel Rajesh Kalia told AFP of the "unprovoked" fire in the mountainous Tangdhar region of Kupwara district.

Several homes were damaged in the attack and three civilians were being treated in a hospital, he added.

Officials in Pakistan-administered Kashmir told AFP six civilians were killed and eight others wounded in Muzaffarabad and Neelum Valley.

"Mortar shells hit civilian houses and have so far martyred five people in Muzzafarabad and wounded six others," said Muzaffarabad deputy commissioner Badar Munir said.

Munir said the dead included three members of one family.

Neelum Valley official Akhtar Ayub said one civilian was killed and two injured.

The shelling came after five people were killed in Indian Kashmir on Wednesday, two days after New Delhi restored mobile phone and text services.

Indian authorities said repeatedly during the lockdown that Kashmir has been mostly peaceful.

Kashmir has been split between India and Pakistan since 1947 and was the spark of two wars and numerous skirmishes.

An armed rebellion against Indian rule has raged in the valley since 1989, claiming tens of thousands of lives, mostly civilians.

Chinese Ambassador to India, Sun Weidong has said that relations between New Delhi and Beijing go beyond the "bilateral scope, and have important and far-reaching strategic significance."

Speaking exclusively to ANI over the recently concluded two-day informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping in South India, Sun said, "The visit marked the 17th meeting between President Xi and Prime Minister Modi in the past five years. The two leaders took their time in a stroll while discussing world affairs, and had in-depth communication on the development of bilateral relations as well as overall strategic issues with international and regional significance."

"China-India relations go beyond the bilateral scope and have important and far-reaching strategic significance. The two sides should have timely communication on major issues, respect each other's core interests, gradually seek mutual understanding, and prevent differences from evolving into disputes," the ambassador remarked on the consensus reached between the two sides during the meeting and how would it impact the future development of India-China relations.

The envoy said that the two leaders traced the origins of the mutual learning between Chinese and Indian civilizations and conceived a blueprint for bilateral people-to-people and cultural exchanges and dialogue.

In the face of rising unilateralism and protectionism, the two sides agreed to strengthen coordination within the framework of multilateral mechanisms such as the G20, BRICS, Shanghai Cooperation Organization, China, Russia and India cooperation etc, uphold multilateralism and the multilateral trading system, and promote the conclusion of open and inclusive trade arrangements, he added.

The envoy also gave other details of the informal meet. Given below are certain excerpts from the interview:

India's huge trade deficit with China has always been a major concern. What are the guiding views of the leaders of the two countries on this issue?

Sun Weidong: During this informal meeting, the leaders of the two countries had an extensive communication on the topics of practical economic cooperation, including the common vision and goals of each country's economic development and the alignment of their development strategies.

Both sides agreed to establish a high-level economic and trade dialogue mechanism to strengthen bilateral trade and investment cooperation and better promote the balanced development of bilateral economic and trade cooperation.

The two sides also agreed to work together to conclude negotiations on a mutually beneficial and balanced Regional Comprehensive Economic Partnership as soon as possible.

What impact do you think this meeting will have on the international and regional landscape?

Sun Weidong: China and India shoulder increasingly important responsibilities in maintaining global stability and promoting development. In the 21st century, world peace cannot be achieved without cooperation between the two countries. Both sides are committed to building an inclusive international order based on international law, including in advancing reforms that reflect the new international landscape of the 21st century.

Both countries also believe that at a time when global trade practices and norms are being challenged, the multilateral rules-based trading system should be supported and strengthened, and efforts should be made to continue to promote open and inclusive trade arrangements that benefit all countries. China and India have made important efforts in addressing global development challenges, including climate change and achieving sustainable development goals.

Both are committed to combating terrorism in all its forms and call on all countries to strengthen international cooperation in fighting terrorism. President Xi had further stressed that he sincerely looked forward to good relations between China and India, China and Pakistan as well as India and Pakistan. He proposed that China and India play a leading role in regional inter-connectivity and work to build a more open connectivity network.

There are still some differences in China-India relations, including the boundary question. How should the two sides handle these differences?

Weidong: China has always believed that the two sides should correctly view their differences, and never let the differences dim the overall situation of bilateral cooperation. At the same time, the two countries should gradually seek understanding through communication and constantly resolve their differences. During their informal summit, the two leaders had exchanged views on pending issues including borders.

They welcomed the work done by the Special Representatives and instructed them to continue their efforts to seek a mutually agreed framework based on the political parameters and guiding principles for the settlement of the China-India boundary question reached in 2005.

Being China's ambassador to India, you participated in the whole process of the informal meeting between the two leaders. What are your impressions?

Weidong: Being a Chinese ambassador to India, I am honoured to be a part of the Chennai informal meeting. I am deeply impressed by the importance is given and thoughtful arrangements made by the Indian side too during the two-day meeting.

First, the two leaders had an in-depth discussion over a long period of time in various forms. President Xi and Prime Minister Modi spent most of their meeting discussing one-on-one exchanges, including mutual learning over civilizations of the two countries, witnessing the splendid cultural performances under the deep starry sky, and enjoying tea together at the seaside.

Prime Minister Modi had accompanied the visiting dignitary during the guided tour of Arjuna's Penance, Panch Rathas, Shore Temple and other monuments in the coastal town of Mamallapuram. The time the two leaders spent together discussing and exchanging ideas was longer than expected. They talked freely without setting a specific agenda, which enhanced their friendship and mutual trust.

The ever-growing friendly sentiments between the Chinese and Indian people were also impressive. People in Chennai welcomed President Xi by singing and dancing in their traditional attire. Some of them walked on stilts and waved the Chinese national flag. In his concluding remarks, the envoy stated that the two sides further agreed to make the "Year of China-India Cultural and People-to-People Exchange" in 2020 a success and hold 70 activities to celebrate the 70th anniversary of China-India diplomatic relations.

The Fujian province in south-eastern China will enter into sister province with Tamil Nadu in southern India. The two sides will explore the feasibility of historical and cultural studies on these two places and research on maritime exchanges between China and India, he said.

The reaction comes after the FATF yesterday expressed serious concerns over the lack of progress made by Pakistan to address its terror financing risks.

"Pakistan needs to do more and faster. If by February 2020, Pakistan doesn't make significant progress, it will be put in the 'Black List'," FATF President Xiangmin Liu said while addressing a press conference on the last day of its five-day plenary in Paris.

While Pakistan has escaped the terror blacklist, according to sources, there was a consensus among members in the global watchdog to retain Pakistan in 'grey list' based on its 27-point action plan.A decision on the status of Pakistan will now be taken by FATF in February next year.

The Delhi Cabinet on Saturday cleared a proposal to carry out a mass awareness campaign on the effects of air pollution and measures taken to combat the menace.

In a statement, the Cabinet said that there has been a concerted effort by all agencies and governments at different levels to bring down pollution in the national capital with the help of campaigns such as steps to tackle stubble burning, odd-even road rationing scheme and so on.

The state government has approved an expenditure of Rs 36 crore from the Budget of the Directorate of Information and Publicity (DIP) towards the mass awareness campaigns mentioned to tackle air pollution.

"There has been a concerted effort by all agencies and governments at different levels to bring down pollution in Delhi - be it the reduction in the use of generators due to 24x7 electricity, reduction of vehicular traffic due to the eastern-western peripheral highways, closure of thermal power plants, strict enforcement of dust control norms, etc. This has resulted in a 25 per cent reduction of pollution in Delhi," the statement said."

While there has been a 25 per cent reduction in pollution in Delhi, the winter months see a major spike in pollution levels.

One of the major reasons behind this increase in pollution levels is the stubble burning that happens in the neighbouring states of Delhi, something over which the Delhi government has no control," it added.

"Therefore, the only option available to the people of Delhi are emergency measures to severely cut down on any sources of pollution emanating from Delhi, as well as to find mechanisms by which people can cope with the rising pollution levels. The various measures being taken by the government include odd-even rule from 4th-15th November, distribution of free masks to citizens of Delhi via school children, as well as encouraging a cracker-free Diwali by organising a laser show as a community Diwali celebration in Central Park," the statement further said.

The Cabinet said that one of the challenges faced by any government in such a situation is regarding compliance and participation of the citizens in such emergency measures as these often intrude upon the regular day-to-day life of people.

"This is the reason why a massive public awareness campaign is necessary, not merely to inform the citizens about the specific modalities, but also to build the confidence of citizens to participate in such measures," the statement said.

The Cabinet said that one of the measures being taken by the Delhi government is to distribute masks to the citizens, via children studying in schools.

"Research by Energy Policy Institute of the University of Chicago (EPIC) in slums of Delhi has shown that mask usage goes up substantially if masks are distributed free of cost. However, their usage is often low - despite free distribution - because of lack of awareness about masks," the statement said.

"The EPIC study showed that mask usage went up substantially when accompanied by an awareness campaign that de-stigmatised the use of masks. So even when it comes to taking measures for health and safety of citizens, it is essential to build an active public awareness campaign," added the statement.

India government has called off a proposed visit by Prime Minister Modi to Turkey, reports said Saturday.

The visit has been cancelled as part of India's punitive action to express displeasure over Ankara's stance on Jammu and Kashmir after the abrogation of Aricle 370 which granted special status to the state.

Turkish President Recep Tayyip Erdoğan had criticised the abrogation of Article 370 in his speech at the United Nations General Assembly (UNGA) in September.

The Article which gave special status to the erstwhile state was scrapped on August 5. The move also took away the special rights enjoyed by the people of the state and bifurcated it into two Union Territories - Jammu and Kashmir and Ladakh.

The move comes as the latest in a pattern of India toughening its stance against countries which have consistently backed Pakistan.

The Turkish government along with Malaysia had batted for Pakistan with the tacit backing of china at FATF plenary in Paris. Following this, the money-laundering watchdog decided to keep Pakistan on the grey list.

Meanwhile, sources have told WION that there can be no question of cancellation as the visit was never planned.

The prime minister has met over 45 leaders this year and received invitations from most of them. So this should not be construed as a cancellation of any sorts, the source added.

PM Modi's proposed Turkey visit called off over Erdogan's remarks on Kashmir: Report

The Bharatiya Janata Party (BJP) on Friday urged Pakistani Prime Minister Imran Khan to take back proposed service charge of US $20 for each visiting pilgrim to Kartarpur Sahib and said if the neighbouring country, which is facing financial crisis, needs the money invested there in the development of the Sikhs shrine, the Sikhs will transfer the amount.

"It is very sad that in the name of pilgrimage services, the Pakistan government is charging `jazia` (a tax on non-Muslims) of US $20 for each devotee visiting Kartarpur Sahib Gurudwara. If you calculate together, it will be around Rs 255 crore annually, the amount Pakistani government would be getting through this. I appeal Pakistani Prime Minister Imran Khan Sahib. Please don`t charge this," BJP National Secretary R P Singh told ANI.

He said the proposed Pakistani service charge of US $20 a visitor was against the basic spirit of Sikh ideology and Imran Khan should understand it.

"I have been told that they invested money in Kartarpur Sahib. Let us know one time the amount you invested there. We would request SGPC to open an escrow account. And Sikhs will send the money to you," Singh, a prominent Sikh face of BJP in Delhi said.

He said the devotees wishing to visit Kartarpur are not only Sikhs but Sindhis and from other religious communities and there are many who can`t even afford $20.

"We know that you need money. We know your government is in financial crisis. Let us know how much money you have invested in Kartarpur Sahib Corridor or how much money you need for its maintenance. Let us know. We would make a request to SGPC. Money can be transferred to Pakistan government," said Singh.

Calling the service charge as "jazia tax", the BJP leader said he will write a letter to Imran Khan requesting "please don`t charge this tax".

Singh also slammed Congress and former Prime Minister Indira Gandhi for missing the opportunity to barter over 90,000 Pakistani prisoners of war in 1971 for Kartarpur Sahib and said, even Nankana Sahib could have been brought to Indian side on this account.

"Sikhs at large pray that all those places left behind Pakistan should get the opportunity to visit there. But the people who decided demarcation at that time did not think of it. Not only that, in 1971, when over 90,000 Pakistani soldiers were with us, we could have decided to bring Kartarpur Sahib to our side," he said.

"Even Nankana Sahib could have been brought to our side. Indira Gandhi could have taken a call and could have barter that soldiers for Kartarpur Sahib and Nankana Sahib. The rulers that time didn`t think of it. We are thankful to PM Modi who has taken initiative to for Kartarpur Sahib," he added.

In 1971, India won the war against Pakistan that resulted in the birth of Bangladesh (then East Pakistan). On August 2, 1972, India and Pakistan signed the Shimla Agreement under which India agreed to release all the 93,000 Pakistani prisoners of war. It was also the largest military surrender after World War II.

Bharatiya Janata Party (BJP) can never form a government in West Bengal, nor can it ever implement the National Register of Citizens (NRC) enumeration exercise here, said Trinamool Congress (TMC) leader Madan Mitra on Saturday.

Campaigning for his party ahead of the by-elections, DMK chief MK Stalin alleged that law and order situation is worst under the AIADMK government and cited the "Pollachi sexual assault case" to make his point.

"Law and order situation is worst under the AIADMK regime, Pollachi sexual assault case is an example. As you all know, AIADMK deputy speaker Pollachi Jayaraman is the key accused in the case. The culprits ruined the future of more than 250 girls," said Stalin while addressing an election rally.

Stalin alleged that AIADMK government led by Chief Minister Edapaddi K Palaniswami is a trademark of "corruption" and "loot".

"The Chief Minister said that he is proud of his government and also that his government is embalmed with the ISI mark, but the truth is, his government has got ISI mark in corruption and loot," said Stalin.

"AIADMK has been in power for the last eight years but have not conducted local body elections which should have been conducted three years ago. AIADMK knows very well that if local body elections are held, DMK will win and they will not be able to loot money," he said.

AIADMK and opposition DMK are making all-out efforts for the Nanguneri and Vikravandi Assembly by-polls scheduled to be held on October 21 with both Palaniswami and Stalin campaigning for their respective parties.
