In a dramatic turn of events, NDA's former ally Shiv Sena boycotted the voting process.

"My party and I felt that when answers are not given properly then it is not right to either support or oppose the bill," Shiv Sena leader Sanjay Raut said.

"We didn't say that the refugees shouldn't be granted citizenship, they should be given. But we said that if it's a conspiracy for vote bank politics & allegations are being levelled against you then they should not be granted voting rights for 25 years," he added.

Earlier, the Rajya Sabha voted against sending the Citizenship (Amendment) Bill to a select committee of parliament for review.

In order to provide better healthcare facilities, the National Health Authority (NHA) has adopted the Standard Treatment Guidelines (STGs) for their claim at adjudication. These STGs have been framed by the Indian Council of Medical Research Institute (ICMR).

For this, NHA and ICMR are continuously discussing the modalities and strategies to develop the adoption and implementation of STGs in the Aysuhman Bharat-Prime Minister Jan Arogya Yojna (AB-PMJAY), which is the biggest healthcare scheme in the world that provides a cover of Rs 5 lakh per family per year to around 50 crore poor and vulnerable individuals.

"So far, the ICMR has developed STGs for 30 treatment modalities like cataract, COPD, hysterectomy, hemodialysis, emergency management of ureteric stones, respiratory failure due to any cause, PTCA, systemic thrombolysis, coronary artery bypass grafting (CABG), low cardiac output IABP inspection post-operatively, asthma, epilepsy, stroke, D&C (dilatation and curettage), etc.

NHA has adopted these STGs in the scheme and would likely to increase in future," a senior official at NHA told ANI.

"It will be beneficial for the patients so that they get treatment as per the standardised guidelines. It will be beneficial for doctors as they can get away from the hassles of medico-legal cases.

Hospitals would know the type of treatment and what are the requirements for consumables and drugs. This will also allow insurance experts to fulfill all norms of STGs in their healthcare packages as drafted by ICMR," said the official.

The apex medical research body has defined STGs as standard treatment schedules, standard treatment protocols or therapeutic guidelines, which are systematically developed statements designed to assist practitioners and patients in making informed decisions about suitable healthcare for specific clinical conditions.

According to ICMR, these STGs are used worldwide to prevent the misuse of medicines through the improper treatment of common problems and to encourage the economically efficient and therapeutic effective usage of medicines.

Prasad said the "joint committee of the House" will have 20 members from the Lok Sabha and 10 members from the Rajya Sabha and would give its report on the first day of the last week of the next budget session.

Prasad, who had introduced the Personal Data Protection Bill, 2019 earlier in the day, had proposed that it should be referred to the select committee of the two Houses amid demands from the opposition members that it should be sent to the Standing Committee on Information Technology headed by Congress member Shashi Tharoor.

As Prasad took the names of Lok Sabha members in the joint committee, Trinamool Congress leader Sudip Bandyopadhyay said that they wanted to replace Sugata Roy with Mahua Moitra.

Bandyopadhyay said that Sugata Roy was handling a lot of works and the party cannot spare him.

As Speaker Om Birla asked the Parliamentary Affairs Minister about his views on the suggestion, Prasad proposed that the name of the Trinamool Congress member may be added later.

He urged Bandyopadhyay to let Roy remain in the committee as he had a vast experience but Bandyopadhyay said it was the party's decision.

"If you ask me, he (Roy) is the best person in parliament. You can't change my party's decision," he said, adding that the name will be given by the party.

Prasad said the joint committee to examine the bill will have 20 members from the Lok Sabha - Meenakshi Lekhi, PP Chaudhary, SS Ahluwalia, Tejasvi Surya, Ajay Bhatt,

Col Rajyavardhan Singh Rathore, Sanjay Jaiswal, Uday Pratap Singh, Kirit Premjibhai Solanki, Arvind Dharampuri, Heena Gavit, Rajeev Ranjan Singh, Gaurav Gogoi,

Jothimani, Saugata Roy, Kanimozhi, PV Midhun Reddy, Shrikant Eknath Shinde, Bhartruhari Mahtab and Ritesh Pandey.

Congress member Adhir Ranjan Chowdhury said that only two members of the party were on the panel and said the party should have more representation.

The Bill seeks to provide for the protection of the individual in relation to personal data and to establish a Data Protection Authority of India.

The Personal Data Protection Bill was referred to a Joint Committee on Wednesday with the Lok Sabha adopting a motion moved by Electronics and Information Technology Minister Ravi Shankar Prasad.

The Supreme Court of India is set to hear the petitions that are seeking a review of the Ayodhya land verdict.

The five-judge constitution bench will hear the petitions at 1.40 pm tomorrow.

Justice Sanjiv Khanna, who replaced the former Chief Justice of India Ranjan Gogoi will decide whether the hearing should take place in an open court or in a chamber.

Earlier in the day, Hindu litigant Nirmohi Akhara filed a review petition in the apex court.

Unlike what is being believed, RSS has a different idea about the effect of the Citizenship Amendment Bill.

RSS expects the bill to be akin to a one-time scheme whereby religiously persecuted Hindus from Afghanistan, Bangladesh and Pakistan would get Indian citizenship.

Highly placed functionary of RSS said that they expect minimum of 1.5 crore Hindus to become citizens out which 60 per cent would come from the state of West Bengal. This would enable them the right to vote and can impact the upcoming assembly elections in the state. Most of the people benefiting from the scheme are already residing in India but without benefits of the state.

A highly placed functionary of the RSS told WION that India cannot continue to be a state where anyone can walk in and become a citizen without the due process of the law.

The source said that majority of stateless Hindus are located primarily in the state of Chhattisgarh, West Bengal and Gujarat. The source added that the idea is to accommodate all Hindus under CAB who have been left out of the purview of the National Register of Citizens(NRC). RSS source said that they are pretty sure that this bill will stand the scrutiny of law as it does not violate article 14 of the Indian Constitution.

When asked as to why Prime Minister Narendra Modi embarked on such an ambitious project in the second term, the source said, "BJP wanted to consolidate its support before taking up projects like these.”

It was explained that it was for this reason Prime Minister Narendra Modi launched a massive organizational drive after 2014 elections.

"He launched public campaigns like Beti Badhao and Beto Bachao. PM also ended policy paralysis and addressed the NPA issue of the public sector banks. His focus on internal security and foreign policy also yielded dividends. It is for the above that important decisions like CAB and abrogation of Article 370 could take place," he asserted.

The source said one of the reasons to go ahead with the bill is to deal with the consequences in 2019, and not when the country is looking at a general election.

The senior RSS functionary said that the organization believes in One People, One Nation.

“We want smaller identities like caste to be done away with. Religion and caste may be an identity, but it cannot become the sole identity of an individual,” he said.

The senior functionary also hinted that RSS is not very keen on immediate implementation of the Uniform Civil Code of law. He said that eventually the issue would be addressed but it will have to be done from the perspective of gender and child rights.

RSS believes that unfinished business of partition must come to an end and CAB in no way will deprive Muslims of their rights but wants Indian citizenship to be a process and not a result of unchecked migration which ends up changing the demographic profile of the country.

The central government recently began the process of withdrawing paramilitary forces from Jammu and Kashmir.

According to sources, the law and order situation in the valley has improved tremendously.

"The MHA has cancelled the order of induction of seven CRPF Companies to Manipur on the operational ground and these Companies should be released to the Government of Assam for Law and Order duty on the arrival of the special train at Dimapur," ANI reported.

The government moved ten companies of the Central Reserve Police Force (CRPF) from J&K to Assam.

More than 20 companies will be repositioned to Assam over time. For this purpose, special train service has been started to facilitate the moving process.

This comes four months after the Central government abrogated Article 370 of the constitution. It took away all the special provisions that were accorded to the former state of Jammu and Kashmir. Following this, paramilitary forces were deployed in the region to maintain peace.

If the government sources are to be believed, no deaths due to police have occurred in the region since the abrogation. The government also added that the reorganisation of J&K into union territories had ''no additional financial implication''.

"During this period, 197 persons have been injured in law and order related incidents. During the same period, three security force personnel and 17 civilians have been killed in terror-related incidents while 129 persons got injured," said the Home Ministry in Parliament.

India and the European Union need to sort out outstanding issues such as government procurement, labour standards, and sustainability as part of the negotiations of the Free Trade Agreements (FTAs) which have been held up since 2013, European Union Ambassador to India, Ugo Astuto, said on Tuesday.

Responding to a question on as to what are the points of contention pertaining to the FTA, Astuto said, "There are a few. At the outset, I must say these are difficult negotiations. We have issues on tariff, we have issues to discuss on government procurement, labour standards, and stainability."

"These are part and parcel of all our Free Trade Agreements (FTAs). These are all complex issues that require thorough discussions. That is why technical conversation continues," he added.

A bench headed by Chief Justice of India S A Bobde directed the member secretary of the National Legal Services Authority (NALSA) to appoint an officer to visit the site and inspect the trees that have been planted by the Northern Railways as compensation.

The officer should take note of whether the saplings are being watered and nourished, whether any saplings have died, and whether dead saplings have been replaced, apex court says. The bench sought a status report from the office within three months.

The top court said there is "no doubt" about the importance of the new railway line. Permission to cut 452 trees will be subject to conditions and compensatory afforestation must be done.

The bench also asked the petitioner and environmentalist M C Mehta and National Environmental Engineering Research Institute (NEERI) to inspect and submit a report within six weeks with remedial action on the problem of open drains, overflowing sewers in Agra town and vicinity of Taj.

With an increase in holiday season travel and online shopping, Indians are increasingly falling prey to cybercriminals, with 53.6 per cent Indians admitting that they fell victim to deceitful apps, according to a new report released by McAfee.

McAfee’s recent survey, ‘A Christmas Carol: Scam Edition’, highlights how the year-end festivities present a variety of threats to Indian internet users with 28.6% of Indians having lost between INR 15,000 to 20,000 to fake online retail sites.

The survey also revealed that 78.6 per cent of Indians have been conned by seasonal travel scams through unsolicited and malicious links considering that family vacations and travel are high on the agenda for many Indians.

To avoid the holiday rush, consumers tend to get careless while purchasing and booking online, falling victim to surging cyber attacks, said Venkat Krishnapur, Vice-President of Engineering and Managing Director, McAfee India.

“Consumers choose to beat the holiday rush by purchasing and booking online, but, as transactions surge, so do the cyber-attacks. With the sheer volume of people shopping online, they tend to get careless, carried away with discounts, and open themselves to phishing attacks, frauds, malicious websites, and viruses that aim to steal money and personal information,” said Krishnapur.

With a consistent increase in online shopping 56.1 per cent Indians have fallen victim to discount scams, by clicking on links that took them to a sketchy website with 35.4 per cent of Indians confessed to having been impacted by discount scams, where a malicious file was downloaded onto their device.

With scammers impersonating genuine charities, 60.7 per cent were victims of fake trusts seeking donations, while 43 per cent of Indians expressed their concerns about being scammed by these fake trusts.

The survey also revealed that a staggering 52.6 per cent of millennials between the age of 18 to 24 years faced the brunt of romance scams, while 60 per cent of the same age group were scammed by e-greetings.

Krishnapur warned Indians against the enhancing techniques of threats actors while urging users to be more mindful of potential risks.

“As threat actors continue to enhance their techniques and explore new creative means of theft, it is crucial that users are mindful of potential risks and undertake necessary measures to protect themselves this holiday season,” Krishnapur added.

The Maldives has said that it respects India and other neighbouring countries "domestic processes", in response to a question on the citizenship amendment bill.

Speaking exclusively to WION, Maldives Foreign Minister Abdulla Shahid who is on an India visit backed the Indo-Pacific concept, lauded India's development and also talked about climate impact on his country.

WION: What is the main focus of your visit?

Abdulla Shahid: My visit this time is to co-chair the Maldives-India joint commission. This Joint Commission was supposed to meet every two years, but could not and last time it happened was in 2015. Since President Solih came in office, both the Indian and Maldives leadership have had several meetings. We saw PM Modi attending President Solih's inauguration and then one month after President Solih visited India. This September both met and every time they meet, an ambitious agenda set and it is for us officials to make sure it happens and is delivered. Dr Jaishankar and I will sit with our ministries and will set agenda for next 2 years. The joint commission will review, what has been done during the last one year and set agenda for the next 2 years.

WION: How do you see India's development assistance?

Abdulla Shahid: India is today and has always been one of the closest development partners we have had. Always, good to sit with Indian leadership and discuss future work and number of projects are underway. Last week we saw both leaders announcing the project and in the next few months, we will see the groundbreaking of several projects. That is how the development work is going on.

WION: You have become the member of IORA—Indian Ocean Rim Association, what role do you see in the group?

Abdulla Shahid: Indian Ocean Rim Association hasn't been at its best until the Maldives became its member. The Maldives lies in the heart of the Indian ocean, and without the heart, the association will not be complete and it is good to be in the association. We thank the member countries especially India for the leadership it has played to get the Maldives into the association. For the Maldives, Indian ocean is life and for the Indian ocean stability and peace and security is essential. We will play a crucial role in the association and will be talking about securing of Indian ocean maritime zones and freedom of movement and challenging the elements that destabilize the ocean.

WION: How do you see the Indo-Pacific concept?

Abdulla Shahid: We back Indo-Pacific strategy. I met Secretary Pompeo in Washington and discussed the Indo-pacific strategy with him. We firmly believe that It is essential for peace and security of Indian ocean and it maintains freedom of navigation for all and it should not be controlled by certain countries and limited to certain countries and that is the role we will play.

WION: How are you balancing tourism versus environmental concerns?

Abdulla Shahid: We have had, since 1972, a very useful tourism brand so much so that we can say Maldives tourism is one of the world-class tourism industry. We are proud of what we have achieved in such a short period in maintaining the environmental standards we have obtained. we not only talk about the environment, but we practice protection of the environment. Today, not only climate change is going to impact countries like ours who entirely depend on the ocean, but single-use plastic which is being dumped into the ocean, it is suffocating and killing the ocean. We have to address the issue, happy that India is also on the same page on this issue.

WION: How do you see the current domestic discourse on citizenship Amendment bill in India?

Abdulla Shahid: What we, able to have with India and our neighbouring countries is, respect to its domestic processes. Indian parliament, as I have always said, has its right, granted by the people of this country and constitution on appropriate laws. It is not for the Maldives to comment on such an issue.
