India has taken up with Bangladeshi authorities the issue of violence targeting Hindu families in Bangladesh's Comilla district and the matter is being probed by the authorities there, the Ministry of External Affairs said on Friday.

Some radical Islamists vandalised and set on firehouses of several Hindu families in Bangladesh's Comilla district earlier this week over rumours about an alleged Facebook post slandering Islam.

Asked about the incident at an online media briefing, the Ministry of External Affairs Spokesperson Anurag Srivastava said India's High Commission and posts in Bangladesh are in close contact with local authorities in Bangladesh over the incident.

"They have taken up this incident and we have been informed that the Bangladesh authorities have looked at this incident very seriously and the law enforcement authorities there are investigating the outbreak of violence," he said.

They also continue to remain vigilant to prevent any untoward disturbances, Srivastava added.

The households were vandalised and later set on fire on Sunday after a Bangladeshi man, who lives in France, allegedly praised President Emmanuel Macron for taking steps against "inhumane ideologies" after a teacher in Paris was decapitated for showing caricatures of the Prophet, Bangladeshi officials had said.

To a separate question on fugitive diamantaire Nirav Modi, Srivastava said his bail application was rejected on October 26 by a UK court and a hearing was also held in the case on November 3.

The next hearing is on January 7-8, 2021 and till then Nirav Modi will be in judicial custody, he said.

India is set to press for comprehensive disengagement of troops by the Chinese PLA from all the friction points in eastern Ladakh at the eighth round of Corps Commander-level talks on Friday.

The talks began at 9:30 am in Chushul on the Indian side of the Line of Actual Control (LAC) in eastern Ladakh.

Nearly 50,000 Indian Army troops are currently deployed in a high state of combat readiness in various mountainous locations in eastern Ladakh in sub-zero conditions as multiple rounds of talks between the two sides have not yielded concrete outcome to resolve the six-month-long military standoff.

The Chinese People's Liberation Army (PLA) has also deployed an equal number of troops, according to officials.

The last round of Corps Commander-level talks had taken place on October 12 but there was no breakthrough on the disengagement of troops from the friction points. The standoff between the two sides erupted in early May.

External Affairs Minister S Jaishankar recently said the ties between India and China have come under "severe stress" and that the agreements inked by both sides on management of the border must be respected "scrupulously" in their "entirety" to restore normalcy in relations.

The Indian delegation at the eighth round of military talks will be led by Lt Gen PGK Menon, the newly-appointed Commander of the Leh-based 14 Corps.

A joint press statement by the two armies after the last round of talks said both sides agreed to maintain dialogue and communication through military and diplomatic channels to arrive at a mutually acceptable solution for disengagement "as early as possible".

India has all along been maintaining that the onus is on China to carry forward the process of disengagement and de-escalation at the friction points in the mountainous region.

Following the sixth round of military talks, the two sides announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters.

The sixth round was held with a specific agenda of exploring ways to implement a five-point agreement reached between Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave.

The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC.

The situation in eastern Ladakh deteriorated following at least three attempts by Chinese soldiers to "intimidate" Indian troops along the northern and southern bank of Pangong lake area between August 29 and September 8 where even shots were fired in the air for the first time at the LAC in 45 years.

As tensions escalated further, the foreign ministers of India and China held talks in Moscow on September 10 where they reached a five-point agreement to defuse the situation in eastern Ladakh.

During the previous rounds of Corps Commander-level talks, the PLA had insisted on withdrawal of Indian troops from the strategic heights in Mukhpari, Rezang La and Magar hill areas around the southern bank of Pangong lake.

However, India maintained that the disengagement process has to start simultaneously in all the friction points.

Apart from being known from its mesmerizing beauty, the valley of Kashmir is also famous for its high-quality saffron, a spice derived from the crocus flower. Over the years, the world's most expensive spice has seen a decline due to several factors and now due to COVID-19, the market demand has fallen.

The vast fields have turned in a purple canvas and people are busy picking the crocus flower with the first sunrise. The business remains a family affair as thousands of them gather to pick saffron threads by hand with the break of dawn. The purple blossom marks the arrival of winter in Kashmir.

Around first century BC, immigrants from Central Asia are believed to have introduced the Saffron cultivation to Kashmir and since then it has exponentially grown.

Primarily, the spice is commercially grown in Spain, Iran and India but the produce from the valley is considered the best in the World with high price value. From the last few years, the saffron crop has seen a decline in its production caused by several factors including erratic rainfall which experts link to Global warming.

"Global warming is a big factor. Rain doesn't fall on time. The government had installed tube wells but irrigation doesn't happen on time. We want the government to do something about this," says Saqib Qadri, a farmer.

According to a data available, the production of Kashmiri saffron has declined by 65 per cent over 22 years and to save these farmers, the government has come to their rescue by issuing the certificate of geographical indication. This will make Kashmiri saffron stand out from the cheap Iranian variety which currently captures 90 per cent of the world market.

In order to produce just one kilogram of spice, around one lakh fifty thousand flowers must be picked one by one which is a herculean task.

"The opening of Saffron park by the government is a help. We also need proper water sprinkling. The government hasn't been unable to provide us with this but we hope in a year or so, they do this," Rafiq Ahmad says.

Kashmir saffron is used in health products, cosmetics and forms an integral part of traditional Kashmiri dishes.

The local produce is high in aroma with natural deep-red colour and long, thick stigma. This industry in Kashmir employs around one lakh twenty thousand people from about 226 villages and helps boost the rural economy.

Over 1,100 FIRs have been lodged against 2,000 farmers in Uttar Pradesh for stubble burning.

Nearly, 144 FIRs have been lodged in different districts in the last 24 hours alone for stubble burning. The police lodged 15 FIRs in Balrampur, eight in Bahraich and Kushinagar, seven each in Aligarh, Basti and Hardoi, and six each in Rampur, Shahjahanpur, Siddhartha Nagar among others.

Six persons have also been arrested in Saharanpur for burning stubble.

Uttar Pradesh Director General of Police (DGP) H.C. Awasthi has given strict directions to all district police chiefs to stop air pollution, by spreading awareness against stubble burning and for proper disposal of crop residue by involving village committees and village heads.

Senior officials at the state DGP headquarters said Additional Chief Secretary Agriculture had informed the DGP that in spite of repeated instructions stubble burning cases were not coming down.

ADG, law and order, Prashant Kumar said the Supreme Court was monitoring the situation and district police chiefs have been asked to ensure guidelines of curbing stubble burning were followed.

The Bharatiya Kisan Union (BKU) has demanded withdrawal of cases against the farmers and has threatened agitation if 'victimisation' of farmers was not stopped.

Meanwhile, a large number of bees were reportedly charred to death in a farm in Shahjahanpur, due to stubble burning. A bee farmer, Dharmendra Kumar, claimed that he had suffered huge losses and has filed a complaint in this regard.

Dharmendra had signed up for beekeeping training in Pipraula village. In 2017, he secured a loan of Rs 2.5 lakh under the Prime Minister`s Employment Generation Programme and started his apiary with 50 hive boxes.

Each hive box cost Rs 4,500 and each hive produced nearly 25 kg honey. Besides honey production, bees play an important role as pollinators in the crop production.

The proactive deployment of IAF's "offensive" capabilities in response to the standoff with China in eastern Ladakh demonstrated its current operational readiness and the strong posturing was instrumental in dissuading the adversary to a large extent, Chief of Air Staff Air Chief Marshal RKS Bhadauria said on Friday.

The Indian Air Force (IAF) chief also said that the Balakot airstrikes in Pakistan clearly demonstrated that airpower could be put to sophisticated use and create a space for action below the conventional threshold.

Air Chief Marshal Bhadauria was speaking at an online seminar organised by the National Defence College.

"Over the past few months, the proactive deployment of our offensive capabilities in response to developments in eastern Ladakh, both in terms of deployment of air assets as well as rapid airlifting of Army combat elements, demonstrated the IAF's operational readiness today," he said without elaborating.

He said the deployment also reflected the capability and the nation's resolve to use airpower if the need arises.

"It is our belief that our pro-active action and strong posture was instrumental in dissuading the adversary from making further attempts...We remain hopeful that the peace and stability will be restored along the LAC through ongoing dialogue," he said.

The IAF has deployed almost all its frontline fighter jets like Sukhoi 30 MKI, Jaguar and Mirage 2000 aircraft in the key frontier air bases in eastern Ladakh and elsewhere along the Line of Actual Control(LAC).

The newly inducted fleet of Rafale jets has also been carrying out sorties in eastern Ladakh.

On the Balakot strikes, he said terrorist organisations will have to think "hard" before making any further attempts to carry out attacks.
Indian warplanes pounded a Jaish-e-Mohammad(JeM) terrorist training camp on February 26 last year, nearly two weeks after the Pulwama terror attack in which 40 CRPF personnel were killed.

"The airstrikes in February last year by Indian Air Force targeting terror infrastructure at Balakot clearly demonstrated that airpower could be put to sophisticated use and create a space for action below the conventional threshold," Bhadauria said.

Talking about the overall security scenario, he said there has been a transformation of the security paradigm in recent years.
"Our definitions of national boundaries have shifted beyond the classical definition of land border, shorelines etc. We cannot remain chained to the old concepts of fronts -- two fronts, one front. The nature and scope of warfare itself have expanded," he said.

In Indian defence parlance, the two front conflicts refer to hostilities along the country's western and northern borders.
The Chief of Air Staff said the induction of modern platforms and acquisition of nice capabilities has bolstered the IAF's combat capabilities across the entire spectrum of warfare.

"The ongoing transformation is aimed at adding agility to our combat fleets. However, practitioners of airpower are mindful of the fact that besides providing a host of kinetic and non-kinetic response options against an adversary, a strong and capable air force plays a much larger role in ensuring deterrence and avoiding conflict in the first place."

Speaking on the occasion, Vice Chief of Army Staff S K Saini said India's unsettled borders have been its biggest security challenge.
"The possibility of conflict over territorial disputes with China and Pakistan will continue to remain an important factor in our defence planning," he added.

Chief of Naval Staff Admiral Karambir Singh said the Indian Navy remained poised for rapid response in any situation.
"For the Indian Navy, operating farther and outward from Indian shores, in step with our country's national interests, is a strategic imperative and necessity," he said.

The statement came after India recorded more than 50,201 coronavirus cases in the country on Thursday morning taking the toll beyond 8.3 million, and the death toll rose to 124,315.

"It has shown safety and efficacy in the phase 1 and 2 trials and in the animal studies - so it is safe but you can`t be 100% sure unless the phase 3 trials are over," Kant, head of ICMR's research management, policy, planning and coordination cell said.

"There may be some risk, if you are ready to take the risk, you can take the vaccine. If necessary, the government can think of giving the vaccine in an emergency situation."

Covaxin could be crucial in holding off new infections.

Over the last few days, Ministers in Tamil Nadu have expressed hope and spoken of the possibilities regarding the release of seven convicts in the Rajiv Gandhi assassination case. While this can be seen as comments that are coming close on the heels of Assembly polls due in 2021, there are also some indications that the Ministers’ hopes on Governor Banwarilal Purohit may bear fruit.

On Friday, Law Minister C.Ve Shanmugam said that there was a possibility of the seven convicts getting released without further delay.

“The honorable Governor will announce a good decision soon” he said. On Thursday, speaking in Coimbatore, Chief Minister K Palaniswami said that their government had already forwarded the Assembly resolution regarding the release to the Governor and it was for him to decide.

Interestingly, these statements have come shortly after Tamil Nadu Governor Banwarilal Purohit visited Delhi to meet the Prime Minister, Home Minister, MoS Prime Minister’s Office, and the Vice President of India to discuss what the Governor’s office referred to as, “important issues related to Tamil Nadu”.

On November 3, a Supreme Court bench expressed unhappiness over the fact that the recommendation for the release of Rajiv Gandhi convicts sent to the Governor by the State government was pending for over two years.

Earlier, it was informed that the reason behind the delay from the Governor’s end was owing to the probe of the Multi-Disciplinary Monitoring Agency (MDMA) which is looking into the larger conspiracy behind the Rajiv Gandhi Assassination case. However, the Court had held that the MDMA probe should not have any impact on the Governor’s decision to pardon the convicts.

Nalini’s advocate Radhakrishnan is optimistic about the release of the seven convicts.

Speaking to WION, he said, “State cabinet has passed a resolution in September 2018 and it is binding on the Governor. All seven of them should have been released on 9 September 2018. There are 3 earlier cases that were adjudged by a Constitutional bench, where it was ruled that the Governor has no discretion under Article 161. The Governor merely is a signing authority. Even without the Governor’s assent the State Government can release them”. He adds that their release is likely by the end of the year, also stating that cases filed by Perarivalan and Nalini are pending in the Supreme Court and Madras High Court respectively.

Seven people including Nalini and her husband were convicted by the special TADA court for their role in the assassination of former Indian Prime Minister Rajiv Gandhi on May 21 by an LTTE (Liberation Tigers of Tamil Eelam) suicide bomber during an election rally in Sriperumbudur, in the outskirts of Chennai.

Indian and Chinese Army have been confronting each other since June when the PLA attacked Indian positions in Galwan Valley leading to the death of 20 Indian soldiers, although the PLA had lost soldiers as well but the Chinese foreign ministry has refused to divulge losses suffered by People's Liberation Army(PLA).

"The situation along the LAC in eastern Ladakh remains tense. The PLA is facing unanticipated consequences of its misadventure in Ladakh because of the Indian defence force's firm and strong response. Our posturing is unambiguous and we will not accept any shifting of the LAC," the CDS chief said, adding, "in the overall security calculus, border confrontations, transgressions and unprovoked tactical military actions spiralling into a larger conflict cannot, therefore, be discounted."

Reiterating India's stand, India's defence minister Rajnath Singh had said the country is determined to protect its sovereignty and territorial integrity "in the face of unilateralism and aggression, no matter what the sacrifice".

The Chinese foreign minister Wang Yi had said that the situation along the LAC was "generally stable" at the moment.

"The constant friction with two of our nuclear-armed neighbours with whom India has fought wars, with both increasingly acting in collusion, poses an omnipresent danger of regional strategic instability with potential for escalation, threatening our territorial integrity and strategic cohesion," Bipin Rawat added.

On Pakistan, the CDS chief said: "The surgical strikes post Uri terror attack and the Balakot airstrikes have delivered a strong message to Pakistan that it no longer enjoys the impunity of pushing terrorists across the Line of Control under the nuclear bogey, while adding that, the new Indian template has injected ambiguity and uncertainty in Pakistan, evident in its media reports, about Indian armed forces reaction, if Pakistan sponsored terrorists cross the threshold of tolerance."

Ladakh standoff: India and China to hold 8th round of military talks on Friday

Indian government is in touch with the Chinese side to facilitate "essential travel" of Indians to and from China even as Beijing has announced that it barred travel from India.

A release from the Chinese embassy said, due to the COVID pandemic China has decided to "temporarily suspend" the entry into China by "foreign nationals in India holding valid Chinese visas or residence permits.”

The release explained the suspension is a "temporary measurement" that China has to "adopt" to deal with the current covid crisis and the country will make "further adjustment and announcement in accordance" with the ongoing pandemic situation. The entry into China with visas issued after November 3, 2020, is not affected by this announcement.

Indian government sources explained that the "measure is not India specific" and "similar measures have been announced in respect of several other countries".

Other than India, the Chinese embassy in Belgium, UK and Philippines have also announced that temporary suspension of entry into China by Non-Chinese nationals in these countries despite holding visas or residence permits.

The announcement by the Chinese side comes in the backdrop after 19 Indians tested covid positive on Vande Bharat flight from Delhi to Wuhan on October 30. While the fate of upcoming Vande Bharat mission (VBM) flights is not known, 4 flights from Wuhan to Delhi are scheduled as of now on--November 13, 20th 27 and December 4. A planned VBM flight on November 6 from Delhi to Wuhan and back to Delhi did not receive required clearance from Chinese authorities and the flight has been postponed.

Defence Minister Rajnath Singh on Thursday said a three-pronged approach is being adopted to address internal security challenges that includes development of areas hit by terrorism and a desire to go "more than half way" to negotiate with dissatisfied groups to secure political settlements of issues.

The defence minister, addressing an online seminar, also said the government was willing to challenge the status quo if it becomes a tool for the exploitation of helpless citizens and the provisions of governance.

Though the defence minister did not refer to any specific situation or issue, his comments come in the backdrop of the government's renewed push for socio-economic development in Jammu and Kashmir as well as in the militancy-infested states of the northeastern region.

"We have undertaken a three-pronged approach towards internal security challenges as well. This includes the development of areas affected by terrorism along with the provision of justice to the aggrieved," he said.

"It also includes the ability and desire to go more than half way to negotiate settlements with dissatisfied groups to enable a political settlement. And finally, we are also willing to challenge status quo, if the status quo becomes a tool for the exploitation of helpless citizens and the provisions of governance," Singh said.

In his address at the seminar at the National Defence College, the defence minister also noted that the government was cognisant of the fact that India's stability and security are closely associated with the ability to grow economically at a desirable rate.

"This progression can only be sustained through our ability to adapt, innovate and strengthen the fundamentals that contribute to this process. On the larger issue of economic security, the government has focused on all aspects of development in sectors of land, labour, capital and industry," he added.

Talking about the country's overall approach in dealing with multiple security challenges, he said the government has developed a blueprint to confront them over the next decade.

"The first is the ability to secure India's territorial integrity and sovereignty from external threats and internal challenges. Second, the ability to create secure and stable conditions that can facilitate India's economic growth," he said.

"Third, we remain steadfast in the desire to protect our interests beyond the borders in areas where our people reside and our security interests converge. And finally, we also believe that in a globalised and interconnected world, a country's security interests are interlinked by shared and secure commons," he added.

The defence minister said each of these principles is defining the way in which India is approaching various elements of its security policy.

"Based on these principles, we have brought about drastic changes in our security policy which are oriented towards strong, legally and morally tenable actions," he said.

"We have proved that countries that employ terrorism as an instrument of national policy can also be deterred through options that were considered unimplementable in the past," the defence minister said, in a clear reference to Pakistan.

Singh also listed various reform measures undertaken by the government to stimulate the economy including in areas of infrastructure, health, education, sanitation, drinking water, energy and defence.

"As India grows, there is a simultaneous movement of people beyond our shores and a growth of our interests worldwide. This entails that we should be able to safeguard Indian citizens who now work across the globe," he said.

"In the past, we have displayed the ability to not only evacuate Indian citizens but also people of different nationalities from war torn and calamitous areas. In fact, we have also successfully provided support and relief as the first responders in our neighbourhood as well," the defence minister said.
