India's daily COVID-19 infections rose by 50,040 on Sunday, official data showed, as concerns grew about the detection of the highly infectious Delta variant of the coronavirus in some states.

The COVID-19 death toll in the country rose by 1,258, including 511 deaths reported from the state of Maharashtra, the health ministry data showed.

New variants are a particular concern in India, where more than half the population has not been vaccinated. Less than 6% of India's adult population of 950 million has received two doses.

At least 20 cases have been found linked to the Delta variant, which India last week designated a variant of concern, according to the health ministry.

India's official death count is now 395,751. Of the 35.51 million people infected, 29.25 million have recovered.

State governments eased lockdown restrictions earlier this month after a fall in cases, but scientists fear that the presence of the Delta variant, which was first detected in India, and the slow pace of vaccination could trigger another wave of infections.

Fishermen from the Pamban area, Rameswaram in the Ramanathapuram district of Tamil Nadu have alleged firing by Sri Lankan Navy on Friday morning. According to a fishermen community leader, their boats had gone about 15-20 nautical miles into the Bay of Bengal from the Pamban area, when their boat was fired upon, by the island country's Navy.

"It was around 11 am that a Sri Lankan Navy boat had fired upon the Indian fishing boat and it was a mounted gun, not a handheld rifle," Cinnathambi, Coordinator of the Traditional fishermen federation told WION. He maintains that a fisherman had a narrow escape from the bullet which had pierced the body of the relatively strong fiber boat.

The fishermen had also shared videos of the bullet hole on the boat and a picture of the bullet recovered from there. The fishermen community have serious apprehensions over this trend of attacks and fear that serious damage and life loss may occur when the weaker wooden boats are fired upon. A meeting in this regard is understood to have taken place between the Fisherfolk, Marina police and the fisheries department officials.

Rajya Sabha MP Dr Anbumani Ramadoss, whose PMK is a part of the ruling BJP at the center, too had tweeted about this issue in Tamil. He said that the firing by the Lankan navy was condemnable and urged the central government to not take such instances lightly. He added that while the nine fishermen were lucky to escape unhurt, their boat had suffered damage.

In a swift and coordinated Search and Rescue (SAR) operation that involved multiple vessels, the Indian Coast Guard (ICG) rescued nine crew off a sinking tug, near Port Blair. This operation was carried out late on Wednesday, a few hours after the information regarding the vessel in distress was received.

On June 23, the ICG received a distress call from Tug Ganga-1 that was nearly 30 nautical miles southeast of Port Blair. The 9-crewed tug had left from Port Blair on Tuesday noon, towing a barge loaded with construction material and was to arrive at Hutbay in the early hours of Wednesday. But it had activated a distress signal owing to flooding in the engine room, while on the way.

Due to uncontrolled flooding, the crew abandoned the Tug and took shelter onboard the attached barge. The distress call information was shared with concerned authorities at Port Blair, following which ships ICGS C-146 and ICGS C-412 on routine deployment were immediately diverted for assistance.

CGS Durgabai Deshmukh and PMB Tug ‘Ocean Marvel’ sailed from Port Blair with a damage control team and de-flooding equipment for immediate assistance. While the crew were safe, one member who suffered a leg injury was evacuated by Coast Guard Ship C-146 and taken to a hospital.

ICG ships that attempted to save the sinking vessel realized that it was dangerous, risky to board it owing to heavy flooding and adverse sea conditions. Owing to water weight, the tug had titled to its port (left) side and its aft(rear portion) had gone lower into the water than usual.

Despite PMB Tug Ocean Marvel towing the distressed vessel towards Port Blair with ICG ships in escort, the distressed tug sank off Cinque island, in a region where the depth was more than 1500meters. All crew of the sunken ship were embarked onboard Tug Ocean Marvel and brought to Port Blair late on Wednesday.

Addressing a press conference, BJP national spokesperson Sambit Patra said, "Many people have lost their lives due to the oxygen shortage in Delhi`s hospitals and Arvind Kejriwal is responsible for these deaths.

We hope the Supreme Court will hold Kejriwal accountable and punish him for the crime he has committed."

Patra alleged that the Kejriwal government completely failed in managing the second wave of Covid in the national capital.

"Arvind Kejriwal`s works on only one formula: 100 per cent advertising and zero per cent Covid management. Kejriwal has spent Rs 1,000 crore only on advertising. The biggest thing is he has lied four times about oxygen shortage," he said.

The said report claimed that the Delhi government inflated its Oxygen demand by four times during the peak of the second wave of Covid which affected supply to 12 states.

"Due to Kejriwal`s lies, oxygen supplies were reduced to 12 states to meet the demand of Delhi. Had this oxygen been used in other states, many lives could have been saved. This is a heinous crime committed by Kejriwal," Patra said.

The BJP spokesperson also claimed that the report exposed that the Kejriwal was doing politics on oxygen requirements to defame the Union government for this they inflated oxygen demand by four times.

Referring to the report, Union Health Minister Harsh Vardhan tweeted, "Skeletons of misdeeds in the midst of a pandemic falling out of Aam Aadmi Party`s closet. Highly deplorable of Arvind Kejriwal and company to misuse a critical situation to grab eyeballs, deflect responsibility and corner invaluable resources for no good reason."

In a tweet, Union Minister Hardeep Singh Puri said, "The SC Sub-group report shows how Delhi government proved to be a complete failure in managing Covid crisis. Gross miscalculation of oxygen requirement at variance with laid down norms also suggest a sinister motive to discredit India`s Covid pushback."

Twitter on Friday temporarily blocked IT Minister Ravi Shankar Prasad's account for alleged violation of the US Copyright Act, a move that the minister slammed as being arbitrary and gross violation of IT rules.

Hitting out at Twitter, Prasad in a series of posts on another social media platform Koo said the platform had failed to give prior notice before briefly denying access to his account. The account was subsequently unblocked after a warning.

Confronting Twitter, Prasad said it was apparent that his statements calling out the high-handedness and arbitrary actions of the microblogging platform, particularly sharing clips of interviews to TV channels and the powerful impact had "clearly ruffled its feathers".

The blocking of the IT minister's Twitter account comes at a time when the US digital giant has been engaged in a tussle with the Indian government over the new social media rules.

The government has slammed Twitter for deliberate defiance and failure to comply with the country's new IT rules, which has led to the microblogging platform losing its intermediary status in India and becoming liable for users posting any unlawful content.

Prasad has previously criticised Twitter over the viral video, saying its failure to act was "perplexing".

On Friday, Prasad reiterated that all social media firms must abide by the new IT rules, which also mandate the appointment of new compliance executives.

"Twitter's actions indicate that they are not the harbinger of free speech that they claim to be but are only interested in running their own agenda," Prasad said, adding that users faced the threat of being "arbitrarily" removed if they did not follow the company's line.

Tahawwur Rana, a suspect in 26/11 Mumbai terror attack case will remain in United States custody, as a federal judge in Los Angeles weighs whether the fugitive will be extradited to India for his alleged role in the 2008 terror attack that killed more than 160 people.

Magistrate Judge Jacqueline Chooljian on Thursday ordered the defence attorneys and prosecutors to file additional documents by July 15, which was reported by a US news agency.

The extradition hearing, at the request of the Indian government, was held in the court of Magistrate Judge in Los Angeles.

Fifteen years ago, Pakistan-born Rana was operating a travel and immigration service in Chicago`s West Rogers Park neighbourhood, helping vacationers set up visits to his former homeland in Pakistan. Indian authorities allege that Rana conspired with his childhood friend David Coleman Headley to assist the Pakistani terror group Lashkar-e-Taiba “in the orchestration of the terror attacks.

Headley and Rana attended military high school in Pakistan together. Rana`s immigration law centre in Chicago, as well as a satellite office in Mumbai, was allegedly used as a front for their terrorism activities between 2006 and 2008, prosecutors say.

Headley, the master plotter of the 26/11 Mumbai attack, had pleaded guilty and testified against Rana. Rana is fighting extradition by claiming double jeopardy because he was acquitted of Mumbai massacre charges in a Chicago federal courtroom.

Rana is arguing that he has already been acquitted of the charges he would face overseas. After asking for COVID-based relief, Rana was actually released from federal prison after nearly finishing his Chicago sentence, only to be immediately re-arrested and re-jailed on the request by India to send him overseas. Learning from media reports on the development New York-based legal expert Ravi Batra told ANI, "Tahawwur Rana, no stranger to conspiring to give material support to terrorism given his conviction for activities in Denmark, resists Indian extradition - the venue of the Mumbai terror attack - as an artful dodger. It remains India`s right and burden to prove his guilt in a court of law in India."

Afghanistan's envoy to India Farid Mamundzay has said that India can send the "right message" to the Taliban to cut ties with international and regional terror groups. The comments come in the backdrop of unconfirmed reports of India and the Taliban engaging in parleys. Neither side has acknowledged this.

Speaking to WION's Principal Diplomatic Correspondent Sidhant Sibal, Mamundzay said, "should those messages be communicated to the Taliban...it would have a very positive impact on our security. "

Earlier this week, a Qatari official confirmed that Indian delegation met the Taliban in Doha. The development comes as US forces leave the country after 2 decades that many see changed the regional security situation. The Afghan envoy also dismissed reports of the Taliban toppling the Afghan government as reported in western media.

Wion: Reports suggest Kabul will fall, also increased violence level with Taliban gaining control in the north. Your reaction.

Ambassador Farid Mamundzay: The reports which have been published don't fully describe the strength of Afghan national defense and security forces. Our forces are in full control of the country. Yes, the situation is intense in the number of districts and number of provinces but our soldiers, our police officers, our intelligence officers are doing everything they can to secure and keep our people safe. I disagree with the fact that the Taliban would be in a position to take over Afghanistan or topple our government in 6 months' time. The resilience of the Afghan security forces and the determination of the Afghan public, in general, is there to combat terrorist groups in whatever way and form they may be to keep Afghanistan free and safe.

Wion: How do you see the reports of India-Taliban talks. This is what Qatar is also confirming.

Ambassador Farid Mamundzay: We can't verify that, we don't certify that there has been an engagement between the Taliban and the Indian government. Within the Taliban, the nationalist elements, who could be integrated back to Afghan society, forces and people that could be engaged, with whom we believe that talks would be fruitful. The right message, from strategic partners like India, could very helpful. The right message is to cut ties with international and regional terrorist groups. The right message could be to integrate back to Afghan society and become part of mainstream life and politics in the country and let violence go. A recent United Nations Security Council report suggests the Taliban still keeps ties with international terrorist organizations, which is something of concern to us. We would not want foreign fighters on our soil and should those messages be communicated to the Taliban, should they get those messages it would have a very positive impact on our security.

Wion: How do you see India-Afghanistan engagement, at a time when American troops are leaving?

Ambassador Farid Mamundzay: New Delhi has always been a very important partner and we would want this partnership to flourish, to grow more in the years to come. The UN and NATO were here for a specific purpose, that was to combat the international terrorist groups but we are going to remain in this region forever. India's contribution has been phenomenal in every area in Afghanistan. There is a special place in the heart of every Afghan and we would want India to remain, being a key contributor to the development of Afghanistan in every area.

China is all set to operationalise the first electric train in the remote Himalayan region of Tibet, connecting the provincial capital Lhasa with Nyingchi - a strategically located Tibetan border town close to Arunachal Pradesh.

The 435.5-km Lhasa-Nyingchi section of the Sichuan-Tibet Railway is expected to be inaugurated ahead of the centenary celebrations of the ruling Communist Party of China (CPC) on July 1, according to official media reports.

The electricity transmission process has been completed and tested, Liu Yuxiang, Chief Engineer of the Lhasa-Nyingchi Railway, was quoted as saying by the state-run CCTV earlier. The Sichuan-Tibet Railway will be the second railway into Tibet after the Qinghai-Tibet Railway. It will go through the southeast of the Qinghai-Tibet Plateau, one of the world’s most geologically active areas.

In November, Chinese President Xi Jinping had instructed officials to expedite construction of the new railway project, connecting Sichuan Province and Nyingchi in Tibet, saying the new rail line would play a key role in safeguarding the border stability. The Sichuan-Tibet Railway starts from Chengdu, capital of Sichuan Province, and travels through Ya’an and enters Tibet via Qamdo, shortening the journey from Chengdu to Lhasa from 48 hours to 13 hours.

Nyingchi is prefecture level city of Medog which is adjacent to the Arunachal Pradesh border. China claims Arunachal Pradesh as part of South Tibet, which is firmly rejected by India. The India-China border dispute covers the 3,488-km-long Line of Actual Control (LAC).

Qian Feng, director of the research department at the National Strategy Institute at Tsinghua University, told the official daily Global Times earlier that “If a scenario of a crisis happens at the China-India border, the railway will provide a great convenience for China’s delivery of strategic materials."

India's National Security Advisor Ajit Doval has proposed an "action plan" against Pakistan-based terror groups like Lashkar-e-Tayyeba (LeT) and Jaish-e-Mohammed (JeM) at the Shanghai Cooperation Organisation (SCO) NSAs meet on Wednesday.

The action to be taken on these terror groups has been proposed under SCO framework.

LeT and JeM has been responsible for many terror attacks in India, especially in the Union Territory of Jammu and Kashmir. JeM, created with the support of Pakistan spy agency, was responsible for the Pulwama terror attack in which 40 Indian soldiers died.

During the meet, which was also attended by Pakistan NSA Moeed Yusuf, Indian side also called for full implementation of UN resolutions and targetted sanctions against UN-designated terrorist individuals and entities.

Pakistan hosts one of the largest number of UN listed international terrorists. It has been seen to have been lax on efforts to bring them to book, so much so that Islamabad even applied for 'pensions' for listed terrorist like Hafiz Saeed. Saeed is the founder of LeT.

During the in-person meet in Tajik Capital Dushanbe, Indian NSA "strongly condemned terrorism in all forms and manifestations", sources said, pointing out that "perpetrators of terrorism including cross-border terror attacks should be expeditiously brought to justice."

More than a decade after the 26/11 terror attacks, Pakistan still has to act the perpetrators who are inside the country.

Interestingly, India also emphasised on adoption of international standards to counter terror financing including an MOU between SCO and Financial Action Task Force (FATF). It is an anti-terror-financing body.

The NSA underlined that in order to effectively combat terrorism, we need to monitor new technologies used by terrorists. This included use of drones and misuse of dark web, artificial intelligence, blockchain and social media.

During the meet, he highlighted connectivity projects like Chahbahar, INSTC, regional air corridors which are leading to "economic gains and building trust" but pointed out that "connectivity must respect sovereignty and territorial integrity".

China's mega infrastructure programme China Pakistan Economic Corridor or CPEC passes through Pakistan Occupied Kashmir. This has been a cause of concern for New Delhi, which has consistently raised matter with Beijing.

On Afghanistan, Doval called the need to preserve gains made in last two decades in Afghanistan and give top priority to welfare of its people & extended full support to SCO Contact Group on Afghanistan, "which should be more active."

At the SCO meet, Doval had over 2 hours long meeting with Russian NSA Nikolai Patrushev during which issues of mutual interest were discussed.

The proposed Lakshadweep Development Authority Regulation of 2021 (LDAR) is highly problematic and will work against existing legal provisions that safeguard the resilience of Lakshadweep's ecology, livelihood and culture, say a group of scientists from different institutions who have worked on the islands for years.

In a statement issued on Thursday, the Lakshadweep Research Collective said it along with 60 other signatories from the scientific community have written to President Ram Nath Kovind seeking his intervention to withdraw the "incautious draft" Lakshadweep Development Authority Regulation of 2021.

A collective of scientists and citizens, the Lakshadweep Research Collective, said they have done a thorough review of the implications of the LDAR.

"In enabling take-over of local land, we find this draft regulation is not in consonance with existing laws, such as the Land Acquisition, Rehabilitation and Resettlement Act, 2013, the Biological Diversity Act 2002, The Environment (Protection) Act, 1986," the statement said.

It is also against the suggestions of the Justice Raveendran Committee recommendations set up by the Supreme Court (as approved and notified by the Ministry of Environment and Forests, in its Notification No.19011/16/91-IA.III dated 23 October 2015, and the Lakshadweep Panchayats Regulation 1994), the collective said.

"The LDAR does not address India's commitments towards the United Nations Sustainable Development Goals, marine protection goals under the Convention on Biological Diversity, and the Ecotourism Guidelines 2019," it said.

Noting that Lakshadweep is a coral atoll, which means the islands are part of a living coral system, the scientists said this island system is facing the impacts of climate change.

"Lakshadweep has experienced catastrophic climate change-related coral mass mortality events, straining the accretion and buffer capacity of the reefs.

As just one example, the reefs of the capital, Kavaratti, are already eroding more than they are growing.

Lakshadweep is not just ecologically fragile but also socially progressive, and it needs a sustainable development framework," it said.

They said anyone who has lived or worked in Lakshadweep for any length of time will be aware of its special vulnerability.

"Surrounded by the ocean, barely a few metres above sea level, and with only the reef to protect it, it is clear that all development on these islands needs to be very carefully managed.

Over the last two decades, we have personally witnessed the reefs being battered by repeated bleaching events and intense storms.

How long it will take for these ecosystems to recover is anyone's guess.

Given how linked land, lagoon and reef are in Lakshadweep, the development envisioned in the draft LDAR would be nothing short of disastrous," says Rohan Arthur, Senior Scientist, Nature Conservation Foundation.

In its current form, the LDAR keeps local islanders out of decision-making processes.

The LDAR embraces a questionable vision of development that is neither sustainable in design nor likely to improve local wellbeing or safeguard the future habitability of the archipelago.

Dr Naveen Namboothri, Director, Dakshin Foundation said the communities of the Lakshadweep Islands practise forms of social living and collective action that has served them well against external adversity.

"It is materially evident in their stewardship of the pole-and-line tuna fishing and coconut farming industry that provide livelihood support for more than half the population.

Islanders' historical relations with land and lagoon commons are closely tied to their identity and cultural practices.

Development on the islands need to see people and these ecological spaces as one unit, rather than severing their fragile ties," Namboothiri said.

According to Diani Sutaria, an ecologist studying marine mammals in Lakshadweep with Divya Panicker and a team of islanders, Lakshadweep is a model for people-biodiversity coexistence.

"In 23 years of my working in the marine landscape, I have made field homes in several places, both in India and abroad.

But nowhere before have I felt more at home, with food, people, weather, boats and the sea than in Lakshadweep.

Nowhere before have had I thought: "Here is the place where we can actually try to recover coral reefs, seagrass beds and their communities, and yet operate a local commercial fishery," Sutaria said.

"My time spent with tuna fishers is full of stories of how tuna & dolphins behave around boats. Listening to the experiences of fishers at sea over numerous cups of tea is the best way to end our days on the islands.

"Nowhere before have I felt, "it is not late yet; here are biodiversity refugia, where people, culture and nature, actually co-exist.

Any drastic changes proposed for the islands without sensitivity towards the delicate balance between sea-people-land, need to be withdrawn," Sutaria said.

Rucha Karkarey, Royal Society Newton International Research Fellow, Lancaster Environment Centre, said the LDAR envisages tourism in uninhabited islands with scant regard for biodiversity.

"Lakshadweep is home to ecological marvels that are unique to India and the world. It is a global 'bright spot' where high biodiversity persists alongside high human population density and well-being. It is a testament to a community that has for generations sustainably managed its atolls. By dismantling customary resource use patterns, especially around uninhabited atolls like Suheli and Cheriyam, now earmarked for tourism development, the LDAR threatens biodiversity and has negative implications for human well-being," Karkarey said.

The Collective appealed to the President to restore and reinvigorate the Justice Raveendran Committee recommendations set up by the Supreme Court and ensure that they are robustly implemented and monitored.

It also appealed to establish a committee of scientists, policymakers and local representatives to re-evaluate the broader development plans and directions of which the LDAR is a part, in the context of Lakshadweep's unique culture, ecological fragility and climate vulnerability.

More than 19 million balance and unutilised COVID-19 vaccine doses are still available with the states and Union territories, the Union health ministry said on Thursday.

Two crore vaccine doses have been administered in the first 72 hours of the implementation of the newly revised guidelines of the National COVID-19 Vaccination Programme, the ministry said.

More than 300 million (30,33,27,440) vaccine doses have been provided by the Centre to states/UTs so far, through the Government of India (free of cost channel) and direct state procurement category.

Of this, the total consumption, including wastages, is 28,43,40,936 doses (according to the data available at 8 am on Thursday), the ministry said.

"More than 19 million (1, 89,86,504) balance and unutilised Covid vaccine doses are still available with the states and UTs to be administered.

"Furthermore, more than 21, 05,010 vaccine doses are in the pipeline and will be received by them within the next three days," the ministry said.

The Union government is committed to accelerating the pace and expanding the scope of COVID-19 vaccination throughout the country.

The new phase of universalisation of COVID-19 vaccination commenced on June 21.

The vaccination drive has been ramped up through the availability of more vaccines, advanced visibility of vaccine availability to states/UTs for enabling better planning by them, and streamlining the vaccine supply chain, the ministry said.

Under the nationwide vaccination drive, the Centre has been supporting the states/UTs by providing them Covid vaccines free of cost.

In the new phase of the universalisation of the COVID-19 vaccination drive, the Union government will procure and supply (free of cost) 75 per cent of the vaccines being produced by vaccine manufacturers in the country to states/UTs, it added.
