The European Union (EU) and India are committed to a free, open, inclusive and rules-based order in the Indo-Pacific, underpinned by respect for territorial integrity, sovereignty and freedom of navigation and overflight, the influential grouping said on Monday.

The assertion came after the EU and India carried out a joint naval drill in the Gulf of Aden on June 18-19 to improve operational interoperability and promote peace and security in the key waterways.

The EU also said the two sides are keen to enhance cooperation in the maritime security sphere in the Indo-Pacific region.

In January, the 27-nation EU and India launched a dialogue on maritime security and agreed to deepen two-way cooperation in this domain.

"The EU and India are committed to a free, open, inclusive and rules-based order in the Indo-Pacific region, underpinned by respect for territorial integrity and sovereignty, democracy, rule of law, transparency, freedom of navigation and overflight, unimpeded lawful commerce, and peaceful resolution of disputes," the bloc said in a statement.

It said both sides reaffirm the primacy of international law, including the United Nations Convention on Law of the Sea (UNCLOS).

An identical statement was also issued by India's defence ministry.

In April, the EU came out with a comprehensive strategy for the Indo-Pacific, listing its priorities and vision for the region that the bloc said represents the world's "economic and strategic centre of gravity".

The two-day naval exercise between the Indian Navy and the European Union Naval Force (EUNAVFOR) Somalia saw the participation of a total of five warships.

The EUNAVFOR is the EU's counter-piracy mission off the coast of Somalia.

"The exercise was based on the scenario of an anti-piracy operation. It included cross-deck helicopter landings, complex tactical evolutions at sea, live firing, a night-time joint patrol and a naval parade in the high seas off the coast of Somalia," the EU said.

The Indian Navy has been providing escort to the World Food Programme-chartered vessels, coordinated by the EUNAVFOR Somalia.

"The EU and India intend to strengthen their operational cooperation at sea, including joint naval exercises and port calls, and to protect the sea-lanes of communication. They also intend to boost maritime domain awareness in the Indo-Pacific through mutual coordination and exchanges," the EU said.

The previous single-day record was of over 48 lakh doses on April 1. In June so far, India saw an average vaccination of over 31 lakh per day.

The average single-day vaccinations fell to as low as around 16 lakh in the first week of May when the country was at the peak of the second wave.

Madhya Pradesh saw the maximum vaccinations on Monday followed by Karnataka and Uttar Pradesh.

Earlier in the day, Prime Minister Modi said that the central government is beginning the 'Free Vaccination For All campaign' for every Indian from today.

"The biggest beneficiary of this phase of India's vaccination drive shall be the poor, the middle class and the youth of the country. All of us should pledge to get ourselves vaccinated. Together we will defeat COVID-19," he said.

The present phase of vaccination was announced by the Prime Minister on June 7.

"Today's achievement showcases the trust placed by the people of India in the Government in its fight against the COVID-19 Pandemic," the health ministry said in a statement.

The Union Government is committed to accelerating the pace and expanding scope of the nationwide COVID-19 vaccination drive.

The vaccination drive has been ramped up through the availability of more vaccines, advance visibility of vaccine availability to states and UTs for enabling better planning by them, and streamlining the vaccine supply chain, the ministry said.

During May 2021, more than 7.9 crore vaccines were available for the nationwide COVID19 vaccination exercise. These were ramped up to 11.78 crore in June.

These include the free supply of vaccines to states and UTs from the Government of India, those directly procured by the states and UTs and those directly procured by the private hospitals, the ministry said.

States were provided advance visibility of the vaccine doses available to them in June by the Union Ministry of Health.

"This advance information enabled the states to prepare vaccine distribution plans district-wise and COVID-19 Vaccination Centre (CVC) wise in an effective manner. This facilitated a massive ramping up of the vaccine administration across the country," the ministry said.

According to the revised guidelines which came into effect from Monday, vaccine doses provided free of cost by the Centre will be allocated to states and UTs based on criteria such as population, disease burden and the progress of vaccination, and all above the age of 18 will be eligible for the free jabs.

Any wastage of vaccine will affect the allocation negatively, they said.

The Centre will now procure 75 per cent of the vaccines being produced by the manufacturers in the country.

It had earlier allowed states and private hospitals to procure 50 percent of the vaccines following demands for decentralisation of the process. However, after several states complained of problems including funding, Prime Minister Modi announced the revision of the vaccine guidelines.

In order to incentivise production by vaccine manufacturers and encourage new vaccines, domestic vaccine manufacturers are given the option to also provide vaccines directly to private hospitals. This would be restricted to 25 per cent of their monthly production, the new guidelines stated.

Within the population group of citizens more than 18 years of age, states and UTs may decide their own prioritisation factoring in the vaccine supply schedule, the revised guidelines issued by the health ministry stated.

The states and UTs would aggregate the demand of private hospitals keeping in view equitable distribution between large and small private hospitals and regional balance, they said.

"Based on this aggregated demand, the Government of India will facilitate the supply of these vaccines to the private hospitals and their payment through the National Health Authority's electronic platform. This would enable the smaller and remoter private hospitals to obtain a timely supply of vaccines, and further equitable access and regional balance," the ministry said.

The price of vaccine doses for private hospitals would be declared by each vaccine manufacturer, and any subsequent changes would be notified in advance.

The private hospitals may charge up to a maximum of Rs150 per dose as service charges. State Governments may monitor the price being so charged, the guidelines said.

All citizens irrespective of their income status are entitled to free vaccination. Those who have the ability to pay are encouraged to use private hospital's vaccination centres, the guidelines said.

"To promote the spirit of 'Lok Kalyan' (public good), use of non-transferable Electronic Vouchers, which can be redeemed at private vaccination centers, will be encouraged.

"This would enable people to financially support vaccination of Economically Weaker Sections (EWS) at private vaccination centres," the revised guidelines said.

The COVID vaccination in the country commenced with the vaccination for all healthcare workers from January 16.
The programme was expanded with time to include vaccination of frontline workers, citizens more than 60 years of age, citizens more than 45 years of age and eventually citizens more than 18 years of age.

Under the National COVID Vaccination Program, from January 16 to April 30, 100 per cent of vaccine doses were procured by the Government of India and provided free of cost to state governments.

State governments were, in turn, asked to administer vaccination free of cost to defined priority groups.
To increase the pace of vaccination, participation of private hospitals was also enlisted where individuals could also choose to get vaccinated at a prescribed rate, the ministry said.

In response to the suggestions of many state governments to be permitted the flexibility to procure vaccine directly and administer them as per their own prioritisation based on local requirements.

From May 1, the Centre was procuring 50 percent of the vaccine produced and was continuing to provide them to states free of cost for administering to priority groups.

The state government and private hospitals were also empowered to directly procure from the remaining 50 per cent vaccine pool.

"Many states have, however, had communicated that they are facing difficulties in managing the funding, procurement and logistics of vaccines, impacting the pace of the National COVID Vaccination Program.

"Also it was noted that smaller and remoter private hospitals were also facing constraints.

"Keeping in view these aspects and the repeated requests received from states, the Guidelines for National COVID Vaccination Program were reviewed and revised and new guidelines were issued on June 8," the ministry said.

The seventh International Yoga Day is being celebrated across the world today. This is the second consecutive year that the celebrations are being held digitally due to Covid-19. The theme this year is 'Yoga for wellness'.

India: PM Modi addresses the 7th Yoga day program

The Indo-Tibetan Border Police (ITBP) personnel, deployed at India-China border, performed Yoga at the icy height of 18,000 feet at the snow covered Himalayan peaks on the Indian-China border on Monday.

The ITBP personnel performed Yoga amid snowfall at Himalaya to mark the 7th International Yoga day.

Similar to the previous years, the ITBP personnel performed Yoga on different high altitude border outposts in Ladakh ranging from 13,000 to 18,000 feet.

On the event, some ITBP personnel performed Yoga at 16,000 feet in Himachal Pradesh, 14,000 feet at the bank of Pangong Tso in Ladakh, at Animal Transport School in Arunachal Pradesh`s Lohitpur with horses and near Galwan valley in Ladakh on the Line of Actual Control (LAC) where as many as 20 Indian Army personnel had laid down their lives in the clashes with Chinese Army on June 15 last year.

The specialised mountain force, ITBP, is deployed on border guarding duties from Karakoram Pass in Ladakh to Jachep La in Arunachal Pradesh covering 3,488 km of Indo-China Border and manning Border Outposts on altitudes ranging from 9,000 to 18,800 feet in the Western, Middle and Eastern sectors of the India-China border.

Performing Yoga shows the commitment of ITBP personnel because this area in Ladakh witnesses minus 30 degree Celsius during winter, which often leads to cracking gun barrels and other issues. The road to Galwan are also few, which means soldiers have to survive in thin air while carrying all their equipments.

With such a high terrain, soldiers often need time to acclimatise to their environment, or risk illness that can kill anyone in hours.

Addressing the nation on the event of 7th International Day of Yoga, the Prime Minister said in this difficult time, even as people are in so much trouble, they could forget Yoga or ignore it.

"But on the contrary, people`s enthusiasm for yoga has increased, love for yoga has increased."

"When the invisible virus of Corona had knocked the world, then no country was prepared for it, by means, by strength and by mental state. We all have seen that in such difficult times, Yoga has become a great medium of self-confidence," Modi said.

Noting that whenever India and its sages spoken of health, Modi said it has not only meant physical health. "That is why so much emphasis has been laid on physical health as well as mental health in Yoga.

"Yoga shows us the way from stress to strength and from negativity to creativity. Yoga takes us from depression to ecstasy and from ecstasy to `prasad`."

The Prime Minister mentioned if there are threats to humanity, Yoga often gives us a way of holistic health. "Yoga also gives us a happier way of life. I am sure, Yoga will continue playing its preventive, as well as promotive role in healthcare of masses."

When India proposed the International Day of Yoga in the United Nations, the Prime Minister said it was the spirit behind it to make this science of Yoga accessible to the whole world.

Today, Modi announced that India has taken another important step in this direction along with the United Nations and the World Health Organization (WHO).

"Now the world is going to get the power of M-Yoga app. In this app, many videos of yoga training will be available in different languages of the world based on the Common Yoga Protocol."

The event began at 6.30 a.m. virtually on Monday.

The seventh International Yoga Day is being celebrated in 190 countries across the globe on Monday. The theme for this year is `Yoga for wellness`.

Preparations for International Yoga Day start 3-4 months prior to June 21 and millions of people are introduced to this practice in the spirit of a mass movement.

As many as 7,998 cases of black fungus have been reported so far and 729 people have succumbed to the disease in Maharashtra, according to the State Health Department`s data on Monday.

Of these, 4,398 patients are currently under treatment for the disease.

The maximum number of black fungus cases were reported in Nagpur (1,296), Pune (1,187) and Aurangabad (940).

Recently, the state government has put a cap on the rates for treatment of mucormycosis or black fungus, at private hospitals.

Mucormycosis or black fungus is a complication caused by a fungal infection. People catch mucormycosis by coming in contact with the fungal spores in the environment. It can also develop on the skin after the fungus enters the skin through a cut, scrape, burn, or other types of skin trauma, as per the Union Health Ministry.

The disease is being detected among patients who are recovering or have recovered from COVID-19. Moreover, anyone who is diabetic and whose immune system is not functioning well needs to be on the guard against this.

Looking at the rising cases of Mucormycosis or `black fungus`, the Union Health Ministry had last month said the availability of Amphotericin-B, the key drug to treat the deadly disease, is now being increased and the ministry is in touch with five additional manufacturers.

Several states including Madhya Pradesh, Rajasthan, Bihar, Gujarat, Punjab, Haryana, Karnataka, Odisha, Telangana and Tamil Nadu have declared it a notifiable disease under the Epidemic Diseases Act, thereby making it mandatory to report every Mucormycosis case to the state government.

Three terrorists were killed in an encounter in North Kashmir's Sopore area. The operation started on Sunday evening and lasted the whole night. In the morning security forces retrieved three terrorist bodies from the encounter site.

The operation has been a huge success for the forces as they managed to kill one of the most wanted terrorists in Kashmir Valley. Mudasir Pandit, commander of Lashkar-e -Toiba was killed in the gunfight along with two other terrorists.

''This operation was launched last night in Sopore. It was a joint operation and our field commanders supervised it personally. Three deadly terrorists were killed. They were all commander ranks and were instrumental in many attacks. Since June 2019, Mudasir Pandit was an active LeT commander. He has killed four civilians, nine security forces personnel, two ex-militants, three sarpanches, and two Hurriyat and separatists,'' said DG Kashmir, Dilbagh Singh.

The other two terrorists killed in the encounter were Khurshid Ahmad Mir and a foreign terrorist.

A huge cache of arms and ammunition was recovered from the encounter site.

''Khurshid Ahmad Mir was another commander, he was from Sopore only and was active since May 2020 with LeT. He has killed seven security forces and five civilians. He was involved in many attacks and killings along with Mudasir Pandit,'' said DG Kashmir, Dilbagh Singh.

Police say that after putting up wanted posters of these terrorists in different districts of Kashmir Valley, they have been getting calls and messages from locals about the presence of terrorists in these areas.

''Two major attacks have happened in three months. We installed posters in Sopore of these terrorists and put up rewards too. We kept getting information from locals and their support. I want to thank locals for supporting us in killing these militants.'' said IG Kashmir, Vijay Kumar.

However, the Indian army said that they are trying to break the cycle of violence in the Kashmir Valley.

''These are the people who spill the blood of Kashmiris. They want to keep the cycle of violence going on. We want to break the cycle of violence. We have to stop supporting these elements. We are pained when old parents of these youth appealed to them to return back,'' said H S Saha, Lt Gen, Kilo Force.

On International Yoga Day, scores of celebrations were held across the Union Territory of Jammu and Kashmir. Huge participation of the local youth was seen in these events across the Valley.

Army, Police, CRPF, politicians, students and civilians organised events across to celebrate the day.

Due to the pandemic, SOP's were followed while celebrating the day. Last year all events were cancelled due to the pandemic. In Srinagar's famous Nehru Park in the middle of the Dal lake, youngsters held yoga sessions with the help of the Indian Army.

''Being a sports person, I think yoga is most important. We practice Yoga every day. I am happy to see people participating. It's not popular in Kashmir but I am happy to see people showing interest. I hope in the future this culture is promoted. Since the epidemic started we are seeing a rise in cases of depression, anxiety and suicides, I was also suffering from anxiety and being a sportsperson, It's very hard for you when you go for competitions. Yoga helps me calm down,'' said Afreen Haider, instructor.

The youngsters in Kashmir Valley say for mental relaxation, yoga is one of the most important exercises. The participation this time was huge and people responded in a very positive way.

''We want to spread a message of peace and harmony through yoga, we believe that yoga is not only an exercise or yoga is more to do with religion. It's more of mental fitness. I would say the youth should develop healthy habits and involve themselves in sports activities, '' said Faiz Dijjoo, organiser.

The pandemic has left everyone with anxiety and depression. People across the world were confined to their homes which led to a lot of mental pressure. The student community feels that to relieve yourself of the pressure, yoga is an important exercise.

''Yoga is very important for us, It's good for both mental and physical fitness. We have witnessed a pandemic and people are sitting at home. No one is able to go to work and schools are shut. We request people to do yoga for good mental and physical health. It helps us to overcome depression,” said 'Samreen Khan, a student.

India on Monday began a nationwide campaign of free COVID-19 shots for all adults after weeks of criticism that a chaotic rollout had caused acute shortages and intensified a deadly second wave that killed hundreds of thousands in April and May.

Earlier this month, Prime Minister Narendra Modi reversed a policy under which states made their own purchases from drug makers and along with private hospitals were administering doses to people aged 18-45.

And as most states shut down vaccination centres for the younger population citing shortages, a majority turned to private hospitals that charged between $9-$24 a dose and supply gaps widened between urban and rural areas.

The country is using domestically made doses of the AstraZeneca vaccine and Indian company Bharat Biotech`s Covaxin. The Indian government is attempting to secure foreign vaccines such as Pfizer and has waived strict rules to allow quicker imports.

Experts have warned of a potential third wave as only about 5% of all 950 million eligible people are fully inoculated with two doses even as daily infections have fallen this month.

Over the last 24 hours, India reported 53,256 infections, the lowest since March 24. Infections hit a peak of about 400,000 a day in May and deaths soared to around 170,000 in April-May.

And as most cities have begun lifting lockdown curbs, experts have cautioned that a swift reopening could complicate a vaccination programme that needs to be at least four times faster.

India`s daily vaccinations hit a peak of 4.5 million shots on April 5 but have since fallen sharply. In the last 30 days, India has been administering an average of 2.7 million doses a day.

In the western state of Maharashtra, hardest hit by the second wave, authorities said older age groups between 30-45 would be a priority as supplies were scarce.

"We have enough stock that will hopefully last us for the next three to four days but have no visibility on stock supplies after that," Santosh Revankar, a senior health official in Mumbai`s civic body, told Reuters.

The state has allowed some businesses to resume and partially lifted curbs on public transport while retaining weekend curfews in some cities.

June 21 is marked as the annual International Day for Yoga to celebrate the ancient Indian art of healthy living. Translating into “unity” from Sanskrit, Yoga intends to unite the body and mind to bring harmony.

The first International Day of Yoga was celebrated on June 21, 2015 after its inception at the United Nations General Assembly.

Why 21 June?

The date was chosen on the suggestion of Indian Prime Minister Narendra Modi, who had pitched June 21 for being the longest day of the year in the Northern Hemisphere, which is observed as a day of cultural significance in different parts of the world.

The commemoration of yogic practices was pitched by Indian PM Modi himself in September 2014 who referred to Yoga as an “invaluable gift of India’s ancient tradition”.

Since then, June 21 has come to signify the global reach of ancient Indian Yogic practices and events are held in different cities of the world annually.

What makes Yoga special?

Yoga is considered not only a form of physical exercise but has been credited for being a practice that enables spiritual and mental well-being.

The earliest estimates claim that Yoga was being practiced in pre-vedic India - dating back to 3000 BCE. The practice also finds mention in ancient texts like the Rigveda as well as the Upanishads.

Yoga was introduced in the West in 20th century, where it received recognition and acclaim for its rejuvenating holistic approach to physical and mental well-being.

The earliest forms of Yoga include not only physical exercise but also meditation and spirituality. It has found found mention in Hinduism, Buddhism and Jainism.

The “Yoga Sutras of Patanjali” dating back to 4th century BCE define Yoga as “the calming down [of] the fluctuations/patterns of consciousness”. To find peace within and to expand one’s consciousness are posited as the goals of true Yoga.

The Hindu text of Mahabharata refers to three types of yoga - of action (Karma), of devotion (Bhakti) and of knowledge (Jnana). Together, these three types unite the mind and body.

The government has reported 1,422 deaths in the last 24 hours, down from previous highs of 3,000 per day. There have been 3, 86,713 fatalities in all. This is the fourth consecutive day in the last two months when the death toll is below the 2,000-mark. It is also the 14th consecutive day when India has reported less than 1, 00,000 new coronavirus cases. For the 39th day in a row, daily recoveries have outnumbered daily new cases. Over the last 24 hours, 78,190 patients have recovered, with a recovery rate of 96.36 per cent. According to the Indian Council of Medical Research, 39, 24,07,782 samples have been tested up to June 20 for Covid-19. Of these 13, 88,699 samples were tested on Sunday. (With inputs from agencies)

Indian envoy to Japan Sanjay Verma has said that India has been talking to 'both sides' in Myanmar and has asked the military rulers of the country to 'resolve the current situation'. Myanmar saw a military coup on February 1, reversing the democratic gains of the last many years with cases against the country's charismatic leader Aung San Suu Kyi.

Verma said, "In Myanmar, we have been formally and informally talking to both sides. We have urged the military junta, which is there at the moment to release all the political prisoners and support any attempt to resolve the current situation."

India backs the ASEAN initiative on resolution of the situation in the country. The initiative is a five-point agenda that calls for humanitarian assistance, cessation of violence.

The envoy pointed out that India also 'trying to find out if there could be any other track which will have a larger traction to resolve the issues', highlighting that "we have time and again talked about restoration of rule of law, restoration of provisions of the constitution of Myanmar and offered our assistance wherever we can...(and) collaborate with international partners for a positive forward movement. We are not necessarily looking at punishing the country."

He was responding to a question at the foreign correspondents club of Japan. During his answer to the question on Myanmar, he recalled how India did 'play a role' last time the country was under military rule as was 'required that time for the democratic institutions in Myanmar and we are ready to do the same'.

On Friday, India abstained from voting during an UN resolution on an arms embargo on the country, calling the resolution, a move in haste. It has spoken multiple times at UNSC meetings on the situation in Myanmar, condemning the violence in the country. According to the Genome sequencing results of the lions which tested COVID-19 positive at the Chennai Zoo, four samples have been identified as "Delta" variants of the virus.

As per the World Health Organization(WHO), this variant showed higher transmissibility and reduced neutralisation(by antibodies). This variant is first said to have been detected in India in late 2020. Variants of the SARS-CoV-2(infection) have been emerging and circulating around the world throughout the COVID-19 pandemic.

In two batches, eleven samples from the Chennai zoo lions were sent for testing. The ICAR-National Institute of High-Security Animal Diseases (NIHSAD), Bhopal was sent four samples on May 24 and seven samples on May 29 and of the total samples, nine tested positive and it was reported on June 3 and the lions have been under treatment since then.

“Genome sequencing of four of the samples was done at NIHSAD, Bhopal. Analysis of the sequences shows that all the four sequences belong to Pangolin lineage B.1.617.2 and are Delta variants as per WHO nomenclature” said the Director ICAR-NIHSAD. It was added that on May 11 2021, the WHO classified B.1.617.2 lineage as a variant of concern (VOC).

The Arignar Anna Zoological Park locally known as Vandalur Zoo housed 15 lions out of which two(lion and lioness) passed away due to COVID-19.

According to the deputy director of the Zoo, eight out of the thirteen lions are COVID-19 positive at present. While four of them are said to be completely safe, two are asymptomatic, and two are showing occasional lack of appetite owing to age.

“Temperature checks, eating patterns and food data of 53 different animals are being monitored on a regular basis. Few tigers showed appetite issues, but they were fine after we replaced beef with chicken. But even these tigers’ results returned negative. Rest all animals are okay” Naga Sathish Gidijala, IFS, Deputy Director, AAZP told Zee media.

While the mystery over how the captive big cats got infected with the deadly virus remains unsolved, experts and vets advising the Zoo suspect human-animal(man to single lion) transmission followed by animal-animal(lion to multiple lions) transmission.

Based on a discussion between experts, the transmission from man-animal seems to have happened, despite animal keepers and feeders having worn PPE suits and followed precautions.

On the possibility of animal-human transmission, they felt that it could not be ruled out. Citing existing information, they said that only know cases of animal-man transmission are said to be from bats.

Even in the case of pet dogs getting infected, the team feels that dogs got infected from humans and not vice versa. They feel that lion-lion transmission is likely, whereas there are no known cases of dog-dog transmission.

AAZP authorities have been providing treatment to the animals and following protocols in consultation with experts from Tamil Nadu Veterinary and Animal Sciences University (TANUVAS), Veterinarians of Hyderabad Zoo and Bronx Zoo.

The United Arab Emirates, which includes Dubai, suspended all flights from India, including for transit passengers, in April in an effort to curb the spread of the novel coronavirus.

"We will resume carrying passengers from South Africa, Nigeria and India... from June 23," Emirates said in a statement.

Dubai said on Saturday that only passengers from India "with a valid residence visa and who have received two doses of a UAE-approved vaccine" would be allowed to travel to the emirate.

Dubai authorities did not specify the rules for transit passengers and Emirates did not say whether transit passengers were allowed to fly through Dubai en route to third nations.

Some 300 flights a week were operating between the UAE and India before the ban was announced in April, according to local media, making the air corridor one of the busiest in the world.

Some Indians who had been stranded in their homeland during a coronavirus surge had hired private jets to take them back to the UAE, which had exempted private jets from the ban.

India's envoy to Japan Sanjay Verma has said that Indo Pacific vision is the 'new currency' even as he listed out how Quad is a grouping of 'convergence of principles'. Japan, along with India, US and Australia are members of the Quad grouping and back the Indo Pacific vision that geographically sees Indian and Pacific oceans as one unit.

In response to a question, Sanjay Verma speaking at Foreign Correspondents Club of Japan, said, "There is no conflict between the concept of Indo Pacific and Asia Pacific, which is an old concept. In fact, Indo Pacific has become the new currency, as compared to the old currency, which used to be Asia Pacific. Indo Pacific replaces Asia Pacific."

He explained that the Indo Pacific vision is shared by 'many countries' and groupings like ASEAN and 'many countries beyond Asia, which also share' the vision like the US and Australia. Indo Pacific is a region seen from eastern shores of Africa to the western coast of the US and a region driving the world's economy and hosting a large portion of world's population.

Asked about Quad, and India aligning itself to specific groups, Verma highlighted that, "Quad doesn't force us to leave or give up our independent foreign policy. It is autonomous and completely independent. It doesn't preclude the convergence of principles."

Adding, "Quad has certain principles, which have convergence and reverbrance with the Indian foreign policy ethos and that is very much there."

Earlier, this year saw the first-ever Quad leadership summit virtually in which leaders of all four member countries participated. Later, this year could see, first-ever in-person summit. While the Quad's history goes back to the aftermath of the 2004 Indian ocean Tsunami when these four countries worked together, but it is only in the last few years that the pace of regular engagement has increased.

"In Quad, the countries, which have come together, follow principles like democracy”, envoy pointed out, saying "there is dialogue and deliverables coming out of quad and I don't see quad going against the philosophy and principle of having an independent foreign policy by a country."

The emergence of groupings like Quad and Indo Pacific vision come at a time when world and Asia has seen an increase in Chinese aggressiveness. China has been aggressive with all four Quad countries, with India it has been creating troubles at LAC in Eastern Ladakh, with Japan over Senkaku islands, with Australia there have been trade issues and with US, from trade to Taiwan.

The Indian envoy also spoke on Tokyo Olympics which Japan will be hosting next month, saying "our athletes are early waiting to come and join the event and try to do the best they can in the sporting event."

The Olympics were to take place last year but got postponed due to the Covid crisis. This year, the Olympics are taking place amid heightened protocols to deal with the Covid virus.

Verma said, "The Olympics should generally be held on time so that athletes, who would participate, do not get disappointed", elaborating that "It is a global event, for which the world waits for four years and therefore, our view is that, with safety is of paramount importance. There cannot be a compromise with health issues. Neither for the athletes, nor for visitors or Japanese residents."

So far, 140 Indian athletes are confirmed to go to Japan for the Olympics. The number can increase as many qualifying events remain.

Expressing confidence on smooth Olympics, the envoy said, "Olympics should go ahead and I am sure, given the precautions taken by the Japanese govt and Japanese Olympic committee, we do not foresee any difficulty in going ahead with the event."

A committee has been formed to address the issues related to the involvement of external agencies in the creation of new military theatre commands.

"The committee has been formed after the Defence Ministry pointed out the issues that may emerge due to the placement of some paramilitary forces under military theatre commands," government sources said on Saturday.

They added that the Committee comprising the three Vice Chiefs will be looking into only the issue of the involvement of external agencies such as the Ministries of Home and Finance.

"The committee would be looking only at the limited issue of discussing with external agencies about the structure and their respective roles in the formation of theatre commands," they said.

The committee formation comes after questions were raised by the Defence Ministry on the proposed structure of commands during a presentation on the draft cabinet note prepared for the theatre commands.

Sources said that the proposed theatre commands suggested bringing some of the paramilitary forces of the Ministry of Home Affairs (MHA) under the theatre commands along with the Indian Coast Guard (ICG). The defence functionaries in the meeting felt and suggested that since organisations from outside the Ministry of Defence were involved, there was a need for setting up inter-ministerial committees to discuss the matter with them.

The command structure, sources said, also suggest giving service extension to the proposed theatre commanders who would be above the vice chiefs of the three services and below the chiefs. "Citing foreign models on theatre commands, points were raised as to why geography specific commands were being planned as the formations comprise the elements of all three services," they said.
