<p>Members of the so-called INDIA alliance wrote a letter to Speaker Om Birla to make it clear that they were not happy with the discussions to be held on the last three days of the ongoing monsoon session.</p>

<p>Outlook India quoted a senior INDIA alliance member as saying, “We told the Speaker that the government is using this opportunity to pass a number of bills and we want to participate in the discussion. If the no-confidence discussion takes place at the earliest, then we can participate in the discussion on the legislative agenda.”</p>

<p>According to media reports, opposition parties are considering moving either a no-confidence or censure motion in the upper house of the parliament or Rajya Sabha.&nbsp;</p>

<p>The Allahabad High Court Thursday (August 3) cleared the way for the Archaeological Survey of India (ASI) to conduct a “scientific survey/ excavation” of the Gyanvapi mosque complex, located in Varanasi, Uttar Pradesh.&nbsp;</p>

<p>ASI earlier started its survey on July 24 but had to stop after the country’s apex court, the Supreme Court, stepped in following a plea filed by the Gyanvapi mosque committee.&nbsp;</p>

<p>The Supreme Court had stayed the survey and asked the mosque committee to seek relief from the Allahabad High Court. Now, the High Court has dismissed their plea and allowed the survey. The court noted that a scientific survey was necessary “in the interest of justice.”</p>

<h2><strong>What’s the history of Gyanvapi mosque?</strong></h2>

<p>The fundamental basis of all legal actions is that a Hindu temple was demolished in the past and replaced by a mosque at the same location.&nbsp;</p>

<p>The most recent instance of destruction is attributed to the time of Mughal Emperor Aurangzeb's rule. Historian Satish Chandra wrote in his book "Medieval India: From Saltanat to the Mughals" that Aurangzeb ordered the temple's demolition as a form of punishment and due to his perception of it as a source of subversive ideas.&nbsp;</p>

<p>This led to the destruction of several temples, with mosques being erected in their place, as detailed in Chandra's work.&nbsp;</p>

<p>The temple faced destruction on at least two earlier occasions. In 1194 CE, it was attacked by Aibak, and during Queen Raziya's brief and tumultuous reign (1236-1240), the site was taken over, resulting in the construction of a mosque, as historian Meenakshi Jain highlights in her book "Flight of Deities and Rebirth of Temples."</p>

<p>The temple was reconstructed during Akbar's reign, only to be demolished again during Aurangzeb's rule. Interestingly, a section of the temple was intentionally preserved as the rear wall of the mosque, which ironically came to be known as the Gyanvapi mosque, named after the sacred site it occupied.</p>

<p>Presently, the Gyanvapi Mosque and the Kashi Vishwanath Temple exist in close proximity, indicative of their intricate history of destruction and subsequent reconstruction.</p>

<h2><strong>What’s the current Gyanvapi case?</strong></h2>

<p>The case stems from an August 2021 petition filed by four Hindu devotees that sought rights to pray daily before Hindu idols on the outer walls of Gyanvapi mosque.&nbsp;</p>

<p>The matter has since moved from a local court to a district court, to the Allahabad High Court and the Supreme Court, only to be transferred back to the district court and the Allahabad High Court.</p>

<h2><strong>What does the Gyanvapi mosque committee say?</strong></h2>

<p>The Anjuman Intezamia Masajid Committee, which manages the Gyanvapi mosque, is of the view that the proceedings are an attempt to change the religious character of the mosque.</p>

<p>They argue that their rights under the Places of Worship (Special Provisions) Act, 1991, are being violated. The act bars the conversion of a place of worship from how it existed on August 15, 1947, the day of India’s independence from British rule.</p>

<p>However, in response to the arguments presented by the mosque committee, a bench of Justices D Y Chandrachud (now the Chief Justice of India), Surya Kant, and P S Narasimha said the “ascertainment of the religious character of a place is not barred by the [1991] Act."</p>

<h2><strong>The battle against the Places of Worship Act</strong></h2>

<p>Now, the main question here is: Whether or not the litigants from the Hindu side are restricted by the Places of Worship Act, 1991.</p>

<p>Section 4 of the mentioned Act stipulates that “the religious character of a place of worship existing on the 15th day of August, 1947, shall continue to be the same as it existed on that day”.</p>

<p>In the ongoing case, the Muslim party contends that allowing the current lawsuit would fundamentally alter the mosque's character, which has remained constant for over 600 years.</p>

<p>Now, the Hindu side is battling for declaring the Worship Act null and void altogether.</p>

<p>Currently, the Supreme Court is reviewing at least two petitions challenging the Places of Worship Act. These petitions were filed by the Vishwa Bhadra Pujari Purohit Mahasangh and followers of the Sanatan Vedic religion from Lucknow, along with advocate Ashwini Upadhyay.</p>

<p>Critics of the Act argue that it bars judicial review, a fundamental aspect of the Constitution, imposes an arbitrary and retroactive cutoff date, and infringes upon the religious rights of Hindus, Jains, Buddhists, and Sikhs.</p>

<p>In a major move aimed at boosting local manufacturing, India on Thursday (August 3) imposed with immediate effect curbs on importing laptops, tablets and personal computers.</p>

<p>“Import of laptops, tablets, all-in-one personal computers, and ultra small form factor computers and servers falling under HSN 8741 shall be ‘restricted’ and their import would be allowed against a valid licence for restricted imports,” a notification released by the ministry of commerce read.</p>

<p>However, imports under baggage rules are still allowed. It means that one laptop, tablet, all-in-one personal computer, or ultra-small form factor computer, including those bought from online portals through post or courier, will not fall under the purview of the Import Licensing Rules.</p>

<p>However, the duty on such items will have to be paid. The import was free under the previous regime.</p>

<h2><strong>More details about the new import regime</strong></h2>

<p>The notification also mentions that 20 such items (laptops, tablets and PCs) per consignment to focus on research and development, testing, benchmarking, evaluation, repair and re-export, and product development purposes will be exempted from import licence.</p>

<p>Make no mistake, these exemptions only apply to those items not meant to be sold. The items must be destroyed or re-exported once the intended purpose of the import is fulfilled.</p>

<p>It also added that the license for restricted imports was not required for re-importing goods sent abroad for repair.</p>

<h2><strong>Move aimed at boosting local manufacturing</strong></h2>

<p>Experts believe the move will boost the government’s ‘Make in India’ programme, as the country seeks to capitalise upon its vast consumer market to force manufacturers to start production in India.</p>

<p>"The move's spirit is to push manufacturing to India. It's not a nudge, it's a push," Ali Akhtar Jafri, former director general at electronics industry body MAIT, was quoted as saying by Reuters.</p>

India restricts imports of laptops, tablets and PCs to boost local manufacturing

<p>Haryana authorities in India have extended the internet ban in communal violence-hit areas of the state till August 5 “in order to maintain peace.”&nbsp;</p>

<p>“In order to maintain peace and public order, mobile internet services in the jurisdictions of Nuh, Faridabad and Palwal districts &amp; in the territorial jurisdiction of Sohna, Pataudi and Manesar sub-divisions of Gurugram district will remain suspended till August 5," the order read.</p>

<p>India Today reported 20 companies of central forces were already deployed in the state, whereas the state has further demanded four more companies from the union government as violence continued in Gurugram on Wednesday, taking the death toll to six.</p>

<h2><strong>Haryana forms social media committee&nbsp;</strong></h2>

<p>Meanwhile, Haryana has formed a three-member social media committee to monitor incendiary posts on X (formerly Twitter) and other major platforms.</p>

<p>Earlier, the state’s Home Minister Anil Vij had flagged the ‘important role’ played by such platforms in fuelling such riots and acts of violence.</p>

<p>In the wake of the violence in Haryana, three districts have been put on high alert in neighbouring Uttar Pradesh state. Saharanpur, Shamli and Muzaffarnagar are the three districts where an alert has been sounded.</p>

He then killed a 60-year-old passenger identified as Abdul Kaderbhai within the same compartment. Subsequently, he moved through four more coaches, killing two additional passengers.</p>

<p>After the incident, Singh placed his assault weapon against a seat and proceeded to deliver a hate-filled speech targeting Muslims. He encouraged passengers to record this speech on their phones for media consumption.&nbsp;</p>

<p>Once the train stopped, Singh exited near Mira Road station, following the activation of the emergency chain by a passenger. He fired some shots toward the train and discarded his rifle on the tracks before attempting to flee. However, he was apprehended near Mira Road station.</p>

<h2><strong>Investigation by GRP going on</strong></h2>

<p>The GRP announced plans to examine CCTV footage from the train as part of their ongoing investigation. The railway board established a five-member committee to conduct a thorough inquiry into the incident.</p>

<p>According to media reports, when RPF personnel boarded the train in Surat, Singh reportedly expressed discomfort during the journey. While he wished to disembark at Valsad, ASI Meena attempted to convince him to complete his duty. After conversing with a senior RPF official through control, Singh was instructed to fulfil his duty and undergo a medical examination upon reaching Mumbai Central, their final destination.</p>

<p>Although the medical examination has been conducted, his motives behind the shootings remain unclear.</p>

<p>Authorities are also gathering information from other passengers who may have witnessed Chetan Singh wreaking havoc inside the train.</p>

<p>A Mumbai court has remanded Singh into police custody until August 7th.</p>

<p>In the Indian capital Delhi, police have increased patrolling, especially in those areas where mixed populations from both communities live. A senior police officer was quoted in the media as saying they were carefully monitoring developments in Haryana as it may have an impact on Delhi as well.</p>

<p>Officials have suspended internet services in four Tehsils of Rajasthan state, namely Pahari, Kaman, Sikri and Nagar in the Mewat region of Bharatpur.&nbsp;</p>

<p>Nine cheetahs, including three cubs, have so far died at the national park in India's Madhya Pradesh state. The park had reintroduced 20 adult cheetahs from Namibia and South Africa in September of the previous year. Additionally, four cubs had been born there.</p>

<p>Earlier, two male cheetahs lost their lives in quick succession last month. Tejas passed away on July 11, while Suraj's lifeless body was discovered on July 14. Media reports claimed they died due to infections believed to be caused by their radio collars during excessively wet weather.&nbsp;</p>

<p>Experts from South Africa and Namibia, all part of the national cheetah project steering committee responsible for the translocation of 20 cheetahs to India since September, have expressed their utter distress to the Supreme Court in a joint letter.&nbsp;</p>

Another cheetah found dead in India's Kuno National Park as furious foreign experts move top court

<p>On Tuesday (August 1), the Supreme Court of India pulled up the Manipur administration, led by Prime Minister Narendra Modi’s Bhartiya Janata Party (BJP), for “an absolute breakdown of constitutional machinery” in the northeastern state in the past two months.</p>

<p>"The state police is incapable of investigation. They have lost control. There is absolutely no law and order,” the Supreme Court observed as it blasted the government for delays in filing first information reports, botched-up investigations and no arrests.</p>

<p>The Supreme Court’s clear-cut dressing-down of the state administration reaffirms the fact that Indian democracy is capable of delivering justice and healing its wounds, and that it doesn’t need unwarranted ‘well-wishers’ from outside, like the European Union.</p>

<p>The EU Parliament in early July adopted a motion that blamed “Hindu majoritarianism” for the ethnic clashes, in an attempt at painting the conflict in religious colours.</p>

<p>The EU resolution denounced “in the strongest terms nationalistic rhetoric deployed by leading members of the BJP party.”</p>

<p>It reflects the intellectual bankruptcy of EU lawmakers. Anyone who claims Manipur violence is a direct result of BJP’s ‘Hindu nationalistic policies’, is either unaware of history and facts or is being driven by vested interests.</p>

<h2><strong>Manipur: A history of violence</strong></h2>

<p>To begin with, tribal clashes in Manipur date back to the pre-colonial era, when Nagas and Meitei would often rise up against each other and vie for dominance. Interestingly, it was the Europeans who further complicated the ethnic equation in Manipur during the colonial era.</p>

<p>Britishers came in and sided up with the Meiteis, who primarily used to live in the valley area. The colonialists would help Meiteis defend against Nagas, who used to live up in the hills.</p>

<p>Then in the later years, Britishers came up with a plan to resettle Kuki tribals from neighbouring Burma (Now Myanmar) in the foothills of Manipur, who would act as a shield for the valley-dwellers Meiteis and absorb all hostilities of the Nagas.</p>

<p>So, thanks to the British rulers, Manipur’s already-fragile ethnic structure was further complicated to serve interests of imperial Britain. Now, the state had three tribes—Nagas, Meiteis and Kukis—who hated each other, would often fight armed rebellions and vie for control over the region.</p>

<h2><strong>Continuing rivalries​</strong></h2>

<p>Recent ethnic clashes in the Manipur state stem from tensions between the Meiteis and Kukis. Meiteis are primarily Hindus, who make up 53 per cent of the state’s total population but live only in 10 per cent land area in the valley. On the other hand, the Kukis constitute 28 per cent of Manipur’s population but live in 90 per cent land area in the hills.</p>

<p>Indian constitution acknowledges the Kuki community as one of the country’s most disadvantaged groups, a status which gives them special governmental benefits such as quotas in jobs and education.</p>

<p>However, Meiteis are now demanding the same benefits, as they fear increasing immigration of the Kukis from Myanmar following the 2021 coup there would make them a minority in their own state. This has led to the eruption of deadly violence among Meiteis and Kukis, which has so far claimed more than 150 lives.</p>

<p>While it is understandable that the state administration could have done a better job at curtailing the violence in the state, blaming BJP’s so-called majoritarian policies for violence is sheer ignorance.</p>

<h2>What is Indian govt doing to quell violence in Manipur?​</h2>

<p>In fact, the union government has taken a slew of measures since the violence broke out in the state on May 3.</p>

<p>On May 3 itself, the central government swiftly took action by engaging with Manipur's top leadership and deploying available Central Armed Police Force (CAPF) units.&nbsp;</p>

<p>An additional 124 CAPF companies and 184 Indian Army/Assam Rifles columns were deployed to reinforce security and maintain law and order.</p>

<p>Most importantly, the government ensured a steady supply of essential commodities.&nbsp;</p>

<p>Under previous governments, the state has witnessed long painful blockades during such ethnic clashes, lasting from 30 days to as long as 139 days in a year.&nbsp;</p>

<p>Such blockades often end up sending fuel and food prices soaring.</p>

<p>Furthermore, India’s Home Minister Amit Shah stayed in Manipur for good four days from May 29 to June 1. During his stay, he presided over 15 meetings with government officials, security forces, political leaders, and civil society organisations.&nbsp;</p>

<p>He visited relief camps, areas affected by violence, and also engaged with people from diverse communities impacted by the conflict.</p>

<p>Delving deep into history is a prerequisite for one to understand the complexities involved in such cases of ethnic clashes, especially when talking about one of the most diverse countries on the planet.&nbsp;</p>

<p>Issuing sweeping statements would only diminish public understanding of the matter, which may further aggravate the law and order situation on the ground.</p>

On Tuesday (August 1), the Supreme Court of India pulled up the Manipur administration, led by Prime Minister Narendra Modi’s Bhartiya Janata Party (BJP), for “an absolute breakdown of constitutional machinery” in the northeastern state in the past two months.

"The state police is incapable of investigation. They have lost control. There is absolutely no law and order,” the Supreme Court observed as it blasted the government for delays in filing first information reports, botched-up investigations and no arrests. The Supreme Court’s clear-cut dressing-down of the state administration reaffirms the fact that Indian democracy is capable of delivering justice and healing its wounds, and that it doesn’t need unwarranted ‘well-wishers’ from outside, like the European Union. The EU Parliament in early July adopted a motion that blamed “Hindu majoritarianism” for the ethnic clashes, in an attempt at painting the conflict in religious colours. The EU resolution denounced “in the strongest terms nationalistic rhetoric deployed by leading members of the BJP party.” It reflects the intellectual bankruptcy of EU lawmakers. Anyone who claims Manipur violence is a direct result of BJP’s ‘Hindu nationalistic policies’, is either unaware of history and facts or is being driven by vested interests. Manipur: A history of violence To begin with, tribal clashes in Manipur date back to the pre-colonial era, when Nagas and Meitei would often rise up against each other and vie for dominance. Interestingly, it was the Europeans who further complicated the ethnic equation in Manipur during the colonial era. Britishers came in and sided up with the Meiteis, who primarily used to live in the valley area. The colonialists would help Meiteis defend against Nagas, who used to live up in the hills. Then in the later years, Britishers came up with a plan to resettle Kuki tribals from neighbouring Burma (Now Myanmar) in the foothills of Manipur, who would act as a shield for the valley-dwellers Meiteis and absorb all hostilities of the Nagas. So, thanks to the British rulers, Manipur’s already-fragile ethnic structure was further complicated to serve interests of imperial Britain. Now, the state had three tribes—Nagas, Meiteis and Kukis—who hated each other, would often fight armed rebellions and vie for control over the region. Continuing rivalries Recent ethnic clashes in the Manipur state stem from tensions between the Meiteis and Kukis. Meiteis are primarily Hindus, who make up 53 per cent of the state’s total population but live only in 10 per cent land area in the valley. On the other hand, the Kukis constitute 28 per cent of Manipur’s population but live in 90 per cent land area in the hills. Indian constitution acknowledges the Kuki community as one of the country’s most disadvantaged groups, a status which gives them special governmental benefits such as quotas in jobs and education. Also read: Manipur violence | `Not an isolated incident`: SC on viral assault video However, Meiteis are now demanding the same benefits, as they fear increasing immigration of the Kukis from Myanmar following the 2021 coup there would make them a minority in their own state. This has led to the eruption of deadly violence among Meiteis and Kukis, which has so far claimed more than 150 lives. While it is understandable that the state administration could have done a better job at curtailing the violence in the state, blaming BJP’s so-called majoritarian policies for violence is sheer ignorance. What is Indian govt doing to quell violence in Manipur? In fact, the union government has taken a slew of measures since the violence broke out in the state on May 3. On May 3 itself, the central government swiftly took action by engaging with Manipur's top leadership and deploying available Central Armed Police Force (CAPF) units. An additional 124 CAPF companies and 184 Indian Army/Assam Rifles columns were deployed to reinforce security and maintain law and order. Under previous governments, the state has witnessed long painful blockades during such ethnic clashes, lasting from 30 days to as long as 139 days in a year. Such blockades often end up sending fuel and food prices soaring. Furthermore, India’s Home Minister Amit Shah stayed in Manipur for good four days from May 29 to June 1. During his stay, he presided over 15 meetings with government officials, security forces, political leaders, and civil society organisations. He visited relief camps, areas affected by violence, and also engaged with people from diverse communities impacted by the conflict. Delving deep into history is a prerequisite for one to understand the complexities involved in such cases of ethnic clashes, especially when talking about one of the most diverse countries on the planet. Issuing sweeping statements would only diminish public understanding of the matter, which may further aggravate the law and order situation on the ground. Why it may be ignorant for foreign nations to blame 'nationalistic' policies for Manipur violence

<p>Poland’s defence ministry said in a statement it was sending “additional forces and resources, including combat helicopters” to the border. It added that it also informed NATO about the alleged intrusion and sought an explanation from Belarus’s chargé d’affaires.</p>

<p>Belarus, on the other hand, denies the claims and alleges that Warsaw was inventing accusations as a pretext for a heavy military build-up on the border.</p>

<h2><strong>Poland initially denied any border violation</strong></h2>

<p>Interestingly, Poland earlier denied that any border violation has taken place.</p>

<p>However, it later concluded following “consultations” that the intrusion had indeed taken place “at a very low height, hard to intercept by radar”.</p>

<p>Belarus alleged that Poland changed its statement “apparently after consulting its overseas masters.”</p>

<p>Belarusian defence ministry wrote on Telegram, “This statement was not backed up by data from Poland.”&nbsp;</p>

<h2><strong>Wagner forces in Belarus</strong></h2>

<p>The move from Poland comes after Belarusian leader Alexander Lukashenko earlier on Tuesday (August 1) mockingly said that Wagner fighters stationed there were eager to “go on a trip to Warsaw,” a statement that sounded alarm bells in the NATO-member country.</p>

<p>It must be noted that an unspecified number of Wagner forces have moved to Belarus following the alleged mutiny episode in Russia.</p>

<p>They are said to have been training Lukashenko’s army in Belarus ever since.</p>

<p>During a meeting with Russian leader Vladimir Putin last month, Lukashenko had jokingly said that some of the fighters were keen to press into Poland and Ukraine.&nbsp;</p>
