A proposed broadcast bill in India could cover accounts and users on social media platforms that put news and current affairs content online on YouTube, WhatsApp or Telegram channels. The Broadcasting Services (Regulation) Bill 2023 also seeks to regulate streaming platforms like Netflix, Amazon Prime Video, Disney+Hotstar, and other broadcasting services or OTT platforms. The bill will treat anybody broadcasting news and current affairs as OTT broadcasters who will be liable to attract the same obligations, Hindustan Times reported. Streaming platforms and online news organisations, which fell under the category of publishers, will now come under the category of broadcasters. Clause 20 of the new bill says, "Any person who broadcasts news and current affairs programmes through an online paper, news portal, website, social media intermediary, or other similar medium but excluding publishers of newspapers and replica e-papers of such newspapers, as part of a systematic business, professional, or commercial activity shall adhere to the Programme Code and Advertisement code referred to in Section 19." It implies that independent journalists with YouTube channels and Instagram accounts, where they post news for professional reasons, will have the same obligations as an OTT broadcaster, said the report. Furthermore, citizen journalists will also attract the same obligations if they post news content as "a systematic business, professional or commercial activity," the report said. However, the bill does not cover a person occasionally posting public interest content or streaming a riot live. But there's less clarity about whether the Twitter account of a journalist featuring tweets about the news could attract the obligations of an OTT broadcaster. "You could get included, but that will be determined by how they notify the threshold for OTT platforms and if they will have a lower one for journalists," the report quoted Gowree Gokhale, partner at Nishith Desai Associates, as saying. While financial influencers could attract the obligations of an OTT broadcaster, newspapers and their e-replicas would be exempted. Although YouTube will not comply with the act as it is a social media intermediary, the paid version of YouTube, YouTube Premium, will qualify as an OTT broadcasting service. Under this bill, even the prime minister's WhatsApp channel could attract the same obligations as Netflix and Amazon Prime Video, claimed an expert quoted in the report. (With inputs from agencies)

A similar scene occurred at a wedding in Agra, Uttar Pradesh. However, the reason behind the fight might stun you. The dispute at the wedding happened over the shortage of rasgullas, PTI reported. The incident occurred in Shamshabad around midnight on Sunday, and six individuals sustained injuries during it. They are currently hospitalised and are in stable condition, the police said. SHO (Station House Officer) Anil Sharma stated, "Six people sustained injuries in the incident, and we've registered a case. The individuals receiving medical treatment are now out of danger." At the wedding function, someone commented about the scarcity of rasgullas during the reception, said SHO Sharma. The remark led to a heated argument, resulting in a violent brawl. In a similar incident in 2017, the groom's side got into a massive brawl with the bride's father and other relatives. It was because they were served only one rasgulla instead of two. Many such incidents have occurred since last year. In October 2022, a man lost his life during a fight over the shortage of sweets at a wedding. A video went viral on Instagram in December 2022, where a fight broke out while the bride and groom performed rituals on the stage. In February 2023, a wedding reception transformed into a wrestling ground in Baghpat, Uttar Pradesh. The brawl erupted because the groom's uncle did not get to eat paneer (cottage cheese) during the reception. A video of the incident went viral on X, where the wedding guests can be seen violently hitting each other. The fights are not limited to relatives and wedding guests. Sometimes, the groom and bride do not shy away from fighting and ruining their special day. In December 2022, what was supposed to be a sweet moment between the bride and groom turned into a scuffle. At the stage, the groom started forcibly feeding the bride sweets, pushing her back. In response, the bride punched the groom, who did not hold back and hit her back, starting a full-fledged fistfight. SS Badrinath's Early Life Dr Sengamedu Srinivasa Badrinath was born on 24 February 1940 in Triplicane, Chennai. His father, Sri SV Srinivasa Rao, worked for the Madras Government as an engineer in the Department of Public Works and Food Production. His mother, Lakshmi Devi, was the daughter of a leading advocate from Nerur, Tamil Nadu. Dr Badrinath was the youngest of seven siblings. He lost both his parents when he was a teenager. SS Badrinath's Education Due to a childhood illness, Dr Badrinath started his education when he was seven. He studied at the PS High School in Mylapore and Sri Ramakrishna Mission High School in Chennai. He completed his intermediate collegiate study at Loyola College in Chennai. Dr Badrinath studied at the Madras Medical College between 1957 and 1962. He completed his education using the life insurance policy money obtained after the death of his father. Dr Badrinath secured the highest marks in ophthalmology in the university exams and completed his medical studies on the first attempt. For his post-graduation, he went to the United States of America and attended the Grasslands Hospital, New York University postgraduate medical school and Brooklyn Eye and Ear Infirmary between 1963 and 1968. SS Badrinath's Medical Career In 1969, Dr Badrinath passed the examination for the Fellow of the Royal College of Surgeons in Canada. In 1970, he passed the American Board Examination in Ophthalmology. Dr Badrinath started his first job at the Voluntary Health Services in Adyar in the same year. Between 1970 and 1972, Dr Badrinath started his private practice in ophthalmology and vitreoretinal surgery at the HM Hospital and Vijaya Hospital in Chennai. In 1978, Dr Badrinath founded the Medical Research Foundation. Sankara Nethralaya is the hospital unit of this foundation. In 1999, the Government of India awarded Dr SS Badrinath with Padma Bhushan for building Sankara Nethralaya, a hospital that provided quality care at affordable cost, teaching and training ophthalmologists and paramedical personnel and research in vision sciences. The court found 34-year-old Matthew Antonio Zakrzewski guilty of dozens of charges, including sexually assaulting boys between two and 12 years of age. He was also found guilty of exposing his 17th victim to child pornography to sexually assault him. Zakrzewski's heinous crimes did not stop there. He filmed several of his crimes against the young children. The authorities initially charged him with three felony counts of lewd and lascivious conduct with a minor under 14, one felony count of oral copulation of a child under ten, and one felony count of child pornography. The district attorney's office reported that the crimes occurred between January 2014 and May 2019. The Laguna Beach police Department arrested Zakrzewski in May 2019 at a local airport after a couple filed a complaint against him for touching their eight-year-old son inappropriately. Zakrzewski had a website where he called himself the "original sitter buddy." He also portrayed himself as a manny, providing multiple services like mentorships, big brother relationships, and overnight and vacationing babysitting. In the court, the parents of the young victims expressed their anger towards Zakrewski through victim impact statements, narrating how he tricked them into gaining access to their children. A mother of a boy who fell victim to Zakrzewski's crimes described her pain in the court, saying she will never know how her little one should've turned out in the absence of the trauma of being sexually assaulted. The young boy was only two when Zakrzewski molested him. However, Zakrzewski did not show any remorse or apologise. Instead, he said, "I prided myself on bringing smiles to your children, and all the good times we shared were 100 per cent genuine." Several parents present in the court covered their ears and wept while he spoke. Orange County District Attorney Todd Spitzer said, "This monster disguised by smiles and giggles engaged in the most horrific and calculated manipulation to ensure he would continue to have unfettered access to what these parents cherish the most." He added, "These innocent little boys must bear a lifetime of trauma, and their parents will bear a lifetime of pain knowing that they put their precious children in the arms of an animal because they believed who he said he was."
