WHO works on identifying pathogens that could cause future pandemics

China, a country where the first case of coronavirus (COVID-19) was detected in 2019, is still battling a surge in cases recently with authorities imposing strict measures to curb the spread of the deadly virus.

Now, in an attempt to control a major Covid outbreak, the southern Chinese metropolis of Guangzhou locked down its largest district Monday (November 21).

Authorities in the region have suspended public transit and also asked residents to present a negative test if they want to leave their homes.

Countries across the world have entered a phase of re-opening and reviving Covid-hit economies due to the month-long lockdown, but China remains the only major country that is relying on lockdowns and mass testing to curb virus transmissions.

Following the zero-Covid policy of the country, local authorities in the Baiyun District of Guangzhou locked down the area for five days from November 21 to November 25.

Health authorities said on their official WeChat account: "The risk of social transmission of the epidemic in Baiyun District has continued to increase, and the prevention and control situation is grim."

Deaths and surge in Covid cases in China

The news of the lockdown comes after China reported two new deaths from Covid on Monday. As per reports, those who lost their lives were elderly Beijing residents—a 91-year-old woman with a history of stroke and Alzheimer's disease and an 88-year-old man with a history of cancer, bronchitis and stroke. A day before. Beijing announced China's first Covid fatality since May, an 87-year-old man.

The National Health Commission said that the nation recorded around 27,000 new domestic cases on Monday.

The cases are basically just a tiny fraction if we compare it with the population, but still, the sudden rise of cases is alarming.

Ukraine on Monday (November 21) claimed that it has identified four torture sites in the region from where Russia recently withdrew its forces. In the latest statement, Ukraine also alleged that the Russian forces tortured detainees in Kherson before leaving the southern Ukrainian city. Russia recently made the "difficult decision" of withdrawing from the west bank of the Dnipro River that includes Kherson, which is a strategic port city. After the withdrawal, a wave of claims and counterclaims have been made from both sides, with some expressing scepticism, fearing a potential trap by Russia to lure Ukrainian forces. But so far, no such thing happened. Ukraine has accused Russian forces of inflicting abuses on a "horrific" scale since they withdrew on November 11 after occupying the city for eight months. In the latest statement by the Office of the General Prosecutor, it has been said that Ukrainian officials inspected "four premises" where Russian troops "illegally detained people and brutally tortured them." It added that the Russian forces set up "pseudo-law enforcement agencies" in Kherson detention centres as well as in a police station. As quoted by the news agency AFP, the prosecutors further stated that the officials discovered parts of rubber truncheons, a wooden bat, an incandescent lamp and "a device with which the occupiers tortured civilians with electricity". The statement added that "law enforcement officers continue to collect evidence" of what Ukrainian officials said were "crimes" carried out by the Russian military. The prosecutor's statement also mentioned that some documents and paperwork that were left behind by the Russian authorities, contained information related to the administration of the detention sites. A tanker carrying thousands of gallons of gasoline and diesel fuel overturned early Thursday in Pennsylvania's Bethlehem, US media outlets reported, citing local police. The reports further mentioned that in the aftermath, hundreds of homes in the region were evacuated.

As per the police, the driver of the truck was transported to the hospital. The driver received some non-life-threatening injuries. The police also said that they evacuated residences within a 1,000-foot radius of the crash site. The officers went door-to-door and also reverse 911 calls were made.

Meanwhile, a school in the region has been used as a shelter for displaced families. The statement posted on the Bethlehem Area School District's website noted: "Due to a fuel spill on the west side of Bethlehem, our school is being used as a shelter for displaced families."

"We will delay the opening of school for two hours to ensure that our building is ready to function normally for students and staff while also serving our community's needs," it added.

The respective authorities said that they are still investigating what actually caused that accident, and also mentioned that the cleanup will continue throughout the day.

The American Red Cross said in a tweet: "At the request of Northampton EMA, we are responding to the area of Paul Ave & West Union Blvd in Bethlehem (PA) following a significant fuel oil spill affecting hundreds of homes".

"Currently, we are providing canteen services to responders, mobilizing shelter teams to support the evacuation site, and coordinating with local officials to determine community needs and next steps. This response (& spill) is still active," it added.

The ongoing crisis in Europe could have escalated to probably a full-scale war after a missile landed on Poland—a NATO ally—on Wednesday. But it didn't happen and the flames were doused when the Western allies admitted that the missile came from Ukraine, not Russia. After reports emerged of the missile incident that killed two people, NATO ambassadors held an emergency meeting. Concerns were raised with rumours over the Western alliance's mutual defence mechanism, known as Article 5. Before Article 5 invocation, there is Article 4. After the missile incident, Polish Prime Minister Mateusz Morawiecki said Poland was still analysing the possibility of launching an Article 4 procedure. ALSO READ | Kremlin: Kyiv shifting goalposts, demand for ‘public’ negotiations shows it’s not inclined for talks In case of a security threat, Article 4 acts as a formal call for consultations among members of the alliance. But he added that it seemed it may not be necessary. If Article 4 is invoked, it means the NATO members will consult together in context with any threat to the territory of any of them. Apart from that, it also addresses the political independence and security of the members. Under Article 4, discussions at the North Atlantic Council, which is NATO's main political decision-making body, could potentially lead to some form of joint action. ALSO READ | Russia targets Ukraine's critical infrastructure, missile factory in fresh missile strikes Then comes Article 5. If NATO members find conclusive evidence under the Article 4 discussions, the focus would then shift to Article 5. It is the cornerstone of NATO's founding treaty. In 1949, the alliance was created and the charter in it stated that "the Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all." They agreed that action, as it deems necessary, would be taken, including the use of armed force. Experts say that Article 5 is probably the most important part of the treaty as it basically decides whether or not a situation can evolve into a full-scale war. The last time Article 5 was invoked was after the 9/11 attacks Article 5 has been invoked only once in NATO history. It happened after the September 11 attacks on the United States in 2001 when NATO confirmed the invocation and determined that the attacks were indeed eligible under the terms of the North Atlantic Treaty. NATO's eight official responses to the 9/11 attacks included Operation Eagle Assist and Operation Active Endeavour, a naval operation in the Mediterranean designed to prevent the movement of terrorists or weapons of mass destruction, as well as to improve shipping security in general. Chinese foreign ministry reacted to the video which was claimed to be showing tough talks between Chinese President Xi Jinping and Canadian Prime Minister Justin Trudeau during the G20 summit. The video, that was heavily circulated on social media on Wednesday, showed that Xi spoke with Trudeau at the closing session of the summit. Media reports claimed that the Chinese president confronted Trudeau for leaking the details of a conversation that happened between them on Tuesday to media.

But China's foreign ministry said that Xi was not criticising the Canadian PM. In a regular media briefing, Chinese foreign ministry spokesperson Mao Ning said that Beijing supports having frank exchanges as long as they are held on an equal basis. Mao also added that China hopes Canada will take action to improve bilateral ties.

As quoted by news agencies, Mao said: "The video you mentioned was indeed a short conversation both leaders held during the G20 summit. This is very normal. I don't think it should be interpreted as Chairman Xi criticising or accusing anyone."

During the conversation, a translator was seen helping the leaders to communicate as Xi said, "Everything we discuss has been leaked to the paper, that’s not appropriate."

In response, Trudeau said: "We believe in free and open and frank dialogue and that is what we will continue to have. We will continue to look to work constructively together but there will be things we will disagree on."

Speaking in Mandarin, Xi further said that "If there is sincerity, we can communicate well with mutual respect, otherwise the outcome will not be easy to tell."

This is very normal. I don't think it should be interpreted as Chairman Xi criticising or accusing anyone." During the conversation, a translator was seen helping the leaders to communicate as Xi said, "Everything we discuss has been leaked to the paper, that’s not appropriate." In response, Trudeau said: "We believe in free and open and frank dialogue and that is what we will continue to have. We will continue to look to work constructively together but there will be things we will disagree on." Speaking in Mandarin, Xi further said that "If there is sincerity, we can communicate well with mutual respect, otherwise the outcome will not be easy to tell." World leaders have advocated for a diplomatic way to end the ongoing Russia-Ukraine conflict, which has caused havoc in eastern Europe and also impacted the entire world. Many times leaders and think tanks urged both nations to come up with peaceful solutions, but the attempts at negotiation have been unproductive.

While commenting on the possible peace talks, Kremlin on Thursday (November 17) accused Kyiv of shifting the goalposts. It stated that Russia could not imagine engaging in public negotiations with Ukraine.

During a briefing call with reporters, Kremlin spokesman Dmitry Peskov said that the United States was capable of taking Russia's concerns into account and could encourage Kyiv to return to the negotiating table if it wanted to.

Peskov said that throughout the almost nine-month-old war, Ukraine had changed its position several times. It is not clear whether or not it even wanted to negotiate with Moscow.

"First they negotiate, then they refuse to negotiate, then they pass a law that prohibits any kind of negotiations, then they say they want negotiations, but public ones," Peskov told reporters.

Therefore it's difficult to imagine public negotiations. ... One thing is for sure: the Ukrainians do not want any negotiations," he added.

Peskov further said that in this context Moscow would continue the "special military operation" in the neighbour nation. He mentioned that the missile strikes on targets across Ukraine were basically the consequence of Kyiv not being willing to meet at the negotiating table.

On Thursday, Russia launched more missile strikes on Ukraine's energy infrastructure. Reports stated that Moscow pressed attacks in eastern Ukraine. Authorities said that at least four people were killed and more than a dozen others wounded.

Interfax Ukraine news agency quoted Prime Minister Denys Shmyhal as saying: "Missiles are flying over Kyiv right now. Now they are bombing our gas production, they are bombing our enterprises in Dnipro and Yuzhmash (missile factory)."

Kremlin: Kyiv shifting goalposts, demand for ‘public’ negotiations shows it’s not inclined for talks

Andy Warhol's iconic 1960s painting "White Disaster" sold for $85 million at auction Wednesday evening at Sotheby's in New York.

The 1963 piece of art was sold after two minutes and a brief duel between two bidders, for a total of $74 million, or $85.4 million with all related costs and fees.

The last time a piece of art from Warhol's "Death and Disaster" series was sold in 2013, it set a record for the artist at $105 million.

In May, Warhol's 1964 portrait of Marilyn Monroe, "Shot Sage Blue Marilyn," was auctioned for $195 million, becoming the most expensive 20th-century work ever sold at auction.

"White Disaster [White Car Crash 19 Times]," as it is formally known, is a work of silkscreen ink and graphite, which depicts the same black-and-white image of a macabre car accident 19 times on a canvas 12 feet (3.6 meters) tall.

"At the end of 1962, Warhol paints Marilyn Monroe, beginning his fascination with celebrity imagery, but it was really her demise at the end of '62 and the spectacle around her death that captured Warhol's fascination," said David Galperin, head of contemporary art Americas at Sotheby's.

The piece of art sold Wednesday came from a private collection and Sotheby's gave no information on the buyer.

Shraddha Walkar murder: Dating app Bumble says will 'remain available' to assist police in probe

Collapsed cryptocurrency exchange FTX suffered a "complete failure of corporate controls" under founder Sam Bankman-Fried, the company's new chief executive said Thursday, calling the situation "unprecedented."

The scathing condemnation came in a filing in US bankruptcy court from John J. Ray -- an executive with 40 years of experience in corporate restructurings including the infamous implosion of Enron in 2001.

Ray lambasted the failures of oversight, incomplete records, missing and unreliable financial statements and "potentially compromised" leadership at FTX, which declared bankruptcy last week -- a stunning downfall for a firm recently valued at $32 billion.

"Never in my career have I seen such a complete failure of corporate controls and such a complete absence of trustworthy financial information as occurred here," Ray said in the filing.

"From compromised systems integrity and faulty regulatory oversight abroad, to the concentration of control in the hands of a very small group of inexperienced, unsophisticated and potentially compromised individuals, this situation is unprecedented," he said.

The downfall of FTX came amid growing doubts over its financial stability, with attention focused on the relationship between the exchange and Alameda Research, a trading house also owned by Bankman-Fried, and reports he shifted funds out of the exchange, even as he tried to fill a $7 billion financing gap.

Binance, the world's biggest cryptocurrency platform, backed out of a buyout deal that could have stemmed the fall amid reports about mismanagement of client funds and potential investigations by regulators.

US officials are now calling for more oversight of the industry, and Congress plans to hold hearings to investigate.

Ray said he has "substantial concerns" about the reliability of financial statements and related entities, and noted that there were "at least $372 million of unauthorized transfers."

Executives at the firm -- many of whom Ray said "were not aware of the shortfalls or potential commingling of digital assets" --"have located and secured only a fraction of the digital assets of the FTX Group that they hope to recover."

The implosion was a spectacular reversal of fortune for the founder and one-time cryptocurrency wunderkind Bankman-Fried.

Ray slammed the former CEO saying he "often communicated by using applications that were set to auto-delete," and making clear he no longer speaks for FTX notwithstanding his frequent public declarations.

Bankman-Fried "continues to make erratic and misleading public statements," Ray said, pointing to comments published by Vox on Thursday in which the disgraced executive said he regretted filing for bankruptcy.

"F*** regulators they make everything worse," Bankman-Fried said in a direct message on Twitter to the Vox reporter.

He later tweeted that he was "venting" and his comments were meant to remain private.
