Ukrainian President Volodymyr Zelensky condemned Russian strikes at a maternity ward that reportedly killed a newborn baby on Wednesday (November 23). Ukrainian authorities revealed that the child's mother and a doctor were rescued from the rubble of the destroyed hospital in Vilnyansk, Zaporizhzhia region. Zelensky said on social media: "The enemy has once again decided to try to achieve with terror and murder what it wasn't able to achieve for nine months and won't be able to achieve." "Instead, it will only be held to account for all the evil it has brought to our country," he added. The emergency services revealed details of the attack on the Telegram messaging app along with releasing photos from the accident site. As tensions continue to escalate between China and Taiwan, US Secretary of Defense Lloyd Austin on Tuesday (November 22) urged Beijing to avoid actions that could be "destabilising" toward Taipei.

During his face-to-face meeting with Chinese Defence Minister Wei Fenghe, Austin emphasised the need for better communication during a crisis.

A statement from US officials after the meeting revealed that Austin also raised concerns about "increasingly dangerous" behaviour by the Chinese military in the Indo-Pacific region.

In the statement, Pentagon spokesman Brigadier General Pat Ryder said that Austin talked about the importance of "substantive dialogue on reducing strategic risk and enhancing operational safety."

The roughly 90-minute long meeting in Cambodia was Austin's second face-to-face meeting with Wei this year, and it was the first since Nancy Pelosi's visit to Taipei in August.

Tensions escalated after Pelosi's trip to Taiwan, the self-governed democratic island which Beijing claims as its territory. The visit also jeopardised Sino-US relations as in response, China staged massive military exercises.

Ryder said: "He (Austin) raised concerns about the increasingly dangerous behaviour demonstrated by PLA (China's People's Liberation Army) aircraft in the Indo-Pacific region that increases the risk of an accident."

The mention of Chinese aircraft appears to be related to an incident in June when Australia's defence department said that a Chinese fighter aircraft dangerously intercepted an Australian military surveillance plane in the South China Sea region in May.

Russia-Ukraine war: Strikes kill three, injure six in Kyiv as Moscow targets 'critical infrastructure'

Blow for Scottish nationalists as UK court rejects independence vote bid

Indian traders are struggling to export cotton despite higher production as farmers are delaying sale of their harvest hoping for higher prices in coming months, industry officials told Reuters.

The limited supplies are keeping local prices significantly above the global benchmark, making overseas sales unviable from the world's biggest producer of the fibre.

"Harvesting of the new crop started last month, but many farmers are not willing to sell. They are holding crop hoping prices would rise like the last season," said Atul Ganatra, president of the Cotton Association of India (CAI).

Farmers received record prices for their last season's crop, but the new crop is unlikely to get the same prices as local production has risen and global prices have fallen, Ganatra said.

Cotton prices hit a record high of rupees 52,410 rupees per 170 kg in June, tracking a rally in global prices and as production fell. But prices have corrected nearly 40% from the peak.

"Last year we sold raw cotton at 8,000 rupees (per 100 kg) and later prices jumped to 13,000 rupees," said Babulal Patel, a farmer from western state of Gujarat, the country's biggest cotton producer. "This year we are not going to repeat the mistake. We are not going to sell below 10,000 rupees," he said.

Farmers used proceeds from the last few seasons' harvests to create storage facilities, which they are using to store the crop, Ashwini Bansod, head, commodities research at Phillip Capital India Pvt Ltd, said.

Despite higher output, spot markets were receiving nearly a third lower in supplies than normal, industry officials estimated.

India could produce 34.4 million bales of cotton in the 2022/23 season that started on Oct. 1, up 12% from a year ago.

India traders so far in the new season have contracted 70,000 bales for the exports, significantly lower than more than 500,000 bales contracted during the same period a year ago, said a dealer with a global trading house.

Bangladesh, Vietnam and China are among the key buyers of Indian cotton.

Exports are unlikely to gain momentum unless local prices fall or global prices move higher, said the dealer, adding "Indian cotton is holding premium of around 18 cents per lb over New York futures. The premium needs to come down to 5-10 cents to make exports viable."

Moscow-installed authorities claim Crimea hit by 'drone attack'

China's market regulator proposed amendments on Tuesday to a law on unfair competition, making provisions for fines ranging as high as a 5% share of a firm's annual revenue to punish such practices by internet companies.

The changes, open for public comment until Dec. 22, are part of a two-year-old crackdown on formerly freewheeling giant internet firms, which China has punished for activities from monopolistic behaviour to exploit consumers.

Operators must not use data, algorithms, technology or any capital advantages to engage in unfair competition, the State Administration for Market Regulation (SAMR) said in a revised draft of the measures.

To protect consumers, operators would be barred from using algorithms to give users "unreasonably different treatment or unreasonable restrictions", by analysing user preferences and their trading habits, it added.

Another new rule, in the third set of alterations to the law since it was adopted in 1993, prevents a business in an advantageous position from forcing a counterparty to sign exclusive agreements.

Also, such businesses should not block external links or services from their platforms without a reason, the regulator said.

Operators infringing such provisions can face fines ranging from 1% to 5% of annual revenue, with legal representatives subject to fine of 100,000 yuan to 1 million yuan ($14,008-$140,080).

Authorities have been particularly concerned over "disorderly expansion" of online platforms, which they accuse of exploiting advantages in capital, and have vowed to "perfect" legal rules against unfair competition.
