Australian parliament on Thursday passed the most significant climate-related laws to target the country's worst polluters amid growing concern over fossil fuel exports. The so-called Safeguard Mechanism will force coal mines and oil refineries to curb emissions by about five per cent each year.

The passing of laws is a stepping stone for Australia as the nation has pledged to reach net zero emissions by 2050. The laws apply to 215 major industrial facilities, each producing more than 100,000 tonnes of greenhouse gases a year.

Australian Prime Minister Anthony Albanese tweeted, "Our Safeguard Mechanism to limit emissions and act on climate change passed Parliament this afternoon." Albanese added, "After a decade of inaction, Australia is now on a path to net zero."

The deal was finalised after weeks of confidential negotiation between the Labour government and the Greens, which is a minor party with 15 parliamentarians, but their support was needed to pass the laws.

The left-wing Greens party were sceptical over the law being able to stop some new gas and coal development proposals and prevention of further industry expansion.

However, they agreed to back the plan after persuading the government to put a hard cap on emissions. Greens leader Adam Bandt said the move compelled oil and gas corporations to slash their emissions "for the first time ever in law".

Russia says it has ‘no right’ to advise Chinese President Xi Jinping on whether to go to Ukraine

In India, the Punjab and Haryana High Court on Monday (March 27) used artificial intelligence (AI) chatbot developed by OpenAI's ChatGPT while deciding a bail case.

India-based media reports mentioned that the court noted that "any reference to ChatGPT and any observation made… is only intended to present a broader picture on bail jurisprudence, where cruelty is a factor".

In a first, Justice Anoop Chitkara referred to the AI text generator's answer in the legal ruling. He assessed the worldwide view on bail "when the assault was laced with cruelty".

Artificial intelligence has become the current hot topic in the tech industry, doing mundane tasks quickly and efficiently. AI chatbots are saving time and energy in day-to-day activities like writing, speech recognition, translation, etc.

AI chatbots are gradually becoming a significant part of some industries, but several experts have raised concerns. Its usage has become common in academics, journalism, etc, but the merge of AI in the judicial system is quite unique.

Before it passed the order, the bench asked the AI: "What is the jurisprudence on bail when the assailants assaulted with cruelty?"

The ChatGPT reply was: "The jurisprudence on bail for cases where the assailants have assaulted with cruelty will depend on the specific circumstances of the case and the laws and regulations of the jurisdiction where the case is being tried."

"However, in general, if the assailants have been charged with a violent crime that involves cruelty, such as murder, aggravated assault, or torture, they may be considered a danger to the community and a flight risk. In such cases, the judge may be less inclined to grant bail or may set the bail amount very high to ensure that the defendant appears in court and does not pose a risk to public safety.

"The severity of the assault, the defendant’s criminal history, and the strength of the evidence against them are all factors that a judge will consider when deciding whether to grant bail. It is important to note that the presumption of innocence is a fundamental principle of the justice system, and all defendants are entitled to bail unless there are compelling reasons to deny it.

"Therefore, even in cases where the assailants have assaulted with cruelty, they may still be granted bail if the judge determines that they do not pose a risk to the community or a flight risk," the AI-generated text read.

Pakistan: At least 11 people killed while collecting free flour in Punjab province

Cases opened Wednesday before the European Court of Human Rights against France and Switzerland over alleged failings to protect the environment, marking the first time governments are in the court's dock for alleged climate change inaction.

The case against Switzerland is based on a complaint by an association of elderly people -- who call themselves the "Club of Climate Seniors" -- concerned with the consequences of global warming on their living conditions and health, the ECHR said.

They accuse the Swiss authorities of various climate change failings which they say amount to a violation of the government's obligation to protect life and citizens' homes and families.

"We've been fighting for years," said Bruna Molinari, 81, who lives in the southern Tessin canton "where the pollution is the worst".

"I hope the court will find in our favour so that Switzerland does better than it has done so far," he added ahead of the hearing.

The average age is 73 in the Swiss club, which is backed by Greenpeace Switzerland.

Around 50 of its 2,000 members were expected in Strasbourg for the hearing.

'Heat kills'

Alain Chablais, representing the Swiss government, told the court that it was "baseless to claim or suggest that Switzerland is doing nothing".

The ECHR "has no business becoming the place where national climate protection policy is decided," he added.

But the plaintiffs' lawyer Jessica Simor said her clients were "already suffering the effects of climate change" that Switzerland was not doing enough to stop.

Temperatures were rising "twice as quickly" in the Alpine nation as the global average, she added.

"Heat kills... increasing the risks of kidney problems, asthma attacks, cardiovascular difficulties... and causes particularly acute symptoms in elderly people, more especially elderly women".

The case against France was brought by Damien Careme, a former mayor of Grande-Synthe, a suburb of Dunkirk in northern France, who also argues that the central government has failed to meet its obligation to protect life by taking insufficient steps to prevent climate change.

When he was mayor, Careme brought his case to the French judiciary on behalf of his town but also on his own behalf, saying climate change was raising the risk of his home being flooded.

France's highest administrative court ruled in favour of the town against the central government in 2021, but threw out the individual case brought by Careme, which he then took to the ECHR.

'Extremely high stakes'

"The stakes are extremely high," said Corinne Lepage, a former French ecology minister and one of Careme's lawyers in the case.

"If the European court recognises that climate failings violate the rights of individuals to life and a normal family life, then that becomes precedent in all of the council's member states and potentially in the whole world," she told AFP.

The European Court of Human Rights -- whose members are the 46 states belonging to the Council of Europe -- acknowledged in a statement ahead of the hearings that the European Convention on Human Rights, on which it must base its judgements, does not actually include a right to a healthy environment.

But its decision to take Wednesday's cases was based on the fact that the exercise of the convention's existing rights could be undermined by harm to the environment or exposure to environmental risks.

A third pending case, without a date for a hearing so far, was brought by young Portuguese applicants claiming that climate inaction by dozens of states had contributed to heatwaves in Portugal which they said was affecting their rights.

Although the cases are a first for the ECHR, governments have in the past been taken to court in their national jurisdictions.

In 2019, the Dutch Supreme Court ordered the government to cut greenhouse gas emissions following a complaint by an environmental organisation.

Two years later, a court in Paris found the French government guilty of climate inaction and ordered it to pay for resulting damages after four NGOs filed a case.

Wednesday's hearings are only the start of proceedings that are likely to take several months before the court hands down its verdicts.

The apex decision-making body of EPFO, Central Board Trustees (CBT) headed by Union Labour Minister Bhupender Yadav, recommended 8.15 per cent annual rate of interest to be credited on EPF accumulations in members' accounts for the financial year 2022-23, a labour ministry statement said.

The interest rate would be officially notified in the government gazette after approval of the Ministry of Finance, following which EPFO would credit the rate of interest into subscribers' accounts, it said.

The recommended rate of interest of 8.15 per cent safeguards the surplus as well as guarantees increased income to members, it stated adding that in fact, this rate of interest and the surplus of Rs 663.91 crore are higher than the last year's.

According to EPFO's income projection, the body would have had a surplus of Rs 112.78 crore by providing 8.20 per cent interest rate on EPF for 2022-23. There would have been a deficit of Rs 438.34 crore on providing an 8.25 per cent rate of interest.

The ministry said the board's recommendation involves the distribution of more than Rs 90,000 crore in the members' account on a total principal amount of Rs 11 lakh crore which was Rs 77,424.84 crore (interest) and Rs 9.56 lakh crore (principal), respectively in 2021-22.

The total income recommended for distribution is the highest to date, it claimed to add that the growth in income and the principal amount are respectively more than 16 per cent and 15 per cent as compared to that in 2021-22.

EPFO over the years has been able to distribute higher income to its members, through various economic cycles with minimal credit risk, it stated.

Considering the credit profile of the EPFO investment, the interest rate of EPFO is higher than other comparable investment avenues available for subscribers, it said.

EPFO has consistently followed a prudent and balanced approach towards investment, putting the highest emphasis on the safety and preservation of principal with an approach of caution and growth, the statement said.

EPFO is one of the largest social security organisations has stayed true to its objective by maintaining and providing its subscribers with a high assured interest rate even during the periods of volatility in equity and capital markets, it added.

A blend of the conservative yet progressive approaches of investment followed by EPFO has made it a wise option for EPF members, it opined.

The CBT's decision on the interest rate on EPF deposits for 2022-23 will now be sent to the Ministry of Finance for concurrence.

After the government's ratification, the interest rate on EPF for 2022-23 will be credited into accounts of over six crore subscribers of EPFO.
EPFO provides the rate of interest only after it is ratified by the government through the finance ministry.

In March 2020, EPFO lowered the interest rate on provident fund deposits to a seven-year low of 8.5 per cent for 2019-20, from 8.65 per cent provided for 2018-19.

EPFO had provided 8.65 per cent interest rates to its subscribers in 2016-17 and 8.55 per cent in 2017-18. The rate of interest was slightly higher at 8.8 per cent in 2015-16.

The retirement fund body had given 8.75 per cent rate of interest in 2013-14 as well as 2014-15, higher than 8.5 per cent for 2012-13.

The rate of interest was 8.25 per cent in 2011-12.
