Russian strike on Ukraine's port city of Mykolaiv injures nine, including children

The Indian government has been aggressively pushing the Digital India framework and forging ahead with the campaign to even the most remote part of the nation.

The government aims to improve online infrastructure across the nation and, with better internet connectivity, the government and other services will be made available efficiently.

But the spread of the internet comes with online security and cybercrimes, and in order to tackle such threats, there's a need to establish measures and regulations.

Hence, India is planning to enforce Digital India Act (currently a draft), which will seek to ensure that the internet in India is open, free from user harm and criminality. It will also look after establishing the institutional mechanism of accountability.

What is Digital India Act (DIA)?

DIA has been introduced to replace the Information Technology Act, which came into being in October 2000.

The government said that the Digital India Act, of 2023 is a future-ready legislation that aims to provide a strong legal framework to support India's tech goals.

A statement published by PIB read, "It constitutes a significant part of the Global Standard Cyber laws being formulated by the Narendra Modi Government for catalysing India's digital economy."

The statement also added that Digital Personal Data Protection Bill, the National Data Governance Framework policy, the recent amendments to the IT Rules, and CERT-In guidelines are important elements of this legal framework.

Today, the nation is the world's largest "digitally connected democracy" with 830 million internet users.

The government argues that the internet is mostly managed under the 23-year-old IT Act, which lacks provisions on user rights, trust, and safety, among other issues, and is ill-equipped to deal with emerging, sophisticated forms of cybercrime such as doxxing, cyberstalking, and online trolling, among others.

Technology has pros and cons

From the internet to mobile phones to artificial intelligence (AI), several waves in information technology have come with immense benefits for humankind. But there have been associated issues as well.

For example, many hail ChatGPT, and other tools like it, as the "next big thing". ChatGPT is an AI-powered language model, which is capable of generating human-like text based on context and past conversations. It is developed by OpenAI.

Its usage spread like a virus across the world, threatening jobs, and more. But the tool has also been condemned by experts. Recently, US regulators have asked OpenAI how it's addressing the potential for ChatGPT to generate false and misleading statements about real people.

AI-powered tech can help with efficiency and productivity gains, improved speed of business, and more, but there's also a need to establish control over the tech o keep it in check.

The Washington Post reported that the Federal Trade Commission (FTC) sent a letter to OpenAI this week requesting specific information about how the company addresses the potential risk for ChatGPT "to generate statements about real individuals that are false, misleading, disparaging, or harmful."

'Digital India Act': New Delhi's proposed plan to ensure online safety

Henry Kissinger, the former US Secretary of State, is currently in Beijing and met with Chinese leader Xi Jinping on Thursday, which was quite unusual as meeting with the Chinese premier was excluded during the recent visits by US officials.

The state broadcaster CCTV said that Xi met Kissinger at the Diaoyutai State Guesthouse and hailed the 100-year-old Kissinger's role in opening up ties between China and the US in the 1970s.

Xi told Kissinger that "old friends" like him will never be forgotten and added that "once again, China and the US are at a crossroads on where to go from here, and once again, both sides need to make a choice".

Xi said his visit this time is of "special significance" as he noted that Kissinger has just celebrated his 100th birthday and has visited China more than 100 times.

"The Chinese people never forget their old friends and Sino-US relations will always be linked with the name of Henry Kissinger," Xi told him.

Kissinger secretly flew to Beijing in July 1971 on a mission to establish relations with communist China. He was then US national security adviser and had emerged as a vital cog in normalising ties between Washington and Beijing in the 1970s.

At that time, he served as secretary of state and national security adviser in the administrations of Presidents Richard Nixon and Gerald Ford.

Kissinger has grown wealthy advising businesses in China since leaving office. The Nobel Peace Prize laureate has warned against a hawkish turn in US policy.

CCTV said on Wednesday, "Since 1971, Dr. Kissinger has visited China more than 100 times."

"On May 27 this year, the legendary diplomat celebrated his 100th birthday, and this visit is also his first trip to China since turning 100," it added.

Meeting amid frayed US-China ties

This meeting is also seen as an attempt by Beijing and Washington to mend the ties between them.

Kissinger said in the meeting, "Under the current circumstances, it is imperative to maintain the principles established by the Shanghai Communique, appreciate the utmost importance China attaches to the one-China principle, and move the relationship in a positive direction."

Meanwhile, Xi said that "China is willing to discuss with the US side the right way for the two countries to get along and promote the steady progress of China-US relations."

Xi Jinping elated after meeting with 'old friend' ex-US secretary of state Henry Kissinger

Britain's spy chief made rare comments on Wednesday (July 19) on the ongoing Ukraine war and Russian President Vladimir Putin in a speech and interview in the Czech capital Prague.

MI6 head Richard Moore claimed that Russians are "appalled" by their country's invasion and even urged them to "join hands" with the West.

He also made an unusual public appeal for new agents as he used the crushing of the 1968 Prague Spring movement by Soviet-led armies as a call for Russian recruits.

Moore said, "There are many Russians today who are silently appalled by the sight of their armed forces pulverising Ukrainian cities, expelling innocent families from their homes and kidnapping thousands of children."

"As they witness the venality, infighting and sheer callous incompetence of their leaders... many Russians are wrestling with the same dilemmas and the same tugs of conscience as their predecessors did in 1968," he said.

"I invite them to do what others have already done these past 18 months and join hands with us. Our door is always open," he added.

While elaborating his unusual call of recruits, Moore said that the British Foreign Intelligence Service would handle any such moves "with discretion and professionalism."

"Their secrets will always be safe with us" and that "our loyalty to our agents is lifelong."

During a question-and-answer session hosted by the Politico website following his speech, Moore insisted protecting such assets is "sacred" as he insinuated that the spy service was already successfully harnessing Russian agents.

"If we could not do that, we would go out of business, and I can assure you we are very much in business," he said.

Moore on Putin and Wagner

A report by CNN mentioned in detail how the MI6 head, in a way, confirmed that during the failed coup attempt of June 24, the leader of the private military organisation Wagner, Yevgeny Prigozhin, did strike a deal with Putin to cease his assault on Moscow.

Moore said, "If you look at Putin's behaviours on that day. Prigozhin started off I think, as a traitor at breakfast. He had been pardoned by supper and then a few days later, he was invited for tea. So, there are some things and even the chief of MI6 finds that a little bit difficult to try and interpret, in terms of who's in and who's out."

"He [Putin] really didn't fight back against Prigozhin. He cut a deal to save his skin, using the good offices of the leader of Belarus.

"So even I can't see inside Putin's head, He has to have realised, I am sure that something that is deeply rotten in the state of Denmark - to quote Hamlet - and he had to cut this deal," he added.

Moore also said he was positive about Ukraine will come victorious and be able to regain territory taken by Russia since it launched its invasion in February last year.

MI6 chief urges Russians 'appalled' by war to 'join hands with us'

Former United States president Donald Trump said on Tuesday (July 19) that he expects to be charged in connection with the January 6 attack on the US Capitol.

If it happens, this indictment would add to Trump's legal difficulties as he makes another bid for the White House.

As reported by The Guardian, two people familiar with the matter said that the federal prosecutors probing Trump's efforts to overturn the 2020 election results have evidence to charge him with three crimes.

The charges may include violating Section 241 of the US legal code, which makes it illegal to conspire to violate civil rights.

The report mentioned that a target letter sent to Trump by prosecutors from special counsel Jack Smith's office revealed the prospective charges.

Smith also charged Trump with keeping secret documents last month, which was the clearest indication of an impending indictment.

It has been reported that the target letter indicates that the prosecutors appear to have evidence to prosecute Trump with obstruction of an official proceeding and conspiracy to defraud the United States.

Trump is already facing criminal charges brought by Smith for mishandling top-secret government documents after leaving office.

Here's what Trump says

In a post on his Truth Social platform, Trump said: "Deranged Jack Smith, the prosecutor with Joe Biden's DOJ, sent a letter... stating that I am a TARGET of the January 6 Grand Jury investigation."

The 77-year-old, who is the front-runner for the 2024 Republican presidential nomination, said he was given four days to report to a grand jury, "which almost always means an Arrest and Indictment."

"This witch hunt is all about election interference and a complete and total political weaponization of law enforcement. It is a very sad and dark period for our Nation!" he said.

While speaking on Fox News later Tuesday, Trump accused the Democratic party of using the Department of Justice to tank his political career.

"The DOJ has become a weapon for the Democrats, an absolute weapon. They want to try and demean, and diminish, and frighten people," he said.

Trump says he expects to be charged over the January 6 attack on US Capitol

Rex Heuermann, a 59-year-old architect from New York, was charged in connection with the long-unsolved murders of three women whose bodies were found near a beach on Long Island more than a decade ago.

Now, reports suggest that former president Donald Trump used to be a client of the suspect during the time he worked as an architect.

Citing the October 2018 filing with the New York City Department of Buildings, media outlets reported that Trump Organization hired Heuermann's architectural firm, RH Architecture, for a plumbing job on the 17th floor of the Trump Building at 40 Wall St.

According to the documents, the project at the crown jewel Art Deco-style building was projected to cost $205,017.00.

The document represented Heuermann as an applicant, while the Trump Organization's VP of property management, Steve Lafiosca, was the owner.

In the documents, the location of Heuermann's company is listed as 19 W. 36th St., which is said to be the same Fifth Avenue hangout where he was arrested on numerous murder allegations last week.

Who is Rex Heuermann: The suspect in Gilgo Beach killings?

On July 13, Heuermann was arrested near his office and charged with first- and second-degree murder for the 2009 and 2010 deaths of the three women - Melissa Barthelemy (24), Amber Lynn Costello (22), and Megan Waterman (27). He is the "prime suspect" in the murder of a fourth woman, officials said.

Heuermann lived in Massapequa Park, a town near Gilgo Beach, where the bodies were found. Suffolk County police commissioner Rodney Harrison told reporters that "Rex Heuermann is a demon" and he is a "predator that ruins families". US District Attorney Ray Tierney said: "Each of the four victims was found similarly positioned, bound in a similar fashion by either belts or tape, with three of the victims found wrapped in a burlap-type material." Gilgo Beach murder suspect once worked for Donald Trump: Report

Republicans pressed unsubstantiated claims of US government bias against conservatives on Wednesday, bringing two whistleblowers before Congress to condemn the handling of a criminal probe of President Joe Biden's son.

Opponents of the 80-year-old Democratic leader made bitter complaints of unequal justice when Hunter Biden reached a plea deal in June to avoid jail time over unpaid taxes and false claims on a firearms application in 2017 and 2018.

The Republican-led House Oversight Committee heard from two tax agents who accused the Justice Department of "slow-walking" the case to run out the clock on some potential charges, and of putting the younger Biden "on the path to a sweetheart plea deal."

One of the whistleblowers, Internal Revenue Service supervisor Gary Shapley, said the Justice Department had prevented the probe into 53-year-old Biden from building a bigger case, although lead prosecutor David Weiss denies this.

Shapley said Weiss, a Delaware-based US attorney appointed by then-president Donald Trump in 2018, was denied "special counsel" status that would have allowed him to pursue more serious charges in Washington DC and California.

He alleges that Weiss said in an October 2022 meeting he was not authorized to make final charging decisions in the case.

Shapley, who first raised the allegations before a separate committee earlier this year, brought up multiple occasions when he said prosecutors had voiced hesitation about taking actions that might influence the 2020 election.

Fellow whistleblower Joseph Ziegler, a 13-year IRS special agent with the Criminal Investigation Division, echoed Shapley's concerns.

"It appeared to me, based on what I experienced, that the US Attorney in Delaware in our investigation was constantly hamstrung, limited, and marginalized by DOJ officials as well as other US attorneys," Ziegler said.

Political cover

The case made by Republicans has been undermined, however, by Weiss's repeated denials of the allegations. Parts of the complaints date back to 2020 in any case, when Trump was still president.

Weiss says he never sought special counsel status and Attorney General Merrick Garland has told Congress that the Delaware prosecutor had full latitude to pursue any charges he wished, in any venue.

Some Republicans have argued that the differing accounts make an impeachment inquiry into Garland necessary, but Democrats counter that internal disagreements among investigators of the type outlined by the whistleblowers are commonplace.

Hunter Biden's business dealings, especially during the time his father was vice president, have been a major target of Joe Biden's political opponents, and continue to be probed by congressional Republicans.

The hearing was part of a wider campaign by Republicans to convince voters that the federal government is "weaponized" against Biden's adversaries and conservatives more broadly.

Democrats say probes into Biden's family and administration -- which have yet to turn up evidence of wrongdoing by the president -- are designed to give political cover to Trump, who is running for reelection but faces prosecution on multiple fronts.

The twice-impeached former president said on Tuesday he expected an imminent indictment in the Justice Department's probe into the 2021 Capitol insurrection and the broader plot to subvert his election defeat to Biden.

Hunter Biden -- who has admitted having drug problems in the past, is the only surviving child of Joe Biden's first marriage, which ended tragically in 1972 when his wife and baby daughter were killed in a car accident.

He is due to appear in court on July 26 after agreeing to plead guilty to two federal tax charges and admitting to illegally possessing a gun despite having a history of drug use.

Hunter Biden: Whistleblowers claim bias in case against US president's son

What can be called a massive breakthrough in the field of fighting Alzheimer's, a research said Monday (July 17) that an experimental medicine from Eli Lilly works best if Alzheimer's patients are treated as early as possible with it.

What can be called a massive breakthrough in the field of fighting Alzheimer's, a research said Monday (July 17) that an experimental medicine from Eli Lilly works best if Alzheimer's patients are treated as early as possible with it. The research, published in JAMA, emerged as a new ray of hope for all those who are suffering from this condition. It says that the medication would ideally help before patients develop symptoms of the brain-wasting disease. This is the latest promising development for treating the most common form of dementia. Alzheimer's is a type of dementia that affects the brain. It slowly destroys memory and thinking skills and the ability to carry out the simplest tasks in day-to-day life. The new trial data was presented at the Alzheimer's Association International Conference in Amsterdam. It stated that the medicine, Donanemab, has been shown to slow the progression of memory and thinking problems by about a third. However, the rate doubles to 60 per cent if it is started when patients are only mildly impaired. Also read: Eli Lilly's new Alzheimer's drug shows promise of slowing down memory decline There's no cure for Alzheimer's or any disease-modifying treatment, but Donanemab has shown positive results in its first trials. The research included over 1,700 patients, and a comprehensive analysis of the trial revealed that results were less robust for older, later-stage individuals, as well as those with greater levels of tau, a protein linked to Alzheimer's disease progression. Anne White, who is the president of neuroscience at Lilly, said that the findings highlight that "earlier detection and diagnosis can really change the trajectory of this disease". Company awaits FDA approval The medicine has not been approved yet, as Lilly expects the US Food and Drug Administration to determine whether to approve Donanemab before the end of this year. The company said that the submissions to additional global regulators are underway and that the majority will be finished by the end of the year. This medication is like the recently approved Eisai and Biogen drug Leqembi, which is an injectable antibody designed to remove deposits of a protein called beta-amyloid from Alzheimer's patient's brains. Dr Susan Kohlhaas, who is the executive director of research and partnerships at Alzheimer's Research UK referred to Lilly's data released on Monday, and said that "these results provide further confirmation that removing amyloid from the brain can change the course of Alzheimer's, and may help people affected by this devastating disease if they're treated at the right time." Also read: Research discovers repair process that fixes damaged hearing cells Are we winning against Alzheimer's? The result is promising, and millions of people who are struggling hope to make their lives better. Maybe not fully, but to help them partially as the brain disorder due to Alzheimer's gets worse over time. While dealing with Alzheimer's, what's important first and foremost is to raise awareness and address the common stigma that surrounds disease-related dementia. A World Health Organization (WHO) published earlier this year in March mentioned that more than 55 million people have dementia worldwide currently, over 60 per cent of whom live in low-and middle-income countries. Every year, there are nearly 10 million new cases. Dementia is caused by a number of diseases and traumas to the brain and Alzheimer's disease is the most common type of dementia, accounting for 60-70 per cent of cases. Dementia is now the seventh largest cause of death and one of the primary causes of impairment and dependency among the world's elderly, WHO said. Maybe we are not winning, but even a positive breakthrough can be massive for those who are losing cognitive functioning and behavioural abilities. Watch this report: × Are there side effects? Lilly's research states that brain swelling, a recognised side effect of amyloid-clearing antibodies, occurred in more than 40 per cent of Alzheimer's patients. According to the company, brain swelling affected 24 per cent of the entire Donanemab treatment group. Brain haemorrhage occurred in approximately 31 per cent of the Donanemab group and around 14 per cent of the placebo group. According to the researchers, the medication was connected to the deaths of three study patients. The study investigator Dr Liana Apostolova, who is a professor in Alzheimer's Disease research at Indiana University School of Medicine, said that "these side effects should not be taken lightly," but most cases were manageable by monitoring with magnetic resonance imaging (MRI) or stopping the medicine. She said that doctors are likely to use "very stringent MRI safety screening while we treat these patients". Donanemab's treatment impact increased relative to the placebo during the duration of the 18-month trial, according to Lilly, even for patients who were taken off the drug after their levels of amyloid deposits dropped dramatically. Meanwhile, White said that "at the end of the trial, the average patient had been without drug for seven months and yet they continued to benefit." She said the findings support the idea that Donanemab can be stopped once amyloid is cleared from the brain. Dr Liz Coulthard, an associate professor in dementia neurology at the University of Bristol, said, "Some patients did not worsen significantly during the trial and on the average progression of disease was slowed 4.4-7.5 months over 18 months." Despite the side effects, some are hopeful. Dr Reisa Sperling, who directs the Center for Alzheimer Research and Treatment at Brigham and Women's Hospital in Boston, said that the latest study "gives me great hope" for the outcomes of those prevention trials. Fresh allegations have been levelled against China and its intention of handling coronavirus (COVID-19) data. A report by Financial Times says that one of the most populous provinces in the nation has deleted mortality data that indicated the high death toll caused by Beijing's relaxation of Covid regulations at the end of last year.

In the report published on Tuesday (July 18), FT referred to the statistics released by Zhejiang province on Thursday, which showed the number of cremations in the wealthy coastal region during the first quarter of the year jumped 73 per cent from a year earlier to 171,000.

The amount was much higher than the 99,000 and 91,000 deaths reported in the same time period in 2022 and 2021, respectively. Chinese social media was abuzz following the data report, after which Zhejiang took the numbers offline by Monday.

Ever since the start of the Covid, experts have called out Beijing for its dubious statistics of the pandemic. Since the start, China relied on strict Covid measures to curb the spread of the deadly virus. When it revised its pandemic policy last year in December, hospitals and crematoria were reportedly flooded with Covid patients, but Chinese officials have not disclosed accurate statistics that would allow experts to properly estimate the impact of the virus's spread across the population.

The World Health Organization (WHO) even accused China of underrepresenting the severity of its coronavirus outbreak and the real number of deaths. When the Covid rules were relaxed, Chinese health officials vowed to study and help the public access death data. They dismissed concerns of under-reporting.

But even months after that promise, the nation has not released any excess death data, besides local-level cremation data, which is the only publicly available statistic for tracking the country's death toll. But June's report by SCMP indicates that even that data is problematic.

COVID-19: China deletes mortality data that offered a peek into impact of its pandemic policies

The nation was beaming with pride when the first batch of cheetahs landed in India after travelling in an Air Force's C-17 Globemaster aircraft. The cheetahs were translocated to the Kuno National Park in Madhya Pradesh.

Eight cheetahs were brought in from Namibia, after which another 12 arrived from South Africa in February. Indian Prime Minister Narendra Modi presided over the release of the first arrivals at the national park.

The government aimed to reintroduce cheetahs, under the 'Action Plan for Introduction of Cheetah in India', with plans to make the nation a home once again to the majestic presence of cheetahs, which are the world's fastest land animal.

But the project received a setback with a series of deaths of cheetahs. A total of eight felines have died so far, and in the aftermath of a recent death, a top Indian wildlife official was removed as concerns were raised about this high-profile and popular project.

Eight cheetahs have died in the last four months, with wildlife authorities attributing the deaths to natural causes.

Media reports mentioned that the top wildlife official in Madhya Pradesh, Jasbir Singh Chauhan, was transferred by the state forest department on Monday.

The authorities didn't reveal any reason, but media reports have linked the transfer to the cheetah deaths, citing sources saying that there were concerns over the project's management.

Five of the eight cheetahs that died were translocated animals, besides three of the four cubs that were born after their arrival.

The environment ministry stated on Sunday that declaring the programme a success or failure would be premature "because cheetah reintroduction was a long-term project."

It further said that global experience, particularly from South Africa, demonstrated that the first phases of reintroductions resulted in more than 50 per cent mortality.

However, while speaking to the news agency AFP on Tuesday, wildlife conservationist Praveen Bhargav said that the cheetah reintroduction programme was bound to fail as many fundamental issues had been ignored.

Bhargav said, "I believe the prime minister has unfortunately been misled by some bureaucrats and experts."

"We neither have the expansive grassland habitats that cheetahs need nor other ecological conditions to attempt such a complicated reintroduction," he said.

"This was a very good, headline-grabbing event but the harsh reality kicks in, as we are now witnessing after eight cheetahs have died," he added.

Why did the cheetahs die?

Local media reports quoted experts as claiming that the deaths were because of the sub-standard radio collar. An allegation, refuted by the government as it says that all of the claims have been "speculation and hearsay without scientific evidence".

Citing a video seen by it, NDTV reported that the officials examined the radio collar and a maggot-infested wound on the neck of a cheetah named Suraj. As per reports, it died last week.

As quoted by the report, R Sreenivasa Murthy, an IFS who led the operation to revive the tiger population, said, "It can cause infection. We had faced such a situation in Panna, but we had 24/7 monitoring. If it is a synthetic collar, it should be replaced immediately."

"It is a polymer, initially it remains soft but with time when it is polymerised then it becomes hard. If it is made of leather, it absorbs water its elasticity increases, and the animal does not suffer much from it," he added.

Extinction of cheetahs in India

In India, the last cheetahs were recorded in 1947 when three were shot in the Sal (Shorea robusta) forests of Koriya District, Chhattisgarh state.

The main causes of cheetah extinction in India were large-scale capture of animals from the wild for coursing, bounty, and sport hunting, substantial habitat modification, and a concomitant fall in prey base. Cheetahs were declared extinct in 1952. Now, the government is trying to reintroduce African cousins of the Asiatic cheetahs.

What are India's objectives with this project?

The goal of the cheetah introduction project in India is to establish a viable cheetah metapopulation in the country that allows the cheetah to perform its functional role as a top predator and allows the cheetah to expand within its historic range, thus contributing to global conservation efforts.

As mentioned on a government website, India aims to establish breeding cheetah population in safe habitats across its historic range and manage them as a metapopulation.

Secondly, the nation's goals employ the cheetah as a flagship and umbrella species to raise funds for restoring open forest and savanna systems, which will boost biodiversity and ecosystem services.

The government also wishes to ensure opportunities for eco-development and eco-tourism to enhance local community livelihoods.

Hakyung Lee, the South Korean woman, who was accused of murdering her two children, can be named for the first time. The bodies of the children were found in abandoned suitcases last year. The exact year of the murders is not known.

In a report published by Radio New Zealand (RNZ), it was mentioned that the 42-year-old has lost the fight to keep her name secret and had pleaded not guilty to two charges of murder.

Today, the Court of Appeal denied Lee's request for name suppression to be extended until the end of the trial, which is set to commence in April of next year.

While concluding, Justice Cull stated that the evidence did not meet the standard required to prove that publication would cause Lee great hardship or jeopardise her safety.

The bodies of the two young children, aged five to ten years, were discovered in suitcases in Auckland, New Zealand, in August 2022. The woman, the mother of the children, was arrested and will stand trial in 2024.

The bodies were hidden in suitcases for several years before an Auckland family purchased the bags in an online auction held by a storage facility. They carried the baggage home in early August before discovering them and notifying authorities.

NZ Herald reported that Lee's lawyer, Chris Wilkinson-Smith, argued that the publication of her name could result in extreme hardship or endanger the woman's safety, and could also affect her ability to engage in court proceedings or medical assessments.

However, the news report mentioned that Crown Prosecutor Gareth Kayes and lawyer for NZME Tania Goatley disagreed. They have submitted that there was no evidence that publication sufficiently heightened the defendant's risk profile.
