December 16, 1971, remains a key date in India's contemporary history, and a day that changed the Indian subcontinent forever. It was on this day, that the Pakistan Eastern Command, led by Lieutenant General A.A.K. Niazi, surrendered to the joint forces of the Indian Army and the Mukti Bahini (Bangladesh's liberation forces) in Dhaka.

This event marked the culmination of a 13-day war that began with Pakistan's Operation Chengiz Khan. Approximately 93,000 Pakistani soldiers surrendered, making it one of the largest military surrenders since World War II.

That year saw India's diplomacy and military being put to the test, one that has become a textbook case of how to handle the crisis. India actively sought international support by highlighting the atrocities committed by the Pakistani military in East Pakistan.

The then Indian Prime Minister Indira Gandhi had made a global tour to form an international consensus on the issue. Indian diplomats worked to expose the scale of the crisis, including reports of genocide, to garner international backing or at least neutrality.

The most significant diplomatic move was the signing of the Indo-Soviet Treaty of Peace, Friendship, and Cooperation in August 1971. This treaty not only ensured military support but also diplomatic cover in the UN Security Council, where the Soviet Union vetoed resolutions that could have hindered India's actions. Relations with the US were tense, as the Nixon administration leaned towards Pakistan due to Cold War geopolitics.

Nixon administration was seen actively supporting atrocities of West Pakistan in then East Pakistan. During the height of the Indo-Pakistani War and the Bangladesh Liberation War, the United States deployed its Seventh Fleet to the Bay of Bengal.

The deployment was seen as a show of force in support of Pakistan, which was facing an imminent defeat in East Pakistan. Despite the dramatic show of force, the deployment had little direct military impact on the ongoing ground operations.

Military, all the 3 services of the Indian military worked in tandem as the war broke out. The Indian Army launched a three-pronged attack from the Tripura, West Bengal, and Meghalaya borders. Key operations included Tangail Airdrop, the Battle of Sylhet and the capture of Jessore and Khulna.

Vijay Diwas: Convergence of Indian diplomacy - military might that changed the Subcontinent

New Delhi, India
India will be commissioning the hydrographic survey ship INS Nirdeshak on Wednesday (Dec 18) which will increase India's capabilities in hydrographic surveys not only for its own maritime interests but also for countries in the Indian Ocean Region (IOR). The primary function of the ship will be to conduct comprehensive hydrographic surveys, which include both coastal and deep-water surveys of ports, navigational channels, and maritime limits. It has been fitted with cutting-edge hydrographic survey technologies, including a Multi-Beam Echo Sounder (MBES) that delivers highly precise and detailed seabed mapping, an Autonomous Underwater Vehicle (AUV) enabling survey missions to be conducted in remote and challenging areas and a Remotely Operated Vehicle (ROV) for inspecting underwater structures.

Given that the vessel can stay for a long time in the high seas, it has enhanced operational reach. Built by Garden Reach Shipbuilders and Engineers (GRSE) in Kolkata, INS Nirdeshak has significant indigenous content. Not only can it access and operate in strategic and remote areas of the Indian Ocean Region, Andaman and Nicobar Islands but can help countries like Maldives, Sri Lanka and Seychelles.
India has had a history of supporting neighbouring maritime countries with HydroGraphic surveys. During the visit of Sri Lankan President Anura Kumara Disanayaka to India, both sides agreed to firm up cooperation in hydrography. Delhi has provided substantial hydrographic assistance to Mauritius, particularly since the 1990s. This assistance has included charting the vast Exclusive Economic Zones (EEZs) of Mauritius, capacity building, and setting up a hydrographic unit for skill development among Mauritian hydrographers. India's National Hydrographic Office has also assisted countries like Kenya, Mozambique, Oman, Seychelles, Sri Lanka, and Tanzania with hydrographic surveys.
Hydrographic surveys are vital for enhancing maritime safety by identifying navigational hazards, updating nautical charts, and supporting the global shipping industry. By providing these services to regional states, India reinforces its role as a preferred maritime partner. Many developing coastal nations lack the necessary resources or expertise for hydrographic mapping.

INS Nirdeshak will bridge this gap by conducting foreign cooperation surveys and delivering accurate charts and data, essential for economic growth and national development. The vessel’s surveys will support sustainable fisheries, offshore energy development, and climate change impact assessments, which are critical for the well-being of regional communities.
The deployment of INS Nirdeshak will deepen India’s hydrographic collaboration within frameworks such as the Indian Ocean Rim Association (IORA) and BIMSTEC. Regular joint hydrographic missions and training programs will enhance interoperability and trust among regional navies. The vessel can be utilized to train personnel from neighbouring countries in hydrographic surveying, fostering self-reliance and technical expertise. Additionally, the ship’s advanced technology and capability to function as a Hospital Ship enable it to assist in post-disaster recovery efforts, such as underwater debris removal and the restoration of navigation channels.

In what is a significant development, Estonia's Defence minister Hanno Pevkur has said Indian companies are keen to invest in his country to produce ammunition. The development comes even as India markets itself as a major manufacturer of defence equipment.

Speaking to WION's Sidhant Sibal, minister Pevkur said, "It's not only ammunition. It's also the Armed Vehicles production, Howitzer production. So, the cooperation is very intense. So, I really do hope that I can find the time also to come to India".

The minister also spoke about the war in Ukraine and NATO's defence budget expansion. Estonia has been one of the few NATO countries consistently meeting or exceeding the two per cent GDP defense spending target, and in 2024, it's estimated to spend 3.4 per cent of GDP on defense, placing it among the top spenders in NATO relative to its economy.

WION: How do you see India- Estonia's defence partnership?

Hanno Pevkur: I see that, in last year, specifically, we have had very good cooperation, and I see that there is a huge opportunity to increase that cooperation. And I know that, yes, there is a very successful cooperation already today. But what is more important that we are establishing here in Estonia, the new defense industry Park, and there are a couple of big Indian companies who are interested to come to invest in Estonia to start production of, for instance, the 155-millimeter ammunition. So I'm not allowed to say yet who are the companies, but when you have the understanding that who is producing in India, 155 millimeter of ammunition, then you probably can also have the understanding it who are interested to invest into Estonia. So, but it's not only ammunition. It's also the Armed Vehicles production, Howitzer production. So the cooperation is very intense. So I really do hope that I can find the time also to come to India and visit some companies and to send a very clear message, Estonia is a safe environment for to invest. Estonia is a safe environment also to have defense cooperation.

WION: So moving to the situation in Europe, there is a war in Ukraine. You share borders with Russia, so how do you see the current situation. Do you see peace in 2025, when Trump comes to power in Washington and the situation in Europe?

Hanno Pevkur: Well, of course, we all hope that the war in Ukraine will be over. We it's clear, and we all also understand that it's an extremely heavy burden for Ukrainian people, because they are losing the people they have to fight for their own freedom. And Russia is violating all the international norms you can find. So they are killing civilian people. They are attacking the civilian infrastructure. So this is what we see. Unfortunately, Russia is not ready to stop this war because if President Trump is saying that he wants to end this war in 24 hours, then there is one person who can do that in 24 minutes or 24 seconds. So this is Vladimir Putin sending the order to the army that we will finish this war immediately and go out from Ukraine. So from our perspective, what is important, important is that we will have fair peace. So, and this fair piece means that Russia has to take the responsibility. Of course, we will never respect that Russia has occupied some territories of Ukraine.

WION: Do you see India's role in terms of providing peace?

Hanno Pevkur: Well, there are many leaders of the country, different countries, who are in this process. So the important thing is that Russia needs to understand that it's not the end goal for them to take somebody's territory by force. And the international law is very clear. And I believe that also, Russia has to look very closely into the mirror, that you cannot take one moment from the history and say that this is the right moment, because when we look into the history, Russia has been very small or Moscovia, so Moscow, which was close to Moscow, so this was the Russian state. We know that in Russian history, you have had different times. So you cannot take one part and say that this is the only part, because 1991 was the time when the Soviet Union collapsed and Ukrainian state was formed, and this should be also important for Russia to respect and accept. So let's see.

WION: We also have seen comments by the NATO chief saying that we need to have a war mindset. Also, there have been calls for the NATO countries to increase their budget for the NATO grouping. What's your view on that? I believe Estonia is paying much more than its geographical size.

Hanno Pevkur: Yes, we are doing more than it is agreed in NATO, but we don't see also any other option. Russia has been and will be our neighbour, and we don't see that they will be less hostile. Unfortunately, there was hope in 90s that Russia will be a democratic country. And of course, that means that the alliance, the strongest military alliance called NATO, has been successful for the last 75 years, and we truly believe that together with our allies, we can deter Russia. So this is why we are investing more and more. This is why also we encourage our friends in other states to invest more, because we see that it is important to deter Russia.

Also read | TikTok ban in America: US Federal Court rejects appeal to temporarily block ban WION: We also have seen comments by the NATO chief saying that we need to have a war mindset.

Speaking to our correspondent Sidhant Sibal, Ambassador Ajaneesh said ties are 'going in the right direction, day by day' & 'defense, like other tech areas, has been one of the sectors where I see possibilities'.

He gave the example of how Rashtriya Raksha University, (RRU) Gandhinagar Gujarat and Estonian company CybExer have signed an MoU involving Cyber Ranges. Ajaneesh Kumar is the first resident Indian ambassador to the country. India opened its embassy in Tallinn in 2021 as it increases engagement with the Baltic states. WION: How do you see India, Estonia relationship?

Ajaneesh Kumar: If I have to say that, in short, how is the relationship progressing, I would say it is going in the right direction, day by day. I feel that we are bringing some content to the relationship, and succinctly, I can say that it is strengthening. So I as an ambassador, I feel good about it.

WION: What kind of cooperation there is between India and Estonia when it comes to cyber security.

Ajaneesh Kumar: Cyber security is indeed something which Estonia can rightly say that is proud of. They have the Center of Excellence in Tallinn for both NATO as well as the EU-Lisa. There is a collaboration right now. There is an MOU partnership between Rashtriya Raksha University, (RRU) Gandhinagar Gujarat and CybExer, one of the leading cyber companies of Estonia, and this is one of the so called Lock Shield certified company. So they have been doing good work in India. I understand that they have been busy doing exercises, cyber exercises, with all kinds of parties in India, both from the private sector as well in the government.

WION: So essentially, is India helping in building cyber security ranges for Estonia, if I'm correct to understand

Ajaneesh Kumar: No. CybExer collaborates with RRU, and when they do their cyber exercises, I think CybExer helps them, construct this range or organize this range, where these practices could be held.

WION: Defense is another element of the relationship that can be talked about. So if you can talk about essentially both countries are working on that..

Ajaneesh Kumar: Defense, like other tech areas, has been one of the sectors where I see possibilities. And Estonian companies I think they know the Indian market. They know that we are a major defense producer and exporter, and companies like at least the two companies which I am aware, they are already interacting with our companies. And in the days and years to come, I'm quite hopeful that there'll be some more in the pipeline.

WION: So my last question to you is, what took so long, perhaps, when it comes to establishment of an Indian Mission here in Estonia,

Ajaneesh Kumar: I would not say that we took too long, if I recall right in 2013 February, the first Resident ambassador of Estonia presented his credentials in Delhi, and we were we had announced the opening of our embassy here In 2019 bad luck intervened, and we had Corona. So the decision got postponed by some time. And late December 2021 we had a CdA here, and I arrived on 11th of March The following year, 2022 so not, not late, really. And from thereafter, you can see that the relationship is only going in the right direction. So I have nothing to complain about.

WION: And essentially, are we looking at high level engagement?

Ajaneesh Kumar: Well, there have been regular interactions at high level between our two countries. 2024 itself saw three ministerial visits to India. We had the foreign minister visiting India in January for the Raisina Dialogue. We had Minister for Economy and IT at that moment of time he participated in Vibrant Gujarat. And very recently, we had the agriculture minister visit India. So I think, as you say, for a small country and a new mission, three ministerial visits and interactions at various international forum like the one which we just had between our honorable External Affairs Minister and his Excellency, the foreign minister of this country, I think it augurs very well for our country that we keep meeting And when we meet. It's a sign of only, strengthening of bilateral relations and friendship between the two countries.

India, Estonia firming up cyber, defence ties: Ambassador Ajaneesh Kumar

Estonia's Foreign Minister Margus Tsahkna has emphasised that India can influence Russian President Vladimir Putin for peace as the war in Ukraine enters its third year in 2025.

Estonia's Foreign Minister Margus Tsahkna has emphasised that India can influence Russian President Vladimir Putin for peace as the war in Ukraine enters its third year in 2025. Speaking to WION's Sidhant Sibal in Estonia's capital Tallinn, the foreign minister said, "India has a position to be influence and to give the very straightforward messages to Mr Putin that the peace and not to be so aggressive, not change the borders using military force. This must be done". India has been engaging with both Russia and Ukraine amid the ongoing war and has called for 'dialogue and diplomacy'. Indian Prime Minister Narendra Modi was in Russia two times this year, first for a bilateral visit and then for the BRICS summit in Kazan. He also travelled to Kyiv and met Ukrainian President Volodymyr Zelensky. Also read: ‘Too risky to accept,’ Xi likely to decline Trump’s invitation to inauguration The Estonian foreign minister spoke about his recent meeting with India's External Affairs Minister (EAM) S Jaishankar in Bahrain. FM Tsahkna hoped EAM would visit his country next year and said that he had "asked for Indian participation in Estonia's exercises about cyber defense". Estonia is a leading nation when it comes to cybersecurity and hosts the Center of Excellence on Cyber Defence in Tallinn for both NATO and the eu-LISA. Read the full interview here: WION: India-Estonia relationship, how do you see it, particularly when it comes to areas like cyber, security and defence. Margus Tsahkna: Our relations are more practical than ever before, and I was in India this year for Raisina Dialogue. And also less than a week ago, we had a bilateral meeting with Indian foreign minister in Bahrain, and we discussed the cooperation on cyber security, digitalisation. And we have asked as well for Indian participate in our exercises about cyber defence. So these relations are very practical as well for our companies going to India and the investments from other side to Estonia. So these ties very active. WION: And you expect the visit of the Indian foreign minister very soon. Margus Tsahkna: I do expect that the Indian foreign minister should come to visit Estonia. We agreed that in 2025, and to open the Indian Embassy here, and also the statue of Mahatma Gandhi in our capital Tallinn, we have organised this. A very nice place for the statue and as a symbol of our relations. WION: So now moving on to your region. You border Russia. How much has the war that started in 2022 has impacted your country, and how do you see India's role in terms of helping make sure that there is less escalation and perhaps peace? Margus Tsahkna: Of course, Estonia is a neighbouring country of Ukraine, we have been supportive for Ukraine, like 3.4 per cent of our GDP. But also, we understood that Russia has committed aggression already years ago, and Russia will remain aggressive country. Estonia is the member of NATO, member of European Union. We have US, British, and French troops on the ground, ready to act. So, I think that Russia has no plans to attack us directly, but we have witnessed different hybrid attacks and cyber-attacks, 24/7 from Russia. So, we know that Russia is a very aggressive country, Estonian and as well, Ukrainian, we want to have a just and long-lasting peace there. But I don't see that Putin has changed the goal, and let's hope that we will have this peace. And India, of course, as a huge democracy and economic power plays a great role there, of course, maybe more stronger steps to deal with Russia and also economically, not so actively cooperating. But of course, India has a position to be influence and to give the very straightforward messages to Mr Putin that the peace and not to be so aggressive, not change the borders using military force. This must be done. WION: Before the inauguration of (US President-elect Donald) Trump's presidency. Do you see the escalation increasing or decreasing? And do you see 2025, as a year of peace when it comes to resolving this war Margus Tsahkna: Putin is using all the possibilities to push as heavily as possible on the ground, of course, on the battlefield, but at the same time, mainly, he is bombing and destroying the civilian infrastructure, energy systems and just the civil people, terrorised the Ukraine people to break them, but Ukrainians are not breaking down. And of course, Putin's plan is to have the best position for negotiations, before that Trump is entering. I think that some kind of negotiations next year will be there. But the question is that whether we can change the Putin school to restore the Soviet empire and push the impact to Russia and give the solid working security guarantees for Ukraine and for Europe. Or we are not able to do that, so next year will be critical. Watch: Russia-Ukraine War: Trump 'Vehemently' Opposed To Firing ATACMS Deep Into Russia WION: So you're a NATO member country now, essentially the NATO chief has said that we need to be in a wartime mindset. There have also been calls of increasing budgetary support by each NATO member country. How do you see these calls and what's your view on the comments made by the NATO chief? Margus Tsahkna: I totally agree with NATO secretary general position that we are in a war situation as we need to put as much defence investments in as we do it as we did during the Cold War time. And this is a realistic understanding of the situation. It's not an escalation from NATO side. No, NATO is a peaceful organisation. We are for these nations, for the members, to secure the situation and peace, but we need to invest more. And from an Estonian perspective, it is nothing new. We are putting 3.4 per cent of GDP military investments every year, and on top of that, we have a 1.6 billion euros worth program for the next few years. So we expect as well that original member NATO states will invest at least 2.5 or up to three per cent of GDP. WION: So my last question ends again on India relationship in terms of the two-way investment and trade. How do you see the situation as there is also talk, of course, of e-residency. Approximately 4000 Indians have become e-residents as well if you can talk about it, how helpful it has been for the people of the region and for India as well. Margus Tsahkna: Estonia is like the perfect business environment. We have no bureaucracy. We have a brilliant tax system, and we have this e-residency program that you can be a part of this environment without becoming physically an Estonian resident. So you don't have to come to Estonia to run your businesses in the Estonian environment , to pay taxes. Here have all these e-services online, open for your businesses. And also, Estonia is like the gateway to the European market. We are member of the European Union. So I'm very happy that more and more Indian businesses are finding a way to our environment and also having business in Estonia and with Europe.

WION: Cooperation you're looking for between India and Estonia when it comes to digital affairs

Liisa-Ly Pakosta: India is a very, very important partner to Estonia. We have cyber security cooperation already there because in cyber security, you cannot do alone. It's a global issue for like-minded countries to protect the democracies. So we value, from the Estonian side, very highly this cyber security cooperation that we have with India. We also value very highly the possibilities for the students and IT specialists, nearly 2000 IT specialists, people are working from India in Estonia, and I'm sure they get very good competencies and experiences from our country, and they build very good personal connections between our two countries. We are looking for more cooperation, especially in the very how to solve very specific questions, because your country has so much potential and so many talented people. So we are absolutely interested to work on with some specific issues where we can really offer better services for our citizens, better education, better health care and all these things.

WION: Ma'am, India has lot of major initiatives, whether it's digital identification system, which is called the Aadhaar card, you must have heard about it, whether it's the UPI. I mean, if you go around India today, you can pay using your mobile. You don't have to carry cash as well. How do you see these initiatives as and are you looking at some kind of cooperation with India regarding these initiatives?

Liisa-Ly Pakosta: What we actually are looking now nowadays is that it's not only banking and paying with a mobile phone, but you have all the services from the government on the mobile phone, and also your documents are at the mobile phone. Estonia has a state app with all the documents. So when we are, for example, talking about border crossing, then it absolutely needs that two governments work together and see how it's legally possible. So the future we are looking for is much more efficient, from bureaucrat free of bureaucratic documents and everything, and smoothly moving on trust-based digital solutions. If you said that your people are already trusting the bank system that they can use their mobile phone, of course it's the same here, but you can build further trust on that with your digital ID, and it's very important that it is really trusted by people, that it is fully trackable, that is fully transparent, as it is in Estonia, so that people really can trust while they give their data to the government, to offer better services from the government side, that people really own the data, that they really can control everything that is very important.

WION: But how do you see India's focus on UPA, on Aadhar card, and these kinds of initiatives? India's push for digital public infrastructure?

Liisa-Ly Pakosta: I see it very positive because I really believe this is something that makes democracy even stronger, because all the digital solutions are much more transparent, much more trackable by people than the paper solutions are, and it also means much less corruption. So this is what we have proved here in Estonia, with quite a high corruption level after we regained our independence, after the Russian occupation, but now topping in the world with low corruption index. So this is very important. And of course, as you as a very talented country, when you find some good solutions that we can copy, we are interested in that. And we have a lot of experiences and examples that you can upscale, that you can use, that you can copy. Why not to do so? Because Estonia has really had a long experience already. This is the kind of cooperation we are definitely looking for.

WION: My last question to you is about what's happening in Europe since the outbreak of the war that has happened in Ukraine. How much has Estonian cyber security been tested?

Liisa-Ly Pakosta: As a neighbouring country of Russia. So we have really built everything in our digital society with the highest level of cyber security. So cyber security is in our hygiene, but at the same time now with a full-scale war, with Russian aggression against Ukraine, we see a rising number of cyber-attacks, and Estonia has been resilient. Estonia has stood against all these attacks, so our government systems stand strongly, but we all at the same time, we invest much more to cyber security, and we also cooperate much more tightly with Ukraine. We have very valuable lessons. We have learned from Ukraine. Ukrainians are learning from us so in a broader sense, I am very happy that we also have a very good cyber security cooperation with India, because cyber security is really something that you need very good cooperation between democratic countries.

WION: If you can just elaborate on the cyber security cooperation with India. What are the deliverables we are looking at?

Liisa-Ly Pakosta We have regular meetings, but we are looking for a more exchange of specialists cyber security specialists, and we are also looking for more joint research projects.

The Estonian Govt is keen on more cooperation with India on Cyber Security front and has welcomed India's push on Digital Public Infrastructure. Speaking to Wion's Sidhant Sibal in Tallinn, Estonia's Digital Affairs & Justice Minister said, "We are looking for a more exchange of specialists cyber security specialists, and we are also looking for more joint research projects" with India.

Estonia, a pioneer in digital governance, has fortified its cybersecurity measures following significant cyberattacks, notably in 2007. It has also hosted "Locked Shields," the world's largest annual cyber defence exercise that showcases Estonia's advanced cybersecurity capabilities. The minister welcomed India's digital public infrastructure push. She pointed,'I really believe this is something that makes democracy even stronger because all the digital solutions are much more transparent'. Full interview WION: Cooperation you're looking for between India and Estonia when it comes to digital affairs Liisa-Ly Pakosta: India is a very, very important partner to Estonia. Estonia eyes more cooperation with India on cyber security

The European Union has shared evidence with the Indian government about Indian entities violating G7 and EU sanctions on Russia. The evidence was shared during the EU Sanctions Envoy's visit to India earlier this year, with Brussels hoping that India will take action against the entities given that India has the 'means'. Delhi has sought more information on the evidence provided.

David O’Sullivan, EU Sanctions Envoy, said, "I travelled to India in October 2024 for the second time to discuss with Indian authorities systemic solutions to stop the illicit flow of Common High Priority items to Russia. Several third countries I visited have put in place specific mechanisms to solve this issue."

He explained, "Russia’s brutal and illegal invasion of Ukraine is existential for the EU. We will continue to disrupt the activities of the Russian military-industrial complex by shutting down illicit procurement networks on a constant basis.”

It is learnt that the EU is currently negotiating its 15th package of sanctions against Russia. This package will consist of listings of vessels part of the Shadow Fleet and entities that have been supplying ‘battlefield items’ to Russia.

EU sources said, “Two entities based in India are subject to specific export restrictions: Si2 Microsystems Pvt Ltd and Innovio Ventures. The EU will continue to work with Indian authorities to find a systemic solution to stop sanctions circumvention of Common High Priority goods to Russia.”

Sources pointed out, "These items are used to make Russian military equipment more precise and therefore more lethal. The EU already listed hundreds of entities part of the Russian military-industrial complex as well as actors based in third countries that have been actively undermining the EU sanctions framework."

The sanctions are aimed at degrading Moscow's capacity by restricting access to technologies, industrial inputs, and financial systems. These sanctions include freezing assets, banning certain exports, and prohibiting imports like diamonds, metals, and oil products, targeting Russia's economic sectors critical to its military operations.

India's official stance is that it doesn't follow G7 and EU sanctions and opposes any unilateral sanctions that haven't been approved by the UN, but the EU hopes that action can be taken by Delhi on the entities ahead of the India-EU summit next year. Delhi shares close and historic ties with Moscow and sees Russia as an important partner in its quest for natural resources and Make in India defence policy.

Since the 2022 war, Russia has increased its engagement with Asian giants like China and India, who in turn have increased imports of Russian energy, like crude oil. Since the war, India has increased the import of Russian crude oil, and the trade between the two countries stands at USD 65.4 billion for the financial year 2023-24 with a growth rate of 32.5% year on year.

Earlier this year, the United States had imposed sanctions on several Indian entities for their alleged support to Russia's military-industrial base. India has underscored that its legal and regulatory frameworks on trade and non-proliferation are robust, and these actions by Indian entities do not violate Indian laws.

The Ministry of External Affairs spokesperson Randhir Jaiswal had said, "Our understanding is that the sanctioned transactions and companies are not in violation of Indian laws. Nevertheless, in keeping with India's established non-proliferation credentials, we are working with all the relevant Indian departments and agencies to sensitise Indian companies on applicable export control provisions."

The India-China SR or Special Representative talks, led by National Security Advisor Ajit Doval & Chinese Foreign Minister Wang Yi, are expected to take place later this month, likely in the third week of December. The talks could happen in Delhi, with Chinese FM Wang Yi expected to travel to the Indian capital.

The resumptions of SR-level talks are part of the outcomes of the Kazan meeting between PM Modi, & Chinese President Xi Jinping on the sidelines of the BRICS summit.

The Special Representative (SR) level talks between India and China on resolving the boundary question were established in 2003 during Indian Prime Minister Atal Bihari Vajpayee's visit to China. These talks are aimed at finding a solution to the boundary dispute between the two nations.

Since the Kazan talks, India-China ties have seen a thaw after a gap of 4 and 1/2 years. Ties between the 2 Asian neighbours saw a steep fall after the Galwan incident of 2020. The Kazan meeting at the leadership level coincided with disengagement in Eastern Ladakh.
