In a significant step in air interoperability, Indian and Australian Air Forces have agreed on air-to-air refuelling. Under this arrangement, Royal Australian Air Force (RAAF)'s air-to-air refuelling aircraft, the KC-30A Multi-Role Tanker Transport, will be able to refuel Indian Armed Forces aircraft. The arrangement was signed during Australia-India Air Staff Talks in New Delhi earlier on Thursday.

Australia's Deputy Chief of Air Force, Air Vice-Marshal Harvey Reynolds, said in a statement, "This arrangement is a significant step forward in our relationship with India, and will provide valuable opportunities for our personnel to work closely together, share knowledge and expertise, and build trust and understanding."

This is the first such known arrangement India has with any country regarding air-to-air refuelling. There have been cases of mid-air refuelling involving foreign forces, but that is usually during air exercises. The development increases the range and endurance of Indian, and Australian militaries, enhances the shared picture of the Indian Ocean, and supports each other’s deployments and exercises across the Indo-Pacific.

The Indian Navy has stepped up its presence and activities in the Southwest Indian Ocean region deploying warships for capacity building and conducting joint exercises which include deepening the maritime partnerships in the eastern part of the African continent.

Stealth frigate INS Talwar was recently deployed to the area, which first made a stop at Mombasa in Kenya to conduct Passage Exercises (PASSEX) with the Kenyan naval forces.

The ship later moved on to Cape Town, South Africa to participate in the IBSAMAR exercises, a trilateral naval exercise of India, Brazil and South Africa.

Thereafter, INS Talwar proceeded to La Reunion, an island of strategic significance and French territory to enhance the India-France maritime partnership.

The ship’s last port of call was Male', Maldives, where the asset later took part in escorting the Maldives’ Coast Guard Ship Huravee to India for overhaul and repairs to signify the strong defence connections between New Delhi and Male.

In parallel, INS Suvarna visited Dar es Salaam, Tanzania, last month as part of a broader effort to enhance defence ties. The visit included the transfer of an Integrated Weapon Training Simulator to the Tanzanian forces, aimed at bolstering their infantry training.

The warship also conducted joint maritime exercises focusing on Exclusive Economic Zone surveillance and anti-piracy measures.

Subsequently, INS Suvarna visited Mauritius, coinciding with the 190th Aapravasi Divas, that marks the arrival of Indian indentured labourers. The Suvarna later towed the Mauritius Coast Guard Ship Valiant back to Vizag, India, for a major refit.

Adding to these naval engagements, INS Gharial also engaged in the region. It visited the Maldives for coordinated exercises with the Maldives National Defence Force and later Mozambique, where it handed over two Fast Interceptor Crafts to aid in combating maritime terrorism and insurgency in the troubled Cabo Delgado province.

These crafts, capable of high speeds and equipped for combat, will significantly boost Mozambique's maritime security capabilities.

These deployments are part of India's strategic SAGAR (Security And Growth for All in the Region) initiative, which seeks to promote regional maritime cooperation and security in the Indian Ocean Region (IOR).

Through this initiative, India positions itself as a stabilising force, enhancing its naval diplomacy and strengthening ties with Indian Ocean countries, while ensuring maritime security and economic growth for all in the region.

The last meeting between Indian Defence Minister Rajnath Singh and his Chinese counterpart was in April 2023 in India. At that time, the then-Chinese Defence Minister Li Shangfu had travelled to Delhi for the Shanghai Cooperation Organisation or SCO Defence Minister meeting. The meeting was significant, especially in the visual domain, since no handshake happened between the two ministers. While the border issue dominated the meeting, the fact that Minister Rajnath chose to do a namaste, instead of a handshake with his Chinese counterpart, showed that the ties remained frosty that time.

In the aftermath of the so-called Khalistani referendum, the New Zealand government has said that it "respects and recognises" India’s "sovereignty and territorial integrity". Over the weekend, at Auckland’s Aotea Square, Sikhs for Justice (SFJ) held a referendum that aimed to carve out a sovereign state from India's northern state of Punjab.

Sikhs for Justice (SFJ) is a banned organisation in India under the Unlawful Activities (Prevention) Act (UAPA). Numerous criminal cases have been registered against SFJ members in India by agencies like the National Investigation Agency (NIA) and state police forces, particularly in Punjab.

We respect India's territorial integrity: New Zealand on Khalistan referendum

Ahead of the G20 Summit, Brazil Ambassador to India Kenneth da Nóbrega has said that India's G20 Presidency has helped his country in negotiations. Speaking to WION's correspondent Sidhant Sibal, Ambassador Nóbrega said, "You (India) managed to pull off this agreement on geopolitical issues in your joint statement, was key for us to build and to achieve".

The Brazilian Ambassador pointed out that the "Brazilian presidency, to a considerable extent, is a continuity of your (India's) G20 presidency, in the sense of giving more legitimacy to the G20." Among the key focus areas of Brazil's G20 presidency are reforms of global institutions like the UN.

Full interview:

WION: What is expected from the G20 summit?

Kenneth da Nóbrega: Three priorities. First, fighting hunger and poverty. Second, fighting climate change. Third, making progress in terms of promoting the reform of global institutions of multilateral governance. These are the three priorities of the Brazilian presidency.

WION: Speaking of challenges in dealing with hunger, can you give details about the alliance which is being launched

Kenneth da Nóbrega: As a matter of fact, we can already speak of results achieved by the Brazilian presidency. Of course, we're still to agree on the joint statement. The presidency will end on December 1. But in July, a task force was launched to fight hunger and poverty. Basically, this task force is a platform where you can find good examples of programs to alleviate hunger and poverty, you can find also cooperation, offers of cooperation in order to adapt those successful programmes to other countries, other developing countries. And third, you have a finance pillar in terms, of course, if you visit the platform as a developing country, and you select a programme which has been implemented, let's say, in India or in Brazil, and then you talk with a specialist in terms of adapting this programme to your country. And then you want some financing. So, the platform offers these three pillars. The Climate Change Task Force is mobilisation against climate change. It has two pillars. One is the reset action pillar, other is the reset financing pillar. The reset action pillar is a locus where you can find expertise to devise national plans to fight climate change, structured plans, not just programmes. And of course, the resetting finance pillar is to develop new financial mechanisms to help developing countries to fight climate change.

WION: How has the Indian presidency of G20 helped, or has been a template for the Brazilian presidency for the G20 Summit?

Kenneth da Nóbrega: Okay, if I focus on the negotiation of the joint statement that India so successfully negotiated last year, the fact that you could manage to reach consensus in those paragraphs which are about geopolitical scenarios. Of course, geopolitical hotspots of the world, the fact that you achieved that, paved the way for Brazil to negotiate successfully. The call for action for the reform of global governance, and governance institutions, and the fact that you managed, managed to pull off this agreement on geopolitical issues in your joint statement was key for us to build & to achieve, also some progress in this area.

WION: How do you view India, Brazil, and South Africa as developing nations, leading the G20 through the Troika?

Kenneth da Nóbrega: Yes, I think that continuity is a keyword. I think that the Brazilian presidency, to a considerable extent, is a continuity of your G20 presidency, in the sense of giving more legitimacy to the G20. A key result in that area was the accession of the African Union to the G20. Another key aspect of continuity is making sure that the interests and the priorities of the global south countries remain on the agenda of the G20, of course, alongside the priorities of the developed world. The third aspect of continuity is the fact that India has demonstrated a tireless disposition to build consensus. As I mentioned, when responding to your previous question, the way India managed to reach a consensus regarding these paragraphs on geopolitics.

WION: How much has the Russia-Ukraine war been a challenge to form the consensus?

Kenneth da Nóbrega: Of course, the geopolitical scenario is quite complex. I think that India also faced a very complex geopolitical scenario. The scenario has evolved throughout this year. It's a very dynamic scenario on the ground, but I trust that the countries also value the fact that the G20 is a unique coordination group that brings together developing & developed countries, countries which are now facing tensions at different sides of the table when it comes to geopolitics. I think that this idea, which I think India has contributed to, is that there must be a place where countries sit around the table and agree on how to discuss these burning questions.

WION: What is the current state of the joint statement?

Kenneth da Nóbrega: Well, the negotiating process, of course, is conducted behind closed doors. So, we can just guess how the dynamics are evolving behind closed doors. I have just read in the newspaper that some progress has been made. So, I hope, I hope that this is a very good sign that we reach a consensus on a good joint, joint statement, not only a joint statement but a joint statement with content. Of course, the geopolitical scenario is complex, but this is the reality, our reality.

WION: Could you elaborate on Brazil's focus on reforming multilateral groupings during its G20 presidency?

Kenneth da Nóbrega: Well, I think that this call for action, which we approved because of the second foreign ministers meeting, which took place, by the way, within the headquarters of the United Nations. So, this call for action consolidates the perception that there must be a reform. The reform must lead to more transparency, more inclusiveness, to more accountability in terms of the UN delivering results to the whole membership.

The reform must lead to more transparency, more inclusiveness, to more accountability in terms of the UN delivering results to the whole membership.

Building of India's G20 Presidency; focus on continuity: Brazil Ambassador Kenneth da Nóbrega

Indian agencies have come out with an extensive dossier over Pakistan's involvement in terror activities in India, which not only talks about recent terror attacks in the Union Territory of Jammu and Kashmir but since 26/11 Mumbai terror attacks. The dossier comes ahead of the call on the Champions trophy in Pakistan, which India's BCCI has said will not see the Indian cricket team travelling over security concerns.

There's a possibility of using a hybrid model or shifting some matches to a neutral venue like Dubai, but Pakistan's cricket board is not keen on that according to local media reports.

The document, as seen by WION lists major terror attacks in India carried out by Pakistani terror groups. These are the 2013 Hyderabad blasts, the 2015 Gurdaspur attack, the 2015 Udhampur attack, the 2019 Pathankot air base attack, the 2016 Uri attack, the 2016 Nagrota Army base attack, the 2021 Jammu drone attack, the 2024 Reasi Terror Attack on Pilgrims and Z Mor Tunnel Terror Attack.

It also details the account of recent terror attacks, which include the 20th October 2024 Sonamarg Attack, in which 7 civilians were killed, brutal killings in December 2023, July 2024 in Rajouri and Kishtwar, 9th June 2024 Reasi attack in which 9 pilgrims were killed, 8th July army convoy attack in which 5 security personnel were killed.

According to the details, the attacks were carried out by Md Rafiq who was a resident of Bagh, PoK, Mazakat Ali who was a resident of Muzaffarabad, Abdul Wahab a resident of Mirpur, Ghulam Sabir who was a resident of Abbottabad and Mohsin Rauf a resident of Kotli. All of them were neutralised by Indian forces. The CNIC cards and Nadra cards found on them were issued by Pakistan's Ministry of Interiors.

The dossier has detailed pictures of the funerals of Pakistani terrorists Sanam Zafar and Abdul Wahab who were killed on 25 April 2024 in Nowpora, Sopore being conducted in absentia in Khai Gala, PoK. India's worry not only stems from radicalisation but support for terrorist leaders like Hafiz Saeed, Rehman Makki, Saifullah Kasuri, and Rizwan Hanif.

The year 2024 witnessed the recovery of weapons like AK-47, M4, Steyr Aug Rifles, Pistols, IEDs, and Grenades from Pakistan-sponsored terrorists killed by Security Forces in India. Scores of handheld radio sets including Pakistani-made Micro VHF radio sets and 16 mobile phones have been recovered from Pakistani terrorists in J&K.

As per sources, the key findings of the forensic analysis indicate that the Radio Sets were made in Pakistan and manufactured by a company named MEI (Micro Electronics International), which manufactures communication devices for Pakistan Defence Forces.

Indian Defence Minister Rajnath Singh and Chinese Defence Minister Dong Jun are likely to meet next week in Laos on the sidelines of the ASEAN Defence Minister's Plus meeting (ADMM +). ADMM Plus is an annual meeting that includes ASEAN defence ministers and defence ministers of eight countries – Australia, China, India, Japan, New Zealand, South Korea, Russia and the United States.

A request has been made by the Chinese side for the meeting. This is expected to be the first ministerial meeting between the Indian and Chinese sides since the Kazan meeting between President Xi Jinping and Prime Minister Narendra Modi, which was seen as a breakthrough in the normalisation of ties.

The last meeting between Indian Defence Minister Rajnath Singh and his Chinese counterpart was in April 2023 in India. That time, the then Chinese Defence Minister Li Shangfu had travelled to Delhi for the Shanghai Cooperation Organisation or SCO Defence Minister meeting. While the border issue dominated the meeting, the fact that Rajnath chose to do a namaste, instead of a handshake with his Chinese counterpart, showed that the ties remained frosty.

Prior to the 2023 meet, Defence Minister Rajnath Singh and the then Chinese Defence Minister General Wei Fenghe met on the sidelines of the SCO meet in Russia's Moscow in 2020, just months after the Galwan incident. The deadly clashes in Galwan, Eastern Ladakh in June of that year left 20 Indian and four Chinese soldiers dead.

A ministerial meeting will be seen as a positive element in ties, just a month after the Kazan meeting in October at the leaders' level. The October meeting on the sidelines of the BRICS summit was the first bilateral meeting between Indian and Chinese leaders since the Galwan incident which led to a downfall in the ties of the two Asian giants. Following the clashes, India had banned a number of Chinese apps and increased scrutiny on Chinese investments.

One of the key outcomes of the Kazan meeting was that the Special Representatives on the boundary question – Indian NSA Ajit Doval and China's Wang Yi will meet at an early date. Foreign ministers of the two countries are also expected to meet at a later date. The Kazan thaw coincided with the patrolling agreement between India and China and disengagement in Depsang and Demchok at the Line of Actual Control or LAC. A revival in India-China ties could have positive ties in trading ties and comes ahead of Beijing's presidency of the SCO summit next year.

The Indian Navy is not new to India's projection of power in the Indian Ocean and beyond, but with each passing year, it has increased its foray and ability to deliver. One of the most pivotal moments in the past has been the Indian Navy's role in thwarting the coup in the Maldives in 1988 when it had deployed frigates Godavari and Betwa which intercepted mercenaries under Operation Cactus. The Time Magazine had a front page cover with the Indian Naval Ship Godavari with the header “Super India: The Next Military Power”.

Building on the successes, the Indian Navy has been executing a range of high-stakes humanitarian missions—from Search and Rescue (SAR) to Non-Combatant Evacuation Operations (NEO) and Humanitarian Assistance and Disaster Relief (HADR). The missions reflect India's commitment to global humanitarian assistance and regional security. These are part of India's larger strategic objectives, including the SAGAR (Security and Growth for All in the Region) doctrine and the “Neighborhood First” policy. Policies that are key to creating goodwill and trust in the region and beyond.

Among the key roles the Indian Navy has played in the first few years of this century was during the 2004 tsunami. That year, the Indian Navy responded rapidly, delivering life-saving aid and relief to affected nations, including Sri Lanka, Indonesia, and the Maldives. This elevated India's role as the first responder in the region. Since then, from the COVID crisis (2020) to Typhoon Yagi (2024), the role has significantly increased as Indian Navy assets play an important role in implementing Delhi's foreign policy objectives.

Under Mission Sagar, the Indian Navy extended its reach to deliver COVID-19 assistance to countries like the Maldives, Mauritius, Madagascar, Comoros, and Seychelles which included medical assistance teams, food aid, and other essential supplies. In the backdrop of Typhoon Yagi, under Operation Sadbhav, the Indian Navy delivered relief materials to Myanmar. Overnight loading of HADR pallets, including essentials like drinking water, rations, and medicines, was done onto an Indian naval ship destined for Yangon. This rapid mobilisation showcased the Navy's capability to respond swiftly to regional humanitarian crises, in a short time frame.

Former Navy Chief Admiral (Retd) Karambir Singh has noted that these missions serve “dual purposes”—fostering regional stability while also enhancing India's stature as a security provider.

The Navy has also executed high-stakes missions, & operations like Sukoon (2006) and Raahat (2015). Under Operation Sukoon, the Navy successfully evacuated Indian, Sri Lankan, and Nepali nationals from war-torn Lebanon while in Operation Raahat, saw the swift evacuation of over 4,600 Indian and foreign nationals from conflict-ridden Yemen. Amid the volatile situation in Gulf of Aden with Houthi attacks (2023-ongoing), the Indian Navy not only rescued Indian nationals, but nationals of countries like the Philippines and Pakistan.

Vice Admiral (Retd) Biswajit Dasgupta, former Eastern Naval Command Chief, emphasised that the Navy's humanitarian missions reinforce “universal values of compassion and neutrality, critical elements of soft power.”

The integration of satellite-based communication systems, UAVs, and real-time coordination networks ensure that India's SAR, NEO, and HADR missions are swift and highly efficient. One of the standout innovations is the use of advanced water purification systems aboard naval vessels, allowing them to produce potable water from seawater. These capabilities, coupled with real-time intelligence sharing and international collaboration, position the Indian Navy at the forefront of global humanitarian efforts.

With focus on Africa, South America and the Caribbean, Indian Prime Minister Modi will be travelling to Nigeria, Brazil and Guyana starting November 16th. The first stop of the three-country tour will be the oil-rich West African country Nigeria, where PM Modi will be focusing on strengthening ties and will hold a meeting with President Bola Tinubu. Nigeria has the largest economy and is the most populated country on the African continent. The OPEC country was invited as one of the guest countries during the Delhi G20 summit in 2023.

The Indian Prime Minister will then travel to Brazil's Rio de Janeiro from November 17th to 19th for the annual G20 summit, a group of 20 leading economies of the world. India is part of the G20 troika, along with Brazil and South Africa, which is a transition governance structure in grouping. Last year, India hosted the summit in Delhi, during which the G20 Presidency gavel was handed by PM Modi to Brazilian President Luiz da Silva.

PM Modi travelled to Brazil in 2014 for the 6th BRICS Summit and in 2019 for the 11th BRICS Summit. In 2020, the then-Brazilian President Jair Bolsonaro visited India, during which he was the chief guest at India's Republic Day celebrations.

India is likely to invite Indonesian President Prabowo Subianto as the chief guest for the Republic Day parade in January 2025. If this materialises, it will be for the 4th time that an Indonesian leader will be the chief guest on the Republic Day of India.

Important to point out, that the first ever Republic Day in 1950 saw the then Indonesian President Sukarno being the chief guest.

In 2011, the then Indonesian President Susilo Bambang Yudhoyono was the chief guest, followed by Indonesian President Joko Widodo in 2018, who was the chief guest along with other ASEAN leaders.

Pakistan's government is all set to rake Kashmir yet again, days after the Shanghai Cooperation Organisation or SCO head of government summit which was attended by India. Pakistan’s Foreign Secretary Amna Baloch will be briefing foreign diplomatic corps based in Islamabad later today on Kashmir.

The briefing will be part of events that are organised by Islamabad ahead of 27th October which it observes as a "black day".

On October 27, 1947, Indian military forces landed in Srinagar, following the accession of Jammu and Kashmir to India by Maharaja Hari Singh. This accession is disputed by Pakistan which had sent raiders to the region leading to the start of the Kashmir conflict.

The timing of the meeting is significant as the SCO meeting last week, on October 15-16th went cordially, and with the presence of India's External Affairs Minister Dr S Jaishankar. While no bilateral between India and Pakistan happened, the shrill was also absent.

A few days ahead of his visit, EAM Dr S Jaishankar said that he was going to Pakistan in a multilateral context and not to discuss India Pakistan, adding, "..since I'm a courteous, civil person, I will behave myself accordingly..'.

The almost 24-hour-long visit saw 2 public handshakes between EAM Dr Jaishankar & Pakistan PM Shehbaz Sharif, one national statement, one tree planting and one morning walk.

Meanwhile, the situation in the union territory of Jammu and Kashmir is deteriorating with terror attacks. Indian security officials believe Pakistani terror groups are responsible for it.

Over the past week, there have been significant attacks. These attacks have resulted in the death of multiple individuals, including soldiers, civilian porters, and non-local workers.
