India's push for BrahMos missile exports is part of Delhi's focus to become a net exporter and manufacturer of defence products. From Brahmos missile exports to the Philippines and Akash missiles to Armenia, India has been pushing the envelope on defence exports. It aligns with the larger goal of "Atma Nirbharta" (self-reliance initiative) in defence, reduction of dependency on imports while promoting indigenous technology, and showcasing capability in manufacturing advanced weaponry.

The BrahMos Missile: The supersonic cruise missile was developed through a joint venture between India's Defence Research and Development Organisation (DRDO) and Russia's NPO Mashinostroyeniya. Named after the Brahmaputra and Moskva rivers, BrahMos is known for its speed (Mach 2.8 to 3.0), making it one of the fastest supersonic cruise missiles globally. It can carry a 300 kg warhead and is designed for land, sea, and air-launch capabilities. After India’s entry into the Missile Technology Control Regime (MTCR) in 2016, the range of the missile system has been extended from the initial 290 km to approximately 450–600 km, with plans for further enhancements.

History: In February 1998, India's missile technologist, Dr APJ Abdul Kalam, who later went on to become the country's president, and Russia's first deputy defence minister NV Mikhailov signed an inter-government agreement in Moscow. It paved the way for BrahMos Aerospace (BAPL), the joint venture between India's DRDO and Russia's NPOM. The aim was to design, develop, and manufacture supersonic cruise missile system Brahmos. As per the pact, the two sides jointly developed and produced missiles, with India holding a 50.5% share and Russia, the other 49.5% share in the JV. The first successful launch of Brahmos took place on June 12th, 2001. The missile was test fired from its land-based launcher at the interim test range off the Chandipur coast in Odisha. Brahmos was displayed at the MAKS-1 exhibition in Moscow for the first time in 2001.

Export Initiatives

Philippines: In 2022, India secured its first international deal for BrahMos missiles, signing a contract with the Philippines worth $375 million for shore-based anti-ship missile systems. This was a landmark achievement, marking India's largest defence export contract to date. Earlier this year, Philippines ambassador to India Josel Francisco Ignacio told WION, "BrahMos is significant in the sense that it provides the Philippines credible deterrence".

He explained that his country has been "modernizing armed forces and has been trying to build credible deterrence, and BrahMos gives an important start to that ongoing journey. It's an important element of this ongoing journey." He termed the acquisition a "milestone for the Philippines in terms of Armed Forces modernisation and defence, credible defence, but also a recognition of India's Defence Industry, defence capability, and its increasing defence footprint, as well as its overall goal of trying to be a responsible player in the international community."

The first batch of missiles was delivered to the Philippines on 19 April 2024 via an Indian Air Force C-17 Globemaster aircraft, and the contract includes three BrahMos Shore-Based Anti-Ship Missile System (SBASM) batteries, mobile autonomous launchers, and command-and-control systems.

Vietnam: India and Vietnam are closer than ever to sign a $700 million Brahmos missile system deal as both sides plug in more procedural details. The deal could be signed as early as in a couple of months, and it is learnt that the initial techno-commercial details have already been shared and discussed by the Vietnamese Defence Ministry. Orders are expected from both the Vietnamese Army and Navy.

If this materialises, then Vietnam will be the 2nd country after the Philippines to purchase the BrahMos supersonic cruise missile from India. Vietnam, it is understood, has been waiting for some time for the draft agreement, which includes the final deal amount, delivery timeline, payment terms, etc., from BrahMos Aerospace (BAPL).

Other Countries

Indonesia

Interest has been shown by several other nations, including in South East Asia, like Indonesia. India and Indonesia have held talks on Brahmos. Indonesian President Prabowo Subianto is expected to be the chief guest at India's Republic Day in January 2025, and with defence being one of the key pillars of ties, conversation on Brahmos may come up, though as of now the agenda is not known. President Subianto's visit is part of the high-level engagement with ASEAN countries as India marks 10 years of Act East Policy. The Indian Navy chief Admiral Dinesh Tripathi was in the country earlier this month.

UAE

Managing Co-Director Alexander Maksichev, speaking to Russia's TASS in November, said the UAE has also shown interest in procuring Brahmos. He told Tass, "Talks are being held with Indonesia, Vietnam, and the [United Arab] Emirates. These are the countries showing interest in the first instance." India and UAE have also increased defence engagement, especially with the elevation of ties to "Comprehensive Strategic Partnership". Indian Navy Chief Admiral Dinesh K Tripathi visited the UAE, focusing on maritime security and training cooperation. There's been an increase in joint exercises, including naval, air, and army engagements.

Other countries that have shown interest include: Malaysia, Brazil, South Africa, Egypt, Oman, Chile, Venezuela, and Brunei

Domestic focus: The system is in service with the Indian Army, Indian Navy, and Indian Air Force. The Indian Army inducted the BrahMos missile system in 2007, making it the first army globally to operate a supersonic cruise missile regiment. Right now, five regiments are operational with deployments in strategic locations. The Indian Navy has integrated BrahMos missiles since 2005, equipping destroyers, frigates, and corvettes for anti-ship and land-attack missions. In February 2024, the Navy secured a major BrahMos procurement deal worth ₹19,000 crore, involving over 200 extended-range missiles. The BrahMos air-launched variant has been integrated with Sukhoi Su-30MKI fighter jets, enabling precision strikes. A lighter and more compact version, BrahMos-NG, is under development to broaden deployment options across platforms, including smaller fighter jets and naval vessels.

Geopolitical Influence: Brahmos missiles can do what Bayraktar drones did for Turkiye: give that diplomatic edge and geopolitical influence. The Bayraktar TB2 drone, manufactured by Baykar, whose combat capabilities have been tested from Syria to Nagorno-Karabakh has allowed Turkiye to forge or strengthen alliances and partnerships. Brahmos can help Delhi strengthen military partnerships with countries as it increases its defence capabilities.

India's push for BrahMos missile exports is part of Delhi's focus to become a net exporter and manufacturer of defence products. From Brahmos missile exports to the Philippines and Akash missiles to Armenia, India has been pushing the envelope on defence exports.

Dr. Sivasubramanyam Nambi Naidu has legally challenged Dr. Jaiteerth R. Joshi's appointment as CEO of BrahMos Aerospace, citing issues of seniority and merit.
The case, filed at the Central Administrative Tribunal in Hyderabad, has its next hearing scheduled in a few days. While talks over Brahmos have taken place, Vietnam in the past procured Bastion-P (K-300P) coastal defence missile systems from Russia, with the first delivery occurring in 2011.

Earlier this week, the India Pavilion at Vietnam International Defence Expo VIDE24 was jointly inaugurated by Vietnam’s Minister of Public Security, Gen Luong Tam Quang, Indian Secretary-Defence Production, Sanjeev Kumar, and Indian Ambassador to Vietnam, Sandeep Arya.
VIDE24 showcases the latest global defence technologies, including those from India. Brahmos Aerospace from India was one of the exhibitors, along with DRDO, HAL, and Mazagon Dock Shipbuilders.
India's Vice Chief of the Army Staff, Lieutenant General N. S. Raja Subramani, is also on a visit to the country and attended VIDE 2024. During the official visit to Vietnam, Lieutenant General NS Raja Subramani attended the 80th Anniversary of the Vietnam People’s Army (VPA) at the National Convention Centre, Hanoi.

New Delhi
India and Kuwait are set to firm up ties with the visit of Indian Prime Minister Narendra Modi, a first by an Indian prime minister to the West Asian country in 43 years. The last visit to Kuwait was by the then Indian prime minister Indira Gandhi in 1981.
Announcing the visit, India's Ministry of External Affairs earlier this week said, "India and Kuwait share traditionally close and friendly relations which are rooted in history and have been underpinned by economic and strong people to people linkages...The visit will provide an opportunity to further strengthen the multifaceted ties between India and Kuwait."
During the visit on 21st-2nd December, Modi will hold discussions with the leadership of Kuwait.
Several pillars to the ties, from trade to history to diaspora, will be on focus.

History of India-Kuwait relations

India and Kuwait formally established ties in 1961, but the relationship goes back in history. Pre-oil Kuwait had significant maritime trade with India which was the backbone of its economy.
Wooden dhows from Kuwait used to come to India, carrying with it pearls. Arabian horses and pearls were traded for wood, cereals, clothes and spices. The Indian rupee remained legal tender in Kuwait until 1961.

Political ties between India and Kuwait

Initially, after establishment of ties in 1961, Delhi was represented by a Trade Commissioner. From the Indian side, Vice President Dr Zakir Husain (1965), Prime Minister Indira Gandhi (1981) and Vice President Hamid Ansari (2009) visited the country.
From Kuwait, Crown Prince and Prime Minister Sheikh Sabah Al-Salem Al-Sabah (1964), Amir Sheikh Jaber Al-Ahmed Al-Jaber Al-Sabah (1980) and again in 1983 (for the NAM Summit); Amir Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah (2006); Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah (2013) visited India.
The last high-level visit from either side was that of the Prime Minister of Kuwait to India in 2013.
PM Modi and Kuwait’s Crown Prince met on the sidelines of UNGA in September 2024.
External Affairs Minister Dr S Jaishankar travelled to Kuwait on 18 August 2024, while Kuwait FM Abdullah Ali Al-Yahya travelled to India earlier this month.

During Yahya's visit, he called on Modi as well, and it was during this visit that the Indian PM was invited to the country.
Both foreign ministers also met on the sidelines of first India-GCC Strategic Dialogue Committee meeting in Riyadh on 9 September 2024.

Trade ties between India and Kuwait

Kuwait is among India’s top trading partners, with bilateral trade valued at USD 10.47 billion in FY 2023-24.
Kuwait is India’s 6th largest crude supplier, meeting 3 per cent of the country’s energy needs.
Indian exports to Kuwait reached USD 2 billion for the first time, while investments by the Kuwait Investment Authority in India exceed USD 10 billion.

Indian diaspora in Kuwait

Indians form the largest expatriate community in Kuwait, numbering around 1 million and present across various sectors.
The Indian community is the ‘living bridge’ between the two countries. Kuwait's national radio in April this year launched a weekly Hindi radio programme. A Hindi Chair at the Gulf University for Science and Technology was established in September of this year.

Over 200 Indian associations actively organise socio-cultural and humanitarian initiatives.
There are 26 CBSE-affiliated schools serving over 60,000 students, predominantly of Indian origin.
The two nations signed an MoU on recruitment of domestic workers in 2021, which would streamline their recruitment process and provide them with legal protections.
Cultural events like ‘Splendors of India’ and ‘Namaste Kuwait’ (2022), ‘Festival of India’ (2023) have taken place in the country.
During the visit, PM Modi will be addressing the diaspora.

Energy ties between India and Kuwait

Kuwait is one of India's top suppliers of crude oil and liquefied petroleum gas (LPG). During FY 2023-24, Kuwait was the 9th largest oil supplier with about 3 per cent of India’s total energy needs.
The two sides have a Joint Working Group on Hydrocarbons, a mechanism to ensure a stable energy partnership.
There's an ongoing interest from Kuwait to invest in India's energy sector and Strategic Petroleum Reserves.

Geopolitical impact

The upcoming visit of PM Modi to Kuwait will be closely watched since it comes at a time when West Asia has been in turmoil.
India is expected to restate its policy on Palestine. Delhi has supported a negotiated two-state solution to the Israel-Palestine issue. This refers to the establishment of a sovereign, independent and viable state of Palestine within secure and recognised borders, living side by side in peace with Israel.
Modi's visit is also the first vby an Indian PM to the country since Iraq's invasion of Kuwait in 1990. The stance of Delhi back then had irked Kuwait.

PM Modi's visit to West Asia since 2014

PM Modi has already travelled to several West Asian countries since 2014, when he first took charge.
These include UAE to which he travelled the maximum number of times in the region: 2015, 2018, 2019, 2022 and 2024.
Other places he has travelled in the region include, Saudi Arabia, Qatar, Oman, Bahrain, Jordan, Israel and Palestinian territories.
Several of these have conferred PM Modi their highest awards, which include Saudi Arabia in 2016, UAE in 2019 and Palestine in 2018.

During the visit on 21st-2nd December, Modi will hold discussions with the leadership of Kuwait. Several pillars to the ties, from trade to history to diaspora, will be on focus. History of India-Kuwait relations India and Kuwait formally established ties in 1961, but the relationship goes back in history. Political ties between India and Kuwait Initially, after establishment of ties in 1961, Delhi was represented by a Trade Commissioner. Watch:India: PM Modi Hits Back At Congress Over 'Emergency' In Parliament × During Yahya's visit, he called on Modi as well, and it was during this visit that the Indian PM was invited to the country. Both foreign ministers also met on the sidelines of first India-GCC Strategic Dialogue Committee meeting in Riyadh on 9 September 2024. Trade ties between India and Kuwait Kuwait is among India’s top trading partners, with bilateral trade valued at USD 10.47 billion in FY 2023-24. Kuwait is India’s 6th largest crude supplier, meeting 3 per cent of the country’s energy needs. Indian exports to Kuwait reached USD 2 billion for the first time, while investments by the Kuwait Investment Authority in India exceed USD 10 billion. Indian diaspora in Kuwait Indians form the largest expatriate community in Kuwait, numbering around 1 million and present across various sectors. The Indian community is the ‘living bridge’ between the two countries. Kuwait's national radio in April this year launched a weekly Hindi radio programme. A Hindi Chair at the Gulf University for Science and Technology was established in September of this year. Also read: Modi to visit Kuwait from Dec 21-22, marking first trip of Indian PM to nation in 43 years Over 200 Indian associations actively organise socio-cultural and humanitarian initiatives. Energy ties between India and Kuwait Kuwait is one of India's top suppliers of crude oil and liquefied petroleum gas (LPG). Geopolitical impact The upcoming visit of PM Modi to Kuwait will be closely watched since it comes at a time when West Asia has been in turmoil. PM Modi's visit to West Asia since 2014 PM Modi has already travelled to several West Asian countries since 2014, when he first took charge.

India has strong say in lasting peace in Ukraine: Moldova FM Mihail Popsoi

In a gripping narrative that unearths the harsh realities of Sri Lanka's civil war, Kagusthan Ariaratnam, a former child soldier of Liberation Tigers of Tamil Eelam (LTTE) turned intelligence operative, has released his memoir titled "Spy Tiger: The 05 File." Co-authored with Michael Bramadat-Willcock, the book offers a rare glimpse into the life of someone who was on both sides of the conflict, serving the Liberation Tigers of Tamil Eelam (LTTE) before switching allegiances to work with Sri Lankan and Indian intelligence.

Ariaratnam's story begins in the classrooms of Kokkuvil Hindu College in Jaffna, where at 17, his life was abruptly redirected. "One day in 1991, while I was preparing for my advanced level mathematics exam, I was among 20 students taken to an LTTE camp," he recounts.

The memoir delves into the complex world of espionage, where Ariaratnam, under the codename "Spy Tiger," navigated through the moral and ethical quagmires of war. His transition from a child soldier to an intelligence agent is not just a tale of survival but also of the profound psychological and ethical challenges he faced.

A key aspect of the book is Ariaratnam's acknowledgment of the Indian spymaster B. Raman, whom he credits with saving his life. "Raman stepped out of the shadows to save my life from terror and horror in Sri Lanka," Ariaratnam writes, expressing gratitude for the protection and guidance he received from Raman, whom he describes as a "silent guardian."

"Spy Tiger: The 05 File" not only chronicles Ariaratnam's personal journey but also sheds light on the broader implications of the Sri Lankan civil war, the role of child soldiers, and the intricacies of espionage that often go unseen by the public eye.

In his book, he claimed that between 1992-95, India’s Research and Analysis Wing (RAW) was involved in a covert operation within the LTTE to eliminate the LTTE supreme leader Veluppillai Prabhakaran following the assassination of Indian Prime Minister Rajiv Gandhi by a Tamil Tiger female suicide bomber.

He also detailed how he worked with the Canadian Security Intelligence Service (CSIS) and the Royal Canadian Mounted Police (RCMP).

December 16, 1971, remains a key date in India's contemporary history, and a day that changed the Indian subcontinent forever. It was on this day, that the Pakistan Eastern Command, led by Lieutenant General A.A.K. Niazi, surrendered to the joint forces of the Indian Army and the Mukti Bahini (Bangladesh's liberation forces) in Dhaka.
This event marked the culmination of a 13-day war that began with Pakistan's Operation Chengiz Khan. Approximately 93,000 Pakistani soldiers surrendered, making it one of the largest military surrenders since World War II.
That year saw India's diplomacy and military being put to the test, one that has become a textbook case of how to handle the crisis. India actively sought international support by highlighting the atrocities committed by the Pakistani military in East Pakistan.
The then Indian Prime Minister Indira Gandhi had made a global tour to form an international consensus on the issue. Indian diplomats worked to expose the scale of the crisis, including reports of genocide, to garner international backing or at least neutrality.

The most significant diplomatic move was the signing of the Indo-Soviet Treaty of Peace, Friendship, and Cooperation in August 1971. This treaty not only ensured military support but also diplomatic cover in the UN Security Council, where the Soviet Union vetoed resolutions that could have hindered India's actions. Relations with the US were tense, as the Nixon administration leaned towards Pakistan due to Cold War geopolitics.
Nixon administration was seen actively supporting atrocities of West Pakistan in then East Pakistan. During the height of the Indo-Pakistani War and the Bangladesh Liberation War, the United States deployed its Seventh Fleet to the Bay of Bengal.
The deployment was seen as a show of force in support of Pakistan, which was facing an imminent defeat in East Pakistan. Despite the dramatic show of force, the deployment had little direct military impact on the ongoing ground operations.
Military, all the 3 services of the Indian military worked in tandem as the war broke out. The Indian Army launched a three-pronged attack from the Tripura, West Bengal, and Meghalaya borders. Key operations included Tangail Airdrop, the Battle of Sylhet and the capture of Jessore and Khulna.
