"I hope Hong Kong citizens think twice as the current situation is like having a pregnancy test without having birth control," Joshua Wong said, adding, "to shut the border is the best way out."

Wong said that he called for a boycott after a Swedish report cited high rates of 3,700 false positive kits from a firm involved in the programme which had questioned the accuracy of the testing.

Beijing's Hong Kong and Macau Affairs Office hit back at those opposing testing calling them "anti-China radicals" with a "vile disregard" for public health.

Hong Kong has recorded just over 4,800 infections so far, however, there are renewed fears of a third wave of infections which began two months ago with the number of cases rising. In July, Hong Kong had recorded 150 cases a day leading to concern among authorities trying to combat the virus in a city which has largely kept the virus under control.

The testing which began on Tuesday will be carried out between a week and two weeks depending on public demand.

In an interactive session at the US-India Strategic Partnership Forum, Jaishankar said, like every other country in the world, India is also cognisant of the rise of China but added that India's rise has also been a global story.

The external affairs minister was answering questions relating to China's rise, its impact on India as well as ties between the two countries at the virtual event.

Jaishankar's remarks come in the backdrop of the four-month-long bitter border row between Indian and Chinese armies in eastern Ladakh which has led to a major strain in their overall ties including on trade and investment relationship. Both sides are engaged in talks to resolve the row.

"Obviously like every other country in the world, we are very cognisant of the rise of China. We are an immediate neighbour of China. So obviously if you are a neighbour, you are very directly impacted by the rise of what I say in my book a potential global power," he said, referring to his yet-to-be-released book 'The India Way: Strategies for an Uncertain World'.

The external affairs minister said India too has been rising but it may not be to the same degree and at the same pace as China.

"But if you look at the last 30 years, India's rise is also a major global story. If you have two countries, two societies with a billion people each with the history and culture that they have, it is very important that they reach some kind of understanding or equilibrium between them," he said, without referring to any contentious issue.

"And this is a practical world. If a country is going to get more powerful, we are going to see its influence in geographies we have not seen before, we are going to see activities and capabilities that we have not seen before," he added.

"We will see that from China and I dare say, in some areas, they will see it of us," he added.

Talking about what he called the "modus vivendi" between India and China, he said the relationship is "extremely consequential" for both the countries and "actually for the rest of the world".

Asked about the close ties between China and Pakistan, he said it is not something new as it goes back to the early 1960s.

"Aspects of it have been of concern to us before. Even that is not new and obviously, that is something we factor in our relationship with both countries," he said.

About India's ties with the US, he said the relationship has been on an upswing in various key areas like trade and investment, technology and defence and security, adding there has been a much stronger "convergence of interests" between the two sides.

"We look upon it not as something which is tailored to a particular situation or necessarily focused on some country," he said, noting that the two sides have interests that will result in the greater good for the world.

Talking about regional issues, he said India's growth has to be a lifting tide for the entire region. At the same time, he pitched for greater investment by India in the neighbourhood.

Jaishankar also highlighted India's focus on self-reliance to boost economic growth as well as efforts to improve the overall prosperity of the region.

"India's growth has to be a lifting tide for the entire region," he said adding the country needs to invest in the neighbourhood and build more connectivity projects.

At the same time, he said, "we are actually doing it," he said.

Jaishankar said India has been a supplier of electricity to most of its neighbours in the last five years besides providing fuel to many of the countries.

He said India has been involved in developing waterways, ports, railway networks and other projects in the region.

"There is a lot of regional investment which India is making today and our sense is that you are going to get a much better-integrated region, a much more connected region. But one needs to go beyond that," he said.

On India's focus on self-reliance, he said if the country is seeking to expand its manufacturing capabilities, there would be a whole lot of business opportunities for foreign investors.

"We are much more interested in global value chains now passing through India using India's production capacities as the path of the chain," he said.

Jaishankar said a more knowledge-driven world economy will require more "trusted talent" and that is an opportunity for India, adding immigration will be a win-win proposition for both sides.

In his address after the virtual inauguration of college and administration buildings of Jhansi-based Rani Lakshmi Bai Central Agricultural University, the prime minister stressed on the need to promote greater use of latest technologies in the farm sector.

More than 10 states, including Uttar Pradesh, faced locust problem in the midst of the COVID-19 pandemic, he said adding that the Bundelkhand region faced the locust attack after 30 years.

Sharing how modern technologies are helpful in addressing the challenges faced by the farm sector, Modi said the speed at which locust swarms were spreading in the country, it was not possible to control them in traditional ways.

"In May, the Bundelkhand region had faced locust problem. ...I was told the region faced the locust attack after 30 years. Not only Uttar Pradesh, more than 10 states faced the locust problem," the prime minister said.

"India has controlled this problem in a scientific way," he said.

"If there was no coronavirus, a week long positive media debate would have been carried on this. A big success has been achieved," he added.

Asserting that the central government worked on a "war footing" to save crops from this pest, Modi said a dozen control rooms, including one in Jhansi, were set up and authorities procured special spray machines and distributed in the affected areas.

"Be it tractors or chemicals, all machineries were put in place to ensure farmers face less crop damage. To save tall trees, drones and helicopters were used for spraying. Following these measures, India has been able to save farmers from incurring huge losses," he said.

Emphasising the importance of modern farm technologies, the prime minister exhorted young researchers and agri-scientists to work on 'One life, One mission' to promote technologies like drone or artificial intelligence across the country.

For the last six few years, the government has been making efforts to take farm research directly to fields and make available scientific advise to even small farmers, he said.

"From college campus to field, there is a need to further strengthen the ecosystem for experts. For which, Rani Lakshmi Bai Central Agricultural University will also play an important role," he added.

India faced the menace of locust problem in Rajasthan, Madhya Pradesh, Punjab, Gujarat, Uttar Pradesh, Maharashtra, Chhattisgarh, Haryana, Uttarakhand and Bihar.

However, the problem now has been controlled to a large extent after timely measures were taken by both the Centre and state governments in about 5.66 lakh hectare area in affected states, as per official data.

Delhi recorded 1,954 fresh COVID-19 cases on Saturday, the city's highest single-day spike in August till date, authorities said.

On Friday, 20 deaths were reported and the daily case count was 1,808. The active cases tally on Saturday rose to 14040 from 13,208 the previous day.&nbsp;

Meanwhile, West Bengal government reported that 3,312 patients recovered from COVID-19, outnumbering new cases that stood at 3,012, according to an official bulletin.

So far, 1,27,644 people have recovered in the state, taking the discharge rate to 81.42 per cent, the bulletin issued by the Health Department said. The state's tally of COVID-19 cases was at 1,56,766, it said.

The toll rose to 3,126 after 53 people died in the last 24 hours, the bulletin said. There are 25,996 active cases in the state at present, it said.

"Open-air theatres will be permitted to open with effect from September 21," it stated. There is also "no restrictions on inter-state and intra-state movement".

However, schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity upto September 30.

"Online/distance learning shall continue to be permitted and shall be encouraged," it said.&nbsp;However, cinemas halls, swimming pools, entertainment parks will remain closed and international air travel of passengers will continue to be barred except as permitted by the MHA.

The press release said states and Union Territories will permit up to 50 per cent of teaching and non-teaching staff to be called to the schools at a time for online teaching and tele-counselling including related work.
