In the last two days, the northern Indian states of Himachal Pradesh, Uttarakhand, Punjab and Haryana have received extremely heavy monsoon rainfall which had led to the loss of lives, the breaking of bridges, damage to highways and other infrastructure.

According to the India Meteorological Department, till the end of June, there was a 10 per cent deficiency in rainfall, However, in the past week, monsoon surged over the west coast and regions of northern India received two per cent excess rainfall on July 9.

How much rainfall did North India receive?

Northwest India was battered by 59 per cent excess rainfall; central India received four per cent excess rainfall, peninsular India remained 23 per cent deficient and 17 per cent deficiency was recorded over east and northeast India, stated the weather office.

Several places in Haryana and Punjab received record rainfall between Saturday and Sunday - Chandigarh at 32 cm; Ambala at 22 cm; Delhi at 15 cm; Nangal at 28 cm; and Ropar at 27 cm – which caused severe flooding. Himachal Pradesh’s Bhuntar region recorded a 10 cm rainfall and Mandi received eight cm rain until 8:30 am on Sunday.

“The Chandigarh observatory was set up in 2009 and prior to that, the figures were taken from the Chandigarh airforce observatory itself. Even the airforce observatory has seen maximum notches going up to 286.0 mm but not as much as the current figures,” stated a senior official of the MET department, while speaking to Indian Express.

Overall, Himachal Pradesh recorded 103.8 mm of rainfall from Saturday to Sunday compared to eight mm, which it normally records, resulting in 1,193 per cent of excess rainfall. Meanwhile, Punjab received 57.5 mm of rainfall compared to the normal of 4.6 mm rainfall, which again made it 1,151 per cent of excess rain for the day.

Why such a sudden surge in monsoon rainfall?

As per the India Meteorological Department, an interaction between the monsoon trough and a western disturbance has led to heavy rainfall.

IMD Director General Mrutyunjay Mohapatra, speaking to Hindustan Times, said, “The interaction is causing heavy to very heavy rainfall over Jammu and Kashmir, Himachal Pradesh, north Punjab and Haryana, Uttarakhand. As forecast by us that there will be good rainfall in July, we have covered the rainfall deficit now. In the past nine days, rainfall was 24 per cent excess for the period in July. Rainfall will gradually reduce over these states from tomorrow onwards."

“This happens because of large-scale systems. We had good monsoon circulation, and at the same time, a western disturbance was passing over the region. So, we had strong westerly winds, along with moist easterly winds from the Bay of Bengal, resulting in the convergence of these two types of winds over northwest India,” he said, as reported by Indian Express.

Mohapatra said that Himachal Pradesh and Uttarakhand witnessed maximum intensity of rainfall on Sunday and Jammu and Kashmir faced it on Saturday. “The systems are moving slowly, which is why we saw heavy rainfall in parts of northwest India on Sunday. On Monday, this activity is likely to reduce,” he stated.

Talking about the heavy rainfall spells which broke records in a few parts, Mohapatra stated that the phenomenon is not unusual because heavy and extremely heavy rain is expected during the monsoon.

Heavy downpour – an impact of climate change?

Ministry of Earth Sciences' former secretary, M Rajeevan, said the heavy rains which crumbled parts of northern India can be seen as an important impact of climate change.
“Recent heavy rains & flash floods remind us of one of the important impacts of climate change on monsoons. It rains fewer hours, but when it rains, it rains very heavily. Our forewarning systems & mitigation should further improve. This can happen anywhere,” he tweeted.

“Recent Himachal Pradesh floods remind us of the 2013 Uttarakhand floods with similar synoptic conditions. An active monsoon with strong low-level easterlies bringing plenty of moisture, supported by upper-level divergence due to an eastward-moving trough. These are predictable,” stated the former secretary, while speaking to Hindustan Times.

Explaining the impact of climate change, a climate scientist at the Indian Institute of Tropical Meteorology, Roxy Mathew Koll said, "In a changing climate, we see that hilly areas and surroundings - whether it's the Himalayan foothills or the Western Ghats - are particularly susceptible to heavy rains and landslides. Due to global warming, there's extra moisture, and the hills stop this moisture flow and lift it, which comes down as heavy rains. Some of the regions over India where extreme rains have increased are such places where the rains happen due to orographic lifting.”

Two men were hanged in public on Saturday after they were found guilty of carrying out an attack on a shrine in the southern city of Shiraz, Iran in October, in which 13 people were killed, reported state media.

The terrorists were hanged early on Saturday near the scene of the attack, including women and children.

“The death sentences of two of the perpetrators of the Shah Cheragh terrorist attack were carried out in public this morning,” the judiciary’s Mizan Online website said.

In March, an Iranian court had sentenced the two men to death after they were convicted for ‘corruption on earth, armed rebellion and acting against national security’. They were also charged with membership of IS and ‘conspiracy against the security of the country’.

At the time, Fars chief justice Kazem Moussavi said they were directly involved in the "arming, procurement, logistics and guidance" of the main perpetrator.

Three other defendants in the case were sentenced to prison for five, 15 and 25 years for being members of IS, he said.

The initial court verdict against Mohammad Ramez Rashidi and Naeem Hashem Ghotali had been announced on March 16, 2023, but the lawyers of the two had appealed against it. However, the same verdict was confirmed by the Supreme Court of Iran which during its review of the case found that the prosecution had proved the direct role of the two terrorists in designing and supporting the attack.

On October 26, 2022, a shooter had opened fire on the pilgrims at the shrine of Shah Cheragh in Shiraz, the capital city of the southern Iranian province of Fars. Thirteen people were killed in the terrorist attack and 30 more were wounded, said a report of the IRNA news agency.

One of the attackers, identified by media in Iran as Hamed Badakhshan, died of injuries sustained during his arrest, the authorities said.

The Islamic republic claimed In November that 26 'takfiri terrorists' from Afghanistan, Azerbaijan and Tajikistan had been arrested in connection with the attack.

In Iran, the term 'takfiri' refers to jihadists or proponents of radical Sunni Islam.

The shrine attack came more than a month after protests erupted across Iran over the death in custody of a young Iranian Kurdish woman.

The IRNA report added that the Takfiri terrorist group of Daesh had claimed the responsibility for the terrorist attack that generated a big wave of condemnation at the international and national levels.

Sweden's Justice Minister Gunnar Strommer, while speaking to Swedish newspaper Aftonbladet, said that the government is considering amending the law to prevent the burning of Quran in public.

The statement came after the recent burning of the Muslim holy book at an authorised protest in Stockholm which drew anger from governments in several majority Muslim countries.

The minister said the incident and others similar to it have made Sweden a target for militant violence.

"We have seen arrests in Sweden on suspicion of preparation for a terrorist offence," Strommer said. "There have been arrests in Germany on suspicion of preparation for a terrorist offence against Sweden in the light of this. We can also see that the burning of the Quran last week has generated threats to our internal security,” he added.

"It is clear that we must analyse the legal situation in the light of the spring events and those judgments. "We have to ask ourselves whether the current order is good or whether there is reason to reconsider it."

The White House on Friday announced that the proposed NATO membership of Ukraine will be discussed in the summit of the alliance scheduled next week in Vilnius, however, no decision will be taken in this regard.

White House National Security Advisor Jake Sullivan stated that the summit will emphasise the readiness of NATO to accept membership of Ukraine, which he termed as a “milestone” in itself.

"The NATO Summit will dive into the question of NATO's relationship with Ukraine, both the question of its pathway towards future membership and the question of an ongoing partnership that has existed for several years," said Sullivan.

However, "Ukraine will not be joining NATO coming out of this summit," he stated. Kyiv "still has further steps that it needs to take before membership," Sullivan said.

"We made certain agreements. I asked Turkey to join into the efforts of rebuilding and transforming Ukraine, it is a colossal project, and we need Turkey’s experience and technology to help us,” he said.

The two leaders also discussed the issue of the Black Sea and emphasised that it should be an area of safety not of 'so-called frozen conflicts'.

"We have a common understanding that no one can tell our nations what to do in the Black Sea region that doesn’t coincide with our country’s and our people’s interests. The Black Sea should be an area of safety, co-operation and not an area of war or any crises or so-called frozen conflicts that can ignite at any minute and strike and affect people’s lives," Zelensky stated.
