New York Governor Kathy Hochul on Saturday (Sep 30) warned that the heavy downpour which led to flash flooding in New York City is the "new normal" because of the effects of climate change.

"And of course, we know this is a result of climate change. This is, unfortunately, what we have to expect as the new normal. It makes us be more prepared than ever before. And it requires us to focus on resiliency, to head off the horrific impacts that could be there if we're not ready for the next storm,” the governor said.
New York's flooding is 'new normal' in wake of climate change: Governor

A letter was written by Christopher Columbus in 1493 which changed the modern world's landscape.

“I sailed to the Indies with the fleet that the illustrious King and Queen, our sovereigns, gave me, where I discovered a great many islands, inhabited by numberless people,” Columbus wrote to royal treasurer Luis de Santángel, after writing back to Europe. “Of all, I have taken possession for their Highnesses,” he said.

The events mentioned in the letter of Columbus were “the first report of a voyage that really did change the world," said his biographer Professor Felipe Fernández-Armesto, while speaking to The Observer.

Letter likely to fetch $1.5 million at Christie’s auction

The rare 1493 Latin translation of Columbus' letter, which was printed on an early printing press to narrate the news of “discoveries” of the travellers to elite Europeans, is likely to fetch up to £1.2 million ($1.5 million) at a Christie’s auction this month.

“[In current times] Columbus has lost his former status as an honorary all-American hero and quasi-founding father, but notoriety rarely hurts one’s market value, especially in the US. Witness Donald Trump,” stated Fernández-Armesto.

For the first time, the voyage of Columbus created “a viable, commercially exploitable route” across the Atlantic and started communications between long-sundered cultures on both sides of the ocean, said Fernández-Armesto.

In the letter, the rich natural assets which were found by Columbus on the islands were praised in the letter. The traveller also portrayed the “extraordinarily timid” native people he encountered there as “so unsuspicious and so generous” they are “like fools”.

“Like him or not, you can’t deny Columbus’s importance,” said Fernandez-Armesto, as reported by The Observer.

For almost a century, the document was kept in a private Swiss collection and has been described by Christie’s as “the earliest obtainable edition of Columbus’s letter”, whose international publication led to one of the first “media frenzies” for the printed word.

“The significance of the letter is its wide diffusion, thanks to the printing press,” stated Professor Geoffrey Symcox from the University of California, Los Angeles, while speaking to The Observer.

Symcox said that the experts used cutting-edge technology of that era after which copies of the letter were sent to the Spanish crown to the courts of Europe to stake Spain’s claim. “The news circulated rapidly, not just through diplomatic channels but mercantile channels as well,” he added.

Symcox said that the experts used cutting-edge technology of that era after which copies of the letter were sent to the Spanish crown to the courts of Europe to stake Spain’s claim. “The news circulated rapidly, not just through diplomatic channels but mercantile channels as well,” he added.
The government of France took the vow to take action to “reassure and protect” the public after a “widespread” rise in bedbugs was reported in Paris.

In recent videos shared by residents of Paris, bedbugs are seen infesting movie theatres, public transportation, and other areas which have led to increasing demands for government action.

Speaking to French news station LCI, Deputy Mayor of Paris Emmanuel Gregoire said that the phenomenon is “widespread.”

"You have to understand that, in reality, no one is safe. Obviously, there are risk factors, but in reality, you can catch bedbugs anywhere and bring them home," he said.

France’s national health and sanitary body's expert Johanna Fite said that the problem was “an emerging phenomenon in France and almost everywhere in the world.”

I thought the alarm would open the door, and I pulled the fire alarm to open the door by accident.” “I was just trying to get to my vote and the door that’s usually open wasn’t open, it was closed. I didn’t mean to cause confusion . . . I didn’t know it was going to trip the whole building,” he added. It was the exact opposite — I was trying urgently to get to a vote, which I ultimately did,” Bowman said. WATCH | US could face its fourth partial government shutdown in a decade He added that he “met with the Sergeant at Arms and the Capitol Police” and explained what exactly happened, adding: “My hope is that no one will make more of this than what it was.” Bowman stated that he further met House Minority Leader Hakeem Jeffries and discussed the incident shortly after the House passed the funding stopgap measure, adding that Jeffries’ tone was “supportive” and “he understood that was a mistake.” Speaker McCarthy compares it to Jan 6 Capitol attack Meanwhile, House Speaker Kevin McCarthy called for Rep. Jamaal Bowman, D-N.Y., to be punished for pulling the fire alarm in a Capitol office building and compared it to the Jan 6 rioters who attacked the building. He stated the House Ethics Committee should investigate the incident. “I was really appalled watching Democrats’ actions today, to delay it, to get a shutdown. We watched how people have been treated if they’ve done something wrong in this Capitol. It would be interesting to see how he is treated and what he was trying to obstruct when it came to the American public,” McCarthy stated. “I think ethics should look at this, but this is serious. This should not go without punishment. This is an embarrassment. You are elected to be a member of Congress,” said McCarthy adding, “You pulled a fire alarm, in a (matter) of hours before the government being shut down, trying to dictate that the government would shut down?” You can now write for wionews.com and be a part of the community.
A group of conservative rebels among Republicans in the House of Representatives of the United States on Friday (Sep 29) rejected a bill for temporarily funding the government proposed by their leader, almost ensuring that the federal agencies will partially shut down, starting from Sunday.

The House, in a 232-198 vote, rejected a measure which would have extended the government funding by 30 days and stopped the agencies from shutting down.

The bill, if passed, would have restricted immigration and slashed spending of the government. After the bill's rejection, the Republicans, who control the chamber by 221-212, are now left without a clear strategy to avoid a shutdown which would close national parks, stop salaries for around 4 million federal workers and place everything from financial oversight to scientific research, if the funding is not extended beyond 12:01 a.m. ET (0401 GMT) on Sunday.

After the voting on the bill, House Speaker Kevin McCarthy stated that the chamber may pass a funding extension without the policies of conservatives which had alienated Democrats. However, he did not speak about what would happen next. The chamber is likely to conduct more voting on Saturday.

Conservative rebels reject Republicans’ short-term funding bill, US government teeters towards shutdown

The chances of a government shutdown in the United States are increasing with each passing hour as lawmakers have failed to reach a deal yet for extending funding beyond the critical deadline that is just hours away.

The government services in the country are likely to get disrupted and thousands of federal workers would go without pay if Congress is not able to provide funding for the fiscal year which starts on October 1. Workers who have been deemed "essential" will remain without pay but won't lose their jobs.

The shutdown plans have not been updated by many government agencies as they had prepared in the past.

What triggers a government shutdown?

On the midnight of September 30 government funding expires and the new fiscal year starts on October 1.

If no legislation is passed by Congress for renewal of the funding by the deadline, then the federal government will have to shut down at midnight.

Since the shutdown is likely to happen at the weekend, its impact will not be seen till the work week starts on Monday.

How will the shutdown impact the country?

If the shutdown takes place, many government operations are likely to get halted but few services deemed “essential” will continue. The two million military personnel in the United States will continue at their post, however, around half of the 800,000 civilian employees of the Pentagon would be furloughed.

The contracts which were finalised before the shutdown will continue, and new orders for supplies or services can be placed by the Pentagon to protect national security.

The Department of Energy's National Nuclear Security Administration will maintain the nuclear weapons. As per the 2021 contingency plan of the Justice Department, agents at the FBI, the Drug Enforcement Administration (DEA) and federal law enforcement agencies will continue working along with prison staffers.

All the criminal prosecutions, which include the two federal cases against former President Donald Trump, will also continue. The court will postpone most civil litigation.

Border Patrol and immigration enforcement agents along with customs officers will continue to work as per the 2022 plan of the Department of Homeland Security. The consumer-protection workers of the Federal Trade Commission will be furloughed.

The federal courts are likely to have enough money to continue working till October 13. The Supreme Court will also continue working. Air traffic control workers and airport security screeners will continue working.

US embassies and consulates are likely to function as per the 2022 shutdown plan of the State Department. Passport and visa processing will also continue till sufficient fees are available to cover operations.

Most of the staff of agencies like the National Institutes of Health, the National Science Foundation and the National Oceanographic and Atmospheric Administration (NOAA) are likely to be furloughed.

However, the International Space Station will continue to get support from the National Aeronautics and Space Administration (NASA) and the agency will also continue tracking satellites, however, they will furlough 17,000 of its 18,300 employees.

The disease outbreaks will continue to be monitored by the Centres for Disease Control and Prevention (CDC) although other public health activities may suffer as they are likely to furlough more than half of the agency's workers.

Most of the staff of the National Institutes of Health will be furloughed and new clinical trials for medical treatments will be delayed.

The Central Intelligence Agencies along with other intelligence agencies have not shared their plans publicly, in case there is a shutdown. However, in the past, the staff involved in cyber activities, operations and analysis were deemed critical to national security and were asked to continue working, possibly without pay.

Why is the US headed for a shutdown?

Currently, there has been a deep divide between the House and Senate which is making it difficult to reach a consensus on full-year spending legislation. The conservative hardliners of the House have been calling for deep spending cuts and controversial policy add-ons, which has been rejected by Democrats as well as some Republicans.

As the funding deadline nears, top lawmakers from the two parties are hoping to clear a short-term funding extension, which is known as a continuing resolution or CR for short in Capitol Hill. The government frequently uses these short-term measures as a stopgap solution to avoid a shutdown and get more time to reach a broader full-year funding deal.

However, it is still not clear if Congress will have enough consensus to pass a short-term funding bill from both chambers before the end of the month as House conservatives continue to protest against the possibility of a stopgap bill and have issued a threat to vote against one while continuing their demand of major policy concessions which have no chance of getting passed in the Senate.

Explained | What is likely to happen if US government shuts down on October 1?

An Australian woman has become the world's first documented person to survive a pathogen which usually causes the deadly “blackleg” disease in sheep and cattle.

The doctors treating the woman published the unique case this week in the Medical Journal of Australia which gave details of the successful treatment of the pathogen after the only two similar cases in humans to have ever occurred – one in Japan and the other in the United States – had turned fatal.

The lead author of the article Dr Ria Ko was working as an infectious diseases advanced trainee at Sydney's Prince of Wales Hospital when the 48-year-old woman was admitted last year with multi-organ failure, which included kidneys and liver, and very low blood pressure.

The hospital immediately admitted the woman to intensive care. She had a fever, diarrhoea, abdominal pain and showed signs of shock.

After performing blood culture testing, Ko discovered that a bacterium in the blood of a patient that she had never heard of before and was called Clostridium chauvoei was the cause of the infection.

After looking into the exposure history of the patient, Ko said, “We thought that the most likely point of entry for this bug would be from contaminated soil, with Clostridium chauvoei entering her bloodstream through these scratches.”

She added that although very little was mentioned about how to treat humans infected with the bacteria, in the veterinary world it was known to be the leading cause of blackleg in cattle.

Bacteria enters into bloodstream and turns 'flesh-eating'

She said that in animals when infected soil gets into the bloodstream through cuts, it quickly leads to myonecrosis, the death of the muscle in the legs.

“Sheep and cattle can’t complain or communicate they have this pain so we read in the literature that the most common presenting symptom of blackleg is death, because farmers find this animal dead and then find out they have blackleg,” Ko said.

She stated that in the woman, the pathogen had produced toxins which cause necrotising enterocolitis and because of this sections of the bowel tissue die and can be called “flesh-eating”.

Cattle veterinary specialist at the University of Melbourne Prof David Beggs said, “What happens is typically the young calves look a bit lame and when you feel the leg where they’re lame, it feels like there’s a bubble wrap in there because the bacteria eat away at the flesh and cause gas to be produced.”

“And the dead tissue that’s been macerated by the bacteria gets into the bloodstream and causes blood poisoning. So you end up firstly with gangrene, which is just the tissue dying, and the gas getting there and then, secondly, with blood poisoning. Same in people,” he added.
