Russian warplanes hit the outskirts of the northwest Syrian city of Idlib, on Saturday, claiming the lives of at least three civilians from the same family, said a war monitor.

Russia over the years has repeatedly hit Syria's final major opposition stronghold, but attacks claiming the lives of civilians had been limited this year until an uptick in violence was recorded in late June.

"Russian air strikes this morning" to the west of the city left "three dead from the same family... and six people wounded", the Syrian Observatory for Human Rights said, adding rescue teams were still at work removing rubble.

The Observatory added there were four strikes in the area where rebel bases are present.

The government of Syrian President Bashar al-Assad has regained most of the territory that it had lost to rebels early in the conflict with the support of Russia and Iran.

The war in Syria broke out in the year 2011 after the repression of peaceful anti-government protests spiralled into a deadly brawl that dragged in foreign powers and global jihadists.

The war has so far claimed the lives of more than half a million people and displaced millions.

Since 2020, a ceasefire deal brokered by Damascus ally Moscow and rebel-backer Ankara has largely held in Syria's northwest, despite periodic clashes.

But, in an uptick in violence, air strikes by Russia on June 25, claimed the lives of at least 13 people in Idlib province, which according to the Observatory was the deadliest such attack on the country this year.

The people who were killed included nine civilians and two children. Six of them were killed at a fruit and vegetable market in Jisr al-Shughur.

On June 28, Damascus's defence ministry said Syrian and Russian forces had launched air strikes on rebel bases in the Idlib region.

The operation came "in response to daily and repeated attacks... on civilians" in residential areas in nearby Hama province, the ministry had said.

Russian strikes on Syria claim lives of three civilians

Russia on Saturday released a statement saying that it captured a settlement in northeastern Ukraine, where Kyiv reported a spate of attacks.

"In the area of Kupiansk, as a result of the competent and professional actions of the military units of the Western command, the settlement of Novoselivske was liberated," the Russian defence ministry said on Telegram.

It added "offensive operations on a broad front... improved the situation" of Russian forces.&nbsp;

The Ukrainian army, on Friday, said that it was facing an increase in the number of attacks in the east.

"The number of enemy attacks has increased. Heavy fighting is taking place," army spokeswoman Ganna Malyar said on Telegram.&nbsp;

Malyar further said that the Russian troops were seeking to draw Ukrainian resources to that area, as Ukraine is pursuing its counteroffensive in the south.

"In the Kupiansk sector, the enemy has set itself the goal of regaining the territories lost last fall," Malyar said.&nbsp;

China is currently battling with record rainfall with the&nbsp;capital city Beijing and northern parts of the country drowning in floods. Typhoon Doksuri, which tore through the Pacific last week, still continues to wreak havoc triggering thousands of evacuations.&nbsp;

The situation is so intense in the second most populous country in the world that the weather service officials released a statement on Tuesday saying that the Chinese capital Beijing had received the "heaviest rainfall in over 140 years", since the inception of record-keeping.

"The maximum value of rainfall recorded during this storm, which was 744.8 millimetres, occurred at the Wangjiayuan Reservoir in Changping," the Beijing Meteorological Service said.&nbsp;

The torrential rains, up until Tuesday (August 1), had claimed the lives of at least 20 people while 27 people were still missing.

As per reports, more than 52,000 people&nbsp;have been evacuated from Beijing and moved to safer areas since the extreme rains battered the city in late July.

In the Fangshan district, power to some 60,000 homes was knocked out.&nbsp;

Doksuri, which is the most powerful typhoon to hit China this year and the second-strongest to hit the southeastern province of Fujian since 2016, has prompted the authorities to use a flood storage reservoir in Beijing for the first time since it was first built, over 25 years ago, after the rivers in the country swelled up to record levels.

On Friday (August 4), China released a statement saying that natural disasters had claimed the lives of at least 147 people, with several missing in the month of July after record rainfall hit the country's capital.

China's Ministry of Emergency Management said that 142 of the deaths or disappearances recorded in the month of July were caused by flooding or geological disasters. &nbsp;

The remaining five deaths or disappearances were due to other natural disasters such as drought.&nbsp;

<h2>Extreme rainfall&nbsp;</h2>

According to reports, since Saturday, the amount of rainfall that has been pouring has breached many local meteorological records.

A precipitation reading of 744.8mm (29.3 inches) was recorded by a reservoir in Beijing's Changping district between Saturday and Wednesday, which is the most to be logged in the city in over 140 years.

The previous record of 609mm was set in the year 1891.

In Hebei, 1,003mm of rain was recorded by a local weather station for a three-day period, i.e. from Saturday to Monday. Such an amount is usually witnessed over a year and a half.

<h2>What caused the extreme downpour?</h2>

As per Chinese meteorologists, besides the remnants of Doksuri, warm and humid air-flows and water vapour brought by Typhoon Khanun slowly moving in the Western Pacific also created the conditions for the heavy rains.

The meteorologists say that as the residual circulation of Doksuri's rain clouds headed north, a subtropical and continental high-pressure system in the atmosphere also barricaded their north and eastward passage, which further lead to the continuing conjunction of water vapour that acted like a dam storing the water.

Another factor that contributed to the extreme weather condition was the topographic features. As large amounts of vapour gathered in northern China, it was then lifted up by a low-altitude wind, shifting precipitation east of the Taihang mountain range, where the worst-hit areas, including Beijing's Fangshan and Mentougou districts, are located.

Meanwhile, a series of convective clouds gathered over the area, which lead to heavy rainfall for a lengthy period of time, further worsening the damage and problematising rescue operations.

<h2>The damage caused by rains</h2>

In the urban areas of the capital city of Beijing, several roads were flooded which forced the closure of parks and tourist spots.

The city's two major airports witnessed delays or cancellations of flights. Some subway lines and trains were also suspended.

The impact of rainfall was more evident in the city's western suburbs. In Mentougou and Fangshan districts, raging water rushed down roads, sweeping away cars. Villages in mountainous areas were completely cut off due to the extreme weather situation which further prompted the authorities to deploy helicopters to drop off food, water and emergency supplies.

Hebei's Zhuozhou, a city with more than 600,000 people to the southwest of Beijing, was half-immersed, with about 134,000 residents affected and one-sixth of the city's population evacuated.

The extreme weather conditions witnessed by Beijing currently are unusual for its surroundings. Previously, the Chinese capital has observed at least 12 incidences of significant rain brought by typhoons since authorities started keeping records, as per the state media.&nbsp;

Typhoon Haitang and Ampil both spilled over 100mm of rain on Beijing in the years 2017 and 2018 respectively. One of the most significant rain events was caused by Typhoon Wanda in the year 1956, which discharged more than 400mm of precipitation in the densely populated city.

The petition also stated that these political parties, during their meeting in Bengaluru,&nbsp; declared that they will contest the elections together in the year 2024 against the ruling Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA).

"By dragging the name of our nation, Mr. (Rahul) Gandhi very cunningly presented the name of their alliance as the name of our nation and tried to show that the NDA/ BJP and Hon'ble Prime Minister Mr. (Narendra) Modi is in conflict with our own nation, that is, INDIA and this attempt of Mr. Gandhi had created confusion in the mind of common people that the upcoming general election of 2024 will be a fight between political parties or between alliance and our country."

"That by creating this confusion, the respondent political parties want to take undue advantage in the name of our country," the plea said.

That can most likely happen when rains cause overflows of untreated waste into the Seine.

The French government is set to spend around $1.6 billion on the Seine regeneration project.

According to the officials, the water-management projects will make the pollution issues caused by storms less frequent.

World Aquatics released a statement saying that after days of rains, “The water quality in the Seine has currently fallen below acceptable standards for safeguarding swimmers’ health,” as per AP reports.

It further said that a call on whether the Open Water Swimming World Cup, which was scheduled for Saturday and Sunday, will follow more water-quality tests.

The competition, which will be among a raft of events, has been organised to test Paris’ Olympic plans.

Banned for almost 100 years due to filthy water, three Olympic and Paralympic events, triathlon, marathon swimming and Para-triathlon will take place in the river and by the year 2025, three open-air swimming areas will be accessible from the quayside.

The water quality of the river drastically declined in all these years due to industrial sewage and the sanitation demands of the growing population in the French capital.

The declining water quality affected the aquatic life to a point where in the 1960s only three species of fish were recorded in Paris.&nbsp;

Swimming in the Seine was banned in the year 1923.

<h2>Three swimming areas to open on the Seine</h2>

Over the last 20 years, the advancements that have been made have resulted in a sharp decline of faecal bacteria entering the river.

"But the difficulty has been in eradicating those last few percentage points to ensure it can be officially classified as clean," the BBC quoted Samuel Colin-Canivez, chief engineer for sanitation at Paris city hall as saying.

The government is now building a huge reservoir underground that will help in storing run-off in times of heavy rainfall.

"Up to now, the Seine has been the safety valve for the sewage system. If we didn't occasionally allow wastewater into the river, it would have backed up into people's homes," Colin-Canivez added.

"Now a tunnel will bring the overflow to the reservoir, where it can be stored for a day or two - the time for the system to settle down again. Then it will be drained as normal to the treatment centres," he further said.

Degrading quality of water due to heavy rains tests Paris' readiness for Olympics

In yet another bizarre world record, a woman from Maryland, US has put her burping habit on display. Kimberly “Kimycola” Winter set a Guinness World Record (GWR) for her unusually loud burps in the female category.

As per GWR, her bellowing belch was 107.3 decibels loud, which surpassed the previous record of 107 dB, achieved by Elisa Cagnoni, from Italy, in the year 2009.

The record for the world's loudest burp for males is held by Neville Sharp from Australia, whose burp was measured at 112.7 dB in the year 2021.

Winter's "record-breaking burp is louder than a blender (70-80 dB), an electric handheld drill (90-95 dB), and even some motorcycles at full throttle (100-110 dB)," according to The Guinness World Records.

A Bangladesh court sentenced the country's exiled opposition leader and his wife in absentia over corruption charges on Wednesday, the news agency AFP reported citing lawyers.

After the court's verdict, thousands of supporters of the Bangladeshi leader took to the streets to stage demonstrations calling the trial politically motivated.

55-year-old Tarique Rahman, who is the acting chairman of the Bangladesh Nationalist Party (BNP), was sentenced to nine years in prison on Wednesday and his wife Zubaida Rahman, was handed a three-year sentence, Anti-Corruption Commission lawyer Khushid Alam Khan told news agency AFP.

"He was sentenced to nine years in jail for concealing income and accumulating wealth disproportionate to his income, and his wife was sentenced to three years in jail for abetting her husband," Khan said.

BNP lawyer Masud Ahmed Talukder called the sentence "100 per cent politically motivated", saying the case was meant to keep Tarique Rahman "off from politics ahead of the December-January general election".

<h2>What are the protesters demanding?</h2>

The opposition Bangladesh Nationalist Party (BNP) and its allies have staged multiple protests since last year and called for PM Hasina to step down. They have also demanded that the country hold general elections under a caretaker government.

Senior police official Rawshanul Huq Saikat said that around a thousand BNP supporters rallied outside party headquarters in Dhaka after the Rahmans' sentencing.

BNP’s demand to hold the next election, due in January 2024, by a neutral caretaker government has since been rejected by the incumbent government.&nbsp;

“BNP’s one-point demand is the restoration of democracy in Bangladesh....This can only be achieved through a free and fair election, which is not possible under the current regime,” senior BNP leader Abdul Moyeen Khan told Reuters.

He added, “This government must resign and make way for a free and fair election under an interim government, only through that we can restore a people's government in Bangladesh.”&nbsp;

Western governments have voiced concern over the political climate in Bangladesh, where the ruling party dominates the legislature and runs it virtually as a rubber stamp.

Tarique Rahman, who is based in London since the year 2008, had already been sentenced to life imprisonment in the year 2018 for his involvement in a 2004 grenade attack that claimed the lives of more than 20 people during a political rally for then-opposition leader Hasina. Rahman's mother Khaleda Zia was premier at the time.

Two-time former premier Zia is under effective house arrest after she was sentenced to 17 years in jail in two separate graft cases in 2018.

Tarique Rahman: Bangladesh's exiled opposition leader sentenced in absentia for graft

A 21-year-old man was repeatedly stabbed to death on a busy street in India's capital city Delhi allegedly over $36.26 (Rs 3,000) on Wednesday, the police said.

The video, which purported to show Yusuf Ali being stabbed in south Delhi's Tigri area, has been widely circulated on social media.

Deputy Commissioner of Police (South) Chandan Chowdhary said that the officers at Tigri police station received a call about the stabbing incident in the morning. The victim, Yusuf Ali, who as per news agency PTI reports, was a resident of Sangam Vihar, was taken to Batra Hospital where he was pronounced dead by the doctors.

Yusuf's father Sahid Ali released a statement saying his son was threatened by a man named Shahrukh around three-four days ago over a financial matter, Chowdhary said.

The senior officer further added that Sahid said Yusuf had borrowed Rs 3,000 from Shahrukh who was repeatedly asking the deceased to give back the money.

As per news agency PTI reports, after the incident occurred, a video of it began to circulate on social media.

According to the reports, the two-minute video, which was recorded from across the street, shows a man brutally stabbing the deceased repeatedly multiple times outside a shop. The video also showcased people walking by but no one coming to Yusuf's rescue.

The video later showed the victim lying in a pool of blood when a few men rushed to save him and attacked the accused.

Shahrukh, who is a resident of K2 Block in Sangam Vihar, has been arrested and admitted to hospital for treatment. A case is being registered against him, said the police.

Sahid said the family's financial condition is not good and he has no idea about the money his son had borrowed.

"I used to run a small tea shop at Sangam Vihar but closed it temporarily in January as I had major surgery in February. The rent of the shop was Rs 4,000 and it was not possible for me to run it for six months after the doctors suggested rest," Sahid said.

<h2>Victim was sole breadwinner of family</h2>

As per reports, the victim, Yusuf used to work as a painter and was the sole breadwinner of his family for the last several months.

"I had no idea that he had borrowed money from the accused. Yunus (19), his younger brother, cleared his Class 12 exam this year and was in Gurugram for the past few days for work when I informed him about the incident," Sahid said.

Sahid added that a boy living near his home informed him about Yusuf being stabbed.

"He took me to the spot and I saw some people taking Yusuf to the hospital in an autorickshaw. The witnesses told me that three to four people attacked my son. He was stabbed over 20 times. He was first attacked around 20 metres away from the spot and later stabbed outside the shop. I have not seen the accused but I think he has come to our house a couple of times," Sahid said.

The bill, which will replace the ordinance for control of services in Delhi, will provide the Central Government with the authority to make rules in relation to the affairs of the Government of National Capital Territory of Delhi which include the functions, terms and other conditions of service of officers and employees.&nbsp;

The centre had promulgated the ordinance days after the Supreme Court's verdict on the issue that had ruled that Delhi's elected government has control over services except in matters of law and order, police and land.

<h2>Walkout by members of I.N.D.I.A alliance</h2>

The National Capital Territory of Delhi (Amendment) Bill, 2023 was passed by a voice vote after a walkout by members of I.N.D.I.A alliance.

Union Home Minister Amit Shah, during the debate on the bill in the Lok Sabha, made a sharp attack on parties of the I.N.D.I.A bloc and said that their main aim is to “save their alliance”.&nbsp;

Shah said that the opposition parties did not participate in the debate on any of the bills that were passed in the House, rather kept staging demonstrations on their respective demands over the debate on the ongoing Manipur situation. While pointing towards opposition benches, he asked as to what changed suddenly that made them take part in the passage of bill which was related to Delhi.

“The opposition's priority is to save their alliance. The opposition is not worried about Manipur...Everyone is talking about the rights of a state. But which state? Delhi is not a state but a Union Territory...The Parliament has the right to make laws for Delhi...," Amit Shah said.

Earlier, while moving the bill for passage in the house, Shah took a dig at the Aam Aadmi Party government saying that the party's motive was not to serve the people, but rather, to fight with the Centre.

“In the year 2015, a party came to power in Delhi whose only motive was to fight, not serve...The problem is not getting right to do transfer postings, but getting control of the vigilance department to hide their corruption like building their bungalows,” Amit Shah said.

The locals in the area alleged that the girl was raped before being thrown into the kiln furnace.

The incident was reported to the police by the family members after the minor girl went missing for several hours.

As per news agency PTI reports, the family, while looking for the girl who went missing on Wednesday morning, found her footwear near a brick kiln later at night. They spotted her bangle&nbsp;and a few bones when they checked inside, said the police.

The locals captured some people of the Kalbelia nomadic tribe, who were suspected to be involved in the crime and handed them over to the police, they said.

"We received a complaint regarding a minor girl who had gone missing in Narshinghpura village, Shahpura panchayat area. Villagers said that a bangle belonging to a minor girl was seen near a burning furnace in the village. It is suspected that the girl was murdered and burnt to death. Police officials&nbsp;and dog squad are on the spot for investigation. Four&nbsp;people detained for questioning," said SHO Kotri police station, Bhilwara.

As per PTI reports, around 4-5 persons from the nomadic community who live near the kiln and are responsible for operating it have been detained. They are now being questioned at the Kotri police station, the sources&nbsp;added.

The victim's brother said that the girl went to graze the cattle in the morning but did not return home.

“We started looking for her in the afternoon when the cattle returned but my sister didn’t,” the Hindustan Times quoted the brother as saying.

He further said that at around 10 pm when the family started searching in&nbsp;the area they spotted human bones in one of the kilns.

Bhilawar police superintendent (SP) Adarsh Sindhu said that a DNA test will be conducted on the bone samples found at the furnace.

“Police have also recovered the girl’s bracelets and shoes. A forensic team has been involved in the probe&nbsp;considering the seriousness of the matter. A DNA test will also be conducted of the bone samples found at the furnace for further investigation,” said Bhilawar police superintendent (SP) Adarsh Sindhu.

Meanwhile, BJP leader Kalulal Gurjar reached the spot and met the family members of the deceased.
