Ukrainian President Volodymyr Zelensky on Sunday (September 3) announced that he was replacing Kyiv's defence minister Oleksiy Reznikov, terming the move as a 'new approach' in the ministry.

"Oleksiy Reznikov has been through more than 550 days of full-scale war," Zelensky said in his daily evening address. "I believe that the ministry needs new approaches and other formats of interaction with both the military and society at large."

He nominated Rustem Umerov, a Crimean Tatar who has been head of the State Property Fund since last year, to replace Reznikov.&nbsp;

"Now Rustem Umerov should be the head of the (defence) ministry," Zelensky said in his evening address. "I expect parliament to support this candidate."

The announcement, made by Zelensky in his nightly video address to the nation, sets the stage for the biggest shakeup in Ukraine's defence establishment during the war launched by Russia in February 2022.

Reznikov, who was named defence minister in November 2021, has helped secure billions of dollars of Western military aid to help the war effort but has been shadowed by graft accusations surrounding his ministry.

The change of defence minister must be approved by parliament but is most likely to be supported by a majority of lawmakers in Verkhovna Rada. Zelensky said he expected parliament to approve Umerov's appointment.

His dismissal comes amid a wider anti-corruption drive in Zelensky's administration, as it is imperative for Ukraine to weed&nbsp;out graft in the war-hit state since it is seen as essential to Ukraine's desire to join Western institutions like the EU.

According to Transparency International's Corruption Perceptions Index,&nbsp;Ukraine ranks 116th among 180 countries, but efforts undertaken by Zelensky in recent years have seen the country's position improve significantly.

Though Reznikov is not personally accused of corruption, there have been a number of scandals involving procurement at the Ministry of Defence over goods and equipment for the army.

Armenian Prime Minister Nikol Pashinyan termed his country's policy of solely depending on Russia for security a 'strategic mistake', saying that Moscow failed to deliver its promise and is in the process of wrapping up its role in the wider region.

During an interview with Italian newspaper La Repubblica published on Sunday (September 3), Pashinyan accused Russia of not ensuring Armenia's security in the face of what he said was aggression from neighbouring Azerbaijan over the breakaway Nagorno-Karabakh region.

He then suggested that Moscow, which has a defence agreement with Armenia and a military base there, did not consider his country as adequately pro-Russian and said that he believed Russia was in the process of leaving the more expansive South Caucasus region.

"Armenia's security architecture was 99.999% linked to Russia, including when it came to the procurement of arms and ammunition," Pashinyan told La Repubblica.

"But today we see that Russia itself is in need of weapons, arms and ammunition (for the war in Ukraine) and in this situation, it's understandable that even if it wishes so, the Russian Federation cannot meet Armenia's security needs.

"This example should demonstrate to us that dependence on just one partner in security matters is a strategic mistake."

His remarks in the interview highlighted Armenia's resentment towards Russia's inability to deliver guaranteed security.

As per Reuters reports, there was no immediate response from Moscow after Pashinyan's interview.

<h2>Russia, Armenia not fulfilling Nagorno-Karabakh ceasefire deal: Azerbaijan</h2>

In July this year, Azerbaijan made claims that Russia and Armenia were not fulfilling the Nagorno-Karabakh enclave ceasefire deal.&nbsp;

In a statement, Azerbaijan's foreign ministry said, "Armenia has not fulfilled many provisions of the statement, and Russia has not ensured the full implementation of the statement within its obligations." The remark comes hours after the European Union (EU) urged Azerbaijan and Armenia to refrain from "violence and harsh rhetoric".

Following heavy fighting and a ceasefire brokered by Russia, Azerbaijan in 2020 took over areas that had been controlled by ethnic Armenians in and around the mountain enclave.

The two countries have been discussing a peace deal in which Russia is also pushing to retain a leading role.&nbsp;

Armenia's prime minister calls solely depending on Russia for security a 'strategic mistake'

The Centre formed an eight-member High-Level Committee on Saturday (September 2), in order to analyse the issue of ‘one nation, one election’ and make recommendations for carrying concurrent elections in the country.&nbsp;

The committee comprises former President Ram Nath Kovind, who is also the Chairman, Home Minister Amit Shah, Congress leader Adhir Ranjan Chowdhury, former Leader of Opposition in Rajya Sabha Ghulam Nabi Azad, former Finance Commission Chairman NK Singh, former Lok Sabha Secretary General Subhash C Kashyap, Senior Advocate Harish Salve and former Chief Vigilance Commissioner Sanjay Kothari.

As per a statement by the government, Law Minister Arjun Ram Meghwal will attend the meetings of the High-Level Committee as a special invitee.

The committee has been set up months before assembly polls in five states and ahead of Lok Sabha polls next year.

Parliamentary Affairs Minister Pralhad Joshi had informed about the constitution of the committee on Friday.

<h2>Adhir Ranjan Chowdhury declines invitation to be member of panel</h2>

Congress leader Adhir Ranjan Chowdhury, who was named a member of the High-Level Committee (HLC), on Saturday, declined to serve as a member on the panel saying that its “terms of reference have been prepared in a manner to guarantee its conclusions”

In a letter to Home Minister Amit Shah, who is also a member of HLC, Chowdury, who is Congress leader in Lok Sabha, questioned the Centre’s motives in forming the committee.

“I have just got to know through the media and a Gazette notification has appeared that I have been appointed as a Member of the High-Level Committee on simultaneous polls to the Lok Sabha and the Vidhan Sabhas. I have no hesitation whatsoever in declining to serve on the Committee whose terms of reference have been prepared in a manner to guarantee its conclusions. It is, I am afraid, a total eyewash,” Chowdhury said.

He called the move by the Centre as “constitutionally suspect, pragmatically non-feasible”.

“The sudden attempt to thrust a constitutionally suspect, pragmatically non-feasible and logistically unimplementable idea on the nation, months before the general elections, raises serious concerns about ulterior motives of the government,” he said.

He also raised objections to the exclusion of the Leader of Opposition in Rajya Sabha Mallikarjun Kharge from HLC.

“I find that the current LOP in the Rajya Sabha has been excluded. This is a deliberate insult to the system of Parliamentary democracy. In these circumstances, I have no option but to decline your invitation,” he said.

<h2>Opposition slams ‘One Nation, One Election’</h2>

The incumbent Bharatiya Janata Party (BJP)-led central government announced on Friday (September 1) that it had set up a committee to study the ‘One Nation, One Election’ proposal which refers to holding the Lok Sabha and state assembly polls simultaneously across the country.&nbsp;

Reacting to the proposal at a press conference in Mumbai, Congress party president Mallikarjun Kharge, said that the plan was proposed because the strength of the I.N.D.I.A. alliance is making the ruling government “nervous”.&nbsp;

He added, “We should be prepared for more attacks in the coming months, more raids and arrests due to this government’s vendetta politics.”&nbsp;

He also spoke about the opposition alliance’s roadmap for the upcoming elections and said, “The first meeting in Patna was about setting the agenda. Then the second meeting happened in Bangalore. We all are again meeting in Mumbai. Our aim is to fight against inflation, price rise, and unemployment.”

“We will be working based on the resolutions that were decided today…(Indian Prime Minister Narendra) Modi announced a special session without asking anyone. No committee was called. No discussion was held,” said Kharge.&nbsp;

He added, “We are inching towards dictatorship. Institutional corruption is a sign of the Modi government. The next meeting will be fixed soon.”

Centre sets up committee to examine ‘one nation, one election' proposal, Chowdhury declines invite

Two women journalists in Iran have been sentenced to prison and will spend around a month in jail as part of a three-year partly suspended lockup sentence over "conspiracy" and "collusion", said the local media reports on Sunday (September 3).

Negin Bagheri and Elnaz Mohammadi's lawyer Amir Raisian told the reformist Ham Mihan daily newspaper, where Mohammadi works, that both the women will serve one-fortieth of the term, or less than a month, in jail.&nbsp;

"The remaining period is suspended over five years," during which time they will be required to take "professional ethics training" and "prohibited from leaving the country," the lawyer added.

Raisian did not share details on whether the verdict could be appealed, also the accusations levelled against the reporters were not elaborated upon.

<h2>Mohammadi's sister in prison since 2022</h2>

As per news agency AFP reports, Mohammadi's sister, Elahe, who also works for Ham Mihan newspaper, has been in prison since September 2022 after reporting on the funeral of 22-year-old Mahsa Amini, who died in police custody.&nbsp;

Bagheri works for the unaffiliated Haft-e Sobh newspaper.&nbsp;

Elnaz Mohammadi was arrested and kept in Evin prison for a week in the month of February. The reason for her detention was not clear.

Last year, hundreds of people were killed, dozens of security officers were wounded and many were arrested in the protests, which the officials labelled as foreign-instigated "riots".

Seven men have been executed in protest-related cases involving killings and other violence against security forces.

As per local media reports, last month, the authorities in Iran either interrogated or arrested more than 90 journalists since the demonstrations.&nbsp;

An Iranian news agency on Wednesday (August 30) reported that journalist Nazila Maroufian, who defied Iran's strict dress code and was freed on bail earlier in August, has been rearrested for not wearing the headscarf in public.

"Two long-range strategic cruise missiles tipped with mock nuclear warheads were fired" from North Korea's west coast into the sea to the south, it said.

South Korea's Joint Chiefs of Staff (JCS), on Saturday, released a statement saying that an unspecified number of cruise missiles were launched at around 4:00 a.m. (1900 GMT) towards the Yellow Sea.

A JCS official banished Pyongyang's claims by terming them as "exaggerated", the South Korean Yonhap news agency reported Sunday.

KCNA said that the United States and South Korea were seeking "confrontation hysteria" with their most recent joint military drills.

As per the analysts, the claims made by North Korea were aimed at deterrence.

Saltwater poses a threat to such vehicles even when the water dries out as the salt residue can create "bridges" between the battery's cells, which can further create electrical connections that can ignite a fire.

In Florida, a Tesla car, which was submerged in Pinellas County, unexpectedly went up in flames when the fire crews were towing one of the vehicles, Palm Harbor Fire Rescue training chief Jason Haynes said as per CBS MoneyWatch.

Tesla, in its guidance for handling a submerged vehicle, has also warned the buyers about the risks.

Hurricane Idalia: Electric vehicles catch fire in Florida after being exposed to saltwater

At least one civilian was killed and eight other people were injured Saturday during rival protests in the multi-ethnic Iraqi city of Kirkuk, a local official said, amid days of brewing tensions.

The identity and the circumstances surrounding the death were not immediately clear, the director of the local health authority Ziad Khalaf told AFP, adding that those injured had been hit by bullets, stones or glass.

He said a member of the security forces was among the injured.

A curfew was instated in the evening after rival protests -- between Kurdish residents on one side and Turkmen and Arabs on the other -- descended into violence.

Earlier in the day, police had been deployed to act as a buffer and keep apart the rival groups.

Warning shots were fired to force Kurdish demonstrators to disperse. An AFP correspondent said vehicles on a main avenue were set on fire.

Tensions have been brewing for nearly a week in Kirkuk, which has historically been disputed between the federal government in Baghdad and the authorities in the autonomous Kurdistan region in the north.

Arab and Turkmen demonstrators staged a sit-in near the headquarters of the Iraqi security forces in Kirkuk province on Monday, after reports that Prime Minister Mohamed Shia al-Sudani had ordered them to hand over the site to the Kurdistan Democratic Party (KDP), which used to occupy it.

Kurdish protesters tried to reach the headquarters on Saturday, an AFP correspondent said.

After the violence, Sudani ordered a curfew in Kirkuk and "extensive security operations in the areas affected by the riots", a statement from his office said.

He called on all parties to "play their part in preventing strife and preserving security, stability, and order in Kirkuk Governorate".

Sudani, who is also commander-in-chief of the armed forces, ordered security forces in the province "to fulfil their responsibilities in maintaining security and upholding the rule of law".

In 2014, the KDP and the peshmerga, the security forces of the Kurdistan region, took control of Kirkuk, an oil-producing region of northern Iraq.

However, federal troops expelled them in autumn 2017 following an abortive referendum on Kurdish independence.

Despite a history of rocky relations and tensions, Sudani's government has generally managed to maintain cordial relations between Baghdad and Arbil, the Kurdish capital.&nbsp;

Over the past 50 years, at least 564 people lost their lives due to avalanches while climbing peaks above 4,500 metres (14,770ft) in the Himalayas, as per a recent analysis. Capping the data to the 14 peaks above 8,000 metres and a few other major climbing peaks above 6,000 metres in the Himalayas, at least 1,400 people have died during high-altitude mountaineering between the years 1895 and 2022. Out of these 33% of the deaths were because of avalanches.

Deadly avalanches on famous peaks including Everest, Ama Dablam, Manaslu and Dhaulagiri were not a current consequence, "mountains will avalanche. They have been doing it for decades,” The Guardian quoted mountaineer Alan Arnette as saying.

The climbing season in the central Himalayas, where the majority of peaks that are popular amongst climbers are located, has been before the onset of monsoon season in India, which is from March to May and then from September to November.&nbsp;

“The highlands of the Himalayas are generally protected from the impacts of cyclones originating in the Indian Ocean as the cyclones lose energy as they travel across the landmass,” Arun Bhakta Shrestha, a climate scientist at the International Centre for Integrated Mountain Development was quoted as saying by The Guardian.&nbsp;

“However, occasionally cyclones do impact the interiors of Himalayan highlands causing excessive snowfall and even causing loss of lives,” Shrestha added.

Roxy Mathew Koll, a climate scientist at the Indian Institute of Tropical Meteorology, said: “In response to the rapid warming in the Indian Ocean, the monsoon has become more erratic, with short spells of heavy rains and long dry periods, and the cyclones in the Arabian Sea have increased in frequency, intensity and duration and they are intensifying quickly both in the Arabian Sea and the Bay of Bengal,” according to The Guardian.

With the significant impact of climate change, which is being witnessed by the globe, there has been a sharp change in the patterns of monsoon precipitation and the frequency of cyclone formation. This has led to disruptions in the climbing season which was earlier predictable.

“In 1996, when we had that disaster on Everest [in which eight climbers died in a blizzard], it just absolutely cemented the fact that you have to consider what’s happening in the Bay of Bengal. If there’s a cyclone there, you have to watch it,” said Chris Tomer, a meteorologist and weather forecaster for mountaineering expeditions in the Himalayas.

“In the last five years, four out of the five years we had to worry about something in the Bay of Bengal during the peak climbing season on Everest.”

Tomer, who has been forecasting for nearly two decades, said: “Not that the weather wasn’t challenging 20 years ago, but it’s really been something to see the amount of snow on Manaslu and Dhaulagiri the last couple of years. They stand out with some of the most extreme weather over the last few years,” as per The Guardian.

The "horrible accident" occurred between Dujail and Samarra, state news agency INA said, citing Khaled Burhan, director of health services in Salaheddin province.

The minibuses crashed into each other before midnight on Friday (August 31) killing 18 people and wounding 15, the news agency AFP reported citing a medical official in Salaheddin.

As per reports, the same source, citing accounts of witnesses revealed that one of the drivers was believed to have fallen asleep during the drive.

Both the drivers also lost their lives in the incident, said an official from the area's traffic authority.&nbsp;

<h2>One minibus veered into opposite lane: Official</h2>

An official said that one of the minibuses had zagged into the opposite lane.

Initially, INA had reported a death toll of 16 and a number of injured as 13 and said that the ones killed in the incident were Shiite Muslim pilgrims from neighbouring Iran.

As per health officials, last year, on September 11, 11 Iranian Shiite pilgrims and their Iraqi driver lost their lives when their minibus crashed into a truck in Babil province, south of Baghdad.

Millions of Shiite pilgrims, many of them from Iran, each year travel to the holy shrine city of Karbala for Arbaeen, which is one of the world's biggest religious gatherings.

Arbaeen marks the end of the 40-day mourning period for the killing of Imam Hussein, a founding figure in Shiite Islam and grandson of the Prophet Mohammed, by the forces of the caliph Yazid in 680 AD.

As per the figures issued by Iraq's interior ministry on Friday, more than 2.6 million pilgrims have flown into Iraq or crossed its land borders since Arbaeen began this year.

Defying the orders of the Niger military junta, French President Emmanuel Macron on Monday (Aug 28) announced that the country’s ambassador would continue to stay in the crisis-hit capital Niamey.

Dismissing concerns that not adhering to the junta’s orders could be dangerous, Macron said that they can withstand pressure.

“France and its diplomats have faced particularly difficult situations in some countries in recent months, from Sudan, where France has been exemplary, to Niger at this very moment and I applaud your colleague and your colleagues who are listening from their posts,” he said, according to AFP news agency.

The response from Macron came days after Niger asked French Ambassador Sylvain Itte to leave the country within 48 hours, accusing him of ignoring an invitation for a meeting with the ministry.

They also cited “actions of the French government contrary to the interests of Niger” while giving the ultimatum.

Macron also reiterated France’s support to Niger’s overthrown President Mohamed Bazoum, and extended support to any military action by The Economic Community of West African States (ECOWAS) in Niger.

"One shouldn't give in to the narrative used by the coup leaders that consists of saying France has become our enemy,” Macron said.

An attack on a convoy carrying gold claimed lives of two Chinese nationals and two others in the Democratic Republic of Congo's lawless east, the local authorities released a statement saying on Saturday (September 2).

The ambush, on Friday (September 1), targeted a four-vehicle convoy of TSM Mining which was carrying gold from a site near the Kimbi River in the Fizi region of South Kivu province.

The attackers "stole parcels of gold which they took away into the bush," said Sammy Badibanga Kalondji, the top local official in Fizi.

The other two who were killed in the attack were a Congolese soldier and a driver.

Kalondji said that the three others who were injured were a Chinese mine employee. two locals, a soldier and a mine worker.

He further said that the assailants were locals&nbsp;who belonged to the neighbouring Maniema region.

The attack that took place on Sunday lasted for more than two hours, and ended with the killing of 15 people, said Banza while speaking to the AFP, further stating that seven other people died in the same area a week earlier.
