But a digital dollar would give everyone, including the poor, access to a digital payment system and a portal for basic banking services. Each individual or household could have a fee-free, noninterest-bearing account with the Federal Reserve, linked to a cellphone app for making payments. (About 97 percent of American adults&nbsp;have a cellphone or smartphone.)

To see how this might help, consider the payments that the US&nbsp;government made to households as part of the coronavirus stimulus packages. Millions of low-income households without bank accounts or direct deposit information on file with the Internal Revenue Service&nbsp;experienced complications or delays&nbsp;in getting those payments. Checks and debit cards mailed to many of them were delayed or lost, and&nbsp;scammers&nbsp;found ways to intercept payments. Central-bank accounts could have reduced fraud and made administering stimulus payments easier, faster and more secure.

A central-bank digital currency can also be a useful policy tool. Typically, if the Federal Reserve wants to stimulate consumption and investment, it can cut interest rates and make cheap credit available. But if the economy is cratering and the Fed has already cut the short-term interest rate it controls to near zero, its options are limited. If cash were replaced with a digital dollar, however, the Fed could impose a negative interest rate by gradually shrinking the electronic balances in everyone’s digital currency accounts, creating an incentive for consumers to spend and for companies to invest.

Small businesses would benefit from lower transaction costs, since people would use credit cards less often, and they would avoid the hassles of handling cash.

To be sure, there are potential risks to central-bank digital currencies, and any responsible plan should prepare for them. For example, a digital dollar would pose a danger to the banking system. What if households were to move their money out of regular bank accounts and into central-bank accounts, perceiving them as safer, even if they pay no interest? The central bank could find itself in the undesirable position of having to allocate credit, deciding which sectors and businesses deserve loans.

But this risk can be managed. Commercial banks could vet customers and maintain the central-bank digital currency accounts along with their own interest-bearing deposit accounts. The digital currency accounts might not directly help banks earn profits, but they would attract customers who could then be offered savings or loan products. In what could be described as a scene right out of the popular cartoon Tom &amp; Jerry, the unexpected arrival of a rat in the Andalusia parliament on Wednesday left lawmakers screaming, gasping, and leaping out of their seats.

Susana Diaz, a Socialist politician, recently was nominated to be a senator for the southern Spanish region. When the rodent arrived, lawmakers were set to cast their vote on whether or not to appoint her.

The video shared by news agency Reuters has gone viral on social media.&nbsp;

The rat&nbsp;was spotted inside the room by&nbsp;Regional speaker Marta Bosquet who was speaking when the whole incident started.

In the video, Bosquet can be seen&nbsp;speaking into the microphone, a few seconds later as she spots the rat&nbsp;inside the room she gasps&nbsp;in shock, after which she covers&nbsp;her mouth.

Following this, there was momentary mayhem in Parliament as several other members left their seats and ran to find the rat.

As soon as the stir was over, lawmakers went back to their regular duties, and Diaz was appointed senator.

According to local media reports, the rat was of "a considerable size".

Heckled by protesters and surrounded by phalanxes of heavily armed guards, foreign diplomats and Haitian politicians attended the funeral of Haiti’s assassinated president Friday at his family homestead, an event that laid bare a fractured nation’s problems instead of providing an opportunity for healing.

Less than a half-hour into the funeral, the U.S. delegation, led by Linda Thomas-Greenfield, the U.S. ambassador to the United Nations, departed. It was not immediately clear why but there were unconfirmed reports of shooting outside, raising additional security concerns.

As the flag-covered coffin President Jovenel Moïse was brought onto a central stage lined with white curtains, carried by men in military uniforms, a moment that many had hoped would help promote reconciliation was overshadowed by tensions that had exploded in the streets the day before.

A line of Moïse’s supporters stood by the entrance and yelled at arriving politicians, shouting “Justice for Jovenel!”

When Haiti’s national police chief, Leon Charles, arrived, the crowd surged around him and erupted into shouting and finger pointing. As he passed a grandstand of invited guests, many there also jumped to their feet to holler their displeasure.

“He killed the president!” shouted Marie Michelle Nelcifor, adding that she believed Moïse had telephoned Charles while assassins attacked his home but that Charles had not sent police officers to defend him. “Where were the security guards?” she asked.

Others were angry that the president would be buried before the investigation into his assassination was completed. “They are burning him surrounded by his assassins!” shouted Kettie Compere, a mother of two looking up at the grandstand of diplomats and Haitian politicians where Charles had settled.

When Martine Moïse, the president’s widow, arrived dressed in black with a large black hat and a mask with a photo of her husband affixed to it, the crowd surged around her, singing “arrest them, arrest them.”

In remarks after the delegation’s arrival at Cap-Haïtien’s airport earlier Friday, Thomas-Greenfield said: “Our delegation is here to bring a message to the Haitian people: You deserve democracy, stability, security and prosperity, and we stand with you in this time of crisis. So, we come here in solidarity with the Haitian people during this difficult time.”

The July 7 killing of Moïse, 53, in the bedroom of his home near Port-au-Prince, the capital, has plunged the Caribbean nation of 11 million into one of its deepest crises. Officials have blamed a group of Colombian mercenaries, but many questions remain unanswered, including who planned the assassination and why no members of his security detail were hurt. Several members of that security detail have been questioned and taken into custody.

Pressured by Western countries led by the United States, Haiti’s other political leaders, jostling for power, have pledged an orderly transition and a democratic process. But it was clear even before the funeral that deep divisions would shape and possibly subvert what many hoped would be a venue for reconciliation.

Just hours earlier, the northern city of Cap-Haïtien — 30 minutes from his family homestead — had burned with anger and frustration, exposing Haiti’s the distrust of the elite in the country’s less developed north.

On Thursday, the streets billowed with the black smoke of burning tires, a common form of protest in a country split by geography, wealth and power. Large crowds of demonstrators ran though the narrow colonial streets, chanting, “They killed Jovenel, and the police were there.”

“We sent them someone alive; they sent him back a cadaver,” screamed Frantz Atole, a 42-year-old mechanic, promising violence. “This country is not going to be silent.”

A new government was installed in the capital this week, and its leaders vowed to get to the bottom of the killing and to build consensus among the country’s political factions and its civic groups.

Yet the unrest Thursday threatened to turn hopes of consensus into a naive, unrealized dream.

“The bourgeoisie from Port-au-Prince are responsible. They are the reason for all of this,” said Emmanuella Joseph, a 20-year-old secondary school student, crying into a face cloth on the side of the road at the tail end of a running protest.

She added that the president’s killers were outsiders who had long meddled with the country’s destiny. “What kind of nation comes and kills a president?”

Cap-Haïtien was once the capital of the French colony of St. Domingue, which claimed one of the most brutal slave plantation economies in the world and was later overwhelmed by the world’s most successful slave rebellion. Banners strung across its roads read “Justice for President Jovenel” and “Thank you President Jovenel. You gave your life for the people’s fight and it will continue.”

Just off the city’s main stone square, where rebel leaders were executed more than two centuries ago, mourners lined up Thursday to sign condolence books and light candles before a large photo of the president in a government building.

“We are living in a time that’s so fragile,” said Maxil Mompremier, standing outside the colonial-era Notre Dame de L’Assomption Cathedral, where Moïse’s supporters had gathered earlier for a service. “Nobody understands what happened. A lot of people are afraid.”

Hailing from the north of the country, Moïse was not well-known in the country’s power center of Port-au-Prince when the governing party chose him as its candidate in the 2015 election. He was born in the town of Trou-du-Nord, and later began his entrepreneurial career from Port-de-Paix, where he became president of the Chamber of Commerce.

That he was killed far away in Port-au-Prince inflamed old divisions between the less developed north and the country’s capital and economic center. It also deepened the rifts between the country’s small elite and its destitute majority.

“It comes back incessantly in all the history of Haiti,” said Emile Eyma Jr., a historian based in Cap-Haïtien, speaking of the resentment felt by northerners.

European Medicine Agency (EMA) on Friday approved use of Moderna's coronavirus vaccine for adolescents aged 12 to 17. This makes it the second jab approved for use among adolescents in Europe.

"The use of the Spikevax vaccine in children from 12 to 17 years of age will be the same as in people aged 18 and above," the European Medicines Agency (EMA) said, using the vaccine's brand name.&nbsp;

The vaccine will be given in two injections. The time period between first and second dose would be four weeks.

The decision by the Amsterdam-based agency follows the approval of the first vaccine for European youngsters, by Pfizer/BioNTech in May.

The EMA said that the effects of the Moderna jab was studied among 3,732 children aged 12-17 years.

"The study showed that Spikevax produced a comparable antibody response in 12- to 17-year-olds to that seen in young adults aged 18 to 25 years," it said.

The Moderna jab employs the same mRNA technology as Pfizer/BioNTech, using genetic material to deliver instructions to human cells to create coronavirus spike proteins.&nbsp;

It thereby trains an immune response without exposing the host to a real infection.

The EMA said there were common side effects in children similar to those in adults.

This included pain and swelling at the injection site, tiredness, headache, muscle and joint pain, enlarged lymph nodes, chills, nausea, vomiting and fever.

"These effects are usually mild or moderate and improve within a few days from the vaccination," the EMA said.

Bagayev, 102, had 80% lung damage when he was admitted to hospital in the town of Korolyov near Moscow with the coronavirus.

He had to spend more than a month in hospital including a week intensive care. But he emerged victorious, just as his nation against the Germans in the Second World War. Bagayev was discharged on Thursday evening.

"The last time I faced death was in 1941. Back then, my right lung was injured during the battle for Moscow. But I was rather young at the time and managed to recover promptly," he told Reuters.

"This time around, I was largely supported by doctors despite several instances where I was on the verge of losing hope and courage. I am extremely thankful to all of them."

Bagayev is one a shrinking group of veterans who are revered in Russia for their role in defeating Nazi Germany. In May, he took part in the annual victory parade on Square Parade alongside President Vladimir Putin.

"It was hard, but I could see the doctors fighting, and I helped them," said Bagayev, who was wearing a military uniform festooned with medals when discharged from hospital.

"They are the ones who are the heroes," Bagayev, who was last year promoted to a rank of colonel in reserve, said of his doctors.

Bagayev lived through many of the now defunct Soviet Union's tumultuous chapters and was twice wounded during the war - once gravely.

"He is a real trooper, he kept remembering his war-time wound and hardships in (the Battle of) Moscow and those memories helped him during his time in hospital," Bagayev's doctor, Valentina Rakitskaya, said.

After the war, Bagayev worked in the Soviet republic of Kazakhstan where he helped build the Baikonur cosmodrome which sent the first man into space, Yuri Gagarin, in 1961.

Bagayev said a breathing technique which he had learnt from Soviet cosmonauts helped him recover from COVID-19.

As a devoted member of Russia's opposition Communist party he plans to help them campaign ahead of a parliamentary election in September, but he said his first goal was to start walking again without help.

Lam Koon-leung and Lam Kai-ming, who unlike the other five had pleaded guilty to rioting, received a sentence of 4 years and eight months.

In handing the sentences, Judge Eddie Yip described the crimes as "mob justice which caused panic among the general public."

The sentences marked the first convictions of any of the white-shirted attackers.

About a dozen people supporting those sentenced unfurled a banner outside the court reading, "They were forced to guard the homeland and were severely sentenced, where is the justice? Injustice will be vindicated."
