<p>Even though the chances of a no-confidence motion turning out in favour of the opposition alliance parties are extremely slim, the opposition is vying to build pressure to push PM Modi to speak in the House over the Manipur issue.&nbsp;</p>

<h2><strong>What is a no-confidence motion?&nbsp;</strong></h2>

<p>The no-confidence motion is a parliamentary way by which the opposition gets the ability to demonstrate that the government lacks the confidence of the House. In order to prove that it still retains the confidence of the MPs, the government must prove a majority in the House. In case the government fails to prove the majority, it falls. This is because the government is only authorised to govern as long as it enjoys a majority in the House.&nbsp;</p>

<p>Every month, the payroll vendor would prepare the pay register based on data provided by Nath. This register would then pass through the Director (HR) and the Chief Human Resource Officer (CHRO) for approval before being sent back to Nath for the final step of salary release to the bank.</p>

<p>It was at this final stage that Nath allegedly tampered with the data, surreptitiously inserting his wife's name, Sasmita Raul, and assigning her a salary amount.</p>

<p>He also manipulated his own salary figures. Once the manipulated payroll file was uploaded to the bank portal by Nath, all employees' salaries, including his wife's, were transferred accordingly.</p>

<h2><strong>Fraudulent transactions</strong></h2>

<p>Upon conducting an internal investigation, the company discovered that Nath had been uploading the manipulated payroll file using another employee's computer system. After completing the process, he would delete the file from the system to cover his tracks.</p>

<p>Following his suspension on 11 December, 2022, Nath was summoned before an internal committee to explain the discrepancies.</p>

<p>A zoo located in eastern China has denied allegations that some of its bears might actually be humans dressed in bear costumes. The controversy arose after a video of a bear standing on its hind legs surfaced online, leading to speculations about the authenticity of the animal.</p>

<p>The zookeepers at Hangzhou Zoo released a statement on behalf of Angela, a Malaysian sun bear.&nbsp;</p>

Legal battle looms as X takes on hate speech tracker group over 'false claims'

<p>An aide to former U.S. President Donald Trump appeared in Miami federal court on Monday to face charges he tried to help the former president hide secret documents taken upon leaving office. Carlos De Oliveira, the property manager of Trump’s Mar-a-Lago estate in Palm Beach, Florida, did not enter a plea as he has yet to obtain local counsel.</p>

<p>U.S. Magistrate Judge Edwin Torres scheduled his arraignment for Aug. 10 and ordered De Oliveira not to talk to other defendants about the case. He was released on a $100,000 bond.</p>

<p>De Oliveira’s lawyer, John Irving, told reporters after the hearing that it was “unfortunate” the Justice Department had charged his client and it was time for prosecutors to “put their money where their mouth is.”</p>

<p>Trump in April became the first sitting or former U.S. president to face criminal charges when a grand jury called by Manhattan’s Democratic district attorney indicted him for allegedly falsifying business records to conceal hush money payments to a porn star.</p>

<p>Trump has pleaded not guilty, saying the cases against him are part of a politically motivated "witch hunt."</p>

<p>Separately, a grand jury in Georgia is investigating Trump’s efforts to overturn the election in that state.</p>

Trump aide charged with obstruction in classified documents case appears in court

<p>An Ohio animal rescue named Helping Hands for Furry Paws has come under scrutiny as authorities uncovered distressing conditions and 30 dead dogs. During the search, authorities also found 90 living dogs housed in inhumane conditions.&nbsp;The operator and owner of the nonprofit, Rhonda Murphy, is facing numerous charges of neglect and cruelty to companion animals, including felony allegations.&nbsp;</p>

<p>The Butler County Sheriff's Office conducted searches at two locations associated with the organisation. Shockingly, at one location, they found a total of 30 dead dogs, some in refrigerators and freezers in various stages of decomposition. The other 90 dogs were deprived of fresh air, food, and water, highlighting the alleged negligence and cruelty endured by the rescued animals.&nbsp;</p>

<p>The rescued dogs were found in deplorable conditions at the Madison Township location. One garage contained over 25 dogs confined in cages without proper ventilation or air conditioning, subjecting them to oppressive temperatures reaching 89 degrees.&nbsp;</p>

<p>The cages were contaminated with faecal matter and urine, and the dogs were deprived of essential necessities like food and water.</p>

<p>As the House reassembled at 2 pm after two adjournments in the pre-lunch period, Chairman Jagdeep Dhankhar said the government has agreed to a short-duration discussion on the situation in strife-torn Manipur under Rule 176 and called the name of Birendra Prasad Baishya (BJP) to initiate it.</p>

<p>The chairman told the House that he has rejected all notices received under Rule 267 from the opposition members as he has already agreed to a short-duration discussion under Rule 176.</p>

<p>When the opposition members insisted on a discussion under Rule 267, Dhankhar said, "Notices under Rule 267 have not been admitted by me. They have been declined by me."</p>

<p>Earlier in the day, when the chair asked the opposition if it was agreeable to a discussion, Leader of Opposition Mallikarjun Kharge insisted that it should only be under Rule 267.</p>

<p>"We have demanded a discussion under Rule 267. Our members have visited Manipur. Manipur is burning.... We want (a discussion) under Rule 267....," the Congress leader said.</p>

<p>As the shouting continued, the chair adjourned the House till noon.</p>

<p>When the House reassembled, Dhankhar allowed Kharge to speak, but the ruling party members were on their feet and did not allow him to speak.</p>

<p>"Though it is the Question Hour, as an extraordinary case, I am allowing the leader of opposition (to speak)," the chairman said.</p>

<p>With Kharge on his feet, the ruling Bharatiya Janata Party (BJP) members created an uproar and did not allow him to speak, forcing the chair to adjourn the house till 2 pm.</p>

<p>Rule 267 of the Rajya Sabha rulebook allows for the suspension of the day's business to debate on any issue suggested by a member.</p>

<p>The Rajya Sabha proceedings have continuously been disrupted since the House met for the Monsoon session on July 20. The opposition members have been creating an uproar, demanding a statement from Prime Minister Narendra Modi, followed by a comprehensive discussion on the ethnic violence in Manipur.</p>
