Intelligence agencies in the United States (US) concluded on Wednesday (March 1) that it was very unlikely that Havana Syndrome, the mysterious illness which affected American officials, was caused by a foreign actor.

Intelligence agencies in the United States (US) concluded on Wednesday (March 1) that it was very unlikely that Havana Syndrome, the mysterious illness which affected American officials, was caused by a foreign actor. According to the latest intelligence assessment, "five agencies judge that available intelligence consistently points against the involvement of US adversaries," while one agency concurs, it is unlikely a foreign adversary played a role, the news agency AFP reported early Thursday. Another intelligence agency abstained, the assessment added. The assessment said that intelligence agencies looked into various indicators of hostile activity, which included identifying suspicious people near incident sites and searching for a pattern among those affected. However, these efforts could not identify any adversary as being responsible for the incidents. What is the Havana Syndrome? The Havana Syndrome is a set of medical symptoms experienced mostly by US diplomats, intelligence officers and military personnel stationed abroad. The symptoms of the syndrome were first reported by American embassy officials in Cuba's capital city Havana in 2016. In the following years, more officials from the US and their families reported symptoms from other countries including China, India and European countries. ALSO READ | No foreign powers behind 'Havana syndrome'? New report contradicts claims The US embassy in Havana, which was closed after cases started emerging, resumed full immigrant visa services for Cubans in January this year. What are the symptoms of Havana Syndrome? People affected by the Havana Syndrome started reporting strange sounds and sensations followed by other unexplained illnesses, according to a report by NBC news. The symptoms of this mysterious illness include headaches, dizziness, hearing, vision loss, memory loss, insomnia and depression. Some American officials affected by the syndrome resigned from the government because of the severity of their illness, the news agency AP reported on Wednesday. How many cases have been reported by the US so far? US government agencies and departments have reported about 1,500 cases of Havana Syndrome till now. And seven of 18 intelligence agencies in the US conducted an over two-year investigation in more than 90 countries, the news agency Reuters reported. According to the intelligence assessment, the probe ranged from examining a possible involvement of Russia, interviews, reviews of recordings, creating three-dimensional (3D) models of incident locations, identifying individuals and buildings near those sites, and tracking license plates. Speaking to Reuters, an intelligence official said that agencies also tracked individuals across the world through electronic devices to check what they were doing and who they were talking to. Last year, the Central Intelligence Agency (CIA) said it believed that it was unlikely that Russia or any other foreign adversary used microwaves or any other directed forms of energy to attack American officials. The agency faced criticism from those who reported the cases and also from lawyers who accused the government of dismissing the array of ailments. What did initial studies find about the Havana Syndrome? Some initial studies said that the Havana Syndrome represented a novel medical syndrome or consistent pattern similar to a traumatic brain injury. However, a review of preliminary data from a 2021 study conducted by the National Institutes of Health did not point to any such pattern, AFP reported early Thursday. The assessment said that the initial medical opinions were a part of the hypothesis that injuries were not the result of natural causes. ALSO READ | Intense directed energy by external device could have caused Havana Syndrome Intelligence agencies now assess that symptoms of the Havana Syndrome were probably the result of pre-existing conditions, conventional illnesses and environmental factors. Intelligence assessment faces criticism The US intelligence assessment was criticised by the lawyer who represented over two dozen people who reported injuries (due to the syndrome). The lawyer Mark Zaid said the assessment lacked transparency and left important questions unanswered. "It is inconceivable based on an overwhelming number of unanswered questions that today's report will be the last word," Zaid said in a statement. “Until the shrouds of secrecy are lifted and the analysis that led to today’s assertions is available and subject to proper challenge, the alleged conclusions are substantively worthless," he added. The lawyer also said the damage (the syndrome) caused to the morale of victims, particularly deflecting from the government’s failure to evaluate all the evidence, was real and must be condemned. Syndrome intel doesn't change support to affected officials: White House White House Press Secretary Karine Jean-Pierre said on Wednesday that the intel on the Havana Syndrome does not change support to affected officials. "Our commitment and the president's commitment to the health and safety of US government personnel remains unwavering. And this is why the departments and agency will continue to provide timely care as we look at the medical care and make sure that the reports are thorough support research efforts, and process Havana Act payments as requested," Jean-Pierre said. "Nothing is more important to this administration, to this president, than the health and the well-being of our workforce. So, that is a priority for this president. With bipartisan support, with Congress, we are focused on ensuring that our colleagues and their families who report anomalous health incidents (AHIs) receive the support and access care that they need," she added. China, which is the world's second-largest poultry producer, is running short of baby chicks due to an unprecedented global bird flu outbreak. A report by the news agency Bloomberg on Wednesday (March 1) said that since the start of 2023, prices have risen in China, threatening to drive up food inflation but also exposing a weak link in the country's efforts to shore up food security.

Baby chicks from the Shandong Yisheng Livestock and Poultry Breeding Co, the top chicken breeder in China, were quoted around $0.86 (6 yuan) per chick this week- which is three times the price at the start of this year.

“An underlying factor is inadequate imports of breeding stocks,” Lin Goufa, the head of research at the Bric Agriculture Group said, adding that supplies are tight.

As per industry estimates based on customs data, China's imports of grandparent breeding chicken stocks last year more than halved- far from what is usually required to meet the production demand.

Apart from the global bird flu outbreak, the disruption of flights due to the Covid restrictions last year also restricted imports, Bloomberg reported on Wednesday.

Local media reported in December 2021 that China had independently developed white-feather broiler breeds, breaking a 17-year reliance on imported genetic resources for chicken. Japanese Prime Minister Fumio Kishida on Wednesday (March 1) reiterated his position that a ban on same-sex marriage is not unconstitutional. “I believe I do not have a sense of discrimination (on the issue),” Kishida said, adding, "And I have never stated I’m against it," the news agency AP reported. A day back, Kishida was asked by an opposition lawmaker if he thinks that the ban (on same-sex marriage) constitutes discrimination. “I don’t think disallowing same-sex couples to marry is unjust discrimination by the state,” the Prime Minister replied.

The controversy over same-sex marriages erupted last month when, Masayoshi Arai, a former aide of Kishida, made discriminatory remarks about LGBTQ people which caused nationwide anger. Arai said that he wouldn't want to live next to LGBTQ people and that citizens would flee Japan if same-sex marriages were allowed.

Arai's remarks also prompted the Kishida government to enact an anti-discrimination law even after the official was sacked. Prime Minister Kishida appointed a special aide for LGBTQ issues and instructed his Liberal Democratic Party (LDP) to prepare legislation to promote understanding of LGBTQ rights, the AP reported.

In mid-February, Kishida met with LGBTQ representatives and said he “strongly felt the need for discussion” and would consider the voices of the people and in parliament, as well as rulings in several ongoing lawsuits.

The LDP, which is known for conservative family values and reluctance to promote gender equality and sexual diversity, has emerged as the main opposition to legalising same-sex marriage and other measures of equality for LGBTQ people.

Activists are now urging the government to enact anti-discrimination legislation before Tokyo hosts the G7 summit in May in Hiroshima. AP reported that Japan is the only G7 member which has not recognised same-sex marriage and enacted an anti-discrimination law for the LGBTQ community.

Covid-19 vaccine maker Novavax raised doubts Tuesday about its ability to continue its business, announcing plans to cut spending after struggles in rolling out its coronavirus jab. Shares of Novavax plummeted 25 per cent in extended trading, after the company reported fourth-quarter earnings that missed analyst estimates.

While the firm should have enough money to fund operations, the situation is "subject to significant uncertainty," it said in a statement. "Given these uncertainties, substantial doubt exists" regarding its ability to carry on its business, Novavax added.

On Tuesday, the company reported a loss of $182 million in the fourth quarter, on weaker sales than expected at $357 million. For now, the company is gearing up for a fall vaccination campaign and said it plans to focus on delivering an updated Covid-19 vaccine.

Maryland-based Novavax was an early frontrunner in the global vaccine race, but fell behind after being hit by manufacturing and regulatory delays.

The company faced delays in regulatory submissions for its jab, which was authorised in July last year in the United States.

Prior to that, the United States was one of a few major markets where it had yet to receive authorisation after getting the green light from the European Union, United Kingdom, Canada and Australia.

British Foreign Minister James Cleverly, who is in India for the G20 Foreign Ministers meeting, on Wednesday (March 1) raised the issue of tax searches at the office of the British Broadcasting Corporation (BBC) during a meeting with his Indian counterpart S Jaishankar. This comes after Indian tax authorities carried out searches at the British broadcaster's offices in New Delhi and Mumbai.

Here's is what happened:

1. Cleverly, who raised the issue of tax searches, was told by New Delhi on Wednesday that all entities operating in India must comply fully with relevant laws and regulations, the news agency Reuters reported, citing a source in the Narendra Modi government.

2. Last month, Indian tax authorities spent three days searching the BBC's offices in New Delhi and Mumbai, cloning data from the digital devices of some senior employees.

3. The searches came after the central government severely criticised the screening of the British broadcaster's documentary about the 2002 Gujarat riots. The government said that the searches were not related to the documentary.

4. On Wednesday, James Cleverly did not share details of his conversation with Indian Foreign Minister Jaishankar but said the vast bulk of the talks were about the positive bilateral work.

"The conversations I had with him are best to keep with him. I did raise it," the British foreign minister said. "One of the advantages of having such a strong and professional relationship with Dr Jaishankar is I am able to bring up, and indeed he brings up with me, some of these sensitive issues. I did raise it with him," he added.

5. On being asked if there were concerns about civil liberties in India, Cleverly said, "We want to ensure that values that both our countries feel strongly about are upheld. That means working together on a range of issues."

Meanwhile, Indian foreign minister Jaishakar tweeted on Wednesday that he and Cleverly exchanged views on the global situation as well as the G20 agenda.

UK raises issue of BBC tax searches. Here's what India said - 5 points

China's manufacturing activity expanded at the fastest pace in over a decade in February, smashing expectations as production zoomed after the lifting of Covid curbs. On Wednesday (March 1), the country's official manufacturing purchasing managers' index (PMI) climbed to 52.6 in February compared to 50.1 in January, the news agency Reuters reported. The PMI far exceeded an analyst forecast of 50.5 and was the highest reading since April 2012.

Global markets cheered the increase in PMI with Asian stocks and the Australian dollar reversing earlier losses, the offshore yuan perking up and oil rallying.

Julian Evans-Pritchard, the head of China Economics at Capital Economics, said the high PMI readings partly reflected the Chinese economy's weak starting point coming into this year and were likely to drop back before long as the pace of recovery slowed. "We had already been expecting a rapid near-term rebound, but the latest data suggest that even our above-consensus forecasts for growth of 5.5% this year may prove too conservative," Pritchard said, Reuters reported.

Meanwhile, Zhou Hao, an economist at Guotai Junan International, said the PMI readings provided a positive note for the upcoming National People's Congress. "We expect the government to roll out further supportive policies to cement the economic recovery," Hao added.

In 2022, the Chinese economy recorded one of its worst years in nearly half a century due to the strict Covid restrictions and subsequent widespread infections. The PMI on Wednesday showed that new export orders rose for the first time in nearly two years.

On Friday, the country's central bank said that the domestic economy was expected to generally rebound this year, although the external environment remained ''severe and complex."

The PMI on Wednesday showed that new export orders rose for the first time in nearly two years. Several families in Spain's Basque Country have taken legal action against a nurse after she was accused of faking the administration of vaccines to children. According to a report by the Guardian on Tuesday (February 28), the nurse, who has not been identified, had been tasked with immunising children for infections such as hepatitis B and meningitis at a local healthcare centre.

Last year, local authorities opened an investigation after parents expressed concerns about the nurse's attempts to discourage them from getting their children inoculated during visits to a health centre in Saturtzi. The parents also expressed concerns about the way the nurse appeared to inject the vaccines.

The Guardian report said the matter came to light this week when 42 families launched a legal challenge that accused the nurse of falsifying documents and misusing public funds.

Aitzol Asla, the lawyer representing these families, said, “All of these families have been vaccinated – or not – by this nurse." Asla added some families noticed the nurse was oddly administering vaccines- jabbing it very quickly and then appearing that as though she would throw the vial into the trash bin.

Following complaints from families in September last year, authorities conducted antibody tests on 50 children inoculated in the health centre, dividing them into two groups based on which nurse saw them.

"After the tests carried out in October on a first group of fifty minors belonging to two different quotas, it has been possible to verify that most of those belonging to one of the quotas analyzed did not have correct immunisation," a statement from the regional authority on November 2 said. The authority said those affected would be properly vaccinated, adding, testing would be expanded to a further 400 children who were believed to have been treated by the nurse.

Meanwhile, Aitzol Asla said since months (after this incident occurred), health officials provided little details to the affected families. Asla added that parents were worried about what could have happened to their children. The lawyer also highlighted that nothing bad happened till now, The Guardian reported. The families behind the legal challenge are to appear in court in March, Asla said.

Spain: Legal action against nurse for faking administration of vaccines to kids, says report

A total of 110 students graduated from the Taliban's jihadist school in the Balkh province of Afghanistan, a report by Afghanistan International said on Tuesday (January 31) citing the Bakhtar News Agency. The report said as per public statements made by the Taliban's education minister, the Islamic Emirate will establish three to 10 such schools in each district of Afghanistan.

An order attributed to the Taliban's Supreme Leader Hibatullah Akhundzada divulged more details about the formation and expenses of the jihadist schools. The order said that each school will have 10 teachers and eight staff members, adding 500-1,000 students will be trained each semester. A salary scale of 15,000 to 25,000 Afghan Afghani (the currency of Afghanistan) has been approved for the staff members. The students, meanwhile, 150 Afghani per day.

The Afghanistan International report also said that the jihadist schools' salaries are not comparable to public school teachers’ salaries, adding that a public school teacher, with an undergraduate degree, receives only 9,000 Afghani as salary.

In August this year, the Taliban will mark two years of being the ruling administration in Afghanistan. In recent times, the Islamic Emirate has faced global condemnation over the restrictions imposed on females- the latest being a ban on university education and prohibiting Non-Governmental Organisations (NGOs) from working with Afghan women.

On Wednesday (February 1), the United States Secretary of State Antony Blinken announced new visa restrictions against the Taliban in response to the bans. "I am taking action today to impose additional visa restrictions on certain current or former Taliban members, members of non-state security groups, and other individuals believed to be responsible for, or complicit in, repressing women and girls in Afghanistan," Blinken said in a statement, news agency AFP reported.

Afghanistan: 110 graduate from Taliban's jihadist school in Balkh province, says report

Fifty-nine migrants died and 80 others survived after their boat sank off the Italian coastal city of Crotone in the southern region of Calabria on Sunday (February 26). Speaking to the news agency Reuters, Danilo Maida, a spokesperson for the firefighters' service in Calabria, said that firefighters and other emergency workers were looking for more survivors at sea using jet skis, but conditions were harsh, making the search difficult.

The boat had 120 migrants aboard. The overloaded vessel reportedly broke apart and sank in rough seas off southern Italy.

The boat was bringing migrants from Iran, Pakistan and Afghanistan. It broke apart after it crashed against rocks in rough weather and sank, said the Adnkronos news agency. Video footage shows timber from the wreckage smashed into pieces washing up along the beach.

In a statement, Italy's Interior Minister Matteo Piantedosi said, "It is a huge tragedy which shows the absolute need to act firmly against irregular migration channels," Reuters reported. Piantedosi added that it was essential to stop sea crossings which, offering migrants the illusory mirage of a better life in Europe, enriched traffickers and cause tragedies like today.

Prime Minister Giorgia Meloni, meanwhile, expressed "deep sorrow" for the deaths. Blaming human traffickers, she vowed to block migrant sea departures to prevent such disasters.

Italy has been one of the main landing points for migrants trying to enter Europe by sea, and the central Mediterranean route has been one of the most active and dangerous routes for people crossing to the continent.

Since 2014, more than 20,000 people have died or gone missing on this route, according to the International Organisation for Migration's Missing Migrants Project.
