The water level of the Yamuna River is hovering around the danger mark in India's national capital Delhi. According to a report by the news agency PTI on Saturday (July 22), fresh spells of heavy rain have been reported in parts of Uttarakhand and it may lead to a rise in Yamuna's water level again, delaying rehabilitation efforts in the flood-affected low-lying areas of Delhi.

Delhi has been grappling with waterlogging and flooding after heavy rain in the upper catchment areas of Yamuna led to the river swelling to record levels. On July 13, the water level was at 208.66 metres, surpassing the previous record of 207.49 metres set in September 1978.

According to data from the Central Water Commission (CWC), the water level dropped from 205.34 metres at 6 pm on Friday to 205.29 metres at 9 am on Saturday. It may drop further before the impact of rain in upper catchment areas becomes clear. The data said that the flow rate at the Yamunanagar-located Hathnikund Barrage was 1.47 lakh cusecs at 9 am, the highest since July 13.

The report said that in case of heavy rain upstream of Delhi, the increase in water level could slow down the pace of rehabilitation of the affected families in the inundated low-lying areas. Such families might have to stay in relief camps. Over 27,000 people have been evacuated from their homes so far.

The increase could also impact the water supply in the capital. The water supply was restored to normal on Tuesday after being affected for around four-five days due to the inundation of a pump house at Wazirabad.

The report said that the pump house supplied water to Wazirabad, Chandrawal and Okhla water treatment plants, which together account for around 25 per cent of Delhi's supply.

Health experts have expressed concerns that a new measles outbreak could occur in Ukraine if hundreds of thousands of unvaccinated children return to schools in September, a report by Euronews on Thursday (July 20) said.

Health experts have expressed concerns that a new measles outbreak could occur in Ukraine if hundreds of thousands of unvaccinated children return to schools in September, a report by Euronews on Thursday (July 20) said. Ukraine has been a measles hotspot in the past, and vaccine scepticism and supply interruptions led to a large outbreak in 2019. As per the health ministry, only 74 per cent of children aged 1 and 69 per cent of children aged 6 received their first and second measles vaccination in 2022. Children who are unvaccinated between the ages of 2-17 will be headed towards classrooms where the risk of contagion is much higher. Around 260,000 kids need to be vaccinated: Minister Earlier this week, Ukraine's Deputy Health Minister Ihor Kuzin said that the ministry and the centres for immunisation constantly monitor the contagion risks, and the highest risk right now is a measles outbreak. “The first measles explosion in Ukraine happened over the 2017-2019 period and was a massive outbreak that the government was trying to mitigate. Around 115,000 children contracted the disease at the time,” Kuzin said. He added that around 260,000 children need to be vaccinated, and until that is done, the country is facing the risk of a massive outbreak. “So until 1 September, when school starts, these children need to get vaccinated,” the deputy health minister further said and urged people to get vaccinated in the next month and a half. Earlier, the World Health Organization (WHO) said that Ukraine had become more vulnerable to contagious diseases following the launch of the special military operation by Russia in February 2022. Vusala Allahverdiyeva, an expert on Disease Prevention And Immunisation at the WHO, said, "When the Russian invasion of Ukraine began, we realised that the biggest health risks in the country were diphtheria and measles outbreaks." UNICEF delivers 657,000 vaccine doses to Ukraine Nearly a week back, the United Nations Children's Fund (UNICEF) delivered another 657,000 doses of the combination measles, mumps, and rubella vaccine (MMR) to Ukraine. Muhammad Tariq Iqbal, a Ukraine Immunisation Specialist at UNICEF, said on July 17, "If your child missed the routine calendar shots, you need to catch up. UNICEF has delivered these vaccines to Ukraine." Two doses of the MMR vaccine, given at 12 months and six years old, provide effective protection against measles. It is very windy after you go to the hillock which is a 1.5-2-hour-long, 3-km steep trek. The wind speed might be 40-50 knots-so that is a challenge. The biggest challenge is the non-availability of heavy machinery," Singh added. Venezuela's former intelligence chief General Hugo Carvajal, who was extradited to the United States to face drug trafficking charges, pleaded not guilty on Thursday (July 20).

Venezuela's former intelligence chief General Hugo Carvajal, who was extradited to the United States to face drug trafficking charges, pleaded not guilty on Thursday (July 20). Carvajal, 63, arrived in the US on Wednesday after being extradited from Spain. According to a report by the news agency Reuters, he entered the plea in a hearing before US Magistrate Judge Stewart Aaron in Manhattan federal court. Carvajal was ordered detained, and his next court date was set for July 25. American authorities suspect him of providing support to drug trafficking by the FARC guerrilla group in Colombia. And prosecutors in New York alleged that he used his office to coordinate the smuggling of approximately 5,600 kilogrammes (kg) of cocaine from Venezuela to Mexico in 2006 that was destined for the US. Allegations against Carvajal palpably incredible: Lawyer Speaking to reporters, Carvajal's lawyer Zachary Margulis-Ohnuma said that the allegations against his client were palpably incredible. "Unlike in most federal drug cases, the government has not claimed to have evidence from searches. They have not suggested that they have text messages, emails, wiretap conversations, body wires, phone recordings made by informants, recordings of prison calls, cell site data, surveillance video or physical evidence linking General Carvajal to any of these crimes," Margulis-Ohnuma said. Margulis-Ohnuma added that he would apply for Carvajal to be released on bail at a later date and pointed out that the former Venezuelan intelligence chief was categorically innocent of the charges. "General Carvajal looks forward to fighting these outrageous charges in court before an unbiased American jury," Margulis-Ohnuma further told reporters. The arrests Carvajal had served as the intelligence chief under former Venezuelan president Hugo Chavez. Nicknamed 'El Pollo', he was stripped of his rank by President Nicolas Maduro's government after coming out in support of opposition leader Juan Guaido as the acting president in February 2019. The 63-year-old had taken part in the failed 1992 coup that lifted Chavez to political prominence and is considered one of the most powerful figures of the leader's 1999-2013 rule. Carvajal was first arrested in 2014 in Aruba, a semi-autonomous Dutch Caribbean island where Venezuela had been trying to accredit him as consul. However, he was released and returned to his country. After being removed as the intelligence chief, he left Venezuela and was arrested in Spain in April 2019 but a court ordered his release arguing the US extradition request was politically motivated. However, the decision was later reversed and Carvajal then went on the run. He was arrested again in 2021. (With inputs from agencies)

Former Venezuelan intel chief pleads not guilty to US drug charges

Venezuela's former intelligence chief General Hugo Armando Carvajal was on Wednesday (July 19) extradited from Spain to the United States on drug trafficking charges.

Venezuela's former intelligence chief General Hugo Armando Carvajal was on Wednesday (July 19) extradited from Spain to the United States on drug trafficking charges. Speaking to the news agency AFP, General Carvajal's lawyer Maria Dolores de Arguelles confirmed that the former intelligence chief left Spain bound for the US. He is expected to make a court appearance on Thursday. Carvajal, 63, had served as the intelligence chief under former Venezuelan president Hugo Chavez. Carvajal has been long sought by US Treasury officials who suspect him of providing support to drug trafficking by the FARC guerrilla group in Colombia. The allegations The report said prosecutors in New York alleged that he used his office to coordinate the smuggling of approximately 5,600kg of cocaine from Venezuela to Mexico in 2006 that was destined for the US. The extradition comes after the European Court of Human Rights last week rejected Carvajal's appeal, the AFP report on Wednesday said. The court argued it was not proven that the former intelligence chief aces a real risk of being sentenced to life imprisonment without chance of parole in the US. This prompted Spain's National Court, which has been charged with extradition, to order Interpol to immediately deliver Carvajal to American authorities. Nicknamed 'El Pollo', Carvajal was stripped of his rank by President Nicolas Maduro's government after coming out in support of opposition leader Juan Guaido as the acting president in February 2019. He then left Venezuela and was arrested in Spain two months later, but a court ordered his release arguing the US extradition request was politically motivated. This decision was later reversed and Carvajal then went on the run. The 63-year-old was again arrested in Madrid in 2021. The police said he remained in Spain the whole time, changing residences frequently and getting plastic surgery done to avoid being caught. He has repeatedly denied links to drug traffickers or the FARC. (With inputs from agencies) WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Sign language is now the twelfth official language of South Africa. With this, South Africa is the fourth country in the African continent to do so after Kenya, Zimbabwe, and Uganda, according to a report by the news agency PTI on Wednesday (July 19). South African President Cyril Ramaphosa signed an amendment to an Act to make sign language an official language in the country. “South African Sign Language (SASL) has served as an essential communication tool for our citizens living with disabilities and this step will further empower that community,” President Ramaphosa said at a ceremony at the Union Buildings in Pretoria. “To empower people to use their language is to affirm their humanity and their existence,” he added. ''This will also resolve issues of access to education, economic, and other social services. People with hearing impairments will be able to have public information,” the president added. What does the new legislation offer? As per the PTI report, the new legislation seeks to advance the cultural acceptance of SASL, ensure the realisation of rights of persons who are deaf and hard of hearing to equal protection and benefit of the law and human dignity and promote inclusive and substantive equality and prevent or eliminate unfair discrimination on the grounds of disability, as guaranteed by Section 9 of the Constitution. Earlier, the presidency had said that SASL is an indigenous language that constitutes an important element of South Africa's linguistic and cultural heritage. ''It has its own distinct grammatical structures and lexicon and it is independent of any other language,” the presidency said in a statement. The deadline for Microsoft's acquisition of video gaming giant Activision on Wednesday (July 19) was extended by three months to October 18 as the two companies work to secure a United Kingdom (UK) approval for the biggest gaming deal (worth $69 billion) in history.

The deadline for Microsoft's acquisition of video gaming giant Activision on Wednesday (July 19) was extended by three months to October 18 as the two companies work to secure a United Kingdom (UK) approval for the biggest gaming deal (worth $69 billion) in history. According to a report by the news agency Associated Press, Microsoft's President Brad Smith said the company believed that pushing back the deadline (to October 18) would provide enough time to work through the remaining regulatory issues. “We are confident about our prospects for getting this deal across the finish line,” Smith said. Microsoft and Activision had originally agreed to close the deal by Tuesday (July 18) but US regulatory efforts to block the takeover and the UK's push to restructure it have delayed the close, a report by the news agency Reuters said. Also read | Explained: What is $69bn Microsoft-Activision deal that could transform gaming industry forever? Now, the amended agreement also increases the deal termination fee to $3.5 billion from $3 billion if it does not close by August 29, and to $4.5 billion after September 15, the Reuters report added. Deal will quickly close: Activision A spokesperson from Activision said on Wednesday that the board of directors of Blizzard and Microsoft authorised the companies not to terminate the deal until after October 18. "We’re confident in our next steps and that our deal will quickly close," the spokesperson added. Last week, Microsoft was working to resolve the longstanding legal challenges from anti-trust enforcers in the US and UK who argued the merger would harm competition. The concerns over the deal The US Federal Trade Commission (FTC), which has pushed to temporarily stop the $69 billion deal, said that the deal could let Microsoft degrade Activision's game quality or player experience on rival consoles such as Nintendo and Sony's PlayStation. On the other hand, Britain's Competition and Markets Authority (CMA) questioned whether the deal could hinder competition in the cloud gaming industry. Earlier, the CMA decided to block the deal but reversed course last week and extended its deadline for a final ruling to August 29 after a US court ruling left the UK alone in opposition. Voters in the United Kingdom (UK) went to the polls on Thursday (July 20) in three electoral districts with the Conservative Party bracing for a drubbing over a cost-of-living crisis and a string of political scandals.

Voters in the United Kingdom (UK) went to the polls on Thursday (July 20) in three electoral districts with the Conservative Party bracing for a drubbing over a cost-of-living crisis and a string of political scandals. According to a report by the news agency Associated Press, three opinion polls this week gave the Labour Party a lead of at least 15 points over the Conservatives nationwide. The Labour Party hopes to win Uxbridge and South Ruislip constituency in suburban London as well as the Selby and Ainsty constituency. The Liberal Democrats, meanwhile, are favoured to win in southwest England’s Somerton and Frome, the report said. The results of the election are expected early Friday. A 'tough battle' for Conservatives On Wednesday, UK Prime Minister Rishi Sunak told Conservative lawmakers the bye-elections would be a tough battle but said he still thought the party could win the next general election. “I promise you we can do this, but we can only do it together as one team,” Prime Minister Sunak added. The elections are a part of the still-rippling shockwaves from the turbulent term of former prime minister Boris Johnson, who quit as a lawmaker in June after a standards watchdog concluded he had lied to Parliament about lawbreaking parties in his office during the Covid pandemic. An ally followed Johnson out the door, and another lawmaker has resigned amid sex and drugs allegations, triggering the three by-elections. And a defeat in the current elections would increase grumbles that PM Sunak is failing to turn the party’s fortunes around after the mayhem caused by Johnson. The last time, a governing party lost three by-elections in one day was in 1968 under then prime minister Harold Wilson. After becoming the prime minister in October last year, Sunak inherited an economy reeling from the brief term of former PM Liz Truss, who stepped down from the top post after her economic plans drove up the cost of government borrowing and hammered the pound. Unfavourable election results for Conservatives could prompt Sunak to shake up his government with a Cabinet shuffle. The British government on Thursday (July 20) sanctioned people and businesses involved with the Russian mercenary group Wagner in three African countries - Mali, Central African Republic (CAR) and Sudan.

The British government on Thursday (July 20) sanctioned people and businesses involved with the Russian mercenary group Wagner in three African countries - Mali, Central African Republic (CAR) and Sudan. As per an official statement, the sanctions target 13 individuals and businesses linked to the actions of Wagner including executions and torture in Mali and the CAR and threats to peace and security in Sudan. "This includes three designations for the mercenary group’s top officials in Mali and CAR, including the ‘right-hand man’ of Yevgeny Prigozhin, who deliberately targeted civilians in their operations," the statement said. "A further five businesses and individuals involved in threatening peace and stability in Sudan, including through disinformation campaigns and providing military equipment, have been targeted," it added. The government said the sanctions would limit the financial freedom of these individuals and businesses by preventing British citizens, companies and banks from dealing with them, alongside freezing any assets held in the United Kingdom (UK) and travel bans. Wagner members under the radar The statement said that Wagner's head in Mali, Ivan Aleksandrovitch Maslov is a target of these sanctions. " Wagner mercenaries, alongside Malian forces, massacred at least 500 people in Moura in March 2022, including summary executions as well as rape and torture," the statement further said. The head of Wagner in CAR Vitalii Viktorovitch Perfilev, and the Wagner Group’s head of operations in the country, Konstantin Aleksandrovitch Pikalov have also been sanctioned for deliberately targeting civilians. Pikalov, who is regarded as Wagner chief Yevgen\y Prigozhin's right-hand man, is responsible for the mercenary group's torture and targeted killings of civilians. In Sudan, the group has provided weapons and military equipment. The British government said that three businesses, which act as fronts for Wagner and operate in Sudan, were included in the new measures. These include M-Invest, and its subsidiary Meroe Gold. Police in Germany on Thursday (July 20) warned residents of Berlin's southern suburbs to watch out for a potentially dangerous animal, suspected to be a lioness, that was on the loose. Early Thursday, police in Brandenburg issued the warning of an escaped wild animal and asked people in and around Kleinmachnow, Teltow and Stahnsdorf not to leave their houses and to bring their pets indoors.

The warning was later extended to southern areas of Berlin and an alert was sent on an official warning app that the animal was suspected to be a lioness, news agency Associated Press reported.

Speaking to a local broadcaster, police spokesperson Daniel Keip said that two men reported seeing a big cat running after a wild boar, and they recorded this on a phone. "Even experienced police officers had to confirm it is probably a lioness," Keip added.

The report said that neither of Berlin's zoos nor any circuses or animal shelters in the area were missing a lioness. Police increased their presence Kleinmachnow area and warned people of the possible danger.

However, there was no order to stay indoors and people were seen walking dogs and cycling. The local council, meanwhile, said that child daycare centres were open, but children were not being allowed into their outside yards.

Traders at the town’s market were recommended not to set up stalls.

(With inputs from agencies) WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community.
