Three Hong Kong judges are expected to deliver a verdict on Tuesday in the trial of the first person charged under the national security law, a landmark case with implications on how the legislation reshapes the city's common law traditions.

Former waiter Tong Ying-kit, 24, has pleaded not guilty to charges of terrorism and inciting secession, as well as an alternative charge of dangerous driving causing grievous bodily harm. The acts he is accused of occurred on July 1, 2020, shortly after the law was enacted.

Tong is accused of driving his motorcycle into three riot police while carrying a flag with the protest slogan "Liberate Hong Kong, revolution of our times," which prosecutors say is secessionist.

The main charges could lead to a prison term of several years to life, while the alternative charge could be punished by up to seven years in prison.

His trial was presided over by judges Esther Toh, Anthea Pang and Wilson Chan, picked by city leader Carrie Lam to hear national security cases. Their verdict is expected at 3 pm local time (0700 GMT).

Tong's case is seen by pro-democracy activists and human rights groups as a departure from Hong Kong's common law traditions, as he was denied bail and a jury trial.

It is also a test of the limits of free speech in the former British colony, as the prosecution and defence argued over the meaning of the slogan, which was ubiquitous during Hong Kong's mass 2019 protests.

The governments in Beijing and Hong Kong have said repeatedly the security law was necessary to bring stability after the often-violent 2019 protests and that the rights and freedoms promised to the city upon its return to Chinese rule in 1997 remain intact.

The law, imposed by Beijing in June 2020, punishes what China sees as subversion, secession, terrorism and collusion with foreign forces.

Russia said on Tuesday it had fully restored train travel over a Trans-Siberian railway bridge in its far east that was damaged last week by floods.

The world's longest railway is a strategic transport artery for Russia's economy, shuttling not just passengers but also commodities like oil, timber and coal between Europe and Asia.

The bridge over the river Areda gave way on Friday in the region of Zabaikalsk, some 300 km (190 miles) north of the border with China and Mongolia. No casualties were reported.

TASS news agency said around 650 houses were flooded and five road bridges washed away in flooding in Zabaikalsk region on Thursday following heavy rain.

The damage to the bridge prompted Russian Railways, which operates the sprawling national train network, to suspend passenger traffic in both directions along the route.

Israeli Defence Minister Benny Gantz will travel to France this week to discuss spyware sold by Israeli cyber firm NSO that was allegedly used to target French President Emmanuel Macron.

Macron's phone was on a list of targets that were possibly under surveillance by Morocco, which used NSO Group's Pegasus software, according to France's Le Monde newspaper. The French leader has called for an investigation.

Gantz will meet French Defence Minister Florence Parly on Wednesday, an official Israeli statement said.

"Gantz will discuss the crisis in Lebanon and the developing agreement with Iran. He will also update the minister on the topic of NSO," it said.

Israel's Defence Ministry oversees commercial exports of spyware and cyber-surveillance technologies like Pegasus.

A global investigation published last week by 17 media organisations, led by the Paris-based non-profit journalism group Forbidden Stories, said Pegasus had been used in attempted and successful hacks of smartphones belonging to journalists, government officials and human rights activists.

Israel has since set up a senior inter-ministerial team to assess any possible misuse of the spyware.

NSO rejected the reports, saying it was "full of wrong assumptions and uncorroborated theories". Pegasus is intended for use only by government intelligence and law enforcement agencies to fight terrorism and crime, the company said.

Gantz's trip was planned before the NSO affair and was meant to focus on the growing economic crisis in Lebanon, which shares a border with Israel, and on world powers' efforts to resume a nuclear deal with Iran, Israeli media said.

Israel is concerned a revival of the deal may eventually allow its arch-foe Tehran to acquire atomic weapons. Iran denies seeking the bomb. Attempts to revive the 2015 accord, after then-President Donald Trump abandoned it in 2018, have been slow to make progress.

France's foreign ministry said on Monday that Iran was endangering the chance of concluding an accord with world powers over reviving the deal if it did not return to the negotiating table soon.

China's yet-to-be-announced new ambassador to the United States Qin Gang headed to Washington on Tuesday, according to people familiar with the matter, amid worsening relations between the world's two largest economies.

Qin left a day after rare high-level talks in the northern Chinese city of Tianjin between US Deputy Secretary of State Wendy Sherman and senior Chinese diplomats ended with both sides reiterating existing positions and no specific outcomes reached.

Relations between Beijing and Washington deteriorated sharply under former US President Donald Trump, and the Biden administration has maintained pressure on China in a stance that enjoys bipartisan support but threatens to deepen mistrust.

Qin, 55, is replacing Cui Tiankai, who at 68 has passed the retirement age for senior Chinese ambassadors, the sources familiar with the matter said. When Cui ended his eight years at Washington last month, he was China's longest serving ambassador to the United States and is considered a seasoned and well-respected figure in Beijing and Washington.

Qin, who is one of China's vice foreign minister and whose recent past portfolios have included European affairs and protocol, has no prior US-related experience, according to his biography on the foreign ministry website.

Earlier, Harris visited a border patrol facility near the US-Mexico border and urged a focus on children and practical solutions to migration, in a trip meant to blunt Republican criticism of White House immigration policies.

The visit, her first since becoming vice president five months ago, came amid a rise in migrants caught crossing the border, which has sparked outrage from Republicans, who favour the stricter immigration policies implemented by former president Donald Trump.

President Joe Biden, a Democrat, tasked Harris with spearheading his administration's handling of the broader issue of people fleeing Central American countries for the United States. She visited Guatemala and Mexico earlier this month.

"This issue cannot be reduced to a political issue. We're talking about children, we're talking about families, we're talking about suffering. And our approach has to be thoughtful and effective," Harris said at the conclusion of her short trip.

The residents of Malistan, who have reached Kabul after fleeing the fighting in their areas, have claimed that they lost their family members in the attacks. Several such incidents are being reported from other areas as well. At a press conference in Kabul on Sunday, Mina Naderi, who is a civil society activist from Ghazni, read a joint statement from Malistan residents, saying, “Taliban fighters after entering Malistan district committed war crimes and killed civilians, who were not involved in the fighting. They attacked people’s homes and after looting their property, they burned residential houses.” Naderi added, “In the centre of Malistan district, they (Taliban) also destroyed and looted shops.” Several displaced people have claimed to lost family members or homes in the recent Taliban attacks. The fighting and damaging of their homes have forced them to leave their areas. A resident Haji Nadir said, his two sons, 29-year-old Ramazan and 31-year-old Ishaq, were killed by the Taliban around 10 days ago when they were trying to leave the district with their families following a rise in fighting in the area. The Taliban have rejected the claims made by the residents.

The former prime minister of Samoa has conceded defeat in elections held in April, Radio New Zealand reported on Monday, in a move that would bring to an end months of political instability.

Samoa descended into chaos earlier this year after then Prime Minister Tuilaepa Sailele Malielegaoi, refused to give way after losing a parliamentary election in April that would have ended his 22 years in power.

But Samoa's Court of Appeal ruled last week that a makeshift swearing in ceremony for the country's next government was legal, officially installing Samoa's first female prime minister, Fiame Naomi Mataafa.

While it had not been immediately clear whether Tuilaepa would abide by the ruling, Radio New Zealand reported that he had now conceded defeat.

The reported concession comes amid regional pressure to honour the court ruling, including from Australia's Prime Minister Scott Morrison.

Mataafa said on Saturday her government would formally take office on Tuesday.
