Niger military, which toppled the government and took over in July, said Thursday (Oct 19) that it thwarted an escape bid&nbsp;by deposed President Mohamed Bazoum.

Military spokesperson Amadou Abdramane reportedly said, “At around three in the morning, the ousted president Mohamed Bazoum and his family, his two cooks and two security elements, tried to escape from his place of detention.”&nbsp;

As per Niger’s military government, Bazoum allegedly plotted to flee to neighbouring Nigeria in a late-night escape attempt. He is being held in custody for nearly three months following his ouster in a coup.

“The prompt reaction of the defence and security forces made it possible to thwart this plan to destabilise our country,” a junta spokesperson said. He added that “the main perpetrators and some of their accomplices have been arrested.”

It is not certain as to what is Bazoum's current location. After the military takeover, which has now been declared as a coup, the deposed Niger leader did not resign from his position.

He had been placed under house arrest since the day of the takeover on 27 July.

Bazoum in August reportedly informed CNN that he had been kept by the military in isolation. He also claimed that he is kept in dire circumstances without electricity and, is forced to eat dry rice and pasta.&nbsp;

Lawyers for Niger’s ousted president called for his immediate release and also rejected the claims of his escape bid.&nbsp;

"We strongly reject these fabricated accusations against president Bazoum," Mohamed Seydou Diagne, coordinator of a lawyers' collective, said in a statement.

The lawyers said that he is being held "incommunicado" and it is nothing but "a new red line which has been crossed by a junta which continues to violate the fundamental rights of our client". Ever since the coup, France has supported Bazoum and urged for his release.

The soldiers were targeted using "improvised explosive devices and kamikaze vehicles by more than a hundred terrorists", the ministry said in a televised statement.

Two soldiers were seriously wounded and "several dozen terrorists" were also killed.

The attack took place near the country's border with Mali, during military operations aimed at "neutralising the threat posed by the Islamic State" in the area, according to the ministry.

"Communications from the terrorists, who were forced to withdraw, have been intercepted", the ministry said, adding that the attackers "benefitted from outside expertise", without giving any further details.

A jihadist insurgency has plagued Africa's Sahel region for more than a decade, breaking out in northern Mali in 2012 before spreading to neighbouring Niger and Burkina Faso in 2015.

The "three borders" area between Niger, Mali and Burkina Faso is regularly the scene of attacks by militants affiliated with the Islamic State group and Al-Qaeda.

The violence has fuelled military takeovers in all three countries, with Niger the latest to fall to a coup on July 26 that ousted Mohamed Bazoum, its democratically elected president.

In August, at least 17 Nigerien soldiers were killed and 20 wounded in an attack by suspected jihadists near the border between Niger and Burkina Faso.

At least nine miners were killed after a shaft in a Zimbabwean gold mine collapsed, an engineer at the site and the miners federation said Saturday.

"Four bodies have been recovered so far" and five others are still stuck under rubble, Henrietta Rushwaya, president of the Zimbabwe Miners Federation, told AFP.

Mine engineer Hussein Phiri confirmed to AFP that rescuers had located the bodies of the five miners stuck under the rubble.

"We can clearly see (five) bodies," he told AFP. "We are convinced all of them are dead."

"It is however difficult to retrieve the bodies because the mine is still collapsing. Each time we try is becoming a threat to our lives as well."

The accident occurred on Friday in Chegutu, about 120 kilometres (75 miles) west of the capital Harare, state television ZBC said, at the Bay Horse Mine.

The Southern African country's Minister of Mines, Soda Zhemu, who had come to oversee the rescue efforts, confirmed that 21 miners had escaped.&nbsp;

On Friday morning, "immediately after the collapse, 13 people managed to get out of the mine unharmed", the minister said.&nbsp;

"During the night, eight others were rescued."&nbsp;

The minister and the engineer also reported that three other miners were thought to be missing, but their whereabouts were unknown.&nbsp;

On Saturday afternoon, several hundred local residents watched in anguish as rescue workers tried to retrieve bodies from the mine.&nbsp;

Women wept as they waited for their husbands or sons to be pulled from the rubble.

"I'm heartbroken," said Vimbai Muchena, 38, whose son was trapped underground.

Johannes Nyautete, 33, was among the miners who escaped the mine.

"The mine started collapsing as soon as I landed on the underground tunnel which starts about 250 metres from the ground. It was around 10 am on Friday," he said.

"We then saw some of our colleagues rushing out of the tunnel and we escaped together.

"It was a traumatising experience."

He said the mine collapsed because there were no safety pillars.

Earlier reports from ZBC had suggested that as many as 18 people could be buried underground.

But Rushwaya said that "at the time of collapse, 13 people were pushed out, alive... and another eight were rescued alive."

The southern African nation has vast reserves of platinum, diamonds, gold, coal and copper. Due to the floundering economy, illegal mining is rife and often takes place under dangerous conditions.

Accidents are common. In February 2019, 24 miners died when an abandoned pit flooded after torrential rains in central Zimbabwe.

Libya's chief prosecutor has taken the initiative to investigate the recent collapse of the two dams that led to catastrophic floods, focusing on whether improved maintenance practices could have prevented this disaster, media reports said. “I reassure citizens that whoever made mistakes or negligence, prosecutors will certainly take firm measures, file a criminal case against him, and send him to trial,” Libya's Attorney General Al-Siddiq Al-Sour said at a news conference.&nbsp; 
 
He disclosed that approximately $8 million had been allocated for dam maintenance. The allocation and spending of maintenance funds will also be investigated.

This comes as the United Nations, on September 14, highlighted that many deaths in Libya's Derna resulting from the floods could have been averted if early warning and emergency management systems had been functioning properly.

In the aftermath of heavy rains brought by Mediterranean storm Daniel, eastern Libya experienced widespread flooding. This led to the collapse of two dams near the port city of Derna earlier in the week, resulting in severe damage to a quarter of the area, which was subsequently declared a disaster zone.

Media reports quoting&nbsp;Libya's Attorney General Al-Siddiq Al-Sour said that decades-old studies revealed cracks in the two dams. The dams were primarily built to safeguard the city from floods.

These studies indicated cracks and subsidence that could have eventually led to dam collapse, said Al-Sour.

The head of the International Energy Agency urged the United States and China to set aside their differences and align on climate change, warning in an interview Monday that "geopolitical fractures" risked holding back the clean energy transition.

Speaking at the African Climate Summit in Nairobi, Fatih Birol told AFP that these international rifts, partly stoked by Russia's invasion of Ukraine, are "becoming more and more pronounced".

"When I look at the future of energy and climate, I see that the best and most optimistic agenda is that clean energy is set to dominate the game," he said.

But he said despite this change is happening, with more than 80 percent of the power plants built in the world last year focusing on renewable energy.

Birol said Africa was primed to play a "pivotal" role in the energy transition, with huge renewable potential and some 40 percent of the critical minerals needed for batteries and hydrogen fuel cells.

Instead, he said the international community should focus on helping Africa realise its "huge potential".

He said it was an "injustice" that around half of the population on the continent did not have access to electricity, despite the fact that Africa hosts 60 percent of the world's best solar energy resources, with solar now the cheapest way to generate power.

Global tensions risk clean energy progress: IEA chief

Two individuals from Uganda are currently facing severe legal repercussions due to charges of "aggravated homosexuality," an offense that carries the death penalty under the country's recently enacted controversial anti-gay laws. The law has already sparked international outrage and drawn attention to the significant human rights concerns surrounding them.

One of the two cases involves a 20-year-old man residing in the Soroti district of eastern Uganda. He was charged on August 18 after being accused of engaging in "unlawful sexual intercourse" with a 41-year-old man who has a disability.

The spokesperson for the Director of Public Prosecutions, Jacqueline Okui, confirmed these charges.&nbsp;Last month in the Jinja district of eastern Uganda, another individual was accused of "aggravated homosexuality." The allegation was that this person engaged in a "sexual act with a child aged 12 of the same sex," as per Okui.

The military described August 26 elections as having not met the conditions for a transparent ballot. "In addition, irresponsible, unpredictable governance has led to a steady deterioration in social cohesion, threatening to drive the country into chaos," the military officer reasoned.&nbsp;

President Ali Bongo currently remains under house arrest, after the Central African state's election body announced that he had won a third term. The ousted president released &nbsp;video of himself in which he can be seen appealing to his 'friends' in the world to 'make noise'.&nbsp;

"I'm sending a message to all friends that we have all over the world to tell them to make noise for... the people here who arrested me and my family," he said in English.

"I'm at the residence and nothing is happening, I don't know what's going on. I'm calling (on) you to make noise," he added.

17 Niger army soldiers killed in ambush near Burkina Faso border

The Niger presidential palace has been blocked by soldiers of the Presidential Guard, local media reported on Wednesday (July 26).

Both AFP and Reuters news agencies claimed that their reporters on the ground saw military vehicles blocking the entrance to the presidential palace in the capital Niamey.

An official in the presidency told Reuters that staff inside the palace have been blocked from accessing their offices.

AFP reported quoting sources that Niger President Mohamed Bazoum has been detained by the Presidential Guard members, who have been given an "ultimatum" by the army.

Disgruntled members of the guard sealed off access to the president's residence and offices, and after talks broke down "refused to release the president," the source was quoted saying, adding: "The army has given them an ultimatum."

Bazoum, considered a close ally of France, was democratically elected in 2021.

Access to ministries next to the palace has also been blocked, the security sources told Reuters news agency.

On the other hand, streets in the capital Niamey appeared calm, despite the presidential palace remaining barricaded by security forces.

<h2>Repeated coup attempts&nbsp;</h2>

The movements of the military forces have triggered speculations whether the country is going to witness another coup d'état.

The landlocked West African nation has experienced four coups since independence from France in 1960 as well as numerous attempted ones.

The last coup occurred in February 2010, overthrowing then-president Mamadou Tandja. In fact, Bazoum has reportedly faced two coup attempts.

Just two days before Bazoum's inauguration, there was an attempt to overthrow him on March 31, 2021, local media reported.

The British media report citing sources also said that a memorandum of understanding is expected to be signed, on Sunday, with von der Leyen accompanying Italian and Dutch PMs Giorgia Meloni and Mark Rutte to Tunisia.&nbsp;

The so-called “macro-financial assistance” package was announced last month, with $1 billion (900 million euros) directed towards helping Tunisia’s economy.&nbsp;

The rest will be divided into a reform agenda set by the International Monetary Fund (IMF) and a partnership with Tunisia to combat people smuggling, human trafficking and the continuing tragedies in the Mediterranean Sea.&nbsp;

This comes weeks after Tunisian President Kais Saied rejected the package and said that Tunis will not be the EU’s “border guard”.&nbsp;

Around 100 and 150 migrants including women and children are stuck on the border with Libya, said Romdane Ben Amor of the Tunisian Forum for Economic and Social Rights (FTDES), on Friday.&nbsp;

Some 165 migrants were abandoned near the border with Algeria and were later picked up without any specifications of by whom or where they were taken, he added. Amor said that migrants need to be provided with emergency accommodation after the bodies of two migrants were found and fear of finding more, in the upcoming days.&nbsp;

Naila Zoghlami, head of the Tunisian Association of Democratic Women, said Saied’s remarks have given people “green light to do what they liked to migrants,” adding that women from sub-Saharan African countries told her organisation that they had been raped by Tunisians.

Senegal President Macky Sall ends speculation, rules out re-election bid after unrest

About 100 people lost their lives in Nigeria on Monday after a boat carrying them capsized in the Niger River in the state of Kwara. According to police and residents, the deceased victims hailed from nearby villages, who were returning from a wedding in the village of Egboti.

The boat was reportedly overpowered by huge river waves before smashing into a tree. Among the dead were several women and children. According to Associated Press, it was not clear whether there were any survivors.

Police spokesman Okasanmi Ajayi on Tuesday said, “What we gathered was there was a boat that capsized and about 100 people died.” 
 
According to local residents, many people died because the accident took place at 3:00 AM and they were not aware of it even after hours. Associated Press quoted a resident as saying, “Up till now, some dead bodies are still being searched [for].”

Expressing his deep concern, Archbishop Justin Welby wrote a letter to Archbishop Stephen Kaziimba, the Primate of Uganda, expressing his "grief and dismay" regarding the stance of the Church.&nbsp;

He emphasised that no province within the Anglican Communion should support such discriminatory laws, as they contradict the resolutions, teachings, and the very essence of the Gospel shared by Anglicans worldwide.

"There is no justification for any province of the Anglican Communion to support such laws: not in our resolutions, not in our teachings, and not in the Gospel we share."

Archbishop Welby acknowledged the historical context of colonial rule in Uganda and reassured that his appeal was not an attempt to impose Western values on the Ugandan Anglican community.&nbsp;

Instead, he emphasised that his intention was to remind "them of the commitments we have made as Anglicans to treat every person with the care and respect they deserve as children of God."

<h2>Archbishop Kaziimba's stance</h2>

As per Reuters, the Archbishop had previously expressed gratitude for the anti-gay law's enactment, claiming that homosexuality was being imposed on Uganda by "foreign actors... who disguise themselves as human rights activists".&nbsp;

He argued that such acts went against the religious and cultural beliefs of the Ugandan population.

<h2>Ugandan church and LGBT rights</h2>

The Church of Uganda, which represents approximately 36 per cent of the country's 45 million inhabitants, has been at the forefront of the Global Anglican Future Conference (GAFCON), a conservative group within the Anglican Communion.&nbsp;

In April, GAFCON had even announced a loss of confidence in Archbishop Welby due to his support for the blessing of same-sex unions in churches.&nbsp;

Nine people were killed in an attack claimed by al Shabaab Islamist militants at an upmarket restaurant in the Somali capital Mogadishu on Friday night, police said.

Those killed at the popular Pearl restaurant were six civilians and three soldiers, police said in a statement. Additionally, Abdikadir Abdirahman, director of Aamin ambulance service, said his group had carried 20 wounded people from the scene.

Security forces rescued 84 civilians while the fate of the attackers was unclear, the police statement said.

The Somali National News Agency said on Twitter that "security forces have successfully neutralised the al Shabaab militants responsible for the terrorist attack on the Pearl Beach Hotel in Lido Beach, Mogadishu".

On Saturday, debris from the restaurant was strewn around the blood-stained street. Window panes were shattered.

Hussein Mohamed, a waiter at another restaurant nearby, said he heard a blast followed by gunfire when the attack started.

"The whole area is cordoned off by security forces," he said.

Al Qaeda-linked al Shabaab said it was behind the attack.

Nine killed in restaurant attack in Somali capital

Sudan's warring parties fought in the capital on Friday after the collapse of talks to maintain a ceasefire and ease a humanitarian crisis.

Residents of Khartoum and Omdurman across the Nile said the army had resumed air strikes and was using more artillery. However, there was no sign the paramilitary Rapid Support Forces (RSF) was retreating from the streets and homes it had occupied, they said.

"We are suffering so much from this war. Since this morning there have been sounds of violence. We're living in terror. It is a real nightmare," said Shehab al-Din Abdalrahman, 31, in a southern district of Khartoum.

Seven weeks of warfare between the army and RSF have smashed up parts of central Khartoum, threatened to destabilise the wider region, displaced 1.2 million people inside Sudan and sent 400,000 others into neighbouring states.

The United Nations Security Council on Friday condemned attacks on civilians and called on the factions to cease hostilities and ensure humanitarian access throughout the country, according to a statement.

The United States and Saudi Arabia on Thursday suspended truce talks after a ceasefire they had mediated fell apart, accusing both sides of occupying homes, businesses and hospitals, carrying out air strikes, other attacks and making prohibited military movements.

Washington imposed sanctions on businesses belonging to the army and RSF and threatened more action "if the parties continue to destroy their country", a senior U.S. official said.

The army said on Friday it was "surprised" by the U.S. and Saudi decision to suspend the negotiations after it had made proposals for implementing the agreement, blaming the RSF for breaching the truce. The RSF on Friday blamed the army for the talks' collapse, accusing it of repeated violations.

Sudan's ambassador to Washington, Mohamed Abdallah Idris, said the government and army remained committed to the truce and any penalties should be "imposed on the party that did not abide by what it signed" - a reference to the RSF.

<h2>Refugees flee to Chad</h2>

Since the overthrow of longtime ruler Omar al-Bashir in 2019, Sudan's government has been headed by a sovereign council under army chief General Abdel-Fattah al-Burhan with the RSF head Mohamed Hamdan Dagalo, known as Hemedti, as his deputy.

After they went to war on April 15 Burhan said he had dismissed Hemedti from the council, and government departments have remained aligned with the army.

Outside Khartoum, the worst fighting has been in the Darfur region, where a civil war in which about 300,000 people have been killed has simmered since 2003.

More than 100,000 people have fled militia attacks in Darfur in the west to neighbouring Chad since the latest fighting began, and the numbers could double in the next three months, the U.N. refugee agency UNHCR said on Thursday.

A truce was aimed at enabling aid to be delivered to civilians caught in the war that has disabled power and water networks, ruined hospitals and hampered food distribution.

Aid workers in Sudan say fierce fighting, rampant looting and reams of red tape are hampering aid. The United Nations called on all parties to respect humanitarian work.

Egypt and Qatar will work together on humanitarian support for refugees, Egypt said on Friday.

The WFP said it had recorded losses of more than $60 million since the fighting began. The UNHCR said two of its offices in Khartoum were pillaged and its warehouse in El Obeid was targeted on Thursday.

Khartoum residents are bracing for more problems.

"Since yesterday one telecom network has been down. Today another one is down. The power is out but the water has come back. It's like they're alternating forms of torture," said Omer Ibrahim, who lives in Omdurman.
