The man who stabbed a tourist to death near the Eiffel Tower in Paris swore allegiance to the Islamic State group in a video posted on social media, French anti-terrorist prosecutors said Sunday.

Known to the authorities as a radicalised Islamist who had social media connections to perpetrators of other recent attacks in France, the attacker Armand Rajabpour-Miyandoab had also been subject to close psychological surveillance for mental health issues, senior prosecutor Jean-Francois Ricard told reporters.

He added that the man's mother had reported concerns about him as recently as October, but there was insufficient proof at the time to take legal action.

The attack late Saturday came as France is at its highest alert level against the background of the ongoing war between Israel and Hamas and following a series of apparent lone-wolf attacks in the country.

Identified as Armand Rajabpour-Miyandoab, the knife attacker is a French national, born in 1997 to Iranian parents.

He killed a 23-year-old man, identified as a German-Filipino citizen, with two blows from a hammer and four from a knife at around 9:30 pm (2030 GMT).

Shouting "Allahu Akbar" ("God is greatest"), Rajabpour-Miyandoab fled over the Bir Hakeim bridge across the river Seine after a taxi driver intervened.

Meeting a police patrol on the other side, he claimed to be wearing an explosive belt before running again, striking two passers-by -- a 66-year-old British citizen and a 60-year-old French person -- with the hammer.

He was finally stopped with two shots from a taser and taken into custody.

Ministers led by Prime Minister Elisabeth Borne gathered for a security meeting on Sunday, with the head of government writing on X, formerly Twitter, "We will not give in to terrorism."

<h2>Contact with other attackers&nbsp;</h2>

"In late October 2023, the mother of the attacker reported concerns about her son's behaviour, as he had turned in on himself. But there was nothing allowing for a new prosecution," Ricard said.

An X account opened by Rajabpour-Miyandoab in early October showed "many posts about Hamas, Gaza or Palestine more generally", he added.

It was there that the attacker posted a video in Arabic presenting himself as an Islamic State fighter based in Afghanistan.

"In this video, he swore allegiance to the Islamic State and expressed his support to jihadists... in Africa, Iraq, Syria, the Sinai... Yemen or Pakistan," Ricard said.

Rajabpour-Miyandoab, whose family is not religious, converted to Islam at 18 and began consuming vast amounts of IS propaganda, according to prosecutors.

He had plans to join the Islamic State group in Iraq or Syria in 2016 and was friends on Facebook with a man who went on to kill two police officers in their home in Magnanville, outside Paris -- although the two did not exchange messages.

Later that year, he was arrested for planning an attack, eventually serving four years in prison and under close watch following his release.

That surveillance was reinforced based on his social media contacts, including with the future killer of teacher Samuel Paty, beheaded outside his school in 2020 by an Islamist attacker.

Rajabpour-Miyandoab was also under compulsory psychiatric treatment for mental health troubles until April this year, Ricard said.

Health Minister Aurelien Rousseau had earlier said Rajabpour-Miyandoab was "being monitored in a way that did not mean he was hospitalised" for his mental health issues.

"As often in these cases, there's a mixture of an ideology, an easily influenced person and, unfortunately, psychiatry," he added.

As well as Rajabpour-Miyandoab himself, three people were being held in custody on Sunday afternoon, Ricard said, "belonging to the family or the social circle of the perpetrator".

<h2>High tensions&nbsp;</h2>

Following Sunday's security meeting, Interior Minister Gerald Darmanin urged that authorities "should be able to request (or) demand compulsory treatment" for people with mental health issues who are believed to be radicalised.

France remains "under the threat of radical Islamism for the long term", Darmanin added, calling for "a very strong penal response".

France has suffered several attacks by Islamist extremists, including the November 2015 suicide and gun attacks in Paris claimed by the Islamic State group in which 130 people were killed.

There had been a relative lull in recent years, even as officials have warned that the threat remains.

But tensions have risen in France, home to large Jewish and Muslim populations, following Hamas'&nbsp;unprecedented attack on Israel on October 7 and Israel's subsequent bombardment of the Gaza Strip.

One thing is for sure, Kissinger had firm control over&nbsp;US foreign policy as secretary of state during the years of President Richard Nixon. The two were&nbsp;close, although there were differences between them regarding matters related to&nbsp;some world conflicts.

<h2>The Nixon doctrine</h2>

The so-called 'Nixon doctrine' of US policy can safely be called Nixon-Kissinger doctrine, such was Kissinger's influence. This approach was announced by President Nixon in 1969. This doctrine said that the US should help its allies with economic and military aid when a conflict occurs and should avoid sending US troops. Nixon even said that the United States could no longer afford to defend its allies fully. The US would of course uphold treaty obligations but would also expect allies to contribute for&nbsp;their own defence.

However,&nbsp;Nixon assured the allies that US nuclear assets would continue to protect them in case of a nuclear threat.

The Nixon doctrine was announced at the time of the Vietnam War. And in contradiction to what the doctrine said, US troops were already involved in the conflict.

Although Nixon announced the doctrine, the US did not fully adhere to it as seen in the invasions of Cambodia (1970) and Laos (1971).

Henry Kissinger was called a realist who put stock in realpolitik, that is, taking decisions on practicality and real situations rather than on moral considerations.

Kissinger was credited with some of the major foreign policy successes.

<h2>Rapprochement with China</h2>

China and the US have sparred over Taiwan for decades. During Kissinger's time, China was emerging as a formidable global power but he remained firm on his position that Taiwan was not a part of the Chinese territory.

Kissinger developed what is called 'triangular diplomacy' and sought to align the US with China to form a semblance of coalition against China's Communist rival Soviet Russia, which was a US adversary too.

Though US and China's position&nbsp;on Taiwan was poles apart, Kissinger's diplomatic efforts with top Chinese leadership resulted in the groundbreaking 1972 summit between Nixon, Chinese Premier Zhou Enlai, and Chinese Communist Party Chairman Mao Zedong.

<h2>Detente with Soviet Union</h2>

America's efforts to draw closer to China did not mean it abandoned the policy of stabilising relations with the Soviet Union.&nbsp;Kissinger had a part to play in this.

He developed a policy with the aim to establish&nbsp;warmer political ties with the Soviet Union. Kissinger's efforts eventually culminated in the revival of talks between the two superpowers to mutually reduce the size of their nuclear arsenal.

The US and Soviet Russia signed the Strategic Arms Limitation Treaty, SALT I and SALT II, in 1972 and 1979 respectively.

<h2>Shuttle diplomacy</h2>

So indelible is Kissinger's mark on the world and art of diplomacy that a separate term was coined to describe his efforts toward cessation of hostilities in the Arab-Israel war of 1973.

A shuttle diplomacy is when two mediating parties do not have direct contact and a mediator travels between the principal locations of each to carry on the negotiation. Kissinger's effort in the 1973 war, also known as the Yom Kippur War helped disengage the warring sides.

<h2>Kissinger and controversies</h2>

Kissinger was undoubtedly one of the most prominent diplomats of the 20th century. He&nbsp;shaped the contours of world politics and there&nbsp;are no two opinions to it. However, Kissinger's critics have at times&nbsp;called him a 'war criminal' because of the direct or indirect effects of his diplomatic strategies.

Although Kissinger was heavily involved in the diplomatic efforts surrounding the Vietnam War, some of his critics say that his efforts worsened the situation. He also faced flak for America's bombing of Cambodia, which was a noncombatant country in the context of the Vietnam War.

Nan Tian, a senior researcher at SIPRI said that there was an influx of new orders linked to the Ukraine war and some major American companies, including Lockheed Martin and Raytheon Technologies, received new orders as a result. "However, because of these companies’ existing order backlogs and difficulties in ramping up production capacity, the revenue from these orders will probably only be reflected in company accounts in two to three years’ time," Tian added. A Panamanian-flagged bulk carrier, M/V Number 9, also reported some damage to the vessel but didn't report any casualties after a missile attack from Yemen. M/V Sophie II, which also has Panama’s flag, said it was struck as well but reported no significant harm.

After remaining steady for almost 1,000 years, the Garisenda tower – also known as the 'leaning tower' - located in Bologna town of Italy is now facing the risk of collapsing because of excessive leaning, as per reports. 
 
Since the 14th century, the 150-foot tall tower has continued to lean at an angle of 4 degrees when officials made efforts to remove the top of the building to stabilise it. The iconic Tower of Pisa has been leaning at 5 degrees. 
 
Through the years, extensive work has been done by Italy to maintain the integrity of the tower. 
 
However, now the tower is excessively leaning and the officials have been forced to bring into action a civil protection plan. As per CNN, the tower now stands at risk of a "sudden and unexpected collapse".

The tower will now be surrounded with a metal cordon for containing the debris and decreasing the vulnerability of surrounding buildings, if it&nbsp;collapses. 
 
“A protective cordon will be erected to contain debris resulting from a possible collapse, to reduce the vulnerability of surrounding buildings and the exposure to the population, as well as blocking access to the off-limits areas," said the city council, in a statement. 
 
The scientific committee, which has been monitoring the site, since 2019 has issued the warning. Sensors were installed by the scientific committee to measure the ancient tower's movements. 
 
The committee stated that their readings recorded in October 2023 had triggered alarm bells, as reported by CNN.

<h2>Crushing compression observed in tower's base</h2>

The 'high alert' warning said that an "unexpected and accelerated trend" of "crushing compression" has been observed in the base of the tower. It added that the cracks present in the stones which are present in the base can expand the bricks which are placed above. 
 
As soon as the report was published, the area around the tower was shut down by the civic officials and all roads which were leading to it were closed down.

Earlier it was reported that the square which surrounds the medieval “leaning tower” in the Italian city of Bologna will remain closed for “a few years” as concerns regarding too much tilting of the 12th-century structure increased. 
 
The city’s mayor Matteo Lepore had said it was necessary to close Piazza di Porta Ravegnana so as to “save” the Garisenda tower. “We’re not intervening because we think it could collapse at any moment, we’re intervening because we want to make it safe and restore it,” he added, as reported by The Guardian.

False bomb threats were received by 15 synagogues in the metro region of New York City early on Friday (Dec 1), which included two houses of worship in Brooklyn and five houses of worship in upper Manhattan, as per the NYPD and a Jewish security agency. 
 
The police said that the bomb threats were sent through email to five synagogues on the Upper East and Upper West sides, along with Hudson Heights, in Manhattan between 5:15 and 6 am&nbsp;local time and they warned of the presence of explosives inside the buildings, said police. 
 
Speaking to the Jewish Telegraphic Agency, director of the Community Security Initiative Mitch Silber said that intimidating emails were also sent to two synagogues in Brooklyn.

“There are multiple explosives inside the synagogue,” read one of the threats, as per the news agency. “These explosives will go off in a few hours and I will make history. I will make sure you all die,” it added.

<h2>Contact forms on websites of synagogues used to send mail: police</h2>

Speaking to the Jewish news agency, Silber said that most of the threats were sent using contact forms on the websites of the synagogues, and all those emails were not found credible. 
 
As per the police, the houses of worship in Manhattan which were targetted were the Park East Synagogue on East 68th Street near Third Avenue; the Stephen Wise Free Synagogue on West 68th Street near Central Park West; Congregation Rodeph Sholom on West 83rd Street near Central Park West; Congregation Ohab Zedek on West 95th Street near Columbus Avenue, and the Mount Sinai Jewish Centre on Bennett Avenue near Broadway.

Silber said that the early-morning hate campaign was aimed at forcing law enforcement to respond to the houses of worship while making interruptions in their operations. 
 
“They’re really just to disrupt, to intimidate,” Silber said while speaking about the threats, and adding that an investigation will be started and that “there should be consequences.” 
 
The threats were sent as the city saw an increase in antisemitic crimes so far this year, with nearly 275 such cases reported between Sunday and January 1, as per the latest NYPD data available. 
 
The figure marked a nearly 3 per cent increase in hate crimes with 268 of them which were targeted towards Jewish victims getting reported in 2022, according to the statistics. 
 
However, there has been an increase in reports of antisemitic offences in the city, especially since the start of the Israel-Hamas war in early October.&nbsp;

Islamic State militants claimed responsibility for a deadly bombing at a Catholic Mass in the Philippines on Sunday that killed at least four people and injured 50 others.

The attack was carried out in a university gymnasium in Marawi, a city in the south of the country besieged by Islamist militants for five months in 2017.

The Islamic State group, which wields influence in the country's south, said on Telegram its members had detonated the bomb.

Earlier on Sunday, before Islamic State's claim, Philippine President Ferdinand Marcos Jr condemned "the senseless and most heinous acts perpetrated by foreign terrorists". Police and the military strengthened security in the country's south and around the capital Manila.

In the ensuing five-month battle, Islamist fighters and Philippine forces killed more than a thousand people, including civilians.
