This year’s COP28 Summit is currently underway in the UAE, and it has been riddled with controversies right from the word go.

On November 21, Al Jaber—who happens to be the president and host of the Dubai-based COP28 as well as the CEO of the United Arab Emirates’ state oil company, Adnoc, set the cat among the pigeons with a string of incendiary comments that didn’t go down well with international climate activists.

“There is no science out there, or no scenario out there, that says that the phaseout of fossil fuel is what’s going to achieve 1.5C,” Al Jaber made this explosive statement after he challenged former Irish President Mary Robinson during a She Changes Climate event.

“Please help me, show me the roadmap for a phaseout of fossil fuel that will allow for sustainable socioeconomic development, unless you want to take the world back into caves,” he had added.

<h2>UAE’s damage control</h2>

The comments triggered a major global backlash, which has now prompted the all-powerful UAE leader to desperately win the confidence of the international community back.

“I respect the science in everything I do. I have repeatedly said that it is the science that has guided the principles or strategy as COP28 president. We have always built everything, every step of the way, on the science, on the facts,” Sultan Ahmed Al Jaber said during a press conference on Monday (Dec 4).

To UAE’s further embarrassment, a bombshell report released last week claimed that the host nation was utilising its hosting of the COP28 summit as an opportunity to strike oil and gas deals with at least 15 nations.

UAE leader holds damage control conference after making ‘no-science’ fossil claim

North Korea's Supreme Leader Kim Jong Un on Sunday (Dec 3) called on the country's women to have more children to halt a fall in the birthrate. Citing state media, the news agency Associated Press said on Monday that Kim's appeal was made during North Korea's National Mothers Meeting, the first of its kind in 11 years.&nbsp;

“Stopping the decline in birthrates and providing good child care and education are all our family affairs that we should solve together with our mothers,” Kim said in his opening speech as his government stepped up the call for the people to have more children.

Though it is difficult to get details on North Korea's population trends, South Korea assessed that North's fertility rate has declined steadily for the past 10 years, the report said.

South Korea's government statistics agency said that North Korea's total fertility rate, or the average number of babies expected to be born to a woman over her lifetime, was at 1.79 in 2022, down from 1.88 in 2014.

This decline was slower than South, whose fertility rate last year was 0.78, down from 1.20 in 2014.

In the 1970s-80s, North Korea implemented birth control programmes to slow post-war population growth. Seoul-based Hyundai Research Institute said in its report this August that the country's fertility rate recorded a major decline following a famine in the mid-1990s.

The institute said that given Pyongyang's lack of resources and technological advancements, it could face difficulties in reviving and developing its manufacturing industry if sufficient labour forces were not provided.

Recently, North Korea introduced a set of benefits for families with three or more children, including preferential free housing arrangements, state subsidies, and educational perks for children, state media reported.

An intense air offensive by Israel struck the south of the Gaza Strip on Monday (Dec 4) claiming the lives of dozens of Palestinians and wounding others.

As per news agency Reuters reports, the target of the air strikes also included areas where Israel had told people to seek shelter.

Israeli army and tanks also pushed the ground campaign against Hamas militants in the south of the enclave after having primarily acquired control of the northern area which is now devastated.

Israel had earlier on Monday ordered Palestinians to leave parts of Gaza's main southern city, Khan Younis. However, the residents complained of even those areas coming under fire where they were asked to go.

The explosions were seen close to residential areas in Gaza, according to Reuters, with many buildings going into total blackout due to lack of electricity.

At the United Nations, Secretary-General Antonio Guterres appealed to Israel to avoid further action that would worsen the already alarming humanitarian situation in Gaza.

"For people ordered to evacuate, there is nowhere safe to go and very little to survive on," UN&nbsp;spokesperson Stephane Dujarric said.

The United States also indicated that it expects Israel to avoid attacking areas that Israeli authorities have identified as "no-strike" zones in Gaza.

<h2>Indian national charged by US</h2>

The United States, last week, had charged Indian national Nikhil Gupta with murder-for-hire over a conspiracy to assassinate Pannun, who is a dual citizen of America and Canada, the US attorney's office in Manhattan said in a statement.

US Attorney Damian Williams announced charges against Gupta, who was arrested by Czech authorities in the month of June this year in conformance to the bilateral extradition treaty between the United States and the Czech Republic.

State Department spokesperson Mathew Miller on Monday said that Washington opposes any 'transnational oppression' across the world, adding that his remarks were not specifically made for India amid the indictment of Gupta.

"We oppose transnational oppression no matter where it occurs or, who might be conducting it. That's not a comment specific to India. That's a comment specific to any country in the world. With respect to this specific case, there's an ongoing law enforcement matter at issue here and we don't talk about those from this podium," Miller said at a media briefing in Washington DC on Monday.

"But I would say that, when this alleged incident was brought to our attention, we made very clear at the most senior levels of our government, the most senior levels of the Indian government, how seriously we would treat something like this. They have opened an investigation into the matter and we look forward to seeing the results of that investigation," the State Department spokesperson added.

The charges come after a senior Biden administration official earlier released a statement saying that the US had thwarted a plot to kill a Sikh separatist.

These accusations also come in the backdrop of Canadian Prime Minister Justin Trudeau alleging that the Indian government was involved in the killing of Canada-based Khalistani separatist Hardeep Singh Nijjar in British Columbia.&nbsp;

The United States on Monday (Dec 4) expanded its visa restriction policy for Ugandan officials involved in undermining democracy and repressing marginalized groups in Uganda.

It also unveiled a new policy for officials in Zimbabwe.

Secretary of State Antony Blinken released a statement saying that the US would refuse visas to current or former officials along with their family members in case they are found to be involved in "repressing members of marginalized or vulnerable populations" like the LGBT community.

"Today, I am announcing the expansion of the visa restriction policy to include current or former Ugandan officials or others who are believed to be responsible for, or complicit in, undermining the democratic process in Uganda or for policies or actions aimed at repressing members of marginalized or vulnerable populations," Blinken said on Monday.

"These groups include, but are not limited to, environmental activists, human rights defenders, journalists, LGBTQI+ persons, and civil society organizers," he said.

"I once again strongly encourage the government of Uganda to make concerted efforts to uphold democracy and to respect and protect human rights so that we may sustain the decades-long partnership between our countries that has benefited Americans and Ugandans alike," he added.

Uganda's anti-LGBTQ law, which is considered one of the harshest in the world, carries the death penalty for "aggravated homosexuality" in certain circumstances.

The White House officials on Monday (Dec 5) warned congressional leaders that halting the military aid to Kyiv would let Russian President Vladimir Putin "prevail" in Moscow's invasion of Ukraine.

"Congress has to decide whether to continue to support the fight for freedom in Ukraine as part of the 50-nation coalition that President (Joe) Biden has built or... ignore the lessons we've learned from history and let Putin prevail," National Security Advisor Jake Sullivan told reporters at the White House.

"It is that simple. It is that stark a choice, and we hope that Congress on a bipartisan basis will make the right choice," he said.

US President Joe Biden's budget director, Shalanda Young, wrote a letter to Republican House Speaker Mike Johnson stating that if military assistance runs out, it would "kneecap" Ukraine's battle against Russia's invasion.

In October, Biden had asked for a massive $106 billion national security package, including military assistance for Ukraine and Israel's war against Palestinian militant group Hamas.

However, the grant has been embroiled in divisions on Capitol Hill.&nbsp;

"There is no magical pot of funding available to meet this moment. We are out of money -- and nearly out of time," wrote Young.&nbsp;

"I want to be clear: without congressional action, by the end of the year we will run out of resources to procure more weapons and equipment for Ukraine," she added.

<h2>COP28 drafts over fossil fuels</h2>

On Tuesday (Dec 5), the UN released the latest draft of a global climate agreement which presented three options to tackle fossil fuels which ranged from phasing them out to not talking about it at all.&nbsp;

The latest draft is the second version of the negotiating document and sets the stage for the possible outcomes of the talks where nearly 200 nations will try to reach a consensus on a plan to take measures to curb the rising global temperatures.&nbsp;

The first option in the 24-page draft is “an orderly and just phase out of fossil fuels,” the toughest stance and seen as essential for low-lying island nations that are at risk from rising sea levels.&nbsp;

The second called for “accelerating efforts towards phasing out unabated fossil fuels,” which includes steps like phase-out of projects that lack the means to capture and store emissions and call for “rapid” reduction of fossil fuel use to achieve carbon neutrality in global energy production by 2050.&nbsp;

The third option would be no mention of a fossil fuel phase-out, a position reportedly supported by oil giant&nbsp;Saudi Arabia and China. On the other hand, the United States, the European Union’s 27 nations, and climate-vulnerable small island states are pushing for a fossil fuel phase-out.&nbsp;

Saudi Energy Minister Prince Abdulaziz bin Salman told Bloomberg that Riyadh – the world’s biggest oil exporter – would not agree to a “phasedown/out” of fossil fuels.

“Absolutely not,” he told the American media in Riyadh, adding, “I assure you not a single person – I’m talking about governments – believes in that.”

The overall carbon dioxide emissions reached a record high last year, and have plateaued in 2023 due to a slight drop from uses of land like deforestation, the report noted.&nbsp;

In 2023, the countries are reportedly expected to emit a total of 36.8 billion metric tons of planet-warming gas due to fossil fuels which is a 1.1 per cent increase from last year.&nbsp;

According to the report, emissions from burning coal, oil and gas all rose in 2023 and were driven by <a href="https://www.wionews.com/world/cop28-india-china-abstain-from-renewable-power-pledge-118-nations-sign-665671">China and India</a>. The emissions will also prove to be a setback in preventing global warming exceeding 1.5 degrees Celsius above pre-industrial times, said researchers.

“It now looks inevitable we will overshoot the 1.5C target of the Paris Agreement,” said University of Exeter’s Professor Pierre Friedlingstein, who led the research, as quoted by Reuters.

“Leaders meeting at <a href="https://www.wionews.com/world/explained-will-india-overcome-climate-challenges-and-spearhead-change-at-cop28-664493">COP28</a> will have to agree rapid cuts in fossil fuel emissions even to keep the 2C target alive,” he added.&nbsp;

At least 2,456 people tied to fossil fuel interests registered for this year’s summit, reported Kick Big Polluters Out (KBPO), an international coalition of climate activist groups citing UN registration data.&nbsp;

If taken as a group they outnumber “every country delegation” apart from Brazil and the UAE, said the coalition of groups, in a statement. Additionally, the fossil fuel lobbyists also outnumbered the 1,609 delegates from the 10 most climate-vulnerable countries combined.&nbsp;
