18 of 22 coaches of the Mumbai-Howrah passenger train derailed in Jharkhand this week, the third such accident in the last 6 weeks. The tragedy brought into focus again shortcomings in signalling technology on India's huge rail network, and a sense of misplaced priorities that have delayed deployment of the 'Kavach' system that will stop such mishaps.
