Penpa Tsering, Prez of Tibetan Govt in Exile confirms back channel talks with China

President of Tibetan government in exile Penpa Tsering has said that back channel talks have been happening & dismissed claims by Beijing that no such talks have happened. Speaking to our diplomatic correspondent Sidhant Sibal, he said,'China doesn't acknowledge, they are always in denial mode. They want to have the upper hand, they can dictate'.
