The Tibetan government in exile has officially confirmed engaging in back-channel talks with the Chinese government. President Penpa Tsering has said, "I have always admitted to having back channel, keep communication ongoing but at the same time if you look the Chinese leadership policies and programme inside Tibet which are all aims at eradication of National Identity from language to religion to political space." It has been over a year since these back-channel talks have started between the two sides.

President Tsering further emphasised, "We have to find some solution through the middle way policy which His Holiness proposed majority of the Tibetan support and is passed by the Tibetan parliament in exiled." The Middle Way Policy advocated by His Holiness the Dalai Lama seeks meaningful autonomy for Tibet within the framework of the Chinese political system.

However, President Tsering tempered expectations regarding the talks, stating, "We keep engaging with them but we don't have all expectations,"&nbsp;reflecting the uncertainties surrounding talks with the Chinese government.&nbsp;

The US budget 2023 or spending bill passed by the US Congress last week made a provision of $11 million for the Tibetan government in exile and Tibetan communities in India and Nepal. The budget made available "not less than $8,000,000" for programmes to promote and preserve Tibetan culture, language for Tibetan communities in India and Nepal and "not less than $3,000,000" for programmes to strengthen the capacity of the Central Tibetan Administration (CTA).

The support for the CTA or Tibetan govt in exile will be administered by the United States Agency for international development (USAID). It has also been suggested in the bill that was passed that USAID should consider supporting a project to provide housing for Tibetan refugee families in India. India has been hosting large Tibetan communities, many of whom left Tibet after it came under Chinese rule in the 1950s. Spiritual Guru, the Dalai Lama, has been staying in India in exile since 1959, when he left the region also known as the rooftop of the world.

The development is part of Washington's continuing policy to support the Tibetan issues. The US has been keen on a final negotiated agreement on Tibet between the Dalai Lama and the government in Beijing and to open a consulate in Lhasa, something unlikely to happen given Beijing's current policy.

Last year, US Secretary of State Blinken during his Delhi visit met Dalai Lama's representative Ngodup Dongchung while this year U.S. Special Coordinator on Tibet Uzra Zeya called on the Dalai Lama in Dharamshala, the hill station that hosts the Tibetan govt in exile.

Communist party believes in atheism. They say religion is poison, why do they want to interfere in our internal affairs?"

Responding to a question from WION at an event,&nbsp;Sangay, the political successor to Dalai Lama, explained, "for almost 1000 years, we the Tibetans have selected our own reincarnate lamas, including the Dalai Lamas. So we have the patent and copyright over the reincarnation. So we are the original and Chinese will have duplicate. Original original hota hai, duplicate, duplicate."

China, possibly keen to increase its influence on Tibetan Buddhism, has said that it will appoint the next Dalai Lama, the 15th in the line of succession. The current Dalai Lama is the 14th one and had to leave Tibet in 1959 after the region was occupied by China.&nbsp;

Asked if China could do a repetition of Galwan or Doklam border clashes with India, he said,&nbsp;&nbsp;"Very likely, 60 years ago after they occupied Tibet, they said, once we occupy Tibet as the palm, they will come after five&nbsp;fingers, right? What you saw in Doklam, is one of the five fingers. What you saw in Galwan is one of the five fingers, these kinds of incursions will continue. Ultimately, Chinese government policy is expansionist. These kinds of incidents will keep happening."
