A new document accessed by security agencies confirms links of a terror proxy with Pakistan's Inter-Services Intelligence (ISI). As per the agencies, the letter certifies Hizbul Mujahideen Chief Syed Salahuddin as 'bona fide' official of Pakistan's intelligence agency ISI.
