A government-appointed expert panel in Germany has submitted 56 recommendations to the family ministry, including a proposal to bar children under 13 from owning and operating their own social media accounts. The report, which also outlines tiered protection standards for teenagers aged 13–18, is intended to combat risks such as cyberbullying, exposure to extremist content, and the mental health impacts of addictive algorithmic feeds.
