Later, Adityanath participated in the birth anniversary celebrations of the Dalit icon at Ambedkar Mahasabha in Lucknow, where he was honoured with the title of 'Dalit Mitra'.

Addressing the public, Adityanath said, "The BJP government, under the leadership of Prime Minister Narendra Modi, has worked tirelessly for the emancipation and upliftment of Dalits by construction of more than 40 lakh toilets in the rural areas."

In a tweet, Adityanath said, "Babasaheb has made a number of provisions in the Constitution of India to remove social disparities and provide social justice to the oppressed sections of the society...Every citizen of India will always remain obliged towards the contribution of Babasaheb."

"Babasaheb struggled throughout his life for the rights of Dalits and oppressed sections of the society," he added.

The state government has organised several programmes to mark the day amid tight security to prevent any possible attempt at inciting violence, as several political parties have drawn up separate plans for the occasion.

Districts magistrates and superintendents of police have been asked to ensure peace and check any violence in their respective areas of jurisdiction, an official spokesperson said here.

District authorities have been directed by the home department to intensify patrolling to ensure that no loss of life and property takes place and clamp prohibitory orders wherever necessary, he said.

Meanwhile, <a href="http://www.wionews.com/india-news/ambedkar-statue-vandalised-in-greater-noida-heavy-security-deployed-130337">a statue of Ambedkar was found damaged in Richhpal Garhi village of Bisrakh</a> in Greater Noida Friday.

When villagers spotted the damaged statue, heavy police force was deployed in view of the tense situation.

Suniti Singh, SP (rural) said a case was registered against unknown persons for vandalism.

Singh said that the damaged statue was being replaced.&nbsp

Meanwhile, Police said the investigation will&nbsp;continue&nbsp;until the CBI takes over the case.

On Thursday, Home secretary held a press conference&nbsp;with other police officials in which the DGP&nbsp;&nbsp;referred to the accused as 'mananiy vidhayak'(honarable&nbsp;MLA).&nbsp;

"The arrest of Kuldeep Singh will decided by CBI as&nbsp;he is an accused and not a convict," DGP said during the press briefing.

The district magistrate of Unnao has also submitted a report to the state government on lapses on part of the district hospital in the custodial death of the victim's father.

Two doctors have&nbsp;been suspended for "negligence"&nbsp;in the case.

Based on the SIT report submitted by ADG Lucknow Zone Rajeev Krishna, the state government has also decided to suspend D K Dwivedi, CMS and Prashant Upadhyay, EMO.

"Disciplinary proceedings have been initiated against three doctors namely Manoj Kumar (ortho-surgeon), G P Sachan (surgeon) and Gaurav Agrawal (EMO) for laxity in giving proper medical care to the victim's father, both prior to judicial custody and on referral from jail to the district hospital while in judicial custody," he said the statement.

Circle Officer Safipur, Kunwar Bahadur Singh has also been suspended for negligence in handling the repeated complaints given by the victim

An 18-year-old woman had accused the BJP MLA of&nbsp;allegedly raping her. She&nbsp;further&nbsp;complained against police officers accusing them of mishandling her case.

The woman's father died in police custody on Monday after he was arrested for trying to self-immolate with his family outside Chief Minister Yogi Adtiyanath's Lucknow residence.

NCW issues notice to BJP MLA for 'no one can rape mother of three' comment

The Uttar Pradesh government on Wednesday ordered registration of an FIR against BJP MLA Kuldeep Singh Sengar in connection with the alleged rape of an 18-year-old woman in Unnao district.

It also ordered to hand over the twin cases of rape and the custodial death of the victim's father to the CBI.

A separate inquiry report has been submitted by DIG (Prison) Love Kumar on the conduct of the Unnao jail officials during the detention of the victim's father, said an official statement issued tonight.

The district magistrate of Unnao has also submitted a report to the state government on lapses on part of the district hospital.

Based on the SIT report submitted by ADG Lucknow Zone Rajeev Krishna, the BJP-led state government has decided to suspend D K Dwivedi, CMS and Prashant Upadhyay, EMO.

"Disciplinary proceedings have been initiated against three doctors namely Manoj Kumar (ortho-surgeon), G P Sachan (surgeon) and Gaurav Agrawal (EMO) for laxity in giving proper medical care to the victim's father, both prior to judicial custody and on referral from jail to the district hospital while in judicial custody," said the statement.

"Circle Officer Safipur, Kunwar Bahadur Singh has been suspended for negligence in handling the repeated complaints given by the victim," it said.

Congress communications in-charge Randeep Surjewala said the proposed fast by the BJP MPs led by the prime minister tomorrow was a "drama", adding that time has come for the PM to take 'sanyas' (retirement).

"It is only a photo opportunity. The BJP did not allow the parliament, the country's temple of democracy, to function when they were in the opposition and neither are they allowing it to function now when they are in power.

"Prime Minister ji, it is not the time to observe fast, in view of your failures... It is time to take retirement instead. If you do not wake up now, you should understand that the time of your retirement will come in 2019 when people will vote you out," he said.

Congress president Rahul Gandhi earlier today hit out at the Centre over the alleged rape of an 18-year-old woman by a BJP MLA and the custodial death of her father in Uttar Pradesh's Unnao district.

"The brutality unleashed on a father seeking justice for his daughter in Uttar Pradesh has shamed humanity. I hope the prime minister will soon observe a fast over the atrocities committed on women, failure of law and order and rising anarchy under the BJP rule," he tweeted in Hindi.

Gandhi also posted a purported video in which the victim's father is seen speaking against the BJP MLA.

The video, in which the victim's father alleged that he was mercilessly beaten up by the MLA's brother and others, went viral and was shown by several TV channels.

Surjewala said justice for women in BJP-ruled states had become a "mirage" as the "BJP's eco-system is influencing the legal process by building a false narrative".

"Exploiting the religion/caste of the rape victim, threatening her family, even killing her father is the new modus operandi of the vigilante groups mushrooming under the patronage of the BJP!

"Rampant abuse of political power to influence and subvert legal process and shield is the chief characteristic of the BJP which politically exploited the Nirbhaya rape case, and is now doing the same with rape cases in Kathua (J&K) and Unnao (UP)," he said.

Taking a dig at the BJP's popular slogans on saving the girl child, the Congress communications in-charge said, "'Beti Bachao' has now become 'Beti Ke Pita Ko Bhi Marwao' and the slogan of 'Bahut Hua Naari Par Vaar..' is now a cruel joke on the women of India".

He also hit out at the BJP-led Uttar Pradesh government for withdrawing a 7-year-old rape case against former MoS Chinamayanand in the Vajpayee government.

"If 'goondas' (hooligans) are going to be protected in this fashion by UP chief minister and the BJP government, he has no right to continue as the chief minister," Surjewala alleged.

"Ever since he (Adityanath) has taken over, number of rape cases have gone up by 36 per cent in the northern state. Incidents of rape between April 1, 2017 and January 31, 2018 stand at 15,000," he said.

The Congress leader also cited the data of National Crime Records Bureau (NCRB) stating that Uttar Pradesh topped the country in 2016 with 4,816 cases of rape. The other two states with the highest rates of crime against women were Maharashtra and Madhya Pradesh, both ruled by the BJP, he said.

My father has died and now they say action will be taken: Sister of UP rape victim

The Yogi Adityanath-led Uttar Pradesh government on Friday transferred 21 Indian Police Service (IPS) officers in the state in an administrative reshuffle.&nbsp;

Earlier on March 18, at least 43 IPS officers were transferred by the state government.

The 43 officers include five commissioners and District Magistrates (DM) of 17 districts including Gorakhpur DM Rajiv Rautela.

Today onwards till April 16, we are beginning this programme under which we will conduct vaccination drive against Japanese Encephalitis, and cleanliness drive and provision of pure water for prevention from acute encephalitis syndrome," Yogi told reporters at the programme launch here.

Under the programme, adequate medical care will also be ensured, along with imparting training to paramedical staff and pediatrics.

"Through this programme, we will be successful in eradicating Encephalitis from the state, and especially the 38 districts," he added.

The Chief Minister also launched the 'School Chalo Abhiyan'&nbspwhich will conclude on April 30. Under the programme, the state aims to help children get access to primary education.

Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday announced a corpus of Rs. 1,000 crores for promoting startups and entrepreneurial ventures.

In a progressive step towards fulfilling this mandate, the Government of Uttar Pradesh joined hands with the Federation of Indian Chambers of Commerce and Industry (FICCI) and also organised a roundtable discussion on disruptive innovations, startups and entrepreneurship at the Uttar Pradesh Investors Summit 2018.

Through this step, the government's objective is to enable incubators to identify and nurture disruptive technologies that can be used for the benefit of the state and scaling up the existing talent mine.

To concretise the policy, the event was attended by Sanjiv Saran, Additional Chief Secretary, IT and Electronics, Government of Uttar Pradesh, who announced the state government's aim to build the largest incubator in the country.

He further detailed the government's plan of seven new software technology parks equipped with mentors and mentees.

For this, the government has tied up with centres of excellence such as IIT Kanpur, IIM Lucknow, IT hubs and FICCI.

Nirankar Saxena, Deputy Secretary General, FICCI, elaborated on the crucial role of FICCI in this endeavour, of bringing in its global network and expertise in scaling up, promoting and commercialising the startups both in the domestic and international markets.

He also articulated that, through this partnership between FICCI and the Government of Uttar Pradesh, 10,000 new jobs can be created every year with 80 per cent focus on rural population and increasing farmers' income.

He further detailed the government's plan of seven new software technology parks equipped with mentors and mentees. For this, the government has tied up with centres of excellence such as IIT Kanpur, IIM Lucknow, IT hubs and FICCI. Nirankar Saxena, Deputy Secretary General, FICCI, elaborated on the crucial role of FICCI in this endeavour, of bringing in its global network and expertise in scaling up, promoting and commercialising the startups both in the domestic and international markets. He also articulated that, through this partnership between FICCI and the Government of Uttar Pradesh, 10,000 new jobs can be created every year with 80 per cent focus on rural population and increasing farmers' income. A number of farmers, however,&nbsp;have reported receiving reimbursements for as little as Rs 1.&nbsp;

UP Investors Summit: Business tycoons including Mukesh Ambani, Kumar Mangalam Birla and Gautam Adani attended the UP summit and signed 1,085 MoUs with the promise of bringing the investment of over Rs4.28 lakh crore in the state. If these projects are implemented successfully, it will lead to the creation of new jobs.

The pledges made at any investor summit however are only that -- promises. There is absolute no certainly the pledges will be honoured.&nbsp;

UP state board exams: As many as 10 lakh students of the 66 lakh-odd who registered for the Uttar Pradesh Board exams had skipped their papers, the highest in five years.

Despite the strictness of the state board, there were many reports of question paper leak.

Encounters of criminals: According to UP police, 44 criminals have been killed in 1,322 encounters between 20 March 2017 and 5 March 2018. Despite the uproar by leaders and activists, both Chief Minister Adityanath and Director General of Police O P Singh have made it clear that encounters with criminals were going to continue.

There have been a number of reports of allegedly fake encounters.&nbsp;

Slaughterhouse ban: Four days into office, the Adityanath-led government launched a crackdown on illegal slaughterhouses, prompting strong reactions from the meat traders. Besides unlicensed private slaughterhouses, many government-owned slaughterhouses too closed down due to license issues, leading to a severe shortage of meat in the state. People from the Kasai (butcher) community and meat traders were the ones who were severely hit by this decision.

UP was India&#39;s largest beef and buffalo meat exporter. The ban has played havoc with the local economy.&nbsp;

Anti-Romeo Squad: Adityanath installed the anti-Romeo squad soon after he came to the office with an aim to curb the incidents of eve-teasing, public attacks on women, molestation, harassment, and rape. With the government facing charges of moral policing, Adityanath had to order the squads to desist from harassing innocent citizens.

The anti-Romeo squads have naturally been accused of moral policing. They could also very easily put off young voters.&nbsp;

So why are two bypolls in Uttar Pradesh for the Lok Sabha such a big deal? After all, the BJP-led National Democratic Alliance government in the Centre has such a big majority that a couple of seats would not result in a big shift in fortunes for the government.

For one, the Opposition takes any win as a sign that the BJP&#39;s poll juggernaut can be stopped. They have had little cause to celebrate after 2014. The BJP led by Prime Minister Narendra Modi and party chief Amit Shah have notched up victory after victory - the only exceptions to the case being Delhi and Punjab - and now over 70% of India lives in BJP or BJP-ally-ruled states.

The other reason for such a keen interest in these polls is that both seats in Uttar Pradesh are prestige battles. The current Uttar Pardesh Chief Minister Yogi Aditya Nath represented Gorakhpur for five consecutive terms. He vacated the seat in 2017 after the BJP and its allies swept into power in Uttar Pradesh, winning 325 of the 403 assembly seats in the state. The Phulpur seat, once represented by India&#39;s first Prime Minister Jawaharlal Nehru, had been vacated by Keshav Prasad Maurya, who was state BJP chief and is currently the Deputy Chief Minister of Uttar Pradesh. Losing these seats would no doubt result in a loss of face for the party. In 2014, the BJP&#39;s victory margin in Gorakhpur was over 300,000 with Yogi Adityanath winning over half the votes polled. In Phulpur the margins were better for Keshav Prasad Maurya who polled 52% of the votes.

All Opposition parties would be keenly watching the Samajwadi Party-Bahujan Samaj Party experiment where they pooled their resources to combine against the BJP. This win may be the harbinger for a larger national alliance in 2019. The SP-BSP are not only combining their resources for bypolls but will also support one another in the Rajya Sabha polls later this month. President Macron, who visited the Taj Mahal with his wife Brigitte yesterday, was given a traditional welcome with showering of flower petals, a Shehnai recital and chanting of mantras before he took a decked-up boat which ferried him, PM Modi and the Uttar Pradesh Chief Minister between Assi and Dashwamedh ghats.

Artistes enacted scenes from Ramleela and the episode of first sermon by Lord Buddha to his five disciples while people gathered in large numbers along the ghats waving flags of India and France.

Between Assi ghat and Dashwamedh ghat where the boat ride culminated, cultural troupes showcased glimpses of Varanasi&#39;s cultural heritage.

Artistes also put up an impressive show before Macron and Modi from the open auditorium of the Deen Dayal Upadhyaya Trade Facilitation (DDU) Centre to the ghats. The two leaders walked hand in hand.

From the LBS International Airport, Macron reached the DDU centre where he visited the handloom and handicraft exhibition at the textile museum and witnessed &quot;Chitrakoot&quot;, a play based on Hindu scripture Ramcharitmanas which was staged in the open auditorium. The play showcased the life of Lord Ram during his 14-year exile.

The two arch-rivals in the Uttar Pradesh politics, Bahujan Samaj Party and the Samajwadi Party, have decided to come together to fight against the BJP in the upcoming by-polls in the state.&nbsp;

Polls in Gorakhpur and Phulpur Lok Sabha constituencies are scheduled to be held on March 11.

The seat in the two constituencies&nbsp;was vacated by Yogi Adityanath and his deputy chief minister Keshav Prasad Maurya in 2017.

Upendra Dutt Shukla will contest for BJP from Gorakhpur, Kushalendra Singh Patel will be its candidate from Phulpur.&nbsp;

He said that during the run up to the Gujarat Assembly elections, Rahul Gandhi was coronated as Congress President and that time itself he had said that the development would make the BJP&#39;s job easier.

A few days back, there was a very interesting news piece. In the town Shamli of western UP,&nbsp; two dreaded criminals walked into the office of Police Superintendent and handed over an affidavit stating that they were leaving the crime world once and for all and going forward they would earn their bread with honesty and hard work.

This very clip manifest the changes which are ushering in the largest state of the country ever since Yogi Adityanath took over the reign around 11 months back. For someone like me who was born and brought up in UP, this is news of huge significance.

In 2005, when Nitish Kumar became Chief Minister of Bihar for the&nbsp;first time, my friend from college, who is from Bihar called me and said: &ldquo; we finally have our man, when will you have?&rdquo;.

There is a background to the question asked by my friend. UP and Bihar&nbsp;are two of the largest states in India. Combined together, these two states are 1/4th&nbsp;of India. Regretfully, these are the two states, who paid the hefty price for the political turmoil over the past three decades. Both states were left lurching and in the abysmal state on all indexes of development and human life.

For UP, it was a sorry figure for a state which has spearheaded the political, social and even&nbsp;economic&nbsp;activities of the country since the colonial times.

The process of decline started in 1985 when a few months after Indira Gandhi&rsquo;s assassination, Congress swept the assembly polls in Bihar and UP (with other states as well) with Rajiv Gandhi as the Congress supremo and Prime Minister. Rajiv Gandhi subverted constitutional values in a very big way and state governments were only interested in keeping their master happy. In UP and Bihar, Congress governments were jaded and with pathetic or say nil governance. The game of musical chair for chief ministership was on as Rajiv Gandhi was sacking and appointing them&nbsp;on&nbsp;his whims. The result, Congress lost base rapidly and voters alienated with Congress.

1990 was one plummeted steeply in the five years during 1985-90, lost its total voter base in UP and Bihar. In UP, Mulayam Singh Yadav and Kanshiram made most of this situation and UP just got entrapped in caste-based politics with clear compartments of votes.

In UP, the deterioration was thick and fast in the new millennium. Mayawati had some hold on the governance during 2007-2012 but transparency was completely missing, financial irregularities were pervasive, and BSP cadre was busy in the organised loot from top to bottom.

But it was the rule of Samajwadi Party during 2003-07 and 2012-17, which hit UP the most. Corruption was rife and so was nepotism. Criminals got brazen political protection. As the epitome of worst of cast appeasement, each and every institution like Police, Public Service Commission, Public Works Department, etc, were disrupted and were flooded with people of just one caste. Once a transporter told his plight to me that how goons backed by political dispensation were robbing their fleets and drivers with sheer impunity. The corruption was at an unthinkable peak. A few years back, during the discussion with one supplier who used to supply consumables to UP&rsquo;s health department, it came out that he had to dole out Rs. 55,000 to babus and brokers for a billing of Rs. 1 Lakh. You can imagine what stuff a supplier would deliver after paying a 55% commission. This will also throw some light that how so many kids died in Gorakhpur Medical College a few months back.

The sign of revival was palpable, soon after Yogi took the reign in March 2017. He first attacked the UP&rsquo;s road, which was full of potholes. Then he came hard on illegal butcheries, which were an absolute menace and polluting environment in a big way (liberals ranted though on this and tried to give this a communal twist).

But Yogi&rsquo;s crackdown on criminals is his biggest achievement. Liberals are again ranting on possible human right&rsquo;s violation by Police but these liberals have little idea that how deep-rooted the problem of crimes is in UP. It warrants radical steps and Yogi is just doing that. It needs the shock therapy, which Yogi is providing.

Yogi is the man of action and his actions are decisive and bold. He recently cracked down on blatant cheating in UP Board examinations. To my surprise, I read a piece by a famous liberal, wherein Yogi was criticised that how Yogi is ruthless on cheaters and playing with the future of youth.

His investor summit in Lucknow has been encouraging on the first day itself on 21st&nbsp;Feb 2018. Narendra Modi who is the originator of this very Idea with his &ldquo;Vibrant Gujarat&rdquo; initiatives when he was Chief Minister of Gujarat himself was present and presided over.

So, finally, UP has its man, bit late albeit. Yogi has shown the glimpse that he can reinstate the lost glory of the largest state of the country.

Last but not the least, as UP send almost 15% of representative in the Lok Sabha, he is all important man for Modi and BJP as well in its run up to 2019. For the second term of Modi, UP would again play a decisive role and Yogi has the onus to deliver it, which he will.&nbsp;&nbsp;

Opinion: Yogi Adityanath is the man to root out crime in UP

Taking a jibe at the former Uttar Pradesh government he said that the past government in the state had earned a bad name due to corruption and crime. He also added that the situation was changed now.&nbsp;

The main accused in the killing of a Dalit student of Allahabad University has been arrested, police said today.

Vijay Shankar Singh was arrested from Sultanpur in the early hours today, Senior Superintendent of Police Akaash Kulhari said.

Dileep (26), a second year LLB student, was thrashed by a group on Friday following an altercation outside a restaurant. He succumbed to injuries two days later.

Four people have already been arrested in connection with the incident.

The Yogi Adityanath government came in for criticism from rival parties over the killing, with Samajwadi Party chief Akhilesh Yadav saying it showed Uttar Pradesh was in the &quot;grip of criminal elements&quot;.
