Ahead of the release of Sanjay Leela Bhansali's 'Padmaavat' on January 25, leaders of the Shree Rajput Karni Sena met Uttar Pradesh Chief Minister Yogi Adityanath on Monday and demanded a ban on the film in the state.

"I met the UP chief minister today (January 22) and demanded a ban on the film 'Padmaavat'," Karni Sena patron Lokendra Singh Kalvi told reporters after his 20-minute meeting with Adityanath here.

People will impose "janta curfew" in cinema halls in Uttar Pradesh if the movie is screened, he said.

Kalvi, who listed nearly 40 different objections with regard to the movie, demanded that films on the lives of Maharana Pratap, Shivaji and other eminent personalities be made.

"We urge the prime minister to ban the film and we are hopeful that he will meet our request. We hope that the Centre will act. We ask the public as to whether it is on the side of Padmavati or Alauddin Khilji. Whether it is on the side of Ram or Ravan?" he posed.

"The censor board must respect public sentiments. The Supreme Court is supreme, there is no doubt in that. CBFC is also no less supreme, and it should have enquired from the state governments about the law and order. I told the CMs whom I had met that you are worried about the law and order situation, and I am concerned about 'Padmaavat'. The point of concern for both of us is same," Kalvi told reporters.

"The Supreme Court does not say that only Bhansali enjoys the right to freedom of expression. We also have the right to protest. There will be 'janta curfew' in all the cinema halls across the country by the people. We are committed to ensuring that 'Padmaavat' is not screened in the country. Now what is janta curfew? Every cinema hall owner say that I will not screen the film, and every member of the public says that I am not going to watch the film," he said.

Kalvi's aide Himanshu, who too is a senior office-bearer of the outfit, told reporters, "We have only expressed our concerns before the chief minister today. All we want to say is that you are underestimating the simmering public anger against the film. In the last one-and-a-half years, we have forewarned Sanjay Leela Bhansali, the Centre and state governments in this regard."

Asked to comment on the outcome of the meeting with Adityanath, he said, "Yogi Adityanath is bound by the Supreme Court directive (restraining states from banning the screening of the movie), but in-principle and emotionally, he is with us."

Kalvi too spoke in the same vein.

Referring to a comment made by Ranveer Singh, Kalvi said the film's actor had on July 28, 2016 told reporters, who had asked him about playing Khilji in the period drama, that he would accept any role which has two "intimate scenes" with Deepika Padukone, who plays Padmavati.

"What is their personal rapport, they may dance, play together, it is their prerogative (and) we are not bothered about it. But, we will certainly not allow this (intimate scenes) to happen between Alauddin and Padmavati," Kalvi said.

"Why should we tolerate this, and till when should we tolerate this? For the last 70 years, the Rajputs have been painted in bad light," he said, adding, "he (Sanjay Leela Bhansali) landed in a wrong place called Rajasthan, and was slapped... ."

Kalvi said he has told "my people in UP to collect donations (amounting to Rs 200 crore) to compensate, as the film will not be screened in the state".

"If Rs 200 crore seems a very big amount, then what would be the value of the sacrifice made by our forefathers," he asked the press.

"We do not say don't make 'Padmavat'. Make it and break the record of 'Baahubali'. Make films on Shivaji, Maharana Pratap and demolish all other records ... But we will not allow this (distortion of historical facts) and the supreme sacrifice of 16,000 women to be distorted.

"Our forefathers, whose anniversaries we celebrate, must be turning in their graves now thinking they sacrificed their lives and we, their descendants, can't even cry (over distortion of their history)," Kalvi said.

The Karna Sena patron informed the press that the outfit will not give any call for band on January 26 as it "respects the country".

Meanwhile, a large number of people waving saffron flags protested the scheduled release of 'Padmaavat' in front of the SRS Cinema Hall in Gorakhpur and also burnt an effigy of Bhansali as they chanted 'Jai Sri Ram'.

The protesters also submitted a memorandum to the district magistrate.

"The movie 'Padmaavat' is hurting the feelings of Hindus and we are against its release. We will keep on protesting against the movie and demand a ban on its release," a protester said.

The film has been been facing protests by the Karni Sena and other fringe groups over allegations that historical facts were distorted in the movie.

The movie, which was earlier titled "Padmavati", will now be released worldwide on January 25 with the new title suggested by the censor board.

The film, which also stars Shahid Kapoor as Maharawal Ratan Singh, was originally slated for release on December 1 last year but was postponed as the makers did not get a certificate from CBFC till then.

The film is based on the saga of the historic 13th century battle between Maharaja Ratan Singh and his army of Mewar and Sultan Alauddin Khilji of Delhi.

The Supreme Court had earlier paved the way for the all- India release of "Padmaavat" on January 25 and stayed notifications and orders issued by Madhya Pradesh, Rajasthan and Gujarat -- all ruled by the BJP -- prohibiting exhibition of the film in their states.

The apex court had also restrained other states from issuing any such notification or orders banning the screening of the movie.

A police station in Lucknow has been painted saffron after parks and dividers were painted in the state last month.

The latest government building to get a saffron coat is Gomti Nagar police station, which is one of the poshest areas in the state capital. A temple is yet to be built in the area as well.

From Chief Minister Yogi Adityanath's office to various other spots, the colour has become a defining feature of the state.

The state has been draped in saffron hue ever since the Yogi Adityanath-led BJP government came into the power.

Last month, the boundary wall of Haj Committee's office in Lucknow was painted in saffron colour. The wall was later repainted by the Haj committee, prompting the Uttar Pradesh government to demand a clarification from the UP Haj Committee.

Last year, the chief minister flagged off a fleet of 50 buses that were painted saffron. The education department had distributed saffron school bags in government primary schools, to replace the ones that featured former CM Akhilesh Yadav’s photograph.

Booklets that were distributed to mark 100 days and six months of the Adityanath government were saffron in colour as well. The information diary of the state government, which contains details of various officials, is also saffron.

Amid controversy over encounter killings in Uttar Pradesh, Chief Minister Yogi Adityanath has said that those who believed in the language of the gun, should be answered in the same manner.

His remarks came amid criticism over the rising cases of encounters in the state.

"Everyone should be guaranteed security, but those who want to disturb the peace of the society and believe in the gun should be given the answer in the language of the gun itself. I would tell the administration, that there is no need to worry on this," Adityanath said here.

Earlier, speaking to reporters in Lucknow on the uproar by the opposition in the state Assembly over various issues during the customary address of Governor Ram Naik, he said, "The opposition leaders'...Rude, unparliamentary, indecorous and indecent behaviour...Is despicable."

"This type of behaviour shatters the parliamentary tradition ... Paper balls were thrown, balloons were flown. The use of foul language for the governor by the Samajwadi Party members in the presence of their leaders is indeed unparliamentary and a despicable act," he had said.

The behaviour pointed to the anarchy that was there in the state under the earlier rule, Adityanath added.

"These people are yet to come out of their mindset of anarchy -- which they had allowed in the state -- and they do not want the House to be free from that anarchy," he said.

The Uttar Pradesh chief minister yesterday inaugurated the Gorakhpur Industrial Development Authority building and LED road lights from Kalesar to Nausad Chauraha and also laid the foundation stone of a government polytechnic college in Hardi village of Sahjanwa area of the district.

He said, "Development is the only way for prosperity. With the polytechnic becoming operational, youth will be able to get a technical education in their area. If we want to stop migration from villages, we need to develop the villages."

Taking a jibe at the previous state governments, he said, "Previous state governments were more interested in appeasement and vote bank politics. The Samajwadi Party government was more interested in slaughterhouses and we are interested in development."

"At the place where the SP government had wanted to open a slaughterhouse, we will open the gateway of development. After 26 years, the fertiliser workshop opened," he added.

The police arrested the second accused in the Chandan Gupta murder case on Tuesday. The arrestee is the resident of Mohalla Nawab of Kasganj. The police have also recovered a country-made pistol and two cartridges from him. The police had already arrested the prime accused of the case on January 31. On February 3, another accused in connection with the case was arrested. Chandan Gupta died on January 26, after being hit by a bullet in a clash that broke out during an unauthorised Tiranga Bike rally by activists from ABVP and Vishwa Hindu Parishad. The rally was organised to mark the Republic Day celebrations. According to reports, the rally was organised without any prior permission from administration and clash occurred when another group objected to the slogan that was raised by the participants of the motorcycle rally. Taking their long-standing spat to a new level, Uttar Pradesh Chief Minister Yogi Adityanath today accused his Karnataka counterpart Siddaramaiah of killing Hindus, and Congress chief Rahul Gandhi of instigating communal rift through his numerous temple visits during the Gujarat Assembly election, and his proclamation of being a Hindu.

The over-a-minute-long video, posted on Uttar Pradesh BJP's Twitter handle sarcastically retorts to Siddaramaiah's recent statement about him being a Hindu, and shows pictures of 12 Hindus, who were killed in the last two to three years in Karnataka.

"But when questioned by Yogi, he (Siddaramaiah) calls himself a Hindu," states the video.

The Supreme Court today expressed anguish over the criticism that it was trying to "run the government", saying the judiciary is blamed if it points out that the executive is not doing its job.

The stinging remarks by the apex court came when it was hearing a matter relating to providing shelter to the urban homeless in the country, during which it took the Uttar Pradesh government to task, saying "your machinery appears to have failed".

"If you people cannot work, say so, that you are not able to do it," a bench of Justices Madan B Lokur and Deepak Gupta said.

"We are not the executive. You do not do your work and when we say something, we are criticised by everybody in the country that we are trying to run the government, run the country," the bench said.

The court said the Deendayal Antyodaya Yojana-National Urban Livelihood Mission (NULM) scheme has existed since 2014 but the Uttar Pradesh government has virtually done nothing.

The bench told Additional Solicitor General (ASG) Tushar Mehta, who was appearing for Uttar Pradesh, that the authorities should keep in mind that this matter related to human beings.

"There are a few things. We are talking about human beings who have no place to stay. Those who have no place to stay have to be given place to live," the court said.

ASG Mehta said the state was alive to the situation and was doing its best to provide shelter to urban homeless.

The court also mulled over the issue of having state-wise committees to deal with the issue relating to urban homeless and implementation of the NULM as suggested by the Centre.
The Centre has suggested to the apex court that it could be appropriate if a two-member committee was appointed in each state to deal with these issues.

On hearing the submissions, the bench asked the Centre to coordinate with the state governments to suggest names of officer, who has retired from the level of secretary at the Centre, a senior official of the urban development department and a member from civil society who is sensitive to the issue. It said the petitioner should suggest the name of one person from the civil society.
The court asked them to do the needful within two weeks and posted the matter for hearing on February 8.

During the hearing, ASG Mehta referred to the vision document prepared by Uttar Pradesh government to deal with the issue of urban homeless and said that as per 2011 census, there were around 1.80 lakh urban homeless in the state.

He said a scientific study was going on to get the latest figure but the vision document has been prepared keeping in mind the data of 1.80 lakh such persons in the state.

The bench also asked the state about the funds given to it by the Centre under the scheme.

Meanwhile, advocate Prashant Bhushan, appearing for the petitioner, told the court that the "task was huge" in Uttar Pradesh as till date, the capacity of such shelter homes was only around 7,000 while the requirement was for 1.80 lakh.

Bhushan said the court could appoint a national level committee to look into these issues state-wise and then appraise the top court about it.

However, ASG A N S Nadkarni, representing the Centre, told the bench that they have suggested having state-wise committees.

The apex court had earlier expressed shock that welfare schemes were not being effectively implemented even after spending thousands of crore on them.

The court is first dealing with the status of three states -- Haryana, West Bengal and Uttar Pradesh -- among 11 and two Union Territories which have been highlighted by the apex court-appointed committee to oversee implementation of NULM across the country.

The petitioners had earlier referred to the report of the apex court-appointed committee headed by former Delhi High Court judge Justice Kailash Gambhir and said the number of shelter homes in these states were much less than what was required.

Supreme Court angry over criticism it is trying to run government

A Twitter war between Karnataka Chief Minister Siddaramaiah and his Uttar Pradesh counterpart Yogi Adityanath, mocking each other on the issue of development and governance, has gone viral on the internet.

Adityanath took part in the 'Nava Karnataka Parivartan Yatre' rally organised by the BJP's Karnataka unit here yesterday, as part of the party's ongoing state-wide 75-day campaign to "expose misdeeds" of the Siddaramaiah government.

Welcoming the Uttar Pradesh chief minister, Siddaramaiah tweeted that there's a lot Adityanath can learn from Karnataka to address the reported starvation deaths in his state.

"I welcome UP CM Shri @myogiadityanath to our state. There is a lot you can learn from us Sir. When you are here please visit an Indira Canteen & a ration shop. It will help you address the starvation deaths sometimes reported from your state. #YogiInBengaluru," Siddaramaiah tweeted.

The colour saffron is spreading even further across Uttar Pradesh with the latest victim being a nearly 80-year-old police station in Lucknow.

Parts of the Kotwali Qaiser Bagh police station were painted a light saffron on Saturday.

(This comes days after the boundary wall of the Haj office in Lucknow was also painted saffron. The wall was given back its old colour a day later with authorities blaming the contractor for the snafu.)

The Qaiser Bagh police station was built in 1939 and earlier sported the traditional colours of a police station -- red and yellow.

But some pillars and certain parts of the building have now acquired a bright saffron hue against a light cream background.

"The renovation had started almost two-and-a-half months ago as part of an annual programme," PTI reported inspector in-charge DK Upadhyaya as saying.

"The renovation work is incomplete as the labourers have recently stopped coming because of the intense cold," he added.

The other spots in the capital to have been painted saffron include Chief Minister Yogi Adityanath's office in October last year, and the state's buses.

The education department has also distributed saffron-coloured school bags in government primary schools, replacing the ones that earlier featured former chief minister Akhilesh Yadav's picture.

Official booklets that were distributed to mark 100 days and then six months of the Adityanath government had saffron covers and the information diary of the state government, which contains the contacts and designations of various officials, is also saffron.

Metro inauguration: UP Chief Minister Yogi Adityanath to visit Noida on Saturday to check arrangements

Uttar Pradesh Chief Minister Yogi Adityanath today lashed out at the Siddaramaiah government, alleging that the way Hindu and BJP workers are being "brutally" killed signified "a state of anarchy."

Adityanath also asserted at a party rally here that "no one can stop" BJP from forming the government in Karnataka in the Assembly polls, due early next year.

He accused the Congress of "insulting" India's rich tradition by showing respect to the 18th century Mysore ruler Tipu Sultan, whose birth anniversary celebrations by the government had triggered a huge controversy and sharp division of public opinion on the issue across the state.

Calling Karnataka "the land of Hanuman" and home of valour and courage which was ruled by the erstwhile Vijayanagara Empire, Adityanath said it was unfortunate that the Congress "instead of worshipping Hanuman and Vijayanagar was worshipping Tipu Sultan."

"This is the difference in mindset because Congress wants to implement across the country the mafia raj that Rahul Gandhi has inherited. Karnataka has to dismiss this, like Gujarat and Himachal have dismissed," he said, referring to the recent assembly polls in the two states where the BJP won.

"If Karnataka dismisses Congress in one go, no one else will come to worship Tipu Sultan," he said.

Adityanath was speaking at the "Parivarthana Yatra" rally organised by the state BJP as part of its programme to "expose the misdeeds" of the Congress government in the state.

Alleging that there is a law and order problem in the state, he spoke about "brutal killings" of Hindu and BJP workers.

He said, "the way in which Hindu and BJP workers are brutally killed and there is always a threat to their lives signifies the state of anarchy that exists in Karnataka under Congress rule."

Speaking about farmers' issues, the Uttar Pradesh chief minister said his government had waived loan worth Rs 36,000 crore benefiting about 86 lakh farmers, and they include loans borrowed from nationalised or cooperative banks.

He claimed that the Congress government wants to use farmer's money during elections and that is the reason it is not taking a firm decision on waiving the loan completely.

Pointing out that there is a protection to everyone and developmental works were happening in all the 19 BJP ruled states, he said: "Congress policy is divisive, aimed at dividing the society."

The people of Gujarat have chosen BJP for the sixth time keeping faith in Narendra Modi's development agenda and disapproving the Congress' "divisive" thinking, Adityanath said.

"We want the same thing to be repeated in Karnataka," he said.

"Congress does not believe in development, their belief is in dividing the society in the name of caste or religion," the chief minister said.

Appealing to the people to support BJP for the sake of Karnataka and its development, he said the Congress has always neglected the state by making lesser financial allocations.

"World over leaders want to replicate India's developmental agenda ushered in by Narendra Modi, but Congress which doesn't know what is development is laughing at it and is raising questions about it," he said.

With Congress at the helm, development cannot reach the ground level in Karnataka, Adityanath said.

"BJP alone can do it...Look at your excitement, I'm assured that no one can stop BJP from forming a government in Karnataka."

"I'm sure that by bringing BJP back to power in Karnataka you will make it clear that in India Hanuman, saints and great spiritual leaders will get worshipped, and not Tipu Sultan," he added.

State of anarchy in Karnataka, says Yogi Adityanath

Uttar Pradesh Chief Minister Yogi Adityanath attacked the Congress Party for their unparliamentary language, saying the outcomes of Gujarat and Himachal Pradesh state polls are a lesson for those who forget political courtesy.

Yogi stated that BJP's performance in both the states is a victory of Prime Minister Narendra Modi's policies and economic reforms.

"Gujarat and Himachal Pradesh results are a lesson to those who forget political courtesy and indulge in unparliamentary language. Those raising question mark on the Prime Minister will now have to accept his leadership," Yogi said.

"We, on behalf of the people of UP congratulate Modiji and Amit Shahji. It's victory of economic reforms. Modi's leadership has established country economically. Those who raised questions on Gujarat model should now look at the results. It's victory of policies of Modiji," he added.

Yogi reiterated that Congress President Rahul Gandhi showed casteist, divisive and despicable thinking during his campaigning for the state elections, ending up losing Himachal Pradesh, one of the strongholds of the Congress party.

The Chief Minister stressed that change in Congress leadership is a positive sign for the BJP and will help them win other Congress strongholds also.

During the elections campaigning, Rahul Gandhi had criticised the prime minister for ignoring the poor people and farmers and implementing policies to benefit only the rich people of this country.

Uttar Pradesh has become the first state to endorse the Centre's draft bill that makes instant triple talaq a cognisable and non-bailable offence.

The draft law, which provides for three years' imprisonment and a fine to a Muslim man trying to divorce his wife by uttering "talaq" three times, got the UP government's approval at a meeting of the state cabinet, chaired by Chief Minister Yogi Adityanath in Lucknow last night.

"The Centre's draft Bill on triple talaq has been endorsed by the Cabinet. The Centre had asked the states to send their respective views on it by December 10," UP government spokesman and cabinet minister Siddharth Nath Singh said.

Uttar Pradesh has become the first state to give its nod to the proposal, which is to be introduced as a bill in the Winter session of Parliament beginning next week, an official said. There have been 177 reported cases of instant talaq before the judgment and 66 after the Supreme Court order this year."...Uttar Pradesh tops the list," he added.

As per the draft, triple talaq or talaq-e-biddat will be a "cognisable and non-bailable" offence punishable with three years imprisonment and the wife will be entitled to maintenance and the custody of children if they are minor. The Supreme Court had on August 22 struck down triple talaq, calling the Islamic practice unconstitutional and in violation of Article 14 of the Constitution, which provides for equality before the law.

The draft 'Muslim Women Protection of Rights on Marriage Bill' was sent by the Centre to the state governments for their views as the practice continued despite the Supreme Court striking it down. The draft was prepared by an inter-minister group headed by Home Minister Rajnath Singh.

The proposed law would only be applicable to instant triple talaq or 'talaq-e-biddat' and it would give power to the victim to approach a magistrate seeking "subsistence allowance" for herself and minor children. The woman can also seek the custody of her minor children from the magistrate who will take a final call on the issue.

Under the draft law, triple talaq in any form -- spoken, in writing or by electronic means such as email, SMS, and WhatsApp -- would be bad or illegal and void. The provision of subsistence allowance and custody has been made to ensure that in case the husband asks the wife to leave the house she should have legal protection.
