Four people, including a relative of a BJP MLA, have been arrested for allegedly extorting money from truckers in the Naraini police station area here.

Amid controversy over encounter killings in Uttar Pradesh, Chief Minister Yogi Adityanath has said that those who believed in the language of the gun, should be answered in the same manner.

His remarks came amid criticism over the rising cases of encounters in the state.

Those who believe in language of gun, should be answered in same way: Adityanath

The police arrested the second accused in the<a href="http://www.wionews.com/india-news/kasganj-violence-cm-adityanath-grants-rs-20-lakh-compensation-to-kin-of-bereaved-31017" target="_blank"> Chandan Gupta murder case</a> on Tuesday.&nbsp;

The arrestee is the resident of Mohalla Nawab of Kasganj.

The police have also recovered a country-made pistol and two cartridges from him.

The police had already arrested the prime accused of the case on January 31.&nbsp;

On February 3, another accused in connection with the case was arrested.&nbsp;

The police have also registered cases against Whatsapp group administrator Ram Singh and group member Ajay Gupta for spreading enmity.&nbsp;

Chandan Gupta died on January&nbsp;26, after being hit by a bullet in a clash that broke out during an unauthorised Tiranga Bike rally by activists from ABVP and Vishwa Hindu Parishad. The rally was organised to mark the Republic Day celebrations.

According to reports, the rally was organised without any prior permission from administration and clash occurred when another group objected to the slogan that was raised by the participants of the motorcycle rally.

Kasganj violence: Police arrest second accused in Chandan Gupta murder case

A gangster was killed and nearly two dozen criminals were arrested by police in 15 encounters in different districts of Uttar Pradesh during the past two days, a police spokesperson said Saturday.&nbsp;

The encounters took place in Bulandshahr, Shamli, Kanpur, Saharanpur, Lucknow, Baghpat, Muzaffarnagar, Gorakhpur, Hapur and Meerut.

&quot;As many as 24 wanted criminals were arrested and one gangster killed in 15 police encounters reported from 10 districts of the state over a span of 48 hours,&quot; the spokesperson said.

Gangster Inderpal, who carried a reward of Rs 25,000, was gunned down by the Special Task Force in the encounter in Naglakhepad jungle yesterday.

According to Superintendent of Police (STF) Rajiv Narain Singh, Inderpal was wanted in more than 30 cases of loot and murder in Uttar Pradesh and Uttarakhand.

The police also claimed to have recovered countrymade arms, ammunition, motorcycle, cars apart from cash which was robbed by the criminals.

The maximum number of encounters was reported from Bulandshahr and Shamli, where four and six criminals were arrested respectively.

Three of those arrested in Bulandshahr carried a cash reward for Rs 20,000 each on their head. Two encounters took place in Kanpur.

Yesterday, two suspected criminals and as many policemen, including a station house officer, were injured in an encounter in Gorakhpur.

The incident took place when Maneesh Yadav and Manoj Yadav were escaping after threatening a village head, police said.

Police said that a team was rushed to the spot after receiving a complaint from the victim.

Gangster Inderpal, who carried a reward of Rs 25,000, was gunned down by the Special Task Force in the encounter in Naglakhepad jungle yesterday. According to Superintendent of Police (STF) Rajiv Narain Singh, Inderpal was wanted in more than 30 cases of loot and murder in Uttar Pradesh and Uttarakhand. The police also claimed to have recovered countrymade arms, ammunition, motorcycle, cars apart from cash which was robbed by the criminals. The maximum number of encounters was reported from Bulandshahr and Shamli, where four and six criminals were arrested respectively. Three of those arrested in Bulandshahr carried a cash reward for Rs 20,000 each on their head. Two encounters took place in Kanpur. The festival will commence on the occasion of the birth anniversary of Swami Vivekananda and will go on from 12 January until 16 January.

The festival, organised by Ministry of Youth Affairs &amp; Sports, the government of India in collaboration with the state government of Uttar Pradesh will be held at Gautam Buddha University, Gautam Budh Nagar, Greater Noida.&nbsp;

The theme of this year&#39;s festival is &#39;Sankalp Se Siddhi&#39;, set with the aim to capitalise on the demographic dividend of young India, to capture the vibrancy and fresh perspective of youth and to pledge to accomplish the Goal of New India.

The function will see the participation of around 5,000 students, including volunteers from National Service Scheme (NSS) and Nehru Yuva Kendra Sangathan, from across the country.&nbsp;

The Supreme Court today expressed anguish over the criticism that it was trying to &quot;run the government&quot;, saying the judiciary is blamed if it points out that the executive is not doing its job.&nbsp;

The stinging remarks by the apex court came when it was hearing a matter relating to providing shelter to the urban homeless in the country, during which it took the Uttar Pradesh government to task, saying &quot;your machinery appears to have failed&quot;.&nbsp;

&quot;If you people cannot work, say so, that you are not able to do it,&quot; a bench of Justices Madan B Lokur and Deepak Gupta said.&nbsp;

&quot;We are not the executive. You do not do your work and when we say something, we are criticised by everybody in the country that we are trying to run the government, run the country,&quot; the bench said.&nbsp;

The court said the Deendayal Antyodaya Yojana-National Urban Livelihood Mission (NULM) scheme has existed since 2014 but the Uttar Pradesh government has virtually done nothing.&nbsp;

The bench told Additional Solicitor General (ASG) Tushar Mehta, who was appearing for Uttar Pradesh, that the authorities should keep in mind that this matter related to human beings.&nbsp;

&quot;There are a few things. We are talking about human beings who have no place to stay. Those who have no place to stay have to be given place to live,&quot; the court said.&nbsp;

ASG Mehta said the state was alive to the situation and was doing its best to provide shelter to urban homeless.&nbsp;

The court also mulled over the issue of having state-wise committees to deal with the issue relating to urban homeless and implementation of the NULM as suggested by the Centre.&nbsp; 
The Centre has suggested to the apex court that it could be appropriate if a two-member committee was appointed in each state to deal with these issues.&nbsp;

On hearing the submissions, the bench asked the Centre to coordinate with the state governments to suggest names of officer, who has retired from the level of secretary at the Centre, a senior official of the urban development department and a member from civil society who is sensitive to the issue. It said the petitioner should suggest the name of one person from the civil society.&nbsp; 
The court asked them to do the needful within two weeks and posted the matter for hearing on February 8.&nbsp;

During the hearing, ASG Mehta referred to the vision document prepared by Uttar Pradesh government to deal with the issue of urban homeless and said that as per 2011 census, there were around 1.80 lakh urban homeless in the state.&nbsp;

He said a scientific study was going on to get the latest figure but the vision document has been prepared keeping in mind the data of 1.80 lakh such persons in the state.&nbsp;

The bench also asked the state about the funds given to it by the Centre under the scheme.&nbsp;

Meanwhile, advocate Prashant Bhushan, appearing for the petitioner, told the court that the &quot;task was huge&quot; in Uttar Pradesh as till date, the capacity of such shelter homes was only around 7,000 while the requirement was for 1.80 lakh.&nbsp;

Bhushan said the court could appoint a national level committee to look into these issues state-wise and then appraise the top court about it.&nbsp;

However, ASG A N S Nadkarni, representing the Centre, told the bench that they have suggested having state-wise committees.&nbsp;

Yogi Adityanath's Twitter war with Karnataka CM Siddaramaiah goes viral

The colour saffron is spreading even further across Uttar Pradesh with the latest victim being a&nbsp;nearly 80-year-old police station in Lucknow.

Parts of the Kotwali Qaiser Bagh police station were painted a light saffron on Saturday.

(This comes days after the boundary wall of the Haj office in Lucknow was also painted saffron. The wall was given back its old colour a day later with authorities blaming the contractor for the snafu.)&nbsp;

The Qaiser Bagh police station was built in 1939 and earlier sported the traditional colours of a police station -- red and yellow.&nbsp;

But some pillars and certain parts of the building have now acquired a bright saffron hue against a light cream background.

&quot;The renovation had started almost two-and-a-half months ago as part of an annual programme,&quot; PTI reported&nbsp;inspector in-charge DK Upadhyaya as saying.

&quot;The renovation work is incomplete as the labourers have recently stopped coming because of the intense cold,&quot;&nbsp;he added.

The other&nbsp;spots in the capital to have been painted saffron include <a href="http://www.wionews.com/india-news/yogi-adityanath-casts-a-saffron-spell-to-his-office-23191" target="_blank">Chief Minister Yogi Adityanath&#39;s office</a> in October last year, and the state&#39;s buses.&nbsp;

UP: Now, Lucknow police station coloured in saffron

Uttar Pradesh Chief Minister Yogi Adityanath announced on Saturday that his government will award double compensation for families of martyred jawans.

The chief minister said the compensation was increased to take care of the family of the killed jawans and to pay homage and respect to their families.

&quot;To ensure the security of the 22 crore people of Uttar Pradesh, we have doubled the compensation given to the kin of the jawans who lose their lives on-duty,&quot;&nbsp;Yogi Adityanath said&nbsp;while addressing a public gathering in Meerut.

The kins of the martyred jawans will now be given compensation upto Rs&nbsp;50 lakh from the initial amount that ranged from&nbsp;Rs&nbsp;5 lakh to Rs&nbsp;20 lakh.&nbsp;

&quot;Earlier, the compensation amount ranged from Rs 5 lakh to Rs 20 lakh, but now it has been increased up to Rs 50 lakh,&quot; Yogi Adityanath&nbsp;said.

The chief minister also paid his tribute to the police constable, Ankit Tomar, who succumbed to bullet injuries a day after he was shot during an&nbsp;encounter in Shamli.

Adityanath also lauded the UP policemen in protecting the people of the state.

Previously, Adityanath had attacked Pakistan and warned them about surgical strikes&nbsp;amidst reports claiming that Indian Army soldiers crossed over the Line of Control and killed three Pakistani army soldiers and injured one.&nbsp;

India had carried out surgical strikes in September 2016&nbsp;on seven terror launch pads all across the Line of Control after terrorists attacked an army base camp in Uri that claimed the lives of 19 soldiers.&nbsp;

Adityanath had also previously awarded extra&nbsp;compensation of kins of&nbsp;two CRPF jawans from the state who fell to Naxal bullets in Chhattisgarh.

Traffic Police authorities&nbsp;in Noida are all set with security arrangements ahead of the Magenta Line inauguration on December 25 at Botanical Garden.

Uttar Pradesh chief minister Yogi Adityanath and Prime Minister Narendra Modi will&nbsp;inaugurate&nbsp;the first phase of the Magenta Line of the Delhi Metro.

District Magistrate Brajesh Narain Singh also held a meeting on Friday with district and police officers.

Brajesh Narain told media that a helipad has been made at the Botanical Garden.

A traffic advisory has also been issued by the Noida police and entry of heavy vehicles has been banned in&nbsp;parts of Noida.

Vehicle traffic also won&#39;t be allowed from Sector 38 Botanical Garden bus stand to Atta Chowk road.

The Samajwadi and the Congress party claimed that the seals of the Electronic Voting Machines (EVMs) were broken. They alleged that the authorities had tampered with the machines for ensuring the victory of the BJP.

The&nbsp;Superintendent of Police (SP) Ratan Kant Pandey, however, clarified that there were three seals and they&nbsp;were intact.

The elections in the region were conducted after the death of its sitting BJP MLA, Mathura Prasad Pal on July 22.&nbsp;

Over 53 per cent people had exercised their franchise in the bypolls&nbsp;on December 21.

Uttar Pradesh has become the first state to endorse the Centre&#39;s draft bill that makes instant triple talaq a cognisable and non-bailable offence.

The draft law, which provides for three years&#39; imprisonment and a fine to a Muslim man trying to divorce his wife by uttering &quot;talaq&quot; three times, got the UP government&#39;s approval at a meeting of the state cabinet, chaired by Chief Minister Yogi Adityanath in Lucknow last night.

&quot;The Centre&#39;s draft Bill on triple talaq has been endorsed by the Cabinet. The Centre had asked the states to send their respective views on it by December 10,&quot; UP government spokesman and cabinet minister Siddharth Nath Singh said.

Uttar Pradesh has become the first state to give its nod to the proposal, which is to be introduced as a bill in the Winter session of Parliament beginning next week, an official said.&nbsp;There have been 177 reported cases of instant talaq before the judgment and 66 after the Supreme Court order this year.&quot;...Uttar Pradesh tops the list,&quot; he added.&nbsp;

As per the draft, triple talaq or talaq-e-biddat will be a &quot;cognisable and non-bailable&quot; offence punishable with three years imprisonment and the wife will be entitled to maintenance and the custody of children if they are minor. The Supreme Court had on August 22 struck down triple talaq, calling the Islamic practice unconstitutional and in violation of Article 14 of the Constitution, which provides for equality before the law.

The draft &#39;Muslim Women Protection of Rights on Marriage Bill&#39; was sent by the Centre to the state governments for their views as the practice continued despite the Supreme Court striking it down.&nbsp;The draft was prepared by an inter-minister group headed by Home Minister Rajnath Singh.

The proposed law would only be applicable to instant triple talaq or &#39;talaq-e-biddat&#39; and it would give power to the victim to approach a magistrate seeking &quot;subsistence allowance&quot; for herself and minor children.&nbsp;The woman can also seek the custody of her minor children from the magistrate who will take a final call on the issue.

Under the draft law, triple talaq in any form -- spoken, in writing or by electronic means such as email, SMS, and WhatsApp -- would be bad or illegal and void.&nbsp;The provision of subsistence allowance and custody has been made to ensure that in case the husband asks the wife to leave the house she should have legal protection.
