Election Commission of India (ECI) on Thursday sent notices to Bahujan Samaj Party (BSP) chief Mayawati and UP CM Yogi Adityanath over their speeches delivered in Deoband in Saharanpur on April 7 and 9 respectively, which allegedly violated the Model Code of Conduct.

Both the leaders have been asked to submit their response within 24 hours.

The two leaders have been issued notice under Sub-Section (3) of Section 123 of the Representation of the People`s Act.

The commission in its notice to them also reminded that the Supreme Court through a judgement in 2017 had ordered that religion and caste cannot be used by anyone while making any statement during electioneering or otherwise.

"The EC is prima facie of the opinion that you have violated the aforesaid provisions of the MCC and also wilfully disobeyed the order of the Supreme Court by making impugned statements," the Commission said in the notice issued to both the leaders.

Mayawati while addressing a rally in Deoband on April 7 had said, "I want to say to the people of the Muslim community that you should not distribute your votes in the name of relations and friendship. If you want to defeat the BJP in UP, then you should not let your votes get divided. Instead, vote for the grand-alliance candidates in a consolidated manner. This is my request, especially to the people of the Muslim community."

Replying to Mayawati, Chief Minister Yogi Adityanath while addressing a rally in Meerut said, "You would have heard Mayawati`s speech day before yesterday. She said that if she gets only Muslim votes, then grand-alliance doesn`t need the votes of others. I also want to tell you that if Congress, Samajwadi Party, BSP have faith in Ali, then we have faith in Bajrangbali."

"In last two years, our government with the support of Prime Minister Narendra Modi government gave around 23 lakh houses to the poor people in the state. If you look at the two years of SP government, even though the PM Modi government wanted to help yet only 83000 houses were sanctioned," he said.

"We are challenging them to compare 55 years to 55 months," he added.

Taking a dig at those fighting to be Prime Ministerial candidates, he said, "Those who are fighting the election on 36-38 seats are dreaming to become the Prime Minister. Nothing could be more laughable than this."

Reacting to the jibe from the opposition of being drunk on power, the Chief Minister said, " No we are not "high" on power. We work on "sabka sath, sabka vikas".&nbsp; "But, what did the SP, BSP government during their term?"

The Chief Minister also recalled how Akhilesh Yadav changed the name of Kanshi Ram medical college in Saharanpur.

"Dalits should see that how low they (BSP) could go to power," he said while asserting that people of the country want to see Narendra Modi as the Prime Minister of the country again.

Addressing a public rally at Saharanpur district earlier in the day, BSP chief Mayawati had said, "I appeal to Muslims that the Congress is not capable of defeating the BJP."

"Only the alliance parties are capable of doing it. Congress does not want the alliance to win. I appeal to Muslims that vote for alliance only. Do not vote for the Congress," she said.

Virendra Singh is currently an MLC from the Samajwadi Party. He has been elected to the state legislature six times and was a Cabinet minister in the Samajwadi Party government.

Eight people were killed on Friday morning when a privately operated bus rammed into a stationary truck on the Yamuna Expressway in Greater Noida, officials said.

Another 20 people on board the bus were injured and rushed to a private hospital for treatment, police said.

Officials in Lucknow said that Uttar Pradesh Chief Minister Yogi Adityanath has directed Gautam Buddh Nagar police and administration chiefs to expedite assistance to the victims.

"The bus was on its way to Noida from Agra. The incident took place under Rabupura police station limits around 5 am. The bus belongs to Auraiya depot. Eight people were killed and 20 injured in the incident," police said in a statement.

Police personnel were present at the site of the accident and the victims were rushed to the nearby Kailash Hospital in Jewar, it said.

An official spokesperson in Lucknow said, "The chief minister has taken cognisance of the bus accident in Greater Noida where eight passengers have died."

"He has directed the district administration and the police to provide all assistance. The district magistrate and the senior superintendent of police are reaching the accident site," the official said.

The much-awaited metro rail linking the twin-cities of Noida and Greater Noida in Gautam Buddh Nagar was inaugurated on Friday by Uttar Pradesh Chief Minister Yogi Adityanath.

The rail corridor, also known as the Aqua Line, would run between Sector 71 station in Noida and the Depot Station in Greater Noida.

There are a total of 21 stations on the corridor - 15 of them in Noida and six in Greater Noida -- spread over a distance of 29.7 km.

"Today we dedicate the Noida Greater Noida metro rail to the people of the region. The Aqua Line, which has been completed in record time, will provide better connectivity to the region and prove to a milestone in development of the region," Adityanath said.&nbsp;

Senior officials of the Noida Metro Rail Corporation (NMRC) said that with its inauguration, the rail service would begin for citizens on Saturday while regular rides from 6 am to 10 pm would begin Monday onwards.&nbsp;

"On Saturday rail services would begin at 10 am and continue till 5 pm, on Sunday the timings will be from 8 am to 10 pm. Monday onwards the regular rides will commence from 6 am to 10 pm at an interval of 15 minutes each," NMRC Chairman Alok Tandon said.

Union ministers Hardeep Singh Puri, Mahesh Sharma, UP Deputy Chief Minister Dinesh Sharma, Cabinet minister Satish Kahana were present at the inauguration ceremony with senior officials of the Noida Authority, Greater Noida Authority and the Yamuna Expressway Authority.

Noida MLA Pankaj Singh, Greater Noida MLA Dhirendra Singh, and Dadri MLA Tejpal Singh Nagar were also present along with Gautam Buddh Nagar District Magistrate B N Singh.

This project's completion in record time proves the efficiency of local authorities as well as highlights the potential of Uttar Pradesh to become the growth engine of the country," he said.

The chief minister said the metro rail network in Ghaziabad would be soon expanded, while revised detailed project reports (DPRs) for metro rail in Agra, Meerut and Kanpur have been sent to the central government.

"It is essential to provide basic facilities to the people which is the responsibility of any government. Nobody goes to the life of crime just like that... We are working to provide ample opportunities, civic amenities and jobs to the people and address the problems of the farmers," he said.

He also alluded to the district being infamous for crime till a couple of years ago, and said things have changed for better and global firms have expressed interest to invest in Noida and Greater Noida.&nbsp;

"We need to provide a better environment for investments to come in," he said, adding the metro rail would ensure connectivity to the hitherto isolated region.

The final and mandatory safety inspection of the corridor was done in December 2018 by the Commissioner of Metro Rail Safety (CMRS) which gave its approval to the NMRC for launching commercial operations.

The Delhi Metro Rail Corporation (DMRC), which operates the Delhi Metro, will assist the NMRC over the next year in operating the Aqua Line.

The Aqua line, which will have 19 rakes with four cars each, will halt on the Sector 76, 101, 81, NSEZ, Noida Sector 83, 137, 142, 143, 144, 145, 146, 147, 148, and Greater Noida's Knowledge Park II, Pari Chowk, Alpha 1, Delta 1, GNIDA Office and Depot metro stations. &nbsp; &nbsp;

However, a major concern among the people has been that the interchange stations of the DMRC-operated Blue Line and the NMRC's Aqua Line are not seamless.

Commuters will have to get down at the Sector 52 metro station of the Blue Line, which will further get extended to the Noida Electronic City station, and reach the Noida Sector 51 station of the Aqua Line, covering a stretch of around 300 metres.

Earlier, the NMRC had said a skywalk or a foot-over bridge to directly link the two stations was under consideration but there have been no talks about it lately.

The NMRC had in December 2018 announced fares for the Aqua Line, with the minimum being Rs 9 and the maximum Rs 50. Commuters can buy QR-coded paper tickets or use the smart cards to get 10 per cent discount on fares, the officials said.

The 49th battalion of the UP PAC has been entrusted with the responsibility of security on the Aqua Line, while some private security personnel will also be deployed.

"The security personnel are being trained by the Central Industrial Security Force (CISF), which guards the Delhi Metro," the NMRC had said.

The trains are designed to run at a maximum speed of 80 kmph, clocking an average speed of 37.5 kmph. Seat reservation through different colours has been done in the coaches for ladies, senior citizens and differently-abled persons.

A dedicated space has been provided for wheelchair in driving trailer cars at both the ends of the trains, according to officials.

Yogi asserted that in the upcoming Lok Sabha polls, the BJP will perform better than it did in 2014 and a "strong and capable" government under Modi's leadership will be formed again.

The setting up of a new city in the huge <a href="http://www.wionews.com/india-news/rs-4300-crore-earmarked-for-creating-infra-for-kumbh-mela-188483">Mela area</a>, has 250 kilometre long roads and 22 pontoon bridges which will make it the largest temporary city of the world, informed Uttar Pradesh government on Monday while sharing details of the Prayagraj Kumbh.

It also informed that for the first time, the Mela area is being brightened up by installing over 40,000 LED lights there. UNESCO has already included Kumbh in the list of "Intangible Cultural Heritage of Humanity".

Uttar Pradesh government expects over 5000 NRIs to visit the Kumbh apart from people of over 6 lakh villages of India along with the overseas devotees will participate.

It is also for the first time in the last 450 years that the devotees coming to the Kumbh will have an opportunity to pray at 'Akshay Vat'&nbsp;and 'Sarasvati Koop'.

"The Kumbh is organised at Triveni Sangam, but it is related to entire Prayagraj area. Keeping this in view, the state government has beautified all the places directly or indirectly linked to the Kumbh. For convenience of devotees and tourists visiting the Kumbh, the facility of reaching there by air, road and river has been made for the first time", read a statement issued by the state government.

The state government had earmarked an amount of Rs&nbsp;2800 crore for Kumbh Mela-2019 along with the various projects of stable development.

Besides, works of stable development are being carried out at Kumbh Mela and Prayagraj with a total amount of Rs&nbsp;4300 crore from other budget.

During 2013 Kumbh held in Prayagraj an amount of Rs&nbsp;1,214 crore was spent. Ambassadors of about 71 countries have already witnessed the preparations for this grand event.

They have unfurled the national flag of their countries on the bank of Triveni in Kumbh Mela area. The state government also opined that the representatives of 192 countries will be visiting Kumbh in the month of February.

In order to boost security, the Kumbh Mela Area has been brought under the surveillance of Integrated Control and Command Centre and CCTV Cameras.

"Integrated Control and Command Centre of the smart city project has been dedicated to Prayagraj. The system will facilitate controlling and keeping safe the traffic movement and the crowd coming to Mela. There will be two Control and Command Centres under a scheme of about Rs&nbsp;247 crore in Prayagraj. Of these, one Control and Command Centre costing Rs&nbsp;116 crore has been completed and made functional,"&nbsp;said the government.

Earlier on January 4, the Air India has announced new flights to Prayagraj from Delhi, Ahmedabad and Kolkata.

These flights will help facilitate the movement of passengers during the Kumbh Mela 2019.

The flights are scheduled to operate from January 13 to March 30.

The Ardh Kumbh Mela will commence from January 14 to March 3 at the Triveni Sangam - the holy confluence of river Ganga, Yamuna, and Saraswati.

"We never said that patients will be discriminated in the medical college on the lines of caste and religion. The people of Siddharthnagar district, as also those of neighbouring districts and Nepal will be benefited by it. I have seen children dying of encephalitis and various water-borne diseases as they were poor and it was difficult for them to reach BRD medical college in Gorakhpur.

"The people will now get treatment near their home and young students of poor families who dream of becoming a doctor could make their dreams come true," he said.

The chief minister said, "We are trying to live up to the concept of Ramrajya by making the benefits of welfare scheme reach the deprived sections. The poor are getting houses, LPG connections, electricity connections, benefits of Ayushman Bharat scheme and toilets."

"The previous governments never took concrete steps to combat encephalitis. Since the disease is mostly water borne, a toilet in the house will be very helpful to contain it," the chief minister added.

Taking a dig at opposition parties, he said, "People raised a lot of slogans and made announcements but if the development could have taken place only by raising slogans, India might have gone very far."

"People were deprived of houses, electricity, LPG connections, toilets and various schemes. For the first time in 70 years after Independence, PM Narendra Modi thought and worked for it," he added.

On strengthening the ties with neighbouring Nepal, he said, "Nepal is our friendly nation and I have directed PWD to repair and beautify all the roads to Nepal."

Bulandshahr incident a 'political conspiracy': Yogi Adityanath

An army personnel accused of killing a police inspector in Uttar Pradesh’s Bulandshahr has been detained by UP Police in Jammu and Kashmir's Sopore, news reports said Saturday.

According to reports, the soldier in question was handed over to the police by the Rashtriya Rifles; further investigation is underway. A&nbsp;police team was sent to Jammu to nab the suspected armyman, Jeetu Fauji, a senior officer told news agency PTI.

Additional Director General (ADG) Intelligence SB Shiradkar had Friday submitted a report on the violence.

Singh was the investigating officer of the Dadri lynching case from September 28, 2015 to November 9, 2015. However, the charge sheet had been filed by a different IO in March 2016.

Police have arrested nine accused in the Bulandshahr case but the main conspirator, Yogesh Raj, the district convener of the Bajrang Dal, is on the run.&nbsp;

In a video that surfaced online on Wednesday, Raj had claimed innocence.

Another inquiry by a government-constituted SIT is underway, and the team is going into every minute detail and video footage of the incident, the officer said.

Also, a magisterial probe had been ordered by the government into the incidents.&nbsp;

Uttar Pradesh Chief Minister Yogi Adityanath on Thursday met Prime Minister Narendra Modi in Delhi to discuss the arrangements for the upcoming Kumbh Mela festival to be held in Prayagraj (earlier Allahabad).

The 45-day festival will start on January 15, 2019. Millions of Hindu devotees attend the mela with the belief that taking a dip in the waters of the holy river will cleanse them of their sins.&nbsp;

The Chief Minister also discussed the preparations for upcoming 'Pravasi Bhartiya Diwas' which will be held in Varanasi in January with the Indian diaspora and will provide them with the opportunity to participate in 'Kumbha Snan' and also attend the Republic Day parade in the National Capital.&nbsp;

Organised by the Ministry of External Affairs (MEA) in association with the Uttar Pradesh government, the theme of the 15th Pravasi Bharatiya Divas is "Role of Indian Diaspora in building a New India".

Bulandshahr violence: Yogi Adityanath to meet deceased cop's family

Uttar Pradesh Chief Minister Yogi Adityanath Wednesday said only the BJP could firmly deal with the Naxal problem and ISI activities in the country and ensure security for every citizen.&nbsp;

Addressing a rally in poll-bound Telangana, he said, “The BJP will resolve the Naxal issue and act sternly against the anti-India activities of the ISI (Pakistan’s spy agency Inter-Services Intelligence) to ensure security for every citizen.”&nbsp;

Adityanath said thousands of years ago, Lord Ram had carried out the same work and ensured a secure society, free from the threat of “rakshashi atank” (demonic threat) and one which did not discriminate against anyone, everyone felt secure, and “only the BJP can do this today”.

He accused the K Chandrashekar Rao-led government of betraying the people of Telangana for the last four-and-a-half years and alleged that prior to this (in undivided Andhra Pradesh), the Congress and the Telugu Desam Party (TDP) had “exploited” them. “KCR and the TRS did nothing for Telangana and similarly, the Congress-TDP alliance is coming only to exploit you, the only option left with you is the BJP,” Adityanath told the crowd.

“Had these people (Congress, TDP, TRS) taken the development works forward, provided employment to the youth, worked for farmers’ welfare and put elaborate security arrangements in place, then Karimnagar would not have marched towards becoming a hub of ISI activities.

“I have come here to tell you to that only the BJP can effectively tackle Naxals and deal with ISI activities with an iron hand and ensure security for every citizen of the country and hence, I have come to seek your support for the BJP,” he said. The Uttar Pradesh chief minister alleged that the Congress, TDP and TRS were still lying under the “slavery of Nizamshahi” and practising family rule.

The Congress, despite ruling the country for the maximum period of time, had failed to come out with any comprehensive development scheme in public interest, he alleged, adding that the N Chandrababu Naidu-led TDP had also failed do so and the KCR-led Telangana Rashtra Samithi (TRS) had only made big announcements. But Prime Minister Narendra Modi’s government built crores of houses and toilets, gave LPG connections to crores of poor people, opened 32 crore Jan Dhan bank accounts and also brought the PMJAY (Pradhan Mantri Jan Aarogya Yojana) health insurance scheme, Adityanath said.

The schemes of the Bharatiya Janata Party (BJP) covered every section of the society and did not discriminate, but those of the Congress, TDP and TRS “divided the society”, the Uttar Pradesh chief minister said, adding that until one got rid of “Nizamshahi”, development could not be achieved. He claimed that the poll manifestos of the Congress, TDP and TRS talked about carrying out development work in Muslim areas if they came to power.

“The Indian Constitution does not allow divisions in the society in the name of religion. Every section of the society should have the right over the resources and not just the Muslims…the BJP works to unite people, alongside ushering in development,” Adityanath said. He described the TDP, TRS and the Congress as dynastic parties and claimed that the BJP did not work that way. It was only in the saffron party that a small-time worker could become the prime minister, vice-president or the party’s national president, Adityanath said, adding that the BJP was “India’s party” and the party of the common public, which undertook programmes without any discrimination.

“Those who support ‘Nizamshahi’ are anti-democracy…do not believe the parties promoting family rule. Believe in the BJP, Modiji, Amit Shah and all the party workers who work for your security, development and good governance and who will take you to the path of development,” he said. The 119-member Telangana Assembly will go to polls on December 7 and the results will be announced on December 11.

A police inspector and a youth were killed as a mob protesting over illegal cow slaughter went on a rampage torching a police post and clashing with police, which opened fire.

In a press conference, Congress' spokesperson Abhishek Manu Singhvi alleged that the failure of this nature in a state like UP was the "worst kind of failure of law and order and governance".

Adityanath is campaigning across the country while such violence is happening in his own backyard, said Singhvi.&nbsp;

"Here is the poster boy of the BJP in terms of good governance... He should first set his own house in order before gallivanting across the country campaigning and preaching others. This is an utter failure of the law and order situation," he said.

Singhvi also conveyed his condolences to the families of the deceased and expressed regret over the damage to property.&nbsp;

The killing of police officer Subodh Kumar by a mob protesting alleged cow slaughter is deeply disturbing and points to growing religious polarisation in western UP months ahead of 2019 Lok Sabha elections. Along with Inspector Singh, who was shot from close range, a local village youth was also caught in the ruckus and died of bullet wounds.

The conflagration began when some people from Mahaw village created a roadblock on the Bulandshahr-Syana road after the carcass of a cow and its progeny was found in a jungle near the village.

The mob later resorted to heavy stone pelting against policemen who were trying to convince them to clear the road. They turned extremely violent burning down a local police post and vehicles parked there. The fact that Inspector Singh had bullet a wound also raises questions around the manner in which the anti-cow slaughter protest was organized. The slaughter of cows is banned in Uttar Pradesh and instances of alleged cow-killing have led to several incidents of mob lynching in the state. In fact, since Yogi Adityanath became the Chief Minister of UP in March 2017, UP police has been overzealous in enforcing the anti-cow slaughter law and shutting down slaughterhouses under the orders of the UP government. &nbsp;

The slain inspector, Subodh Kumar himself had been the investigating officer in the case of mob-lynching of Mohammad Akhlaq in September 2015 in Dadri, near Delhi. Akhlaq had been accused of stealing and killing a calf. The Dadri lynching had evoked national and international outrage against communalism and ‘intolerance’, and led to several prominent Indians returning their national awards and honours in protest. &nbsp;

The latest case of mob rampage in Bulandshahr comes in the backdrop of a three-day 'Tablighi Ijtema' or a religious gathering that began in the town on December 1. This incident occurred on the last day of Ijtema. It’s important to note here that the three-day Ijtema had passed off peacefully with even stories of Hindus opening their temples for Muslims to pray. This incident of violence over alleged cow slaughter has disturbed Hindu-Muslim harmony once again.

Also worth remembering is the fact that earlier this year, under chief minister Yogi Adityanath's watch BJP lost three crucial Lok Sabha bypolls in Uttar Pradesh. Yogi’s own constituency of Gorakhpur was lost to a debut contender from the Samajwadi Party- BSP combine. Similarly, BJP lost the prestigious Phulpur seat to another candidate from the SP-BSP alliance. And perhaps more relevant against the backdrop of the Bulandshahr violence, the BJP also lost the nearby Kairana Lok Sabha seat to a Muslim woman, Tabassum Hasan who fought on a Rashtriya Lok Dal ticket and was backed by the SP-BSP combine.

This time around, given the deteriorating law and order situation in the state and increasing resentment among Dalits and Muslims against the government, the BJP has an uphill task ahead of the 2019 elections.&nbsp;

"The country is setting new records on the security front and has developed its hitting capabilities, due to which we can enter the territories of enemies like China and Pakistan. This is upsetting the Congress," he told the gathering.

Attacking the Congress chief, Adityanath said, "You will be surprised at the fake outlook of the Congress. Do you know what Rahul speaks? Sometimes, we cannot guess from his body language whether he is speaking in India or Pakistan."

Gandhi has been attacking the Centre on the Rafale fighter jets deal and has claimed that the aircraft were being bought for prices much higher than what the previous Congress-led United Progressive Alliance (UPA) government had agreed to.

The Centre, however, has maintained that the Rafale deal was carried out after following proper norms.

Speaking about the video in which Nath is purportedly seen talking about the votes of the Muslim community, Adityanath said, "You can remain happy with Ali, we have Bajrangbali."

The BJP candidate, Pratap Puri, is the head of the Taratara 'math'. The Congress' Shale Mohammad is the son of Muslim religious leader Gazi Fakir, who has a large number of followers both within India and across the border in Pakistan.

Both Puri and Fakir hold considerable sway among their communities, making the Pokhran constituency in Jaisalmer district one of the state's most hotly contested seats.

Uttar Pradesh chief minister and senior BJP leader Yogi Adityanath and Congress President Rahul Gandhi will address rallies in support of Puri and Mohammad, respectively, on Monday, setting the tone for the rest of the campaign in the region better known for the nuclear tests in 1998.

Puri expressed confidence that the BJP will win the Pokhran seat and blamed the Congress for making the contest "communal" by fielding a Muslim candidate against him.

Mohammad (41) had lost the 2013 assembly elections from the same seat to BJP's Shaitan Singh with a margin of 34,444 votes.

Mohammad's father, an octogenarian, boasts of a strong following in the Sindhi Muslim community and has several criminal cases against him.

There are an estimated 55,000 Muslim voters, 45,000-48,000 and Rajput voters in Pokhran. It also has around 35,000 Dalit voters, according to the candidates.

Pokhran is one of the two assembly constituencies of the desert district of Jaisalmer.

"Earlier, Rs 100 released from Delhi became Rs 10 on reaching people because the remaining Rs 90 was embezzled by dalals (middlemen) of Congress. But now it has changed and Rs 100 released by the Modi government remains Rs 100 when the amount reaches people through digital payment mode," he said.

Chhattisgarh, Madhya Pradesh and Rajasthan were considered as Bimaru states during the Congress rule, he said. "But now these states are considered among the developed states after BJP government came to power there," he said.
