"This counter will also be closed by the people on May 23 and they will again abuse each other. So do not waste your votes. Think, understand and get involved in the setting up a new and strong India."

"Earlier when people used to see dirty ghats, dangling electric wires and potholes on roads, they used to wonder if this city is actually Kashi.Today the New Kashi is before everyone," he said.&nbsp;

The chief minister also claimed that before 2014, if someone went to embassies for visa, officers used to see them with "contempt".&nbsp;

Speaking at an election rally in Amethi, where Smriti Irani is contesting against Rahul Gandhi for the second consecutive time in the Lok Sabha polls, Adityanath said, "In the last five years Smriti Irani visited Amethi&nbsp;more than Rahul Gandhi did in the last 15 years."

Praising Prime Minister Narendra Modi, the UP chief minister said, "Everywhere in the country, people want Narendra Modi led government again. In 2014 there was Modi wave and this time there is Modi wave along with his work."

Adityanath said, "PM Modi worked for "Sabka Sath Sabka Vikas" while Congress' dynastic family does otherwise.

He said, "Under PM Modi led NDA government, 1.5 crores poor of the country have got houses under the Pradhan Mantri Awas Yojana in the past five years. As many as 9.5 crore toilets have been made.”

“Poor farmers get Rs 6,000 per annum under the Pradhan Mantri Kisan Samman Nidhi. 15 crore youths get economic assistance under the Pradhan Mantri Mudra Yojana. 37 crore people have got bank accounts. 50 crore people have health insurance under the Ayushman Bharat,” he added.

Adityanath said, “Kalashnikov rifles are going to be manufactured soon in Amethi. In this way, this place will contribute to the fight against terrorism.&nbsp; 
This will strengthen the security of the country. If the country is strong then we all will be empowered too.”

Hitting out at Congress, Adityanath said, "Congress dynasty says that there is EVM problem in the Lok Sabha Polls, they are saying this because they fear BJP's popularity in the polls."

The accusation follows a complaint filed by Independent candidate Dhruv Lal in Amethi Lok Sabha constituency, from where Gandhi is fighting his fourth election, about alleged discrepancies in the Congress leader's election affidavit, including about non-disclosure of a company registered in the UK in the name of 'Raul Vinci'.

The Congress party's Amethi unit chief Yogendra Misra had said the objections will be countered legally on Monday.

No central leader or spokesperson has reacted to the allegations.&nbsp;

Addressing a poll meeting in Ghatampur of Kanpur Dehat, Adityanath said, "The 'naamdar' of Congress you know as Rahul Gandhi... In reality, he is not Rahul Gandhi. The country has been fooled with this name. His name is Raul Vinci. I am astonished that Congress is committing this sin of fooling the nation. The real names of Rahul and Priyanka should come before people."&nbsp;

"In Britain and Italy he is Raul Vinci and in India becomes Rahul Gandhi with a fake name," he alleged.

Amethi Returning Officer Ram Manohar Mishra had ordered the postponement of scrutiny of Gandhi's nomination papers to April 22 after Lal filed the complaint.

One of the issues Lal had raised in the complaint was on the "basis of a certificate of incorporation of a company registered in the UK wherein he (Gandhi) has declared himself a UK citizen Raul Vinci".

Seizing on the opportunity to attack Gandhi, the BJP also alleged on Saturday that the Congress chief had said that he did M Phil in development economics from Cambridge

University, but inquiries show that one 'Raul Vinci' and not Rahul Gandhi got the degree that particular year.

Election Commission has finally woken up to its power: Supreme Court on campaign ban on politicians

Every election season witnesses politicians making objectionable remarks against their rivals, and every poll season has the Election Commission of India warning the offenders and reminding them of the code of conduct. On a few occasion the poll panel ‘acts’ by banning the accused from conducting or attending poll meetings for a few days. After that, it’s back to normal. So, why do politicians make comments that are violative of the Code of Conduct? Not only that, why do they use offensive words that are also against basic norms of civility?&nbsp;

The first reason is to do with the toothlessness of the Election Commission of India. If it finds some remark adversarial to the Model Code&nbsp;of Conduct, it can take two steps: Warn the accused, or bar him from campaigning. The second usually follows after the first. On paper, it can even debar a candidate from contesting, but that’s rare. Bal Thackeray had been disqualified from contesting elections for six years after he was found guilty of appealing to religious sentiments on behalf of a Shiv Sena leader in the 1987 Maharashtra Assembly elections. But that was after the court stepped in and Section 123 (3) of the Representation of the People Act was invoked. The Election Commission of India has often pointed out that its orders are usually non-binding in nature and that the Code of Conduct must be made legally binding to check objectionable content during poll campaigning. &nbsp;

The poll panel’s helplessness has only emboldened the political class. Already, in the course of the ongoing poll campaign, various offensive remarks have been made by leaders ranging from one end of the political spectrum to another. The Election Commission of India sought details of these statements but seemed to be taking its own time, leading the Supreme Court to step in and said, “Mr Election Commission, you have to act very promptly. You cannot drag matters like this. Get into action immediately.” &nbsp;

Thus prompted, the poll panel swung into action and placed restrictions on a bunch of leaders — Mayawati, Yogi Adityanath, Azam Khan, Maneka Gandhi. They were barred from addressing rallies for periods ranging from 48 hours to 72 hours. Expectedly, the affected leaders cried foul, claiming they had done no wrong.&nbsp;

But even within the restrictions, it is fettered with, the poll panel can be at least a bit more effective. As Chief Election Commissioner, TN Seshan had managed to curb offensive speeches in the 1990s through a mix of dire threats against such offence and action on the ground. He expressed his resolve to cancel or postpone elections in case the candidates failed to adhere to the code.&nbsp;

His warnings had the desired impact, though it did not fully stamp out the practice, especially when it came to appealing to religious sentiments.&nbsp;

It is ironical that various politicians flout a code of conduct which they themselves contributed to framing. The set of norms which comprise the Model Conduct of Conduct had been created through a consensus among political parties which agreed to abide by it. There are eight parts to the code, each dealing with different aspects of the norms to be followed by parties and candidates during poll campaigning. They are: Guidelines on poll manifestos; steps that the party in power should take; observers that the poll panel appoints; entry into polling booths; rules to be followed on polling day; organisation of processions; conduct of meetings; and, general conduct. The last one covers a range of dos and don’t, such as refraining from appealing to caste or religion to attract votes or using corrupt means, avoiding personal or private criticism of rivals and instead limiting criticism to policies or programmes, and not resorting to any activity which “may aggravate existing differences or create mutual hatred or cause tension between different castes and communities, religious or linguistic”. &nbsp;The code comes into effect from the day poll dates are announced.&nbsp;

The code of conduct is in keeping with Article 324 of the Constitution of India, which gives the Election Commission of India the power to supervise elections to Parliament and state legislatures. The code was first introduced back in 1960 in the Kerala Assembly elections, and then in the 1962 general elections. Over the years, it has evolved with experience and feedback from political parties. In 1979, a provision to regulate the party in power was introduced; in 2013, on directions of the Apex Court, the poll panel added a section on guidelines concerning election manifestos to ensure that the documents did not offer objectionable material.&nbsp;

Given that the fact that the Model Code of Conduct is not enforceable by law, aggrieved parties have to fall back on various others legal provisions in the Indian Penal Code, Code of Criminal procedure and the Representation of the People Act, to get justice. But the process is time-consuming, and a verdict is more likely than not, to come after polling is done and even results are out. In a report on electoral reforms, the Standing Committee on Personnel, Public Grievances, Law and Justice had recommended the inclusion of the model code of conduct into the Representation of the People Act, for effective redressal. The time has come to give the Election Commission more teeth.&nbsp;

On Saturday, giving her own twist to Yogi Adityanath's recent comment, BSP chief Mayawati said her party wanted both Ali and Bajrang Bali - particularly Bajrang Bali as the deity is "linked with my own Dalit caste".

Addressing a rally in Badaun, Mayawati recalled Adityanath's comment on Tuesday in which he referred to her earlier appeal to Muslims to vote for the opposition alliance in Uttar Pradesh. The chief minister had said if Ali is with the BSP-SP-RLD alliance, then Bajrang Bali is with the BJP.

Adityanath’s response comes a day after Khan while addressing a rally, claimed that the actor-turned-politician wears "Khaki underwear."

“This shows the thinking and culture of Samajwadi Party. The silence of Samajwadi Party chief (Akhilesh Yadav) and his ally Mayawati (Bahujan Samaj Party supremo), who is also a woman, is surprising. This is very unfortunate,” Adityanath said while speaking to ANI.

“Azam Khan's statement is extremely disrespectful and shows his cheap mindset,” the Uttar Pradesh Chief Minister added.

Criticising Khan for his below-the-belt remarks, Union Minister of Textiles Smriti Irani, while speaking to ANI in Amethi, said, “Derogatory comments were being made on a woman and SP leaders were sitting silently. I urge them that politics has its own place and respect for women in India has its own.”

Senior Congress Sheila Dikshit, too, condemned Khan's remarks. "This is highly condemnable, he owes an apology to women immediately. It is unacceptable, action should be taken against him," she added.

Earlier in the day, Jaya Prada had said Khan should not be allowed to contest the Lok Sabha elections. "He shouldn't be allowed to contest elections. Because if this man wins, what will happen to democracy? There will be no place for women in society," she said.

However, Khan, while speaking to ANI, said he did not name anyone and would withdraw his candidature from the ongoing polls if proved guilty.

The Supreme Court Monday took note of the alleged hate speeches made by BSP supremo Mayawati and UP Chief Minister Yogi Adityanath during poll campaign and sought to know from the Election Commission the action initiated against them so far.

A bench headed by Chief Justice Ranjan Gogoi summoned a representative of the EC for Tuesday while agreeing to examine the poll panel's contention that it has the limited legal power to deal with hate speeches of politicians during electioneering.&nbsp;

The bench referred to submissions of the EC that they can issue a notice, then advisory and finally lodge a complaint against an errant politician for violating the Model Code of Conduct (MCC) by giving hate speeches based on caste and religion during the campaign.

"The EC says they are toothless. They say that they first issue a notice, then advisory and then complain," the bench said, adding it would examine the aspect relating to poll panel's power to deal with hate speeches during poll campaign.

During the hearing, the bench asked the counsel for EC as to what action they have taken against Mayawati and Yogi Adityanath for alleged hate speeches.

The counsel appearing for poll panel said that it has already issued notices against the two politicians.

"Tell us what actions you have taken against Mayawati and Yogi Adityanath," the bench asked and fixed the matter for tomorrow.&nbsp;&nbsp; &nbsp;
