Showering praise on Yogi Adityanath for his handling of COVID-19 pandemic, Prime Minister Narendra Modi on Friday said the vast preparations made by the Uttar Pradesh chief minister saved at least 85,000 lives, something that was unthinkable before 2017.

Modi, who launched the "Atma nirbhar Uttar Pradesh Rozgar Abhiyan" seeking to promote local entrepreneurship with industrial associations to provide employment, said Adityanath managed to turn the epidemic into an opportunity which the governments prior to 2017 would have avoided.

The prime minister referred to the pre-2017 period when the state was mostly ruled by non-BJP governments, saying, "Whichever government or system was in place, the circumstances were such that they would have avoided the challenge but the Adityanath government took it seriously and worked on a war footing."

He referred to a stampede in Allahabad during the Kumbh Mela, when a former prime minister was in power who was also an MP from the city, saying the PM made all efforts to brush the "deaths of hundreds of thousands" pilgrims under the carpet.

Modi said UP's population of 24 crore is same as that of four European countries put together but, in UP the death toll is 600 due to coronavirus and lauded the efforts of Adityanath in tackling the pandemic.

"UP's achievement is massive. The population of 24 crore is bigger than that of many countries. The population of England, France, Italy and Spain put together comes to 24 crore but they saw 1.30 lakh deaths due to coronavirus," he said, adding that these four countries lost more lives than UP even though they are developed nations and have no dearth of facilities.

Referring to the scenario in United States, he said, "You must have seen reports of America. They have everything but even then 1.25 lakh lives have been lost till now."

"If Yogiji and his team had not made proper preparations, today 85,000 people would have lost their lives if we compare with other countries. We can say that the hard work done by the UP government saved so many lives," he said.

Modi, who interacted with villagers of six districts through common services centres and krishi vigyan kendras , said this achievement has been managed when 30 to 35 lakh labourers have returned to the state by hundreds of shramik trains.

Speaking about the works done by the Adityanath government, he said the chief minister's dedication was evident in the fact that he opted to miss his father's last rites.

Modi said that he always talked about the double engine for development which was working for Uttar Pradesh and hoped that other states would also bring in schemes like UP.

He stressed that he is concerned about the state as a citizen and also because he is an MP from here.

"Whoever shows courage in crisis gets success.

What you have done is an example for the world," he said, adding that Uttar Pradesh has a great role in making the country self-reliant.

He also hailed the work done by the UP government in the past three years and reminded that the fight against coronavirus was on and cited three steps of social distancing, covering face with a mask and sanitation.

His comments come at a time when ties between New Delhi and Kathmandu are in a downward trajectory due to Nepal coming with a new map, which India sees as "unjustified cartographic assertion".&nbsp;

New Delhi has asked the country to "respect India’s sovereignty and territorial integrity" and create "positive atmosphere" for diplomatic dialogue to resolve the outstanding boundary issues.

On Tuesday, Nepal's lower house unanimously backed a constitutional amendment bill that will amend Nepal's political map in the coat of arms. Once passed by the 2/3rd majority in the lower house after 72 hours, it will go to the upper house -the national assembly where the same procedure will be followed. After passage in the upper house and assent by the Nepali President, the law or the amendment will come into force giving constitutional backing to the Nepal Map which is at the heart of diplomatic row with India.

At a time when the opposition in the Indian state Uttar Pradesh has been attacking the Yogi government over its handling of the corona crisis, the state has earned praise for handling of the crisis from a senior journalist from Pakistan.

Pakistani journalist Fahd Hussain appreciates Yogi Adityanath over handling of corona crisis 

The Uttar Pradesh government had earlier assured that the government will be generating employment for the migrant labourers who have traveled back to the state amid the lockdown.

The Federation of Indian Chamber of Commerce and Industry (FICCI) and Indian Industries Association (IIA) accounted for three lakh jobs each, while NARDECO and Laghu Udyog Bharati accounted for 2.5 lakh jobs each, UP MSME minister Sidharth Nath Singh said.

Uttar Pradesh chief minister Yogi Adityanath has given up on his idea that&nbsp;permission would be needed if other states employ workers from his state.

The government spokesman also said it was working on modalities to set up the commission to provide jobs and social security to migrant workers returning to the state. It has named the migration commission as the "Shramik Kalyan Aayog (Workers welfare commission).

About 26 lakh migrants have already returned to the state and an exercise to map their skills is being carried out to help them get jobs.

Yogi Adityanath has discussed the modalities for setting up the commission and told his officers to complete the skill mapping exercise in 15 days.

Yogi Adityanath said a letter should be sent to all state governments to find out about migrant workers wanting to come back to Uttar Pradesh.

Earlier, the chief minister, while speaking at a webinar on Sunday, had said, "The migration commission will work in the interest of migrant workers. If any other state wants UP`s manpower, they cannot take them just like that, but will have to seek permission of the UP government. The way our migrant workers were ill-treated in other states, the UP government will take their insurance, social security in its hands now. The state government will stand by them wherever they work, whether in Uttar Pradesh, other states or other countries."

The statement had sparked a row with some political leaders and parties questioning the move.

“For such a situation, we have facilitated training through the app. If people want to get trained, then they can do so through this app. Training plays an important role in medication,” he said.

“We have to save ourselves first and then show the way to protect others from the infection,” he added.

He said efforts should be made to protect the app from cyber-attacks. “We have to remain careful about it. However, the corona chain has to be broken and we have to prepare ourselves for it. The ‘Chikitsa Setu app’ will help us in discharging our duties,” he said.

"We got information about the death of a woman while standing in a queue outside a shop to get rice. The district supply officer has been sent to the spot. The mob suddenly appeared as the ambulance was taking away COVID-19 positive man and started pelting stones, Moradabad Chief Medical Officer Milind Garg said.&nbsp;

Officials also said that the mob tried to stop the ambulance as it was driving&nbsp;away the patient.&nbsp;

After the incident, UP CM Yogi Adityanath said those involved in the act would face action under the stringent National Security Act, and the damage costs would be recovered from the perpetrators.&nbsp;

"Till Friday afternoon the total number of positive COVID-19 cases across the state are 172," a senior health official told PTI.

The sharp increase in the number of cases, officials said, was due to confirmation of coronavirus in the samples of over three dozen people across the state who had attended the Tablighi Jamaat congregation in Delhi.

After battling for life at Delhi's Safdarjung hospital, the Unnao Rape victim who was set ablaze while on her way to a court hearing on Thursday morning died at 11:40 pm on Friday.

Dr Shalab Kumar, HOD of burns and plastic department at the hospital told ANI, "It is very sad that the Unnao rape victim could not survive despite our best efforts. She suffered cardiac arrest at 11:10 pm and we tried to resuscitate her, but she could not survive."

On Thursday, the 23-year-old Unnao rape victim was airlifted from Lucknow's SMC government hospital to Safdarjung Hospital.

According to the police, five miscreants allegedly threw kerosene on the woman and set her ablaze when she was on her way to a local court for the hearing of a rape case she had filed.

Notably, the woman had filed a rape case in March this year, which is under trial at a local court in Uttar Pradesh's Unnao.

On Thursday, Chief Minister Yogi Adityanath had taken cognizance of the incident and said that the treatment of the victim will be carried out on government expenses and strict action will be taken against the accused.

National Women Commission Chief Rekha Sharma had also questioned the laxity in the security of the rape victim and had written a letter to UP DGP over the incident.

Delhi Commission for Women (DCW) chairperson Swati Maliwal had also expressed sadness over the incident and questioned the government.

"The Yogi government also took care of every aspect, including institutional arrangements in Prayagraj, development of infrastructure in the city, efficient traffic management through technology and disaster management," the report read.

It also mentioned about the use of artificial intelligence tools to manage scores of devotees while proving them the facilities.

"To make it historic, the development of both permanent and temporary infrastructure was done on the instructions of Chief Minister Yogi Adityanath. For this, Uttar Pradesh Prayagraj Mela Authority was created. The Prayagraj Act 2017 came into force on November 30, 2017. In Kumbh Mela, the authority coordinated five departments of the central government and 28 departments of the state government," the report stated.

The Niti Aayog official also complimented the laying out of the key infrastructure like electricity, water and sanitation facilities, public accommodation, convenience shops, food courts, vending zones, banks, ATMs, transport facilities, 40 police booths and health centers.

"The Indian Inland Waterways Authority set up five jetties in the Mela area which facilitated the operation of large cruises and motorboats in the Ganga and Yamuna rivers in Prayagraj for the first time," the report read.

Talking about the sanitation, the report lauded the state government for building lakhs of the toilet at a regular distance.

"More than 1.2 lakh toilets were built at every 200 meters. Along with this, a proper system of electricity, water supply and waste management was planned, which is a new chapter in the history of Kumbh Mela. Water ATMs, stand posts and hand pumps were also installed in the fair area to ensure 24 x 7 supply of drinking water," the report read.

"Under Swachh Bharat Mission, more than 15,00 cleaners and paid volunteers were deployed in the area. These workers were making people aware to use toilets and maintain cleanliness in the fair area. In addition, over 1,000 Ganga Prahari and Ganga Task Force volunteers from the NMCG were engaged as foot soldiers," the report read.

The Maha Kumbh Mela is the largest religious congregation in India, attended by millions. The over month-long fair is marked by the construction of a massive tented township, complete with cottages, huts, platforms, civic facilities, administrative and security measures.

It is organised immaculately by the government, the local authorities and the police. The mela is especially renowned for the presence of an extraordinary array of religious ascetics - sadhus and mahants - enticed from remote hideaways in forests, mountains and caves.

Everyone should respect the Supreme Court verdict in the Ram Janmabhoomi-Babri Masjid case and the state government will implement the order with "full commitment," said Chief Minister Yogi Adityanath here on Wednesday.

Stating that 'sants' are born to make history, the Chief Minister said that he has been working for reviving the old identity of Ayodhya for the last two and a half years.

"Two and a half years ago, there used to be damaged roads, hanging wires without electricity. We have widened the roads and improved the lighting in Ayodhya. Now, water does not stagnate in Ram Ki Paidi," said Yogi.

A five-judgement Supreme Court bench heard the politically-sensitive Ayodhya case on a day-to-day basis for 40 days and reserved its verdict on October 16.

The court is expected to deliver its verdict on a dispute over the ownership of 2.77 acres of land in Ayodhya district in Uttar Pradesh before November 17, when the Chief Justice retires.

The Hindu parties, during the hearing, had argued that the entire 2.77 acres of land is the birthplace or "janmasthan" of Lord Ram while the Muslim parties claimed the title over the land, saying Muslims had ownership of the land since 1528 when the mosque was built.

Kiran, wife of Hindu Samaj Party chief Kamlesh Tiwari, who was shot dead on Friday, has threatened to self immolate herself demanding justice for her husband.

Crying inconsolably after the body of Kamlesh Tiwari arrived at his native place in Muhmadabad, his wife demanded justice for her deceased husband and told reporters, "I will commit self-immolation right at this place along with my children".

She said that Kamlesh Tiwari used to get threat calls every day but the administration did not act upon it.

Another family member demanded that the government should provide a government job for two sons of Kamlesh.

"We demand security for the family. CM Yogi should come to meet us otherwise we will not cremate the body," he said.

Tiwari was shot dead at Naka area of Lucknow on Friday. He was the former leader of Hindu Mahasabha and had founded the Hindu Samaj Party.

After being attacked, Tiwari was immediately taken to a hospital where he succumbed to injuries. The assailants managed to flee from the spot. A revolver was also recovered from the site of the crime.

"Some people were threatening to kill Kamlesh. That`s why we were demanding security for Kamlesh and family for the last two years. But government and administration did not listen to us," another relative told ANI.

The police have registered the FIR based on the complaint filed by Tiwari`s wife. She has said in her complaint that these two had threatened to kill her husband in 2016, police said.

A Special Investigation Team (SIT) was constituted to investigate Tiwari`s murder.SK Bhagat (Inspector General Lucknow), Dinesh Puri (Superintendent of Police Crime Lucknow) and PK Mishra (Deputy Superintendent of Police Special Task Force) are part of the SIT that has been constituted to probe the murder.

Earlier, Uttar Pradesh Director General of Police OP Singh had said that accused knew Tiwari as they spent around 30 minutes with him on the pretext of gifting him sweets. DGP Singh had said that the shooting of Tiwari was "purely a criminal activity conducted by two people".

According to an eye-witness, the attackers barged into Tiwari`s office and opened fire on him. Chief Minister Yogi Adityanath has sought a report from Principal Secretary (Home) and Director General of Police (DGP) in the case.&nbsp;

Crying inconsolably after the body of Kamlesh Tiwari arrived at his native place in Muhmadabad, his wife demanded justice for her deceased husband and told reporters, "I will commit self-immolation right at this place along with my children". She said that Kamlesh Tiwari used to get threat calls every day but the administration did not act upon it. Another family member demanded that the government should provide a government job for two sons of Kamlesh. "We demand security for the family. CM Yogi should come to meet us otherwise we will not cremate the body," he said. Tiwari was shot dead at Naka area of Lucknow on Friday. He was the former leader of Hindu Mahasabha and had founded the Hindu Samaj Party. After being attacked, Tiwari was immediately taken to a hospital where he succumbed to injuries. The assailants managed to flee from the spot. A revolver was also recovered from the site of the crime. "Some people were threatening to kill Kamlesh. That`s why we were demanding security for Kamlesh and family for the last two years. But government and administration did not listen to us," another relative told ANI. The police have registered the FIR based on the complaint filed by Tiwari`s wife. She has said in her complaint that these two had threatened to kill her husband in 2016, police said. A Special Investigation Team (SIT) was constituted to investigate Tiwari`s murder.SK Bhagat (Inspector General Lucknow), Dinesh Puri (Superintendent of Police Crime Lucknow) and PK Mishra (Deputy Superintendent of Police Special Task Force) are part of the SIT that has been constituted to probe the murder. Earlier, Uttar Pradesh Director General of Police OP Singh had said that accused knew Tiwari as they spent around 30 minutes with him on the pretext of gifting him sweets. DGP Singh had said that the shooting of Tiwari was "purely a criminal activity conducted by two people". According to an eye-witness, the attackers barged into Tiwari`s office and opened fire on him. Under the community marriage scheme, our government has increased the support amount to poor girls for marriage from Rs 35,000 to Rs 50,000," he said. 
 
Adityanath further said that the state government has taken several measures to bolster the education of children which is a key step towards creating balance in the society. 
 
"1 crore 80 lakh students have been enrolled in schools in the state under the 'School Chalo Abhiyan'. With the support of the public, 91,000 schools out of around one and a half lakh have been refurbished in UP," he said. 
 
On being asked about the Ram Jamabhoomi case, he said that he welcomed the daily proceedings in the Supreme Court on the matter and that he will welcome the decision of the court when it comes in the public domain. 
 
"We will welcome the honourable Supreme Court's decision on the Ram Janmabhoomi issue. Everybody should abide by the decision of the honourable court. I welcome the daily proceedings on the issue by the Supreme Court," he said.

Uttar Pradesh Chief Minister Yogi Adityanath said here on Sunday that a roadmap is being chalked out with the Indian Institute of Management (IIM)-Lucknow for the comprehensive development of the state that will help in achieving its goal of dollar 1 trillion economy.

He said this while addressing press just ahead of the second session of 'Leadership Development Program - Manthan'&nbsp;in collaboration with the IIM-Lucknow on Sunday.

He said that in the second session, top officials from the administration will also be involved in brainstorming with the IIM representatives, along with Ministers.

"The second session of 'Manthan'&nbsp;will help in achieving the goals of good governance and development. Through teamwork, we will define and achieve the goals. In the third session, the same team will sit with IIM and we will work on the comprehensive development of the Uttar Pradesh through a roadmap that we would chalk out. This will help the state convert into a dollar 1 trillion economy," said Yogi Adityanath.

"In today's sitting, apart from the Ministers, Chief Secretary, additional chief secretaries, principal secretaries, Heads of Departments are also included. Ministers have experience in public life and administrative officials have a vision. The teamwork with the help of IIM will deliver good results," said Adityanath.

The third session of 'Leadership Development Program-Manthan'&nbsp;is scheduled on September 22.

Chief Minister Yogi Adityanath has ordered to abolish a provision of Uttar Pradesh Ministers'&nbsp;Salaries, Allowances and Miscellaneous Act, 1981, according to which the Income-Tax of ministers was being paid by the state treasury.

Sharing details of the order, Uttar Pradesh Finance Minister Suresh Khanna stated that till now the state treasury was paying the Income-Tax of all ministers, however, as per the orders of the Chief Ministers, all ministers will be paying their own income taxes from now onwards.&nbsp;

Uttar Pradesh government has set a target to double agricultural exports by 2024.

The decision was taken in a cabinet meeting, presided by Chief Minister Yogi Adityanath, on Tuesday which approved 11 proposals.

The government has set a target to purchase 50 lakh metric tonnes of paddy under the Paddy Purchase Policy.&nbsp;

The procurement will start in some districts from October 1, which will run till January 31, 2020.

While in some districts the procurement process will start from 1 November, which will run till February 29, 2020, Spokesperson Shrikant Sharma said.

"Farmers producing more than 100 quintals of paddy will have to share proof of the yield. The government will also buy paddy from farmers who are involved in contract farming. Payment to these farmers will be made online within 72 hours of procurement. Target has been set to double agricultural exports by 2024. At present, it is Rs 17,591 crore," an official release said.

Sharma said the interim compensation would be given at the recommendation of the District Magistrate.

"In cases of an acid attack, rape, murder and mob lynching, the Cabinet today approved a proposal to give 25% interim compensation (of the fixed compensation) on an immediate basis," he said.&nbsp;

The cabinet has also approved to extend Rs 3,221.63 crore cash credit from cooperative banks to 23 cooperative sugar mills of the state for the year 2019-20, the release said.&nbsp;

A proposal related to a one-time settlement scheme of jaggery and Khansari units has also been approved.

The cabinet also amended Excise Act.&nbsp;

"Change has been made in the portable and non-portable system to prevent alcohol theft and adulteration. Tankers will be equipped with GPS for online tracking," the release said.

Sharma said that 17 points related to development will be discussed in the state assembly on the occasion of 150th birth anniversary of Mahatma Gandhi.

The session of the Legislative Assembly and the Legislative Council will be held from October 2 to October 3.

A proposal to award of government and gram sabha land free of cost to the Civil Aviation Department for upcoming Jewar airport in Greater Noida has also been cleared by the cabinet.&nbsp;

Similarly, the land will also be provided for construction of a bus station in Dibiyapur of Auraiya district.

The Cabinet cleared a proposal related to reimbursement of funds equivalent to GST following the Chief Minister`s announcement to make the Hindi film Super-30 tax-free.&nbsp;

The Secondary Education Ministry has been allocated to Gulab Devi and Satish Mahana will continue to look after the Industrial Development Ministry.

Speaking at the event, Adityanath said that revocation of Article 370 in Jammu and Kashmir is an unprecedented step in the direction of 'one India, great India'.

The chief minister said that he is thankful to Prime Minister Narendra Modi and Home Minister Amit Shah for taking this step which the country felt was necessary soon after the independence.

The chief minister said that he is thankful to Prime Minister Narendra Modi and Home Minister Amit Shah for taking this step which the country felt was necessary soon after the independence. Adityanath said that Independence Day is Resolution day for us. "We should get united with the resolution to provide benefits of government schemes to the person at the lowest rung of the ladder and to make the country's economy reach the top spot." Speaking about the state's efforts to benefit sugarcane farmers, the chief minister said, "in the last two years, the Uttar Pradesh government has succeeded in paying more than Rs 72,000 crore to sugarcane farmers." Adityanath further said, "Prime Minister Modi has set the target to make our economy reach 5 trillion dollar mark and in this respect, we should set a target for Uttar Pardesh to become 1 trillion dollar economy and start working for that." He said, "Today is also the festival of Raksha Bandhan and we will soon come up with 'Uttar Pradesh Kanya Sumangala Yojana' which is a forward step in the direction of 'Beti Bachao-Beti Padhao' initiative." "Tree plantation drive has yielded great results with more than 22 crores trees planted on August Kranti Diwas. This move was appreciated within the country and around the world," he added.
