<p>Despite difficult conversations and lack of any clarity on key issues, like phasing down of fossil fuels, climate finance, means of implementing energy transition and reforms of multilateral banks (MDBs), there is some hope that the G20 heads of state and government will be able to gather minimum consensus needed to project unity among the group.</p>

<p>"India has already demonstrated leadership with bold and ambitious climate actions and will achieve two out of three quantifiable targets set forth in the NDC by 2030 – reducing the emissions intensity of GDP by 33-35 per cent from 2005 levels and 40 per cent non-fossil fuel installed electricity capacity in 2030,” Sanjay Vashist, Director, Climate Action Network South Asia (CANSA) said.</p>

<p>Linda Kalcher, Executive Director, Strategic Perspectives, noted that India can leverage its position and use the G20 forum to achieve key climate targets and simultaneously achieve consensus on climate aid from the developed countries.</p>

The renewables goal can only become a success at COP28 if it comes with a financial package to ensure it can be achievable for developing countries. The EU and other rich countries can raise the stakes on climate ambition. They can lower the cost of capital and forge new economic partnerships on renewable manufacturing and deployment,” Kalcher said.</p>

<p>“Host-country India wants to become a champion on solar energy - it needs more public and private finance to make this a reality though.”</p>

<h2><strong>Can consensus be achieved without Xi and Putin's presence?</strong></h2>

<p>However, Li Shuo, Senior Global Policy Advisor of Greenpeace East Asia, has said that it will be challenging to achieve any climate action goals as the current geo-politics is fraught with US-China competition and the Russia-Ukraine conflict.</p>

This does not bode well for the year-end UN climate conference in the UAE. Yet it reflects the zeitgeist of global climate politics. Bad geopolitical blood is paralysing the G20 just as severe climate impacts across the world call for more unity and ambition,” he added.</p>

<p>This was the 11th Beidaihe summit to have taken place under Xi Jinping’s presidency, and it had a starkly different feel from the previous ten.&nbsp;</p>

<p>Xi was given this straight message at the summit that if the persistent political, economic and social problems are not taken care of, the current turmoil may snowball into an existential crisis for the ruling party.</p>

<p>‘We cannot have more turmoil,’ the seniors reportedly pointed out.</p>

<p>Xi was reportedly so frustrated after the summit that he later vented his anger before his loyalists.&nbsp;</p>

<h2><strong>Xi blames his predecessors for the current problems</strong></h2>

<p>China’s economy is in a&nbsp;really bad shape. Its relations with the majority of the outside world have deteriorated. The foreign investment in the country is sharply declining.&nbsp;</p>

<p>Russian President Vladimir Putin will visit China for the Belt and Road Forum in October, Bloomberg reported while citing three people with knowledge of the matter. The visit would be Putin's first since an arrest warrant was issued against the Russian president for alleged war crimes, which the Kremlin has vehemently denied.</p>

<p>Preparations are now underway in Moscow for Putin's visit as Russian President Vladimir Putin has reportedly accepted Chinese leader Xi Jinping's invitation for the top flagship project of his presidency.&nbsp;</p>

<h2><b>Putin will not visit India for G-20 but will visit China for BRI forum?</b></h2>

<p>That's pretty much it. Vladimir Putin, in a telephonic conversation with India's Prime Minister Narendra Modi on August 28, cited his "busy schedule" and said that his main focus is still the "special military operation" in Ukraine for his inability to attend the G-20 summit in New Delhi in September.</p>

<p>Another facet of the discourse remains that New Delhi has vehemently opposed the G20 summit to emerge as a forum for focus on war in Ukraine, saying that it's a "geo-economic" platform and that the "(UN) Security Council" exists for conflict resolutions.</p>

<p>Putin in the New Delhi G-20 summit would have made him and by extension the war in Ukraine the top focus of a crucial multilateral meeting.</p>

<p>Secondly, Putin is reportedly willing to visit countries where his security service can completely guarantee his safety, and China is one of those places, according to two people cited by Bloomberg.</p>

<p>Kremlin foreign policy aide Yuri Ushakov said in July that Putin planned to visit China for the forum, while Security Council Secretary Nikolai Patrushev said that China had invited the Russian leader as the "main guest" at the event, the state-run TASS news service reported in May.</p>

<p>In March 2023, The Hague-based International Criminal Court issued a warrant against Vladimir Putin for alleged war crimes in Ukraine. Globally, a total of 123 nations are signatories to the Rome Statute of International Criminal Court which makes them bound to act on the orders passed by the court.&nbsp;</p>

<p>China and India are not signatories to the Rome Statute.&nbsp;</p>

<p>In last week's BRICS summit, Russia was represented by Foreign Minister Sergei Lavrov instead of Vladimir Putin. Pretoria is a signatory to the Rome Statute, meaning that it was supposed to comply with the order to arrest Putin.&nbsp;</p>

<p>Since Russia launched an invasion of Ukraine, President Vladimir Putin has only visited neighbouring countries and Iran.</p>

<p>Putin last visited China right before the beginning of the war in Ukraine when he attended the Winter Olympic Games in Beijing and held talks with Xi Jinping at which the two sides declared a "no limits" partnership.</p>

<p>Xi, however, travelled to Moscow for a state visit in March.</p>

<p>Addressing press on Wednesday, Bangladesh's Foreign Minister AK Abdul Momen said both Xi and Hasina invited each other to visit their respective countries, and they agreed to this.</p>

<p>Regarding the Rohingya issue, the report said that Xi wants to resolve it through the tripartite engagement of China, Bangladesh and Myanmar and, assured Beijing would always support Dhaka to this end.</p>

<p>Xi also expressed China's eagerness to help Bangladesh in the development of energy, renewable energy and infrastructure.&nbsp;</p>

<p>Bangladesh PM Hasina, meanwhile, sought Xi's help in the quick implementation of some Chinese-funded projects which are now stuck in a fund crisis. The Chinese president assured that he would look into the matter.</p>

<p>Hasina pointed out that the trade gap between Bangladesh and China will be reduced if some Chinese investments come to Bangladesh.</p>
