North Korean leader Kim Jong Un and Russian President Vladimir Putin met for a rare summit on Wednesday at which they discussed military matters, the war in Ukraine and possible Russian help for the secretive state's satellite programme. Putin showed Kim around Russia's most advanced space rocket launch site in Russia's Far East and discussed the possibility of sending a North Korean cosmonaut into space. Kim, who arrived by train from North Korea, asked detailed questions about rockets as Putin showed him around the Vostochny Cosmodrome.

After a sharp devaluation of the rouble highlighted Moscow's vulnerability to financial shocks from the conflict in Ukraine, President Vladimir Putin indicated that Russia is avoiding severe measures for the time being as a reaction to economic instability. Putin claimed Russia could handle the situation without imposing stricter capital restrictions or confiscating private assets at an investment gathering on Tuesday, just before his meeting with North Korean leader Kim Jong-un.

Kyiv military officials reported that Ukraine was targeted by a total of 32 Russian drones, with 25 of them successfully intercepted and neutralised.

"The occupiers attacked Ukraine with 32 kamikaze drones... of which 25 were destroyed by Ukrainian air defence forces. The Russian occupiers directed most of the attack UAVs to the Kyiv region," Ukraine's armed forces said in a statement.

Kyiv's air defence system sprung into action as multiple drones approached the city, causing a series of explosions that sent shockwaves throughout the region. An AFP journalist present in Kyiv at the time reported hearing approximately ten explosions, marking a significant escalation in the ongoing conflict.

Kyiv's Mayor, Vitali Klitschko, took to Telegram to provide updates and guidance to the public. He confirmed the presence of an active air defence system in the Kyiv region and the city itself, acknowledging the imminent threat posed by additional unmanned aerial vehicles (UAVs) heading toward Kyiv.

"Air defence system is working in Kyiv region and in the capital. More UAVs are moving in the direction of Kyiv," Mayor Klitschko wrote.

In the aftermath of the attack, medical teams were deployed in Kyiv's Podilskyi district to assist individuals who had experienced severe stress reactions due to the falling debris.

Debris and fire

Reports indicated that debris from the drone attack fell in various parts of the city, including the districts of Sviatoshynskyi and Shevchenkivskyi. In Shevchenkivskyi, falling debris led to a fire in a residential building, though quick action from the building's occupants prevented further damage. Russia deploys 32 kamikaze drones in attack on Kyiv, 25 intercepted

The Russian military has reportedly withdrawn a regional task force from neighbouring Belarus. This withdrawal has drawn attention from Ukrainian border authorities and independent Belarusian war monitors, shedding light on the evolving dynamics in the region.

Background: Lukashenko's deployment

The backdrop to this withdrawal lies in Belarusian President Alexander Lukashenko's announcement in October 2022. Lukashenko had asserted the need for a joint regional group of military forces, citing concerns over Ukraine's alleged preparations for an attack on his country. This move set the stage for heightened tensions in Eastern Europe.

Ukraine's perspective

Recent statements from the State Border Service of Ukraine indicate that "almost all" of Russia's forces in Belarus have undergone a rotation, signaling a notable shift in the military landscape. According to spokesperson Andrii Demchenko, there have been no additions to the Russian troop presence in Belarus. Consequently, Ukraine perceives the current Russian troop numbers in Belarus as not constituting an immediate threat of a northward invasion into Ukraine.

The withdrawal timeline

The withdrawal process appears to have unfolded in stages. Russian personnel reportedly completed their exit from Belarus in early July, with the entire aviation group following suit in early August. This information comes from the Belarusian war monitoring project, Belarussky Hajun, which has been closely tracking these developments. Notably, this monitoring effort has listed 11 attack and transport helicopters, along with nine fighter jets, among the assets that have returned to their home airfields in Russia.

The Wagner mercenary outfit

A potentially significant factor in the regional dynamics is the presence of around 2,500 fighters affiliated with the Wagner mercenary outfit. These mercenaries had agreed to be stationed in Belarus following a failed mutiny during the summer. While other Russian forces have reportedly withdrawn, these fighters appear to remain stationed in Belarus. This situation has been reported by Russia's investigative outlet, iStories.

Notably, Russia's defence ministry has maintained silence regarding the reported withdrawal of its troops from Belarus. This lack of official comment adds an air of mystery to the situation, leaving room for speculation about the motives and implications of the withdrawal.

Lukashenko's role and accusations

Alexander Lukashenko, a longtime ally of Russian President Vladimir Putin, has faced accusations of facilitating Moscow's 2022 invasion of Ukraine. These allegations stem from the belief that he allowed Russian forces to assemble and launch attacks from Belarusian territory. Despite this, Belarus officially remains a non-belligerent in the ongoing conflict.

In a parallel development, Belarus has found itself targeted by Western sanctions, mirroring the measures aimed at Russia over its assault on Ukraine. These sanctions underscore the interconnectedness of the two nations' actions in the regional geopolitical landscape.

Romanian President Klaus Iohannis on Tuesday (September 5) said that new attacks were carried out "very, very close" to its border by neighbouring Ukraine, as Russia has been repeatedly launching drone strikes on infrastructure in Danube, southern Ukraine.

"We had attacks just today, the minister of defence told me, which were verified at 800 metres (2,600 feet) from our border. So very, very close," said Iohannis, while speaking in a joint press conference with Luxembourg's Prime Minister Xavier Bettel.

The NATO member on Monday had refuted Kyiv's claims that Iranian-made Russian drones dropped and detonated inside the Romanian territory amid a strike carried out on the Ukrainian port of Izmail.

"There was no piece, and no drone and no other part of any device that made it to Romania," said Iohannis at the press conference on Tuesday (September 5), echoing the defence ministry's comments on Monday.

"But yes, we are concerned because these attacks are taking place within a very short distance from the Romanian border," Iohannis stated while addressing from the Cincu military base located in central Romania.

"But we are alert," he stated. The Russian attacks on Ukraine's Danube infrastructure were strongly condemned by Bucharest.

After the collapse of the United Nations-brokered deal in July, which allowed grain shipments from Black Sea ports, the attacks have been ramped up by Moscow on Ukraine's southern Odesa and Mykolaiv regions, which is home to infrastructure and ports important for agriculture exports.

Romania's denial of Russian drone attacks

Romanian Foreign Minister Luminita Odobescu on Monday (September 4) denied reports of Romanian territory being hit by Russian drones during an overnight air strike carried out on a Ukrainian port across the Danube River.

"Of course, there is a risk because what happened there is very close to our borders," said Minister Odobescu, while speaking to the reporters on the sidelines of a visit to Berlin.

Moscow has been avoiding recruiting Russians to boost its armed forces for the Ukrainian war and is instead recruiting Central Asian migrants and neighbouring countries as soldiers, British intelligence has claimed.

“There are at least 6 million migrants from Central Asia in Russia, which the Kremlin likely sees as potential recruits,” the Defence Ministry said on Sunday (Sept 3) in its latest intelligence update.

The ministry said that Russia wants to avoid another unpopular general mobilisation at all costs before the presidential elections next year.

This move "allows the Kremlin to acquire additional personnel for its war effort in the face of mounting casualties" and "avoid further unpopular domestic mobilization measures in the run-up to the 2024 presidential elections," according to the Ministry.

Though Russia hasn’t provided any official casualty numbers, US officials last month claimed that Russia's military casualties are nearing 300,000, of which as many as 120,000 are deaths and up to 180,000 are injuries.

Since late June, Russia reportedly put up military advertisements targeting Armenian and Kazakhstani migrants, mainly ethnic Russians from the Kostanay region, offering down payments of 45,000 rubles ($5,140) and starting salaries of 190,000 rubles ($1,973).

Moreover, they are being offered "fast-track citizenship" if they join the fight in Ukraine, with salaries of up to $4,160 on the cards.

A drone attack was repelled by the Russian military on an airport located in the northwestern city of Pskov, said the regional governor early on Wednesday (August 30). No immediate comment was made by the defence ministry, however, reports surfaced of four heavy transport planes reportedly getting damaged.

Pskov is located around 800 kilometres (nearly 500 miles) from the border of Ukraine and the surrounding region borders of EU member states Estonia and Latvia.

"The defence ministry is repelling a drone attack in Pskov's airport," said regional governor Mikhail Vedernikov, taking to social media and sharing a video of massive fire with the sounds of sirens and explosions in the background.

Vedernikov stated that he was present at the scene of the drone attack. "According to preliminary information, there are no victims," he said, further assessing the scale of the damage.

Citing emergency services, state news agency TASS said that four Ilyushin Il-76 heavy transport planes had suffered damages.

TASS, citing air traffic services, stated that the authorities have closed the airspace above Moscow's Vnukovo airport. Previously, the region of Pskov was targeted by drones in late May. In the last few weeks, a barrage of Ukrainian drone attacks have targeted Moscow and other Russian regions after Kyiv recently vowed to "return" the conflict to Russia.

An aircraft "destroyed four high-speed military boats with landing groups of Ukrainian special operations forces with a total number of up to 50 people" in the Black Sea around midnight Moscow time (2100 GMT), said Russia's defence ministry in a statement on Telegram.
