China's FM Wang Yi had said Vystrcil will “pay a heavy price”. “The Chinese government and Chinese people won’t take a laissez-faire attitude or sit idly by, and will make him [Vystrcil] pay a heavy price for his short-sighted behaviour and political opportunism”, Yi had said.

Meanwhile, Taiwan and the Czech Republic are talking "freedom and democracy".

The letter from Prague to China reads, “Now listen to me, comrade minister, PRC will apologise asap for the shameless threat. And when I say asap, I mean right now! I want to have it in 2 hours on the table of Czech foreign minister”.

“I will make you pay a heavy price for bullying, and you won't like it”, it said.

Here are other noteworthy portions&nbsp; - “Be ashamed and acknowledge that in future”. “Wake up. You will not [expletive] on us. Do not let this be repeated”. Another line referred to the diplomatic failure as a&nbsp;"pathetic diplomatic [expletive] up”.

This letter was written by a district mayor of Prague, Pavel Novotny. He is part of the Czech delegation, and is known for his Anti-Russia stand.

Earlier this year, there were talks about Russia wanting to assassinate Novotny. The mayor wanted to build a monument of the Russian Liberation Army.

Not the first time

In 2019, he wrote a letter to Russian president, Vladimir Putin. That letter too had the same expletive rhetoric.

The letter read, “Please acknowledge that it is not within your power to stop us from erecting a monument to the 300 soldiers that died here fighting Nazis… You would only be able to remove it when next you shall occupy us and enslave is. Until then, it is of no use to bother us, as it is of no use to poison with Novichok, or pressure me personally. I am not saying this because I am afraid of you you lying, rude, self centered, arrogant [expletive]. I am telling you this because if local people wish to install a monument because they believe Reporyje and Prague owe it to the Vlasovites, they will build it.”

Wang is visiting European capitals to reinforce ties as relations with the US remain tense.&nbsp;

Chinese and European experts have been working for seven years on a deal to protect foreign investments, reinforce respect for intellectual copyrights, end obligations to transfer technology and subsidies for Chinese public enterprises.

The US is also trying to establish more balanced economic ties with China, but those efforts are struggling to make headway.

In June, European Commission president Ursula von der Leyen said that work on an agreement with the European Union had become "difficult" and warned: "We need more ambition on China's part to wrap up an agreement by the end of the year."

But China warned the EU, at least three times, against naming Beijing in its disinformation report.

The European Union refuses to bow before China now. It went public in June. Europe blamed China for a “hugh wave” of disinformation on the coronavirus in a report.&nbsp;

China's Foreign Minister Wang Yi is on 'control the damage' tour to Europe

The foreign ministers of China and Pakistan held their 2nd annual strategic dialogue on Friday during which they discussed ways to enhance their all-weather bilateral ties, the Kashmir issue, progress on the China-Pakistan Economic Corridor and the Afghan peace process.

Billed as "highly relevant"&nbsp;and "very important" by both the countries ahead of the meeting held in the southern Chinese island resort of Hainan, Chinese Foreign Minister Wang Yi and his Pakistani counterpart Shah Mahmood Qureshi discussed a host of bilateral, regional and international issues.

A joint statement issued at the end of the meeting said that "both sides underlined that a peaceful, stable, cooperative and prosperous South Asia was in common interest of all parties. Parties need to settle disputes and issues in the region through dialogue on the basis of equality and mutual respect".

"The Pakistani side briefed the Chinese side on the situation in Jammu &amp; Kashmir, including its concerns, position and current urgent issues", it said.

"The Chinese side reiterated that the Kashmir issue is a dispute left over from history between India and Pakistan, which is an objective fact, and that the dispute should be resolved peacefully and properly through the UN Charter, relevant Security Council resolutions and bilateral agreements. China opposes any unilateral actions that complicate the situation", the joint press release said.

India has been maintaining that China has no locus standi in commenting on Jammu and Kashmir.

New Delhi has previously told "Beijing that the Union Territory of Jammu &amp; Kashmir "has been, is and shall continue to be an integral part of India."

Earlier this month, the Ministry of External Affairs said that the issues pertaining to the Indian Union Territory of Jammu and Kashmir were solely an internal matter of India.

"As on such previous occasions, this attempt too met with little support from the international community. We firmly reject China's interference in our internal affairs and urge it to draw proper conclusions from such infructuous attempts," the MEA said in a statement in New Delhi after China initiated a discussion in the UN Security Council on Jammu and Kashmir.

Ahead of the meeting between Wang and Qureshi, Chinese foreign ministry spokesman, Zhao Lijian told the media here on Thursday that "this time the strategic dialogue is highly relevant and the two sides will take the opportunity to discuss anti-epidemic cooperation, bilateral ties and the regional and international issues of mutual interest".

Before leaving for Hainan, Qureshi told the media in Islamabad that "I am leaving on a very important visit to China. I had a discussion with the prime minister regarding this visit yesterday. My delegation will represent the stance of the political and military leadership of the country".

The meeting took place amid reports of crisis in Pakistan-Saudi Arabia relations which were regarded as the bedrock of Islamabad's foreign policy for decades.

Qureshi left for Hainan after the return of Pakistan Army chief, General Qamar Javed Bajwa from Saudi Arabia, where he held talks with senior officials on the state of relations between Riyadh and Islamabad.

Prime Minister Imran Khan said in an interview on Wednesday that Pakistan's future was linked to China as Beijing defended Pakistan in all difficult times. He said Chinese President Xi Jinping would visit Pakistan in the winter.

Wang and Qureshi reiterated that the enduring China-Pakistan all-weather Strategic Cooperative Partnership is beneficial to international and regional peace and stability, and serves the mutual security and development interests of both countries as well as of international community and regional countries.

On Afghanistan, the joint statement said both sides agreed to strengthen cooperation on the Afghan issue and appreciated the efforts made by Afghan government and the Taliban to initiate the Intra-Afghan Negotiations.

"China appreciated Pakistan's positive contribution to the Afghan peace process and efforts for promoting peace and stability in the region and beyond", it said.

Both sides agreed on continuing their firm support on issues concerning each other's core national interests.

"The Chinese side reiterated that Pakistan and China are iron brothers and Pakistan remains China's staunchest partner in the region and that China firmly supports Pakistan in safeguarding its territorial integrity, sovereignty and independence."

Beijing also said it supported Islamabad independently choosing a development path based on its national conditions, striving for a better external security environment and playing a more constructive role on international and regional affairs, the release said.

"The Pakistani side appreciated China for standing together with Pakistan in safeguarding its national security and sovereignty, and reaffirmed its firm support to China on affairs concerning China's core interests and issues of major concern, such as those related to Taiwan, Xinjiang, Tibet and Hong Kong", it said.

But Wang hit back at Washington, accusing it of seeking to repeatedly "attack and smear" China.

"Aside from the devastation caused by the novel coronavirus, there is also a political virus spreading through the US," Wang said at a press conference on the side of the annual legislative meeting.

"This political virus is the use of every opportunity to attack and smear China. Some politicians completely disregard basic facts and have fabricated too many lies targeting China, and plotted too many conspiracies."

He also said that&nbsp;Hong Kong security law must be imposed 'without slightest delay'.

Analysts have warned Pakistan that the multi-billion dollar China Pakistan Economic Corridor (<a href="https://www.wionews.com/opinions/wion-edit-will-cpec-inflict-debt-burden-on-pakistan-264913">CPEC</a>) will provide little benefit to the locals, especially those in the marginalised and volatile province of Balochistan.

"The Belt and Road Initiative, with CPEC as its flagship, is based on infrastructure and energy projects, aimed at enhancing trade through this particular route. It is not a humanitarian intervention designed to benefit the masses. All those who perceive it that way should correct themselves," Senator Anwar-ul-Haq Kakar, the former spokesperson of the <a href="https://www.wionews.com/south-asia/bilawal-accused-pakistan-government-of-changing-cpec-route-to-deprived-baloch-people-of-benefits-268483">Balochistan government</a> was quoted as saying by Asia Times.

The escalation of activity on CPEC projects comes after the incumbent Pakistan Tehrik-e-Insaf (PTI) government started its tenure in August 2018 with skepticism about Islamabad's agreement with Beijing.

The Hong Kong-based media in its report stated that during Chinese Foreign Minister <a href="https://www.wionews.com/world/china-court-sentences-pastor-to-nine-years-in-jail-for-inciting-subversion-270966">Wang Yi</a>'s visit to Islamabad and Imran Khan's visit to Beijing in 2018, Pakistan was looking for a rejig of the CPEC agreements, which had been shared with China.

Prime Minister's Advisor on Commerce, Industry and Investment, Abdul Razak Dawood had then reportedly expressed the government's desire to put the CPEC "on hold" while the terms were renegotiated.

This caused major embarrassment to Khan and his team during his November 2018 visit to Beijing, government officials had revealed.

A year later in October 2019, Khan arrived in Beijing seeking China's support on Kashmir and the looming blacklisting at the hands of counter-terror watchdog Financial Action Task Force (<a href="https://www.wionews.com/south-asia/fatf-calls-for-stricter-actions-from-pakistan-on-crackdown-of-terror-groups-269771">FATF</a>). The Pakistani government formally agreed to the terms laid out by China for the second phase of the CPEC.

"Instead of reviewing the terms of the first phase of the CPEC, Beijing has actually enforced its will on the second phase as well. There have been no changes in the execution of the projects and the road map for the corridor. In fact, China has explicitly expressed displeasure of the lack of activity over the past year and a half," revealed a senior diplomat.

Meanwhile, officials have also revealed that in addition to the CPEC power projects being "economically more expensive" for Pakistan, Beijing has the entirety of a similarly skewed plan laid out.

Immediately after Khan's visit to Beijing last year, Wang Zhiqing, China's Chief Planner of the Ministry of Transport, arrived in Islamabad to sign a Memorandum of Understanding (MoU) with the Pakistani Minister for Communications Murad Saeed, regarding the transport infrastructure of the second phase of the economic corridor. 
The China-Pakistan Economic Corridor Authority (<a href="https://www.wionews.com/south-asia/pak-opposition-parties-call-cpecas-formation-as-illegal-254704">CPECA</a>) was formally unveiled in October 2019.

The terms require Islamabad to return USD 21.8 billion in commercial loans and USD 7.75 billion in bilateral debt to Beijing over the next three years. 
After Pakistan continued to pursue CPEC, Washington had also warned the former dubbing it as a "debt trap."

However, analysts have maintained that Islamabad rebuking the remarks clearly underlines that Imran Khan's PTI government knows that it cannot afford to offend Beijing anymore.

With Khan recently inaugurating the second phase of the multi-billion dollar project including nine SEZs, it is to be seen how the CPEC upgrade Pakistan's infrastructure and strengthen its economy.

The Nepal Police on September 2 had rounded up six Chinese nationals in Kathmandu for allegedly hacking the security system and withdrawing millions of rupees from various ATM booths.

Some days before the hacking incident, four Chinese nationals were arrested at the end of August for their alleged involvement in the bride trafficking racket. The Nepali operatives working for the Chinese used to lure girls and women from remote parts of Nepal with the promise of providing lucrative jobs in China.

The married Nepali girls were then sold off in an auction as part of the "bride-buying practice" which is prevalent in some parts of China.

On August 5, <a href="https://www.wionews.com/south-asia/2-foreign-trekkers-missing-in-northern-nepal-253384">Nepal</a>'s International Airport Customs Department had arrested a Chinese national for trying to smuggle one kilogram of gold. Three other Chinese nationals were arrested on April 11 from Tribhuwan International Airport for trying to smuggle three kilograms of the precious yellow metal into the country.

The above-mentioned incidents do not only show the criminal activities in which Chinese nationals are involved but also the frequency of the events, which in turn is making Nepal a gateway for them to conduct their illegal acts.

These incidents not only have become a headache for the Nepal Police but has also increased the potentiality that it would turn Nepal into a fertile land for Chinese nationals to plot and execute their plans.

The Chinese smugglers used to smuggle gold from Tatopani border that joins Nepal with China before the area suffered extensive damage due to the 2015 earthquake, dealing them a setback.

Since then, the Chinese criminals have shifted their attention to smuggle goods at Rasuwa-Kerung border crossing or sometimes carry out their illegal acts at the Tribhuwan International Airport.

Last year, the Nepal Police had confiscated 88 kilograms of gold which was smuggled into the Himalayan nation by making a false flush bottom in a vehicle that had entered from China via Kerung. It was discovered that a Chinese national Wang Wei Ming was behind the incident, but is absconding.

Now, the Chinese criminals have shifted their attention from smuggling gold to high-tech hackings.

"The security of Nepal's banking system is very fragile and the Chinese criminals are working on to get into those loopholes to break into the system. In the disclosed hacking instances, the arrested ones are mainly Chinese. They at first steal the source code and in some cases, they enter the codes into new ATM cards which they use it as a normal client of banks and take out the money," Janakraj Sapkota, analyst and a crime journalist working in a Nepali newspaper told ANI.

"The first and foremost thing is that the bank itself should be aware because we already have entered into the phase of a technological revolution. We have transformed banking into e-banking and we cannot step back from it," Hemanta Malla, former head of Central Investigation Bureau (CIB) of Nepal, told ANI.

On January 14, 2017, Metropolitan Police Crime Division had arrested a Chinese national Ming Xiang and recovered foreign currency. He was on his way to China via the Kerung border point.

In a gap of nine months, the police had arrested another Chinese national with USD 50,000 from the Kerung port.

"They (Chinese criminals) usually steal account details of foreign banks. After stealing it, they load the data at an ATM and the amount which they withdraw was from ATMs of Nepali banks. They only had used our banks as a gateway and the stolen money is not of Nepal, but are of foreign banks and this time they did it in a different way. At this time, they inducted a malware into the gateway used by 14 to 15 banks of Nepal for trying to break the communication," Malla said.

Investigating police officers in the last month's hacking case involving Chinese nationals are facing the problem in communication. Hence, the Chinese criminals take advantage and try to cover up themselves over the cases filed against them.

Janakraj Sapkota, a senior journalist and analyst, said, "After the arrest of Chinese hackers, Nepal Police has been facing problems during the investigation. The Chinese are not replying to questions asked by police and remain silent over time. In many cases, the police also have been facing difficulty communicating with them. As there are different Chinese dialects, it is hard to find a translator. Hence, the Chinese nationals prefer not to answer or remain silent during investigations."

Malla rejected the claims of the Nepal Police in communicating with the Chinese nationals or other foreigners.

"Not only Chinese, but we have also arrested nationals from various countries when I was in CIB. At that time, we use to call translators from the Vishwa Bhasa Campus (a governmental campus teaching multiple foreign languages) and some from the local tuition centers. We even took help of close friends fluent in that particular language," Malla said.

"Take French for example. When talking about Chinese, the best part now is that there are numerous institutes. There are officers inside Nepal Police who can speak Chinese and French as well. Anyone who has been to China or to the Chinese Mission or the French Mission has studied both Chinese and French. So, I would clearly state it to be an excuse when we talk about the language barrier and Nepal is capable of communicating with foreign nationals embroiled in cases," Malla added.

Despite rising criminal incidents by Chinese nationals in Nepal, Kathmandu is yet to take this issue to a higher level. During the recent visit of Chinese Foreign Minister Wang Yi in the Himalayan nation, the matter was not raised by the Nepali side.

"Neither the Foreign Minister nor the Finance Minister dared to talk about the Chinese nationals' involvement in the hacking case in front of the Chinese Foreign Minister. But it is true that the issue was passed to Chinese officials later after Wang Yi wrapped up his visit," a Nepali foreign ministry source told ANI.

"Talks about the visit of Chinese Premier (Li Keqiang) to Nepal is underway and raising the issue might result in the cancellation of the visit. Hence, the Nepali side might not have pressed its issue forward," the source said.

During his three-day visit, the Chinese Foreign Minister also announced 16 Million Nepalese rupees for flood victims in the landlocked nation.
