Uzbekistan has invited Indian Prime Minister Narendra Modi, Pakistani Prime Minister Imran Khan and leaders in Central Asia for an international connectivity summit from 15th to 16th July that will take place in the Uzbek capital Tashkent.

The summit named "Central Asia and South Asia regional connectivity: Challenges and opportunities" is being organised as an initiative of Uzbek President Shavkat Mirziyoyev. It will have three common themes of discussion--economic, cultural, security--connectivity and aims to refresh historical ties. Leaders and representatives of Russia, Iran, China, the US, and the European Union will also be invited to the summit.

The invitation to India was extended during Uzbek Foreign Minister Abdulaziz Kamilov's New Delhi visit in late February. Kamilov has already visited the capitals of the other four Central Asian countries to extend the invitation. In March, Kamilov had visited Islamabad to hand over the invitation to Khan.

The summit will see a gathering of leaders from South and Central Asia and aims to increase connectivity between the two regions. This is the first such initiative of this kind from Uzbekistan, which is a doubly landlocked country. Uzbekistan, along with Liechtenstein are the only two doubly landlocked countries in the world.

Uzbekistan has been keen on using the India-built Chabahar port in Iran. Both countries formed the group with Iran for increasing engagement on the port. Afghanistan will be invited for the next meet of the grouping. During the December virtual summit between Indian PM Modi and Uzbek President Mirziyoyev, the latter announced the intention to join International North-South Transport Corridor that connects Mumbai to Moscow.

Uzbekistan is the only Central Asian country with which India has held a virtual summit so far. In strategic space and defence, both sides are increasing engagement. India and Uzbekistan held military exercises Dustlik-2 from 9th to 21st March at Chaubatia, Uttarakhand. On Afghanistan as well, both sides hold regular exchanges.

With other countries in the region, Afghanistan is increasing engagement on connectivity, especially with air corridors and the Chabahar port project backed by New Delhi. A trans-Afghan railway is being planned, with Pakistan, Uzbekistan, and Afghanistan being part of it.

Uzbekistan, one of the fast-growing countries in the world, is reforming its economy to make it sustainable and green. In the past decade, its GDP growth rate exceeded that of the group of leading CIS countries (Russia, Kazakhstan and Belarus) and several countries of the Central Asian region (Kyrgyzstan, Tajikistan), according to a document shared by the nation’s embassy to India.

Reforms initiated by President Shavkat Mirziyoyev seek to improve the investment climate, exports, foreign trade, and macroeconomic stability.

Here is a look at the growth, reforms, challenges and future of the nation’s economy:

REFORM PROCESS

The country liberalised its foreign exchange market, simplified visa processes and moved to a flat income tax rate of 12%. It also reduced cost of doing business, opened branches of some foreign universities of Korea, Russia, the US and India. In 2017 alone, 18 free economic zones, 77 small industrial zones and10 technology parks were established.

Products under export ban were reduced, mandatory sale of foreign currency earnings was abolished, customs duty slashed, export contract procedures simplified, and additional conditions for the export of fruits and vegetables were created, according to the embassy document.

A law on combating corruption was adopted, and steps were initiated to curb the shadow economy.

Digital technologies were introduced, with 211 state services rendered through a single portal. Since January 1, scores of licenses and permits were abolished, and registration time and permission documents were reduced or simplified. Non-cash payments went up.

An anti-corruption Agency was set up in mid-2020. From 2017 to the end of 2020, 17 regulations were adopted to fight corruption. From 2021, an annual rating system will evaluate the personal responsibility of regional and government leaders in the fight against corruption and the shadow economy.

A National Project Management Agency was created to ensure consistency in economic reforms process and to introduce modern information management systems. A Ministry of Investment and Foreign Trade was formed for implementing investment policy and attracting foreign investment, among other things.

Administrative reforms, improved accessibility of public services and development of public-private partnerships were also introduced.

Important documents were adopted on sustainable development, transition to a green economy, environmental protection and agriculture Development.

Several measures were introduced to to limit the vulnerability of the civil service to political pressure.

Some businesses have been given tax vacations due to Covid pandemic and expenditures have been reduced.

STATE OF THE ECONOMY

The share of industry in the economy has risen to nearly 30% of GDP in 2019, up from 23.3% in 2014, while that of agriculture was down from 33.3% in 2014 to 28.2% in 2020. These two industries have accounted for between 54% and 57% of total GDP.

Manufacturing sector's share in industrial production has not changed dramatically in the last 10 years.

The devaluation of currency is a risk to macroeconomic stability. There was almost two-fold devaluation in 2017 (from almost 4,000 soums per dollar to 8,000 soums) with high devaluation rates continuing in subsequent years - 28% in 2018, 9.5% in 2019 and 13.4% in 2020.

The value of gross investment in 2018 rose to 30.6% of GDP (against the 21.4% average in 2010-17), 37.1% in 2019 and 34.8% in 2020. But the level of monetisation (the ratio of broad money to GDP) of the economy remained significantly below the world average for the developing world (from 50% to 100%), which made it difficult for the national banking sector to credit investment projects. As a result, foreign lending became the main source of financing, which led to a rapid growth of external debt.

In 2011-2016, investment was at 21-23% to GDP, and external debt grew at 7.5%-14.6% to GDP. The investment boom of 2017-2020 led to a rapid growth of external debt up to 46% of GDP due to increased external borrowing for construction and other capital-intensive industries.

Insufficiently thought-out liberalisation has changed the ratio between exports and imports. While in 2011-2016 the foreign trade balance was active (estimated at +1.6% of GDP), in the last four years it has become deficit, at minus 10-12% of GDP in 2018-2020.

NEED FOR CHANGE

A review of economic reforms is needed. The new economic model should focus on domestic sources of development, resource saving, solving social problems including the fight against poverty and the shadow economy, and reducing the burden on natural capital.

In 2016-2019, the nation's industry grew 107.2% on average, with cumulative growth of 124.3%, but the pandemic in 2020 led to drop in production in industry and manufacturing.

The new industrial policy should aim at processing of raw materials, digitalising industries and enterprises, introducing less energy-intensive "green technologies", and forming technological platforms for the development of basic industries. Estimates say digital systems will improve productivity by 20% at existing facilities, and increase output of finished products by 5-10%. This will enable growth of sustainable employment in industrial production.

The investment policy will contribute to positive technological shifts with a growing share of medium and high-tech industries.

FARM SECTOR: GROWTH AND REFORM

Uzbekistan’s gross agricultural output grew by almost 7.2% in 2016-2020, with attention paid to multi-purpose farms. These farms are exempt from payment of the single tax for five years on all types of activities not related to crop growing.

Uzbekistan has second place globally in production of apricots and carrots, and third in production of quinces and cherries. It is the fifth largest exporter of apricots and fourth largest in persimmons and raw silk.

In 2019, an agriculture development strategy was approved. It seeks to ensure food security; create a favorable agribusiness climate and value chains; and reduce the role of the state and increasing investment attractiveness.

State regulation of flour prices, which had been in place since 1994, was stopped in Uzbekistan. The sale of flour at market prices ensures effective allocation of resources and competition in the markets, taking into account the interests of both producers and consumers.

Beginning with the 2020 harvest, the state grain order will be reduced by 25%, and beginning with the 2021 harvest, the practice of the state establishing grain procurement prices and state purchases will be completely abolished.

Starting with the 2020 harvest, the practice of setting purchase prices for raw cotton is also abolished. Mechanization of the industry, which replaces manual labor, is also being actively pursued in cotton growing.

Since September 2020, subletting agricultural land for the purpose of growing agricultural products was introduced.

A GREEN ECONOMY

Uzbekistan is an active participant in the implementation of climate-change related accords including Paris Agreement 2015 and Aral Sea agreements. It has adopted documents for environmental protection, transition to a green economy, solid waste management and biodiversity conservation.

Uzbekistan is also making efforts to increase the forest area. Between 2010 and 2018, forest-covered areas increased from 6.63% to 7.26%. More and more land plots are transferred to the category of lands of the state forest fund as lands potentially suitable for forestry.

In the past decade, its GDP growth rate exceeded that of the group of leading CIS countries (Russia, Kazakhstan and Belarus) and several countries of the Central Asian region (Kyrgyzstan, Tajikistan), according to a document shared by the nation’s embassy to India.

The Afghan peace process must be "led, owned and controlled" by Afghanistan and it is necessary to preserve the achievements of the past two decades, Prime Minister Narendra Modi said on Friday.

In his opening remarks at a virtual summit with Uzbek President Shavkat Mirziyoyev, Modi also said India and Uzbekistan are standing together firmly against terrorism and have similar concerns over extremism, fundamentalism and separatism.

"We have similar concerns about extremism, fundamentalism and separatism. We both stand firmly together against terrorism. We also have a similar approach on regional security issues," the prime minister said.

Uzbekistan is a key country in Central Asia which India considers as its 'extended neighbourhood'. The bilateral ties now encompass a wider canvas of cooperation including in areas of defence and security, trade and investment, energy, agriculture, education and science and technology.

Both countries are currently negotiating a bilateral investment treaty (BIT) and a preferential trade agreement. Last year, a pact was sealed providing for long-term purchase of uranium by India from Uzbekistan.

In his remarks, the prime minister also referred to cooperation between the two countries in key areas of defence, space and atomic energy sectors.

"Our security partnership is becoming a strong pillar of bilateral relations. Last year, the first joint military exercise between our armed forces took place. Our joint efforts are also increasing in the areas of space and atomic energy," he said.

Modi also said India was ready to share its expertise and experience with Uzbekistan as per its development priorities.

"India has great potential in areas such as infrastructure, IT, education, health, training and capacity building, which can be useful for Uzbekistan. The establishment of a joint working group on agriculture among us is an important and positive step," he said.

"With this we can find opportunities to increase our agricultural trade which will help the farmers of both countries," he added.

Modi also talked about cooperation between the two countries during the coronavirus pandemic.

"It is also a matter of satisfaction that during this difficult time of the COVID-19 epidemic, both countries have fully supported each other, whether to supply medicines or to ensure return of each other's citizens to home," he said.

Uzbekistan plans to repatriate another group of its citizens, mostly women and children, from Syria where they are staying at crowded camps with other families of Islamic State fighters, an Uzbek government source told Reuters on Friday.

A government delegation from Tashkent has visited the Al-Hol and Roj camps in the Kurdish-controlled part of Syria and met over 100 Uzbeks staying there to discuss their return home, the source said.

Most of those people are women and children under three years of age who "live in deplorable conditions and have difficulties with access to drinking water, food and medical care", according to the source.

Kurdish fighters have seized much of northern and eastern Syria from Islamic State and have since held thousands of militants in prisons, while their wives and children - numbering tens of thousands - are living in camps.

Al-Hol camp alone houses nearly 65,000 people, including about 28,000 Syrians, 30,000 Iraqis and some 10,000 other foreigners of many nationalities, according to U.N. estimates.

UNICEF said in August eight children had died in al-Hol, where it said children from 60 countries were languishing and COVID-19 infections among camp workers had worsened conditions.

Thousands of people from the predominantly Muslim region of Central Asia, where Uzbekistan is the most populous nation, are believed to have joined Islamic State, with men often bringing their families along.

Uzbekistan repatriated 220 women and children from Syria last year who then enrolled in a programme aimed at their rehabilitation, the government has said.

Tens of thousands of youngsters headed to sports arenas across Uzbekistan on Wednesday to sit university entrance exams in the open air due to the coronavirus pandemic.

The massive exercise, which will span two weeks, will see more than 1.4 million applicants take a three-hour test while seated at desks on the running tracks or walkways of the stadiums. They are competing for some 150,000 university places under a centralised admissions system.

Hundreds of young men and women attended the first session at one of the stadiums in Tashkent on Wednesday morning, wearing masks. The weather was comfortably warm for those seated in the shade while other test-takers used clothes and papers to protect themselves from direct sunlight.

The Central Asian nation of 34 million has just ended its second national lockdown after a mid-summer surge in cases stretched its healthcare system to the limit. The former Soviet republic has confirmed 42,370 COVID-19 cases with 324 deaths.

Uzbekistan said this week that courses at local universities would commence online rather than in person and schools would reopen on Sept.14, two weeks later than usual, with lessons reverting to distance learning depending on local circumstances.

The government said on Wednesday that cafes, restaurants and tea houses will reopen from Sept.5 with some restrictions, as well as cinemas, theatres and theme parks.

Mosques and other places of worship will be allowed to hold collective prayers from that date. Uzbekistan will also reopen its border with neighbouring Kyrgyzstan. Masks will remain mandatory in public areas and mass events will remain banned.

Uzbekistan: Polls held under pro-reform leader

Uzbekistan said Thursday that it will lift visa restrictions for citizens from China in a bid to boost foreign tourism, becoming the first country in former Soviet nation in Central Asia to make the move.

An order signed by President Shavkat Mirziyoyev said that Chinese citizens including those from Hong Kong would be subject to a seven-day visa waiver from the beginning of 2020.

Uzbekistan, which does not share a border with China, is the first of the five 'stans' in ex-communist Central Asia to scrap visas for Chinese citizens.

While China is a key trade partner for the region Beijing has often struggled to counter perceptions that it is out to dominate its weaker neighbours via loans and strategic investments.

Uzbekistan has made tourism a priority to reduce its dependence on exports of its natural resources, including natural gas and metals.

The country's star draws are the fabled cities of Bukhara, Samarkand, Khiva, which were once cultural centres and key points along the historic Silk Road trade routes linking China and Europe.

Uzbekistan's tourism committee has said that annual visitor numbers for 2018 were 5.3 million, double the figure for 2017.

President Mirziyoyev has reversed a number of policies that hampered tourism under his late predecessor Islam Karimov.

Among the restrictions he scrapped was a ban on photography in the capital Tashkent's ornate metro system that had led to police detentions of unsuspecting tourists.

India has an important role at Shanghai Cooperation Organisation: Uzbekistan envoy

Uzbek Ambassador to India speaks on Chabahar Port

Uzbekistan seems to be becoming India's launchpad to Central Asia. President Shavkat Mirziyoyev has been to India twice in the last four months. First on a state visit in September and then visiting India last week for the Vibrant Gujarat summit in Gandhinagar. Uzbek Ambassador Farhod Arziev spoke to WION on a range of issues, from India-Uzbekistan connectivity, to trade, and the "dynamic" relationship between the two countries.

WION: How do you see connectivity between the two countries?
Farhod Arziev: I would like to inform you just before the visit of President (Shavkat Mirziyoyev), we have hosted important event — India-Central Asia Dialogues — at the level of foreign ministers in which foreign minister of Afghanistan also participated. For the first time, such format was created and the meeting took place in Samarkand. And all ministers of FMs of central Asia, India and Afghanistan participated. One of the key items of discussion was to expand areas of connectivity between India and central Asia and use transit potential of Afghanistan. So now, discussion among the parties, among Central Asia and India is going on to increase the connectivity opportunities which will create new corridors between Uzbekistan, central Asia and India. We see great transit potential of Afghanistan in this regard. And we believe this will have practical implication and it will be beneficial for all parties.

WION: How do you see the role of Chabahar port?
FA: Uzbekistan is not only landlocked but double landlocked. Any projects that can help Uzbekistan to reach the international market, we see positively. The projects like Chabahar creates an opportunity for central Asia. We believe it will play a very important, practical role in expanding trade and economic relations.

WION: How do you see ties between the two countries?
FA: For the past four months, we have had the highest level visits. The second time our president visited on 17th and 18th January and attended the Vibrant Gujarat investment summit. I would like to stress the intensity of visits at the highest level shows how close and how dynamic the relationship between the two countries is. Our relations are getting closer at various levels — political, economic, trade and cultural. In all areas, it is of a comprehensive character. We had a country pavilion where we showed made-in-Uzbekistan products. Our president gave a speech (at Vibrant Gujarat) to highlight key areas of cooperation. Our president highlighted the importance of connectivity between India and Uzbekistan as a means to expand investment. Idea is to establish a railway line project that can connect Uzbekistan and India via Afghanistan through the Chabahar Port. We believe with expanding connectivity, options on trade and volume of trade will increase. Regional cooperation was also highlighted.

WION: How do you see Investment ties?
FA: Investment and economic cooperation is an important part of Uzbek-India dialogue. Investment was an important part of the agenda of our president when he came on the state visit last year in October. This time, in his talks with PM Modi, importance of investment cooperation was highlighted separately. And I am happy to inform you as part of the visit, a very important and strategic agreement on the supply of Uzbek uranium to India and exchange of documents took place in front of the two leaders at the Vibrant Gujarat summit. Also, to encourage investment projects, we have signed an agreement between EXIM Bank of India and State Investment Committee of Uzbekistan. They have inked framework agreement on line of credit. We are talking about a soft loan. We are getting a line of credit at the volume of 200 million US dollars to implement social and infrastructure projects. We are working with the private sector of India.

Rail line through Afghanistan can connect Uzbekistan with Chabahar: Uzbekistan ambassador Arziev

Sushma Swaraj India's Foreign Minister in Uzbekistan

External Affairs Minister Sushma Swaraj and Afghanistan's foreign minister Salahuddin Rabbani met in Samarkand, Uzbekistan on Sunday on the sidelines of first India-Central Asia Dialogue.

This is the first meeting between both the ministers this year. Afghanistan was also invited to the dialogue. According to a release by the Ministry of Foreign Affairs of Afghanistan, "Swaraj reaffirmed her country’s commitment toward Afghanistan."

During the meet "both sides exchanged views on the dynamics of the peace talks, the Afghan-leadership and ownership element of the peace process and regional cooperation."

The meeting comes in the backdrop of the Afghan National Security Advisory (NSA) Hamdullah Mohib and US Special Representative of Afghanistan Zalmay Khalilzad's New Delhi visit.

Mohib met his Indian counterpart NSA Ajit Doval and appreciated the assistance provided by India for the economic development and the reconstruction of Afghanistan.

Zalmay, during his maiden visit to India, met Swaraj and foreign secretary Vijay Gokhale. During the meetings, the Indian side briefed Zalmay about Pakistan's destabilizing role and "made it very clear that peace and reconciliation in Afghanistan should be Afghan-owned, Afghan-led and Afghan-controlled," MEA spokesperson Raveesh Kumar noted.

A number of developments have taken place with respect to the Afghan peace process. US media suggest that Washington is keen to withdraw a certain number of its troops from the country. Meanwhile, Afghanistan's neighbours, along with Moscow and Washington but barring India, have also been engaging with the Taliban. India has a policy of not engaging with the Taliban but did participate at a non-official level at Moscow talks on Afghanistan last year in which the group was also present.

Bound together by shared history and cultural linkages, India and the Central Asian states look forward to the Dialogue as an important initiative to enhance their cooperation in wide-ranging spheres including exploring ways to substantially enhance India's economic involvement in business and development sector of Central Asia, the MEA had said on Wednesday. With Afghanistan joining, the participants of the Dialogue will also deliberate on developing viable connectivity options between India and Afghanistan and Central Asia to further facilitate trade and economic activity in the region, it said. Prime Minister Narendra Modi had visited five Central Asian countries in 2015 with an aim to deepen India's engagement with the hydrocarbon-rich region. Swaraj visited the region last August. Officials said the India-Central Asia Dialogue, with the participation of Afghanistan, is expected to take India's engagement with all the countries of the region to a new level.
