The&nbsp;26-year-old Chinese national told FBI agents he was a ship enthusiast and hadn’t realised his drone crossed into restricted airspace. Despite not being convinced, the FBI could not find any evidence linking him to the Chinese.&nbsp;Fengyun has since pleaded guilty and appeared in the court but Langley officials are yet to identify who flew the swarm of drones.&nbsp;

The unidentified man was able to drive onto the base, despite the tight security, and spend five hours there at a food court, in the VIP terminal, and elsewhere before he drew attention.

The otherwise heavily redacted report even detailed his unique appearance -- "On his head, he had a bright red or pink cap that partially covered his ears and had distinctive balls on top that looked a little like mouse ears," according to the &nbsp;report.

The inspector general faulted first a guard at the main gate who, distracted by personal problems and obstructed by Covid-19 practices, let the man through despite his lack of valid credentials.

In a second failure, the man walked onto the tarmac due to a malfunctioning automatic gate.

In a third breach, he boarded the C-40, seen but ignored by two aircrew undergoing training.

After he got off the aircraft he returned to the terminal where his suspicious behaviour finally drew attention. Security officers arrested him.

Authorities, however, assured the man never got close to Air Force One, parked at a distant location and protected by more intense layers of security.

The report concluded that the man was homeless, lived in his car, and despite an extensive arrest record showed no intent to do harm.

During questioning, he simply said "he came on base because he wanted to see airplanes," according to the report.

It was not known if the man will face charges.

The SITE Intelligence Group, which monitors jihadist media, identified the gunman as Mohammed al-Shamrani, saying he had posted a short manifesto on Twitter prior to the attack that read: "I'm against evil, and America as a whole has turned into a nation of evil."&nbsp;

No terror group has claimed the attack, and the shooter did not have any apparent terror ties, the Times reported, citing an unnamed senior American official.

Foreign trainees

Naval Air Station Pensacola is the center for the US Navy foreign military training programs, established in 1985 specifically for Saudi students before being expanded to other nationalities.

The shooter was one of "a couple hundred" foreign students at the base, according to Commanding officer Captain Timothy Kinsella.

Trump indicated the training program would now be under review.

"We've been doing this with other countries, foreign countries. I guess we're going to have to look into the whole procedure, we'll start that immediately," he said.

Six Saudi nationals also assigned to the base were questioned after the attack, US media reported.

Three were at the base and apparently filmed the shooting, The Washington Post said. The other three had flown into the US with the attacker and were based at training sites in Louisiana and Oklahoma, the Post said, citing an unnamed official.

More than 70 per cent of voters in Japan’s Okinawa islands objected in a referendum to the relocation of a US military base within the region, according to the results announced on Monday.

The referendum had been called the day before by the local government to consult the local population on the relocation of the US Navy's Futenma airbase, and its result once again highlights the majority rejecting the US military presence in Okinawa.

Despite the clear opposition to the transfer of the base, Prime Minister Shinzo Abe said on Monday that he will go ahead with the project, saying “we cannot delay this any further” in statements to the media.

The Futenma base is currently located in the urban centre of Ginowan, on the main island of Okinawa, and Japan and the US agreed in 1996 to move it to the more remote Henoko Bay after a series of incidents.

However, the relocation has been delayed due to opposition from residents and local politicians who argue that the project would have a high environmental impact and say that both this base and other US bases should be moved out of their territory.

In the referendum, 72.2 per cent of voters rejected the move while 19.1 per cent supported the plan amidst a 52.48 per cent turnout.

"This is the first time that opposition specifically to the plan… was clearly shown so it bears significant meaning," said Okinawa prefecture Governor Danny Tamaki, who called on the central government to consider the resolution of the people and “stop the relocation work," in statements to the local media.

The ordinance approved by the regional authorities stipulated that if the most-voted option obtained a quarter of the votes, the local government should communicate it to the Japanese leader and United States President Donald Trump.

However, because of the referendum’s symbolic and non-binding nature, Abe is unlikely to withdraw a plan around which the central and regional governments are engaged in long political and court battles.

"We have spent many years holding dialogue with people in the prefecture," Abe said on Tuesday, adding that he will continue his “utmost efforts towards a reduction of the burden" of the US military presence on the inhabitants of the subtropical archipelago.

Okinawan authorities took the case to several courts to try to overturn the project with legal arguments based on the base's environmental impact, but Japan's Supreme Court ruled in Tokyo's favour in 2016.

About one-fifth of Okinawa's main island is US military land.

An envelope containing a suspicious letter was opened at a US military base near Washington, leaving 11 people including nine Marines sick.

A gunnery sergeant opened the envelope received yesterday at Joint Base Fort Myer-Henderson Hall in Arlington, Virginia.

People who were exposed reported symptoms including itchy hands and faces and bloody noses, a Marine official told NBC News. The building was evacuated immediately.

The official said the envelope was addressed to the Marines&#39; headquarters battalion on the base, not to an individual.
