The broad-based cut, which will release 800 billion yuan in liquidity, is effective September&nbsp;16. The additional targeted cut will release 100 billion yuan, in two phases effective October 15 and November 15.

"The move shows policymakers are increasingly worried but it’s far from enough to stabilise the economy," said Larry Hu, head of Greater China economics at Macquarie Group in Hong Kong.

"The key constraint is that everything is slowing down corporates are not willing to invest because of the trade war, a global slowdown, and weak infrastructure and property sector growth."

In a White House video released on Wednesday Trump points to an official weather chart dated Aug 29 showing the states that could be hit in what the National Hurricane Center calls the "cone of uncertainty." A curved line had been added to the cone on the chart to show a risk that Dorian could move from Florida to Alabama.

"It was going to hit not only Florida but Georgia, it could have, it was going towards the Gulf, that was what we, what was originally projected,''&nbsp;Trump says in the video.

Dorian was never projected to be heading toward the Gulf of Mexico, where Alabama has a coastline.

Trump at the weekend in a tweet had named Alabama as one of the states that could be hit. The National Weather Service denied that in its own tweet 20 minutes later.

"This assistance brings the US contribution to the Venezuelan regional crisis response to more than $376 million."

"We salute Colombia and neighbouring countries for their continued support as well, and we call upon other donors to make or increase contributions to help address the crisis," the statement added.

Colombia has received more Venezuelan migrants than any other country - it is now home to more than 1.4 million. Hundreds of thousands of others reside in Ecuador, Peru, Chile, Brazil, and other countries.

UN&nbsp;investigators recommended that all states impose a ban on arms transfers to the warring parties to prevent them from being used to commit serious violations.

"It is clear that the continued supply of weapons to parties to the conflict is perpetuating the conflict and prolonging the suffering of the Yememi people," Melissa Parke, an expert on the independent UN&nbsp;panel, told a news conference.

"That is why we are urging member states to no longer supply weapons to parties to the conflict," she said.

Saudi Arabia and the United Arab Emirates, the main parties in the coalition fighting against the Iran-aligned Houthi movement that controls Yemen's capital, are two of the biggest buyers of US, British and French weapons.

The experts compiled a secret list of suspected war criminals. Investigators found potential crimes on both sides, while highlighting the role Western countries play as backers of the Arab states and Iran plays in support of the Houthis.

"There are no clean hands in this combat, in this contest," panelist Charles Garraway said.

The report accused the anti-Houthi coalition led by Saudi Arabia and the UAE of killing civilians in air strikes and deliberately denying them food in a country facing famine. The Houthis, for their part, have shelled cities, deployed child soldiers and used "siege-like warfare", it said.

Neither the Saudi government communications office nor UAE officials responded immediately to Reuters requests for comment.

The Houthis drove Yemen's government out of the capital Sanaa in 2014. The Saudi-led coalition of Sunni Muslim states intervened the following year to restore the ousted government, a conflict that has since killed tens of thousands of people.

The report said, "The legality of arms transfers by France, the United Kingdom, the United States and other States remains questionable, and is the subject of various domestic court proceedings." It found that a Joint Incidents Assessment Team set up by Saudi Arabia to review alleged coalition violations had failed to hold anyone accountable for any strike killing civilians, raising "concerns as to the impartiality of its investigations". "Of one thing we are pretty sure - things are going wrong in the (coalition) targeting process," Garraway said. The UN panel said it had received allegations that Emirati and affiliated forces have tortured, raped and killed suspected political opponents detained in secret facilities, while Houthi forces had planted land mines that killed hundreds.

The United States is not seeking a military intervention as a solution to the economic and political crisis in Venezuela, the US&nbsp;envoy to the troubled South American nation said in an interview published by a Venezuelan online news site on Sunday.

Washington this year disavowed Maduro, whose 2018 re-election was widely dismissed as a farce, and recognised opposition leader Juan Guaido as the legitimate president.&nbsp;

The United States on Wednesday opened a representative office called the Venezuela Affairs Unit (VAU), based in Colombia, to provide US&nbsp;diplomatic representation to Guaido`s interim government and to continue pressuring for a transition.

&nbsp;"What we want is not a military intervention by the international community, but rather a peaceful, political and democratic resolution (of the crisis) based on Venezuela`s constitution," said VAU Charge d`Affaires James Story, in an interview published on the website of Venezuelan newspaper 2001.

"How can you have a democracy when you can`t even choose through votes?"

Venezuela`s information ministry did not immediately reply to a request for comment.

Maduro, who has overseen an economic collapse that has fueled a humanitarian crisis, frequently accuses the United States of preparing to invade Venezuela to control its vast oil resources and remove the country`s socialist leadership.

Guaido, president of the opposition-run congress, in January invoked the constitution to assume a rival interim presidency and was quickly recognised by more than 50 countries.&nbsp;

The United States has thrown its support behind Guaido and levied broad sanctions against Maduro`s government to pressure for his exit.

Asked how he would respond to Venezuelans seeking a military intervention - a sentiment often expressed on the country`s virulent social media - Story said there had already been a military intervention by Maduro`s foreign allies.

"There are Russian military officers in the country ... and we know that there are a lot of Cuban military officers," he said. "Why? Because they want Maduro to stay."

Guaido allies and government representatives in May began a dialogue process mediated by Norway to seek a negotiated solution to the political standoff. Maduro`s delegation last month suspended its participation to protest new US sanctions.

Maduro said in an interview broadcast on Saturday that his government had resumed contact with both the opposition and the Norwegian government.&nbsp;

He promised "good news about the dialogue process" in the coming days, but did not say when it would start up again.
