Afghanistan's new Taliban government has warned US and European envoys that continued attempts to pressure them through sanctions will undermine security and could trigger a wave of economic refugees.

Acting foreign minister Amir Khan Muttaqi told Western diplomats at talks in Doha that "weakening the Afghan government is not in the interest of anyone because its negative effects will directly affect the world in (the) security sector and economic migration from the country", according to a statement published late Tuesday.

The Taliban overthrew Afghanistan's former US-backed government in August after a two-decade-long conflict, and have declared an Islamic emirate governed under the movement's hardline interpretation of religious law.

But efforts to stabilise the country, still facing attacks from rival extremist group the Islamic State-Khorasan, have been undermined by international sanctions: banks are running out of cash and civil servants are going unpaid.

According to the statement from his spokesman, Muttaqi told the Doha meeting: "We urge world countries to end existing sanctions and let banks operate normally so that charity groups, organisations and the government can pay salaries to their staff with their own reserves and international financial assistance."

European countries in particular are concerned that if the Afghan economy collapses, large numbers of migrants will set off for the continent, piling pressure on neighbouring states such as Pakistan and Iran and eventually on EU borders.

Washington and the EU have said they are ready to back humanitarian initiatives in Afghanistan, but are wary of providing direct support to the Taliban without guarantees it will respect human rights, in particular women's rights.

Israel will remain opposed to Washington's plan to reopen a US&nbsp;consulate in Jerusalem that has traditionally been a base for diplomatic outreach to the Palestinians, even if political conditions change, an Israeli cabinet minister said on Tuesday.

The consulate was subsumed into the US&nbsp;Embassy that was moved to Jerusalem from Tel Aviv in 2018 by then-US&nbsp;president Donald Trump, steps hailed by Israel and condemned by Palestinians.

President Joe Biden wants to reopen the consulate to rebuild relations with the Palestinians, who seek parts of Jerusalem, as well as the occupied West Bank and Gaza Strip, for a hoped-for state.

"No way, no way," Justice Minister Gideon Saar told a conference hosted by the Jerusalem Post newspaper when asked if the consulate reopening might go ahead - perhaps in the event of this or a future Israeli government yielding to US&nbsp;pressure.

"It needs Israeli approval," he added, speaking in English. "We will not compromise on this issue" for generations to come.

The US&nbsp;Embassy had no immediate comment.

The issue is likely to come up during a visit to Washington on Tuesday by Israeli Foreign Minister Yair Lapid.

The Taliban will hold joint face-to-face talks with European and US envoys, the EU said on Monday, as the hardline Islamists pursue their diplomatic push for international support.

EU spokeswoman Nabila Massrali said officials from the US and Europe would meet representatives of Afghanistan's new authorities for talks facilitated by Qatar in Doha on Tuesday.&nbsp;

She said the meeting would "allow the US and European side to address issues" including free passage for people wanting to leave, access for humanitarian aid, respect for the rights of women and preventing Afghanistan becoming a haven for "terrorist" groups.

"This is an informal exchange at technical level. It does not constitute recognition of the 'interim government'," she said.&nbsp;

The Taliban badly need allies as Afghanistan's economy is in a parlous state with international aid cut off, food prices rising and unemployment spiking.

The regime, still yet to be recognised as a legitimate government by any other country, is also facing a threat from the Islamic State-Khorasan (IS-K), who have launched a series of deadly attacks.

A meeting with the EU was announced earlier by the Taliban's acting Foreign Minister Amir Khan Muttaqi, days after he led its first in-person talks with United States officials since the American pullout.&nbsp;

"We want positive relationships with the whole world. We believe in balanced international relations. We believe such a balanced relationship can save Afghanistan from instability," Muttaqi said in translated remarks at an event in Qatar.

Ahead of the talks, EU foreign policy chief Josep Borrell said the bloc was looking to bolster its direct aid to the Afghan people in an effort to stave off "collapse".

"We cannot 'wait and see'. We need to act, and act quickly," Borrell said after discussions with EU development ministers.&nbsp;

The international community is facing a tough balancing act trying to get urgently-needed aid to Afghans without endorsing Taliban rule.&nbsp;

Guterres underscored discontent with the Taliban over its treatment of women despite vows it would not repeat its earlier hardline rule.

"I am particularly alarmed to see promises made to Afghan women and girls by the Taliban being broken," he told reporters.&nbsp;

Without the participation of women "there is no way the Afghan economy and society will recover", Guterres said.

Security warning&nbsp;

Afghanistan's boys were allowed to return to secondary schools three weeks ago, but girls have been told to stay at home along with women teachers in much of the country, though they can attend primary school.

Asked about the exclusion of girls, Muttaqi said schools had been closed because of COVID-19 -- a threat he said had lessened.

"Covid&nbsp;has been controlled and incidences are very few, and with the reduction of that risk, opening of schools has already started and every day it is increasing," he said.&nbsp;

Muttaqi also insisted there was no discrimination against the Shiite community and also claimed that IS-K was being tamed.

"Whatever preparations they had made have been neutralised 98 per cent," he said.

IS-K claimed a bombing of a Shiite mosque that killed more than 60 people on Friday, the deadliest attack since the Taliban regained power.

But Mathieu Palombino, founder of the New York-based pizza chain Motorino, calls the boost provided by delivery apps a "big illusion" because more orders don't bring bigger profits to restaurants.

"When you receive thirty or forty orders a day, you are happy. But the problem is that it does not translate into profits," Palombino told AFP.

Food delivery services can charge restaurants fees of up to 30 percent of the bill for a meal, according to their web sites.

To address that problem, in August the New York city council passed a law, capping third-party delivery fees at 15 per cent.

"Small businesses should not be pressured into accepting these fees in order to remain viable and competitive," said New York City Councilman Francisco Moya, who initiated the bill. A similar law was passed in San Francisco in June.

Food delivery giants have challenged the laws in courts, and some analysts think they have a point.

"We believe DoorDash will have a strong legal case against the permanent fee caps," Bank of America said in a research note last month.&nbsp;

DoorDash, Grubhub and Uber Eats argue that the cap is unconstitutional and that restaurants are free to negotiate their commissions with delivery platforms.

The delivery giants also say they have made huge investments during the pandemic that led millions of customers who had never ordered meals online to get started.

And DoorDash says that restaurants that used its platform during the pandemic had a survival rate eight times higher than the industry average. The company also says that even before the laws were passed it already offered a 15 per cent fee formula.

Put Palombino, the pizza chain founder, is unconvinced.&nbsp;

"The problem is that they have become so established that there no longer is a way back," he said. "If you're not on Seamless (one of the most popular delivery services in New York), you no longer exist."

As for the 15 percent commission, Palombino said that a successful restaurant can "only hope" for a profit margin of 15 or 20 percent.&nbsp;

"So at the end of the day, they take it all."

&nbsp;'The only real solution'&nbsp;

In court, the food delivery platforms have argued that the cap will trigger higher fees for consumers, who have been relatively spared for now.

Collin Wallace, managing director of the marketing firm ZeroStorefront and former head of innovation at Grubhub, says that so far it's the restaurants who have had to bend.

"The only way to get this resolved is going to be by the technology platforms, using the same engineering and innovation they used to get their companies to this point," Wallace said.

Some businesses are already trying to get around the all-powerful delivery apps by creating their own platforms.

One such start-up, ChowNow, helps restaurants launch their own order-taking applications, so as not to have to pay any commissions at all.

Another company, LoCo, creates delivery cooperatives owned by restaurants, where they get to choose their own commissions, often half of what delivery giants charge, said LoCo founder Jon Sewell.

Sewell, himself an owner of a restaurant in Iowa, added that this arrangement also allows restaurants to keep their clients' data to themselves.

LoCo has launched franchises in Virginia, Nevada, and Nebraska and is looking to expand further.

But Sewell admits that the concept is not easy to sell.

"It's difficult to get the people convinced that they need to start to work as a collective."

But, Sewell added, "to me, that's the only real solution."

Pandemic saviors, food delivery apps now under fire

One person was killed and at least 14 others were wounded during a shooting early Sunday inside a crowded bar in St. Paul, Minnesota, authorities said.

When police arrived at the bar, identified as Seventh Street Truck Park, shortly after 12:15 am, they said they encountered a chaotic scene, with the victims scattered on the sidewalk, in the street and inside.

“They walked into a hellish situation,” Steve Linders, a spokesperson for the St. Paul Police Department, said during a briefing at the scene later Sunday morning.

Investigators said they were searching for several gunmen and had not yet determined a motive for the shooting, which claimed the life of a woman in her 20s. Police did not release the woman’s name.

“One minute she’s having a good time,” Linders said. “The next minute, she’s lying in her friends’ arms who are trying to save her life, and she didn’t make it. I can’t think of anything worse.”

Fourteen people were hospitalised with gunshot wounds, said Linders, who described their injuries as not life-threatening. Police were trying to determine if there were other victims who may have left the scene and sought treatment on their own, he said.

Linders said that several “good Samaritans” helped tend to the victims until emergency responders could treat them.

The Seventh Street Truck Park did not immediately respond to an email seeking comment Sunday morning. No one answered the phone at the bar, which has a large food hall with food trucks inside.

Later Sunday morning, Mayor Melvin Carter of St. Paul condemned the violence.

“Our community is devastated by the shocking scenes from last night,” Carter said on Twitter. “As our Saint Paul officers work to bring those responsible for these senseless acts into custody, our work to build more proactive and comprehensive public safety strategies is more urgent than ever. We will never accept violence in our community.”

St. Paul is approaching a grim milestone for the number of homicides in Minnesota’s capital city.

The bar shooting Sunday morning brought the total number of homicides for the year to 32, according to police. Last year, there were 34 homicides, which The Pioneer Press reported tied a record set in 1992.

A 37-year-old security guard at an Apple store in New York City was reportedly stabbed on Friday evening by a male customer over a dispute on the store’s masking policy, says police.&nbsp;

As per reports by ABC7 New York, the guard was stabbed multiple times around 6:30 pm after a customer was told that masks had to be worn if he wanted to go inside. After the man refused to wear the mask, the interaction turned into an act of violence.&nbsp; 
By the time the police arrives, the suspect had left the crime scene.&nbsp;

As per preliminary information, the name of the suspect is not known. Police believe he was wearing blue jeans, a black mask and a black shirt.

Detective Sophia Mason, a spokesperson for the Office of Deputy Commissioner of Public Information said that the guard told police that "he was stabbed one time in the left arm and one time in the forehead with a knife."

She further said, "Everybody was in a big commotion, crying. Everyone was in shock."

The store closed early that day as employees spoke to police officers investigating the incident and collected evidence. Workers with a cleaning company arrived later Friday night to clean the trail of blood.&nbsp;

The investigation is ongoing but no one has been arrested as of now.

US President Joe Biden on Friday issued a proclamation commemorating Indigenous Peoples' Day, becoming the first US president to do so.

Biden in his proclamation highlighted that American Indians, Alaska Natives, and Native Hawaiians have built vibrant and diverse cultures. "On Indigenous Peoples’ Day, our Nation celebrates the invaluable contributions and resilience of Indigenous peoples, recognizes their inherent sovereignty, and commits to honoring the Federal Government’s trust and treaty obligations to Tribal Nations," he wrote.&nbsp;

The President acknowledged the painful history of wrongs and atrocities that many European explorers inflicted on Tribal Nations and Indigenous communities.

"It is a measure of our greatness as a Nation that we do not seek to bury these shameful episodes of our past — that we face them honestly, we bring them to the light, and we do all we can to address them," wrote Biden.

This comes as they choose to recognise the native populations that were displaced and decimated after Columbus and other European explorers reached the continent.&nbsp;

The proclamation read, "NOW, THEREFORE, I, JOSEPH R. BIDEN JR, President of the United States of America, do hereby proclaim October 11, 2021, as Indigenous Peoples’ Day. I call upon the people of the United States to observe this day with appropriate ceremonies and activities. I also direct that the flag of the United States be displayed on all public buildings on the appointed day in honor of our diverse history and the Indigenous peoples who contribute to shaping this Nation."
