The US Justice Department on Friday said that it will federal criminal civil rights charges against a white police officer who shot and paralysed a black man named Jacob Blake, in Kenosha, Wisconsin, last year.

Blake's father accused the police of "senseless attempted murder".&nbsp;

"They shot my son seven times like he didn't matter," Blake's father said, stating further, "But my son matters. He's a human being."

State prosecutors decided not to file charges against Sheskey in January after a video showed Blake had been armed with a knife.&nbsp;

The US Department of Justice launched its own investigation days after the shooting.&nbsp;

As per a statement released on Friday, the DoJ said “experienced federal prosecutors from the civil rights division and the US attorney’s office reviewed evidence obtained by the FBI and state investigators to determine whether the police officer violated any federal laws, focusing on the application of deprivation of rights under color of law, a federal criminal civil rights statute that prohibits certain types of official misconduct."

“They conducted a detailed and lengthy analysis of numerous materials, including police reports, law enforcement accounts, witness statements, affidavits of witnesses, dispatch logs, physical evidence reports, photographs and videos of some portions of the incident.”

The statement concluded by saying that the department would not pursue charges against Sheskey. This is because there was not enough evidence to prove he had used excessive force or violated Blake’s federal rights.

After lifting some restrictions in the spring, public health officials in San Francisco, Marin, Napa, Sonoma, Contra Costa, Alameda, Santa Clara and San Mateo reinstated an indoor mask mandate in August as COVID-19 infections surged because of the highly contagious delta variant.

Since then, cases have declined, and officials have now agreed to start lifting mask mandates in some public spaces. The 80% vaccination rate includes the entire population, not just those 12 and older who are currently eligible for the shots.

"Indoor masking has helped to lower case counts, hospitalisations and COVID-19 deaths, so we don't want to remove this important layer of COVID prevention too hastily," Santa Clara Health Officer Dr. Sara Cody said.

Such a change is likely weeks away in most areas, although San Francisco will begin easing the rules next week in a system that is likely to again create a patchwork of regional rules.

Christos Frangoulis, owner of the Park Street Tavern in Alameda, said the new rules don't appear to change anything for him immediately, and he's fine with that.

"I kind of expected we'd be wearing masks until at least the spring, anyway," he said.

"I'd much rather have my guests wear masks than have my doors shut again.

In Contra Costa County, where 71 per cent of the entire population is vaccinated, officials said it could be a while before people can actually start taking their masks off, given that vaccines for children ages 5 to 11 have yet to be approved.

Patrons at San Francisco bars and restaurants must still wear a mask inside, regardless of vaccination status, unless they are eating or drinking, Breed said. The mayor last month was seen on video mask-less at a nightclub, in violation of the rules, and later told reporters that she didn't think the rules were reasonable.

President Joe Biden is expected to announce Friday that he will use his executive authority to restore sweeping environmental protections to three major national monuments that had been stripped away by former President Donald Trump, according to two people familiar with the matter.

Biden will reinstate and slightly expand the original 1.3 million-acre boundaries of Bears Ears National Monument and restore the original 1.8 million-acre boundaries of Grand Staircase-Escalante, two rugged and pristine expanses in Utah defined by red-rock canyons, rich wildlife and archaeological treasures.

He will also restore protections covering the Atlantic Ocean’s first marine monument: the Northeast Canyons and Seamounts, an expanse of sea canyons and underwater mountains off the New England coast.

Trump’s 2017 decision to slash Bears Ears by nearly 85% alarmed paleontologists, environmentalists and Native American groups. Bears Ears is rich in fossils dating back hundreds of millions of years and is an important cultural landmark for tribal nations.

Bears Ears and the Northeast Canyons and Seamounts had both been established by President Barack Obama in 2016. Grand Staircase-Escalante was created by President Bill Clinton in 1996.

On his first day in office, Biden ordered a review of the elimination of protections for the monuments to “determine whether restoration of the monument boundaries and conditions would be appropriate.”

"These measures are crimes against humanity and violate the international system of guarantee of human rights," she said.

Ellume's rapid at-home coronavirus test last year became the first to receive emergency use authorisation in the US.

The US Food and Drug Administration issued an alert Tuesday over the "potential for false positive results with certain lots of the Ellume COVID-19 Home Test, due to a recently identified manufacturing issue".&nbsp;

"Negative results do not appear to be affected by the manufacturing issue," the statement said.

"The FDA is working closely with Ellume to assess the company's additional manufacturing checks and other corrective steps to help ensure that the issue is resolved."

A spokesman for Ellume told AFP on Wednesday that 195,000 of the 3.5 million tests shipped to the United States had been affected.
