Since the United States announced that it would send the controversial cluster munitions to Ukraine for the first time amid Kyiv’s counteroffensive, it has drawn opposition and criticism from its allies in Europe, the United Nations, and international organisations. Meanwhile, Kyiv, on Saturday (July 8), welcoming Washington’s decision said that cluster bombs would be used for retaking Ukrainian territory and vowed not to use them in Moscow.

About cluster munition

Cluster munitions have been widely denounced for killing and maiming civilians as they typically release large numbers of smaller bomblets which had targets indiscriminately over a wide area, threatening civilians. Additionally, some of the small bomblets do not explode when deployed and can pose a danger for years after a conflict ends.

How different countries reacted to US’ decision

The announcement of sending Ukraine cluster munitions as part of an $800 million security package, was made on Friday and announced by US President Joe Biden’s National Security Adviser, Jake Sullivan. “We recognise that cluster munitions create a risk of civilian harm from unexploded ordnance,” said the White House official.

He added, “This is why we’ve deferred the decision for as long as we could.” Subsequently, Biden also defended his decision to provide cluster bombs to Ukraine, calling it a “very difficult” one.

Germany

German Foreign Minister Annalena Baerbock said that the country, as a part of the Convention on Cluster Munitions (CCM), opposes Washington’s decision.

Baerbock told reporters, “I have followed the media reports. For us, as a state party, the Oslo agreement applies." She made the statement in reference to the CCM, which was opened for signature in the Norwegian capital in 2008.

The CCM bans the use, stockpiling, production and transfer of cluster munitions. The US, along with countries like China and Russia, is not a part of the treaty which bans the bombs in more than 100 countries.

United Kingdom

United Kingdom Prime Minister Rishi Sunak, on Saturday, also announced Britain’s opposition to sending cluster munitions to Ukraine in line with the CCM, while reiterating support for Kyiv. “We will continue to do our part to support Ukraine against Russia's illegal and unprovoked invasion,” said the British PM.

Spain

Similarly, the Spanish defence minister, Margarita Robles, on Saturday also said that cluster bombs should not be sent to help Ukraine. Spain is also a signatory of CCM, in line with which, it has also banned cluster munitions. She went on to reiterate Spain’s support for Ukraine.

“Spain, based on the firm commitment it has with Ukraine, also has a firm commitment that certain weapons and bombs cannot be delivered under any circumstances,” said Robles. She added, “No to cluster bombs and yes to the legitimate defence of Ukraine, which we understand should not be carried out with cluster bombs.”

Canada

Canada also expressed its opposition to Washington’s decision and reiterated its commitment to the Oslo agreement. “We do not support the use of cluster munitions and are committed to putting an end to the effects cluster munitions have on civilians – particularly children,” said the Canadian government.

United Nations

The spokesperson for the United Nations Secretary-General Antonio Guterres said that the UN chief also opposed the move and that he “does not want there to be continued use of cluster munitions on the battlefield.”

Rights groups, organisations fume

In a series of statements, several international human rights organisations have criticised Washington’s decision and raised alarm about how it would affect civilians’ lives.

Human Rights Watch said that “transferring these weapons would inevitably cause long-term suffering for civilians and undermine the international opprobrium of their use.”

Similarly, Amnesty International said that the Biden administration should understand that “any decision enabling the broader use of cluster bombs in this war will likely lead to one predictable outcome: the further death of civilians.” It added, “Their (cluster munitions) transfer and use by any country under any circumstances is incompatible with international law.”

“This is a death sentence to civilians over the long term. There are people who have not yet been born who will fall victim (to cluster bombs),” said Baptiste Chapuis of Handicap International, as quoted by AFP.
He added, “Russia and Ukraine’s use of cluster munitions is adding to Ukraine’s already massive contamination from explosive remnants and landmines.”

Director of the US-based Arms Control Association, Daryl Kimball, said that Washington’s decision would be “escalatory, counterproductive, and only further increase the dangers to civilians caught in combat zones”. He added, “Cluster munitions will not differentiate a Ukrainian soldier from a Russian one.”

Ukraine responds to criticism

Amid criticism, Ukrainian Defence Minister Oleksii Reznikov took to Twitter and welcomed US’ decision and said it would help in the “de-occupation of our internationally recognised territories” and vowed that the munitions would not be used in “officially recognised territory of Russia.”

“Our position is simple - we need to liberate our temporarily occupied territories and save the lives of our people,” said Reznikov. He also spoke about how the munitions would help save the lives of Ukrainian soldiers and that Kyiv will keep a strict record of their use and exchange information with its partners.

In what is being viewed as a historic move for Switzerland, which is known for its foreign-policy neutrality, along with Austria signed a declaration of intent, on Friday (July 7), to join the European air defence system Sky Shield. The Germany-led efforts come amid threats highlighted by the Russian invasion of Ukraine which began over a year ago and in a bid to strengthen Europe’s air defences.

Switzerland and Austria intend to join defence initiative

The Swiss and Austrian defence ministers, Viola Amherd and Klaudia Tanner signed a memorandum of understanding to join the air defence system known as Sky Shield, in Bern, during a meeting with their German counterpart, Boris Pistorius.

So far, 19 countries, including Bern and Vienna, have joined the Europe-wide defence system which also involves countries including the United Kingdom, the Nordic and Baltic countries, Hungary, Romania and Bulgaria.

The initiative includes procurement and an agreement to promote research cooperation in the field of armaments, said the Swiss government. The German-led initiative which began in August, last year, is designed to allow European countries to buy defence systems together and train together.

In line with the initiative to strengthen and bridge the gap in Europe’s air defences, Germany proposed Sky Shield as a fast and cost-efficient plan which involves the procurement of available systems off-the-shelf from suppliers like the United States and others.

Swiss and Austrians move away from ‘neutrality’?

Both Switzerland and Austria have stressed their neutrality remains unchanged. In a statement, the Swiss government said, “It is in Switzerland’s interest to gear its security and defense policy more consistently towards international cooperation, and to increase its contributions.”

The Swiss government also said, “Switzerland and Austria also set out the terms regarding neutrality, in an additional declaration,” adding that it includes terms like “they will not participate or be involved in international military conflicts.”

Meanwhile, Austria has argued that by pooling military resources it is able to maintain its neutral status.

Russia-Ukraine war affects Switzerland’s historic neutral stance

The effects of Russia’s war in Ukraine on Switzerland’s recent moves have led many to question the viability of its traditionally strict neutrality. Since the beginning of Russia’s “special military operation” in Ukraine, Switzerland has joined the European Union-led (EU) efforts to impose sanctions against Moscow.

While the Swiss, whose neutrality dates back to the 19th century, were able to defend their borders during World War II by making compromises with both Allied and Axis powers, it will be difficult to do so now. Since Switzerland is a member of the United Nations and the Russian invasion of Ukraine is seen as a violation of the UN charter.

“For the first time in a long time we are facing a conflict in which a country has clearly violated the UN Charter as an aggressor and which activates the right to collective defense, and the question as to whether Switzerland should participate is very controversial,” Thomas Cottier, professor emeritus of European and international economic law at the University of Bern told Spanish newspaper El País.

“Traditional neutrality is not sustainable, it’s not morally acceptable in my view,” said Social Democrat MP Jon Pult, earlier this year, as quoted by BBC. He added, “If Swiss neutrality means we’re somehow the advocates of international law and of the UN charter then I’m ok with neutrality, because then Switzerland can be a power of peace and freedom and rules-based world order.”

Last month, Switzerland blocked Bern-headquartered Ruag AG from selling nearly 100 Leopard-1 tanks to Kyiv, which the Swiss cabinet said would go against the country’s laws. However, it was not related to a separate sale of Leopard-1 tanks of the Swiss army to the German company Rheinmetall AG. Under the proposed terms of the sale, these tanks cannot be sent to Ukraine but could be used to replace tanks that Germany is sending from its own stock.

Switzerland and Austria intend to join defence initiative The Swiss and Austrian defence ministers, Viola Amherd and Klaudia Tanner signed a memorandum of understanding to join the air defence system known as Sky Shield, in Bern, during a meeting with their German counterpart, Boris Pistorius. ALSO READ | 'Neutral' Switzerland blocks big arms sale to Ukraine, boosts Russian fortunes in ongoing war In line with the initiative to strengthen and bridge the gap in Europe’s air defences, Germany proposed Sky Shield as a fast and cost-efficient plan which involves the procurement of available systems off-the-shelf from suppliers like the United States and others. Swiss and Austrians move away from ‘neutrality’? Both Switzerland and Austria have stressed their neutrality remains unchanged. In a statement, the Swiss government said, “It is in Switzerland’s interest to gear its security and defense policy more consistently towards international cooperation, and to increase its contributions.” The Swiss government also said, “Switzerland and Austria also set out the terms regarding neutrality, in an additional declaration,” adding that it includes terms like “they will not participate or be involved in international military conflicts.” ALSO WATCH | Gravitas: Switzerland signs up for Sky Shield project Meanwhile, Austria has argued that by pooling military resources it is able to maintain its neutral status. Russia-Ukraine war affects Switzerland’s historic neutral stance The effects of Russia’s war in Ukraine on Switzerland’s recent moves have led many to question the viability of its traditionally strict neutrality. ALSO READ | Swiss exports to Russia dropped marginally, while pharma registered strong growth despite sanctions “Traditional neutrality is not sustainable, it’s not morally acceptable in my view,” said Social Democrat MP Jon Pult, earlier this year, as quoted by BBC. He added, “If Swiss neutrality means we’re somehow the advocates of international law and of the UN charter then I’m ok with neutrality, because then Switzerland can be a power of peace and freedom and rules-based world order.” Last month, Switzerland blocked Bern-headquartered Ruag AG from selling nearly 100 Leopard-1 tanks to Kyiv, which the Swiss cabinet said would go against the country’s laws. However, it was not related to a separate sale of Leopard-1 tanks of the Swiss army to the German company Rheinmetall AG. Under the proposed terms of the sale, these tanks cannot be sent to Ukraine but could be used to replace tanks that Germany is sending from its own stock.
Joe Biden intends to nominate Elliott Abrams, a former Trump appointee with a controversial past, to the bipartisan US Advisory Commission on Public Diplomacy.

The announcement was made alongside eight Republican picks for other boards and commissions, reported the Guardian. This move by Biden is seen as an attempt to reach out to neoconservatives, although it carries some risk.

Abrams' controversial background

Elliott Abrams, 75, has held senior positions in three Republican administrations and gained prominence as assistant secretary of state under Ronald Reagan.

However, his tenure was marred by the Iran-Contra affair, during which senior administration officials secretly facilitated arms sales to Iran and used the proceeds to support the Contras in Nicaragua.

Abrams pleaded guilty to charges of illegally withholding information from Congress related to his role in soliciting funds.

Criticism for support of repressive regimes

Abrams has faced backlash for his support of the El Salvadoran government, which was responsible for a brutal massacre of civilians during the civil war.

Additionally, he backed US aid to Guatemalan military dictator Efraín Ríos Montt, who was later convicted of genocide and crimes against humanity.

These actions have led to accusations of complicity in genocide and distorting information to discredit accounts of atrocities.

Republican influence on nomination

It is believed that Congressional Republicans played a role in Biden's decision to nominate Abrams, as failure to do so could be seen as interference.

A White House official stated that it is standard for Republican leadership to put forward nominees for these commissions alongside Biden's own selections.

US Advisory Commission on Public Diplomacy has several vacant seats, indicating a missing piece in Biden's pledge to restore America's international image.

This issue of neglecting key posts, including the under-secretary job, has been a long-standing problem predating the current administration.

Abrams' previous roles

Abrams previously served as Trump's special envoy for Venezuela and was also appointed as special envoy to Iran. Although he was considered for the position of deputy secretary of state, his criticism of Trump during the campaign led to his exclusion from consideration.

In a remarkable turn of events, a scientific treatise borrowed from the New Bedford Free Public Library in 1904 has made its way back to its shelves after a long span of 119 years.

The remarkable incident occurred when Stewart Plein, a curator at West Virginia University Libraries, found the book among a recent donation.

Thanks to the sharp eyes of Plein and the enduring nature of printed books, the overdue treatise finally found its way back to the Massachusetts library, reports the Associated Press.

The discovery

While sorting through the donated books, Plein noticed that the treatise, James Clerk Maxwell's "An Elementary Treatise on Electricity," had originally been part of the New Bedford library's collection. Crucially, it had not been stamped as "Withdrawn," indicating that it had not been discarded despite its long absence. Plein promptly reached out to Jodi Goodman, the special collections librarian in New Bedford, to inform her of the remarkable find.

A well-preserved text

According to New Bedford Public Library Director Olivia Melo who spoke to the Associated Press, the treatise, first published in 1881, is not considered a rare edition. However, the cranberry-coloured copy that has returned to the library is in excellent condition. Melo speculates that someone must have kept it on a cherished bookshelf, ensuring its preservation over the years. The treatise was published at a time when the world was still exploring the possibilities of electricity, coinciding with significant technological advancements.

Melo emphasises the enduring value of printed books in an age dominated by digital information and instant access. Holding the book in her hands, she highlights the sense of connection with those who read it over 120 years ago. The discovery and return of the long-overdue treatise serve as a testament to the durability and lasting impact of printed works, transcending time and technological advancements.

Sweden's NATO membership approval soon: White House

In a bid to create a safer and more secure world, the United States, a country that has been trying to get rid of its chemical weapons for many years, has finally destroyed the last stockpile. With this, the world is now officially free of these toxic substances which have the potential to harm or even kill people. US President Joe Biden made an announcement on Friday, stating that the US has successfully destroyed its long-standing stockpiles of chemical weapons, fulfilling its commitment under the 1997 Chemical Weapons Convention.

"Today, I am proud to announce that the United States has safely destroyed the final munition in that stockpile -- bringing us one step closer to a world free from the horrors of chemical weapons," Biden said in a statement.

This significant milestone was reached at the Bluegrass Chemical Agent-Destruction Pilot Plant in Kentucky.

During the Cold War, the United States and Russia amassed significant quantities of chemical weapons. World 'free' of chemical weapons as US destroys last stockpiles

US Treasury Secretary Janet Yellen on her third day of the China trip said it is 'critical' for Washington and Beijing to work together on climate finance. Addressing a roundtable of experts, Yellen called global warming an "existential threat" and urged for deeper cooperation between the two nations.

"Continued U.S.-China cooperation on climate finance is critical. As the world's two largest emitters of greenhouse gases and the largest investors in renewable energy, we have both a joint responsibility –- and ability -– to lead the way," said Jellen.

Yellen pressed Beijing to support environmental, multilateral institutions like the Green Climate Fund and called upon the private sector to transition towards net zero.
"Financing for such initiatives should be coordinated efficiently and effectively," she said, adding that Beijing's support for existing multilateral climate institutions like the Green Climate Fund (GCF) and the Climate Investment Funds, alongside the Washington and others, could boost their impact.

On Friday, during one of the addresses, Yellen criticised China's punitive measures against US companies but added that complete decoupling of the US and Chinese economies was "impossible".

"We seek to diversify, not to decouple. A decoupling of the world's two largest economies would be destabilising for the global economy," Yellen told representatives of US businesses at a session hosted by the American Chamber of Commerce in Beijing.
