Shah Margi Chirag, who has a Bachelor of Engineering degree in computer engineering from Gujarat Technological University, Ahmedabad, secured the fourth rank with sociology as her optional subject.
Aakash Garg, who has a B. Tech degree in computer science got the fifth rank with sociology as his optional subject.

The civil services examination is conducted annually in three stages &ndash; preliminary, main and interview &ndash; by the UPSC to select officers of the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others.
The civil services preliminary examination, 2024, was conducted on June 16 last year. A total of 9,92,599 candidates applied but only 5,83,213 actually appeared in the exam.

A total of 14,627 candidates qualified for the main examination, which was held in September 2024. Out of these, 2,845 candidates qualified for the personality test or interview.
The recommended candidates also include 45 persons with benchmark disability, comprising 12 orthopedically handicapped, eight visually challenged, 16 hearing impaired, and nine with multiple disabilities.
The selection of 241 recommended candidates is currently provisional, while the result of one candidate has been withheld.
Category-wise, the number of successful candidates is as follows: 335 from the General category, 318 from the OBC category, and 87 from the SC category.

Shakti Dubey tops UPSC Civil Services Exam 2024; 1,009 candidates qualify

The Indian government on Saturday (Sep 7) discharged Puja Khedkar from the Indian Administrative Service (IAS) with immediate effect. The move came a month after the Union Public Service Commission (UPSC) on July 31 cancelled her candidature and barred her from appearing in any future examination.

Khedkar has been accused of furnishing false information in her UPSC exam application to get reservation benefits. She allegedly availed other Backward Classes (OBC) and disability quota benefits by misrepresenting documents.

On September 5, Khedkar had approached the Delhi High Court claiming that she was willing to undergo examination at All India Institute of Medical Science (AIIMS) after police stated that one of the disability certificates given by her was “forged and fabricated.”

The UPSC had earlier found Khedkar guilty of faking her identity to take the exam multiple times.

Puja Khedkar’s case stirred a massive controversy over one of the most sought-after branches of government service in India.

The UPSC perused data of more than 15,000 candidates following the revelations of inconsistencies in Khedkar’s application. The candidates reportedly cleared the IAS screening process between 2009 and 2023.

<h2>UPSC receives 30 new complaints</h2>

Meanwhile, the UPSC has reportedly received 30 fresh complaints regarding candidates who got selected by allegedly misrepresenting their credentials following the Pooja Khedkar case.

The UPSC has transferred these complaints to the Department of Personnel &amp; Training (DoPT), according to a report by the Economic Times.

Meanwhile, the UPSC has made changes to its software and protocols to prevent fraud involving name changes. According to the report, the system can now identify name changes&nbsp;occurring&nbsp;between attempts.

Union Minister Jitendra Singh on Tuesday (Aug 20) wrote a letter to the head of the Union Public Service Commission (UPSC), asking the civil service body to cancel its advertisement for lateral entry.&nbsp;

Singh said the decision had been taken on the insistence of Prime Minister Narendra Modi. The UPSC has&nbsp;been directed to withdraw the advertisement that attempted to fill 45 positions at the joint secretary, deputy secretary and director levels in the central government.&nbsp;&nbsp;&nbsp;&nbsp;

"While most of the major lateral entries before 2014 were made in an ad-hoc manner, including cases of alleged favouritism, efforts of our government have been to make the process institutionally driven, transparent and open," the letter read.

"The Prime Minister is of the firm belief that the process of lateral entry must be aligned with the principles of equity and social justice enshrined in our Constitution, particularly concerning the provisions of reservation."

The government argued that it did not want to take the same route as its predecessors when lateral entry positions were filled willy-nilly without any provision for reservation.&nbsp;&nbsp;

"Since these positions have been treated as specialised and designated as single-cadre posts, there has been no provision for reservation in these appointments. This aspect needs to be reviewed and reformed in the context of the Hon'ble Prime Minister's focus on ensuring social justice. Hence, I urge the UPSC to cancel the advertisement for lateral entry recruitment issued on 17.08.2024," stated the letter.

The U-turn comes in the backdrop of the Leader of Opposition (LoP) in Lok Sabha, Rahul Gandhi, claiming that the recruitment scheme was an attack on "Dalits, OBCs and Adivasis".&nbsp;&nbsp;

Congress President Mallikarjun Kharge voiced strong opposition to the recruitment process and accusing the BJP-led government of undermining the Constitution and launching a "double attack on reservation."

Rashtriya Janata Dal (RJD) leader and former Bihar deputy CM&nbsp;Tejashwi Yadav also slammed the government's move as a "cruel joke" on the country's reservation system and constitution. Yadav argued that if these 45 posts were filled through the traditional civil services examination, nearly half would be reserved for SC, ST, and OBC candidates.&nbsp;

The government has invited applications from "talented and motivated Indian nationals" interested in contributing to nation-building. The positions are open to State/UT officers and employees of public sector undertakings. Those from the private sector will be appointed on a contract basis, while other applicants will be posted on deputation. The appointment period is three years, extendable to five years based on performance.&nbsp;

Applicants for joint secretary positions must have at least 15 years of experience in the relevant domain and be between 40 and 55 years old. Candidates for director and deputy secretary posts should be between 35-45 and 32-40 years old, respectively.

UPSC is a constitutional body in India that conducts direct recruitment of officers to the All India Services and the Central Civil Services. The decision was taken after glaring irregularities were found in her civil services exam 2022 application.

Puja Khedkar had secured an all-India rank of 821 in the UPSC exams by faking her identity to avail attempts beyond the permissible limit.&nbsp; 
 
She is accused of misusing the disability and Other Backward Class (non-creamy layer) quotas to secure her candidature in the civil services exam.

“UPSC has examined the available records carefully and found her guilty of acting in contravention of the provisions of the CSE-2022 Rules. Her provisional candidature for the CSE-2022 has been cancelled and she has also been debarred permanently from all the future Examinations/Selections of the UPSC,” an official statement by UPSC read.

Earlier, the Delhi Police had registered an FIR against her on the basis of the complaint filed by the UPSC.

Puja is also accused of obtaining a fake disability certificate from Pune's civic hospital in August 2022, despite the physiotherapy department at the hospital reporting no disability.

According to a report by&nbsp;India Today, while applying for the disability certificate, Puja had claimed a minor accident in 2018 had injured her left knee. However, according to the report, no MRI scan was conducted during her examination at the Yashwantrao Chavan Memorial (YCM) Hospital.

Security on Monday (Jul&nbsp;29) was beefed up in the Indian capital New Delhi's Old Rajinder Nagar area as civil service aspirants protested the death of three students. The UPSC aspirants were killed on Saturday (Jul&nbsp;28) after heavy rains flooded their institute, Rau's IAS Study Circle's basement.

As per reports, the aspirants have gathered outside Rau's IAS Study Circle demanding justice for the students killed because of the institute's negligence of safety codes.

The police reported that the car drove through the rainwater, causing an increase in water flow and knocking down the basement door.

“The Commission intends to make use of the latest digital technology to match and cross-check the biometric details of the candidates and to monitor various activities of the candidates during the examination to prevent cheating, fraud, unfair means and impersonation,” the tender document said.

UPSC said it will provide the details of exam venues and the number of candidates appearing to the provider of the technology services two to three weeks before the examination for "on-site preparation". Meanwhile, the candidate details (name, roll number, photo) will be provided seven days in advance for fingerprint authentication and facial recognition.&nbsp;

Over a million people applied for CSE 2023 while nearly 600,000 appeared for the examination. Regarded as one of the toughest exams in the world, clearing the CSE opens doors to the Indian Administrative Service (IAS), Indian Police Service (IPS) and several other high-profile jobs.&nbsp;

She also skipped two appointments in July and August, as well as in the following two months. She did not show up for an MRI exam to evaluate her visual loss, and she just partially attended the sixth exam in September.

The Commission then disputed her appointment, and a panel decided against her in February 2023. Despite this, she was able to get her civil service post reaffirmed.

Khedkar's claim to the OBC, or Other Backward Classes, category is also being questioned.

It is alleged that the falsified statements and the allowances obtained through them enabled Khedkar to pass the highly competitive Civil Services Exam despite achieving a relatively low all-India rank of 841.

After her 'exploits' were exposed—including using a siren on her private Audi luxury sedan—Khedkar was transferred from Pune to Washim. Pune Collector Suhas Divase had written to the Chief Secretary of the Maharashtra government to request Puja Khedkar's reassignment.

Other than having a 'Government of Maharashtra' sticker, VIP number plates, and a siren on her&nbsp;car,&nbsp;Khedkar was also found using the office when Ajay More, the Pune Additional Collector, was gone. It is said that she took down his nameplate, relocated his furniture, and even insisted on letterheads.

Junior officers are on a 24-month probationary period and are not eligible for any of these benefits. According to reports, her father, a retired administrative officer, pushed for her requests to be met.&nbsp;

Every year, close to a million aspirants appear for a series of nine tests that decide their fate of getting an opportunity to serve&nbsp;in Indian bureaucracy, eventually enabling them to hold positions both national and international. Of these, only a thousand make the cut. But what about the rest, who usually toil for years and exhaust most, if not all the six attempts available to pass the test?&nbsp;

More often than not, they initially repeat the process, trapped in a vicious cycle of hope and despair.&nbsp;

To find out what exactly those "left behind" go through, WION connected with some UPSC aspirants who are still caught between yearning and hopelessness, as well as a former candidate who has crossed the battlefield and is now an IAS, or Indian Administration Service, officer. We also talked to mental health experts and career counsellors who shed light on the struggle of these aspirants and suggested positive pathways to handle the dejection.&nbsp;

Here's what they said:

<h2>Stuck in one place...</h2>

A common narrative that many aspirants share is the feeling of being stationary while the world moves on. Chinmay Desai, a 27-year-old aspirant who has appeared for the civil services exams five out of the total six attempts, painted a dark picture.&nbsp;

"You feel stuck in one place...like you're standing in a crowd of people and everyone is rushing by, but you can't move."

Chinmay holds a master's degree in International Studies and has been preparing for the exam "on and off" since 2017. Six years down the line, he fears that, if he fails the last attempt, to enter the workforce he will have to spend at least 2-3 more years, doing a diploma or a course to match up to people his age.

Another UPSC hopeful, 25-year-old Aafreen, who along with the preparation has been working as a law associate, agrees: "After a certain number of attempts you do feel tired, you feel exhausted, and you definitely want to step out of the race."&nbsp;

"It was very exhausting, no other way to put it," she says, talking about how the exam has affected her mental health.

"Right after college, all my close friends, they started working at law firms...they started earning basically...they fit themselves into a certain profile and they kept moving forward. You always feel like okay you are left behind and then you counsel yourself by saying, okay, I have chosen a very difficult path, if it will take time, it will be fruitful, which is why you know, it's worth the wait."

"But it's really&nbsp;exhausting."

She goes on to talk about what the so-called 'UPSC preparation' can mean for a person's finances. Something as simple as a short trip with friends can contribute to mental and emotional distress.

She says that if you're on a trip with a couple of friends somewhere, "they would like to splurge" but "as an aspirant and as a person who doesn't ask money from their parents, I don't like doing that."

At times, "you have to be a miser and that at times makes you feel...sometimes...a little lesser than&nbsp;someone&nbsp;else."

"It is very exhausting to keep feeling like you don't have a direction when they (your friends) do," she adds.

Pranav Puri, a 26-year-old student of journalism and international studies, recalls how when he didn't qualify after giving his all in his first attempt, he felt burnt out.

"I wasn't really demoralised (initially), but when I checked the answer key," the next two days "I just could not get up from my bed."

<h2>Dealing with hopelessness</h2>

All three aspirants confessed to mental pressure and duress but revealed that they have not sought help from a professional. In the perilous journey of UPSC preparation, their families have been their support systems.&nbsp;

Aafreen confessed that at times when she found herself battling other stressful situations along with the examination, she did "consider talking to a professional," but "that didn't materialise for me".

Psychologist Jhanvi Jain, CEO and founder of WhyNott, a mental health wellness centre, says that while familial support is important and needed, "your parents are not going to be able to give you that objective, non-biased view."

"Through therapy, you see a very different perspective," says Jain.&nbsp;

She says that while you may feel lighter after talking to your parents or your friends, they will make you feel good, but "that emotion has not been processed, it's still in your body."

"Emotions, they get stored in your body, trauma gets stored in your body. Your past experiences are already in your body, so you'll not be able to recognise the triggers if they were to happen again and again."&nbsp;

This, as per the mental health counsellor, can be remedied through therapy.

<h2>How to deal with stress that comes with civil services preparation?</h2>

According to the counselling psychologist, how the exam affects an aspirant's mental health needs to be addressed at the exam prep institute level. She suggests that seeking mental health help while preparing for the exam should be made mandatory. "I personally would really love it."

Acknowledging that therapy can get expensive, Jain suggests that UPSC aspirants struggling with stress, anxiety and other issues can seek help from psychologists that offer therapy on a "sliding scale basis".&nbsp;

Describing the concept, the therapist shares that she and many of her colleagues try to help out people from different walks of life at a fee much lesser than their normal charges. She also suggested platforms like "Youth for Mental Health, Recover Media, and Talk to Therapist," for low-cost or&nbsp;free&nbsp;therapy.

Career counsellor Hanish Dogra says that failure in the UPSC exam is not the end of the world. He says that during their preparation, the aspirants gain a huge amount of knowledge, which they can utilise for other "reputed jobs" like state services etc. "Hope for the best, prepare for the worst," he said.

<h2>'Victory speech:' You are your own person</h2>

A former aspirant and now IAS officer, speaking on the condition of anonymity, revealed that she was unable to crack even the qualifying exam on her first attempt and that her second attempt — in which she failed to make the final list by just seven marks — brought her to her knees. However, she emerged victorious from her&nbsp;third and final attempt. She&nbsp;says that while it may "feel like you're not moving ahead" an aspirant must learn to "insulate themselves from comparisons" so as to "retain their mental health".

The Union Public Service Commission on Tuesday (May 23) announced UPSC Civil Services 2022&nbsp;result. Ishita Kishore bagged AIR 1 in the UPSC CSE result, while Garima Lohia, Uma Harathi N and Smriti Mishra bagged the&nbsp;second, third and fourth positions, respectively. This is the second straight year that female candidates have secured the top three positions in India's most prestigious civil examinations.&nbsp;

Who is Ishita Kishore?

The topper of the UPSC Civil Services Exam 2022, Ishita is an economics graduate. She completed her graduation from Shri Ram College of Commerce (SRCC).&nbsp;

She has been an active sportsperson and an all-rounder all her life.&nbsp;

This was Ishita's&nbsp;third attempt&nbsp;and the first time that she qualified for the interview round.&nbsp;

Despite facing challenges, she persevered and remained determined to crack the UPSC exam on her third try.

In 2017, during her tenure as the Indochina Youth Delegate, she participated in the Millenium World Summit in Dubai.&nbsp;

Sharing the winners' list on Twitter, Union Minister Jitendra Singh congratulated Ishita Kishore, Garima Lohia and Uma Hariti N, the candidates to take the top three spots in the UPSC Civil Services Examination 2022 Final.&nbsp;

The post read, "A day of celebration also for all the others who have made it."

The UPSC Civil Services Examination is conducted in three stages annually - Prelims, Main and Interview (Personality test) -&nbsp;to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and other central civil service group posts.&nbsp;

The UPSC CSE prelims were held on June 5, 2022. A total of 1,135,697 candidates applied for the exam out of which 575,735 candidates actually appeared.

As per the Commission, a&nbsp;total of 933 candidates are&nbsp;recommended for appointment to these services after the selection process is done.&nbsp;Out of the 933, 345 belong to the general category, while 99 are from EWS, 263 are from OBC, and 154 and 72 are from SC and ST respectively.

Union Public Service Commission (UPSC) exam is a super tough national-level exam that Indian government uses to recruit its top-tier officials. Each year, literally hundreds of thousands of youngsters in India appear for the multi-level examination. Cracking this exam is almost a stamp of genius in India.

Analytics India magazine said that it made the good ol' ChatGPT sit for the UPSC exam, so to speak. In the opposite corner was Question Paper 1, Set A, from UPSC Prelims 2022. ChatGPT encountered 100 questions. But for all its smarty-pants behaviour till now, it could correctly answer only 54.

In the year 2021, the cut-off to advance to the next round for general category students was 87.54. Since ChatGPT didn't hit the cut-off, we can technically say that ChatGPT failed the UPSC exam.

There's absolutely nothing wrong in failing UPSC of course. Simply the preparation makes the students excel in other career paths.

But with things a bit hazy with respect to the next chapter in the AI development, it is not known what ChatGPT will do now. Maybe we should ask it precisely this next time and implore it to ignore what 'Sharma ji&nbsp;ka beta' is doing.&nbsp;

India's UPSC postpones civil services prelim exams to October 10 due to COVID-19

Varun, a 28-year-old student from Karnataka, allegedly committed suicide in Delhi after he was denied entry to sit for the Union Public Service Commission (UPSC) or civil services exam.

The UPSC aspirant was not allowed to sit for the exam after he reached late to the examination centre at Paharganj in north Delhi.

The 28-year-old committed suicide by hanging himself inside his rented accommodation at Rajendra Nagar in Delhi.

The police have recovered a suicide note where Varun reportedly apologised to his family and requested them to forget him.

His suicide note read, "The rules are fine but there should be some leniency".

The preliminary exams for the &nbsp;UPSC were conducted on Sunday.

The Union Public Service Commission (UPSC) has recommended 109 candidates, who were put on a reserve list by it, for appointment on remaining vacant posts of Civil Services Examination, 2016.

A total of 1099 candidates were declared qualified by the UPSC for the 2016 examination in order of merit for appointment to IAS, IFS, IPS and other central services, as against 1,209 vacancies, results of which were declared on May 31 this year.

The UPSC, in accordance with the Civil Services Examination Rules, was also maintaining a consolidated reserve list in order of merit below the last recommended candidate under the respective categories, the Commission said in a statement today.

&quot;As sought by the Department of Personnel and Training, the Commission has now recommended 109 candidates which include 87 General, 19 OBC, 1 SC and 2 ST, to fill up the remaining posts based on the Civil Services Examination, 2016,&quot; it said.

It said the candidature of the candidate bearing Roll 0335242 (Vasanthalakshmi M) is provisional.
