Due to a lack of funds, the World Food Programme has cut aid to Yemen and warned of an increase in hunger in the war-torn country. &nbsp;

"From January, eight million will receive a reduced food ration, while five million at immediate risk of slipping into famine conditions will remain on a full ration," the United Nations agency said in a statement, adding that it was "running out of funds". &nbsp;

Since 2014, Yemen has been ravaged by a civil war between a government-backed by Saudi Arabia and Houthi rebels backed by Iran. Millions of civilians are facing famine.

As a result of the fighting, tens of thousands of Yemenis have died, millions have been displaced and about 80 per cent are dependent on aid.

"Every time we reduce the amount of food, we know that more people who are already hungry and food insecure will join the ranks of the millions who are starving," said WFP Middle East and North Africa director Corinne Fleischer, according to the statement.&nbsp;

"But desperate times call for desperate measures and we have to stretch our limited resources and prioritise, focusing on people who are in the most critical state."

According to WFP, it needs $813 million to help the most vulnerable in Yemen through May, and $1.97 billion during 2022 to keep feeding families on the verge of famine.

Following a donor conference that yielded less than half of the funds needed to prevent famine, the UN warned of a "death sentence" for Yemen in March.

The organisation had pleaded for $3.85 billion to pay for urgently needed aid, but only $1.7 billion was pledged at a virtual pledging conference co-hosted by Sweden and Switzerland.&nbsp;

Last year, reduced humanitarian budgets forced the closure of many programmes, such as health services and food distribution. This added hardship to a country the UN has described as the world's worst humanitarian crisis.&nbsp;

Almost half of Yemen's 30 million residents, or more than 16 million people, will suffer from hunger this year, according to the latest UN figures. Over 50,000 people are already starving to death in famine-like conditions.

Following airstrikes by the Saudi-led coalition supporting the government, UN aid flights have been halted into Yemen's rebel-held capital of Sanaa.&nbsp;

Saudi Arabia has largely halted flights into Sanaa airport since August 2016, but there have been exceptions for aid flights that are essential to the population.&nbsp;

After Taliban took over Afghanistan, over 100 extrajudicial killings have been carried out allegedly in the country, the UN said on Tuesday. Most of these killings seem to have been done by the Taliban. &nbsp;

Despite a general amnesty declared by the Taliban rulers, United Nations deputy rights chief Nada Al-Nashif said that she was deeply alarmed over reports of such killings. &nbsp;

"Between August and November, we received credible allegations of more than 100 killings of former Afghan National Security Forces and others associated with the former government," Al-Nashif told the UN Human Rights Council. &nbsp;

Russia vetoes UN resolution linking climate change to security threats

Afghanistan's economic collapse is "happening before our eyes", says the UN humanitarian chief, as he called on the international community to intervene to avert further deaths.

Marty Griffiths told The Associated Press on Thursday that donor nations need to agree that, in addition to emergency humanitarian aid, they must meet Afghans' basic needs like education, hospitals, electricity and paying civil servants. As per him it is also essential to inject liquidity into the economy, which has seen the banking system "pretty well shut down."

"We're seeing the economic collapse being exponential," he said. "It's getting more and more dire by the week."

The liquidity issue in Afghanistan must be resolved by the end of the year, and money must be funnelled to frontline service workers during the winter, Griffiths said. He added that the worsening economic situation makes him rethink his earlier belief that Afghanistan could get through the winter with only humanitarian aid.

Four million children are out of school and nine million more will be soon, he said, because 70 per cent of teachers have not been paid since August.&nbsp;

"And if we don't make that happen, all that discussion about the right of women and girls going to school becomes academic," he said.

"So, my message today is a wake-up call about the humanitarian consequences of an economic collapse and the need to take urgent action," Griffiths said.

Despite Taliban promises of inclusion and tolerance toward women and ethnic minorities, the international community has been dismayed by their actions, which include renewing restrictions on women and appointing an all-male government.

As a result of the Taliban takeover, Afghanistan's aid-dependent economy was thrown into turmoil. Due to lack of clarity about the new government, Afghanistan's USD 9 billion in reserves, which are mostly held in the United States, were frozen and the International Monetary Fund blocked about USD 450 million.

Taliban leaders have banned foreign currency transactions and urged the US to ease sanctions so that teachers, doctors, and other government employees can be paid.

Griffiths said the UN is asking the US and other donors for money; which, he said, will not go to the Taliban, but instead directly to teachers, doctors, electricity providers, and other civil servants.

He said the consequences of Afghanistan's collapsed economy are becoming more visible -- reports of hospitals without electricity, malnutrition, and three or four children sharing one bed, as well as tens of thousands of unpaid doctors, teachers, and civil servants struggling to survive.

United Nations on Monday deplored conviction of Myanmar leader Aung San Suu Kyi. UN human rights chief Michelle Bachelet called for immediate release of Suu Kyi and called trial that convicted her a 'sham trial'

The conviction of Suu Kyi "closes another door to political dialogue" in Myanmar, where the military took power on Feb. 1, and "will only deepen rejection of the coup", Bachelet said in a statement issued by her Geneva office.

“The conviction of the State Counsellor following a sham trial in secretive proceedings before a military-controlled court is nothing but politically-motivated,” Bachelet added.

Aung San Suu Kyi, former State Counsellor of Myanmar was deposed by country's military in a coup on February 1 this year. The military did not budge and used force to quell nationwide protests that opposed the military rule.

On Monday, Suu Kyi was handed four-year jail term by the court. She&nbsp;had been accused of fomenting unrest against the military and violating Covid rules. She has also been accused by military of corruption.

New York City police officers have finally arrested an armed man outside the United Nations headquarters in Manhattan. The police had already cordoned off the premises and surrounded the man.

This came after a two hours standoff with the man who was holding a shotgun loaded with one buckshot round pointed under his neck. According to reports, the man was a middle-aged white male with grey hair wearing a red sweater and tan jacket.

Harry Wedin, NYPD chief of special operations said, "We knew early on that this did not appear to be terror related."

He further highlighted that the man had some papers he wanted to deliver to the UN. "The dialogue went back and forth about how we might be able to accommodate his request and bring the incident to a peaceful conclusion," he said.&nbsp;

The United Nations has for the time being put off the decision on who will represent Afghanistan and Myanmar. As per diplomats, the nine-nations committee responsible for approving nominations met on Wednesday. Several member nations slammed the Taliban and Junta for their repressive actions. The absence of recognition hampers a government’s ability to receive foreign aid. It is also essential for its citizens to travel abroad and much more. Both governments have condemned the move by the UN. Myanmar junta spokesman Zaw Min Tun while speaking to AFP said, "This decision does not reflect the reality on the ground and existence of our country." "We will continue submitting (to the UN) as usual according to diplomatic procedure and the right to representation in accordance with international and local laws," he added. Without recognition, the Taliban won’t be able to enter into treaties with other states. Meanwhile, ever since the Taliban took over Afghanistan, the country has been struggling to battle poverty. There is also a threat of a “looming humanitarian crisis” in the country. In September, the International Monetary Fund (IMF) said that its engagement with Afghanistan will remain suspended until there is clarity on the recognition of the government led by the Taliban. During a news conference, IMF spokesperson Gerry Rice told reporters, "Our engagement with Afghanistan has been suspended until there is clarity within the international community on the recognition of the government". Pablo Tettamanti, deputy foreign minister, Argentina has called for a "better UN" and other multilateral organisations like WTO amid challenges like Covid crisis. The minister is in India for the sixth round of Foreign Office Consultations. &nbsp;&nbsp;

Speaking to WION Diplomatic Correspondent Sidhant Sibal, Tettamanti said, "We think whole machinery has to be revamped. We have to discuss this as there are different views and details have to be put somehow." &nbsp;

Foreign office consultations took place between Riva Ganguly Das, Secretary (East), India and Argentine deputy foreign minister on Wednesday. &nbsp;&nbsp;

According to MEA, "Both countries recalled their mutual assistance during Covid and reiterated their joint resolve to continue mutual cooperation in their fight against the pandemic and post-pandemic recovery." &nbsp;

WION: What is the key focus of your Delhi visit? &nbsp;

Pablo Tettamanti: I came for our bilateral regular meetings with the foreign affairs ministry of India. We have a strategic association and created a mechanism by which ministry of foreign affairs meet regularly. Covid had made it very difficult. We had a meeting last year, which was virtual and I took advantage of the opening up to come to India to meet my counterpart Ambassador Riva Ganguly Das and was honoured to meet EAM Jaishankar and discuss our bilateral relationship. &nbsp;

&nbsp;

WION: How will you characterise the relationship between the two countries? &nbsp;

Pablo Tettamanti: Officially, we have a strategic association but it goes beyond that. There is a common view of many of the global issues and agenda, and we have same kind of approach too. It has been true in different periods of history, Argentina and India have always had a common vision as to how we believe things have to be solved. There are issues in which we have to find common ground but in general, we have an approach, which is very similar and I think that is the basis. We could see that in discussions. &nbsp;

&nbsp;&nbsp;

WION: What is the key outcome of dialogue in Delhi? &nbsp;

Pablo Tettamanti: We have a series of mechanism that we have to put again, moving on. We will have meetings to discuss this issue but to be more specific, we have already been able to discuss MoUs on mining, which should show results in investments to the benefits of the two sides. We have been discussing how we can improve trade, possibility of cooperation in scientific and technological field, how to respond to Covid, having exchanges, etc. &nbsp;&nbsp;

&nbsp;&nbsp;

WION: How has been the cooperation to deal with Covid and people-to-people movement? &nbsp;

Pablo Tettamanti: We are accepting international travellers who are fully vaccinated. We have been working on similar vaccines, both in India and Argentina. Many people, including myself have received Covishield vaccine so this is something that is naturally recognised. There is paper work, which is normal things, PCR test, etc. But all in all, we are going back to normalisation. In both countries, tourism was hit hard by Covid. But it is also something both countries plan to increase, as it crucial to recovery on economic side. &nbsp;

Pablo Tettamanti: Before Covid and afterwards, we have been talking about multilateralism. We think whole machinery is to be revamped. We have to discuss this. Though there are different views and details have to be somehow put in proportion and see how it works out. We have to work for better United Nations, WTO, etc. We both are members of the G20 and have voiced the concern of the emerging economies. We believe there is a possibility of our points of views being discussed and heard. With India, we have a common approach. &nbsp;&nbsp;

&nbsp;

WION: Your views on the Indo-Pacific vision? Was there any conversation in Delhi? &nbsp;

Pablo Tettamanti: We have been exchanging views on how we can respond to challenges we face. We have seen the common ground, we believe in dialogue, human rights, negations and we need to put terrorism behind us. Realities are different in one region and another. Latin America faces more Pacific situation but approach is the same and we have exchanged views. &nbsp;&nbsp;

Al-Qaeda's chief Ayman Al-Zawahiri has made a new appearance in a video released by the terrorist organisation on its official As-Sahab media. In the video, the chief can be seen criticising the United Nations for being hostile towards Islam. The stated purpose of Ayman al-Zawahiri’s speech is to “warn the Islamic nation about the threat that the United Nations poses.” Al-Zawahiri attacked the international organisation as he stated that “the United Nations was created by the victorious powers in the Second World War with the aim of imposing a political system and doctrine on the entire world, and with a view to establishing their hegemony over the rest of mankind.” As of now, it is not clear when and where the video was recorded. It was said that Al Qaeda's close circles were reporting his death because of natural causes. However, in September, as the US marked the 20th anniversary of 9/11, Al Qaeda released a video of Al-Zawahiri on Telegram messaging app titled "Jerusalem will not be Judaised". The Islamic State then doubted the veracity of the video, challenging Al Qaeda to prove that Al-Zawahiri is still alive. The doubt was caused as Al-Zawahiri did not mention the Taliban's takeover of Afghanistan in the video message. In the video, he was shown praising the Al Qaeda terrorists who were killed last year. It referred to the Taliban just once, saying America is "broken and shattered."

UN officials are alarmed by a surge in arrests since Ethiopia introduced a state of emergency on November 2. Within just a matter of two weeks, more than 1000 people have been arrested.

The UN human rights office said Tuesday that most of those detained in Ethiopia's capital Addis Ababa, Gondar, Bahir Dar, and other locations are Tigrayans.

"According to reports, at least 1,000 individuals are believed to have been detained... with some reports putting the figure much higher," spokeswoman Liz Throssell told reporters in Geneva.

The arrests have occurred since Prime Minister Abiy Ahmed's government declared a state of emergency two weeks ago when Tigray People's Liberation Front (TPLF) fighters threatened to march on the capital.

In addition, lawyers say that thousands of Tigrayans have been arbitrarily detained since the government announced the measures, which allow officials to detain without a warrant anyone suspected of supporting "terrorist groups".&nbsp;

Ethiopia state of emergency: With over 1000 arrested in just two weeks, UN raises alarm

India’s Bimal Patel, who has been elected to the UN’s International Law Commission, has called for regional voices from Africa and Asia in the international law-making process.

Professor Patel, who is also the vice-chancellor of Rashtriya Raksha University, Gujarat, and a member of the 21st Law Commission of India, has been elected for 5 years, starting from January 1, 2023.

Speaking exclusively to WION's diplomatic correspondent Sidhant Sibal, Patel said, “Until and unless due importance to regional voices, be it, Africa, Asia, are not given in the international law making process, the laws can hardly have any appeal or the utility to the international community as a whole."

He got overwhelming support during the election, with 163 votes in 192 members present and voting. India topped in the Asia Pacific group.

International&nbsp;Law Commission, which holds its session in Geneva, has 34 member countries. The commission deals with the codification of international law. Laws like the Rome statute, and UNCLOS owe their origin to the proposals by the commission.&nbsp;

WION: Your first reaction to you being elected to the international law commission?

Patel: It is my great pleasure and honour. I thank our honourable PM (Modi), Home Minister (Amit Shah), External Affairs Minister (S Jaishankar) and the entire ministry for having faith in me and for their efforts in securing the highest votes for India for the term 2023-2027. It is a matter of great pride. I would like to live up to the expectations of the country with utmost sincerity, hard work and commitment.&nbsp;

WION: You met the leadership in Delhi. What was their message to you?

Patel:&nbsp;There is a huge revival and importance of international law. The international law is not just for development, but also for security, and in some cases important to the very survival of nation-states. So, international law has never received so much importance as of now especially in India, which is increasing its quality footprint in terms of brining a global voice, not just for India but also in similarly situated countries. To develop international law as a common language to resolve a number of problems and forge international cooperation and friendship, thereby the Ministry of External Affairs and the country is looking forward as to what international law has for the country and how international law can become a vehicle for cooperation and friendship.

WION: Can you tell us a bit about the importance of the commission?

Patel:&nbsp;International Law Commission (ILC) is a subsidiary organ of the United Nations General Assembly. Thirty-four members are elected every 5 years for a term 5-year term. The main aim of the commission is to study the codification of international law and progressive development of international law. The international law commission studies and proposes to the General Assembly and to the UN member states what the new legal instruments should look like--treaty, resolution or simply report. Depending on the requirement of the international community an independent expert body proposes to the UN member how legal instruments will directly benefit the member states in future while promoting UN charter and aims. The ILC holds great importance in international law making, execution and interpretation. By studying the concerns of member states, we bring the needs, interests and concerns to the ILC, and to UNGA. ILC is one of the prestigious and significant conventions. The UNCLOS, which we call as the constitution of the ocean, was very much the work of the International Law Commission.

WION: What does India brings to the table here at the ILC

Patel: India brings a unique perspective as one of the most important and principal legal systems. This combination of legal system and oldest civilization, if we look at the entire south Asian sub-continent, it brings the convention, the treaties and norms that evolved in practices and all the countries in South Asia hold importance in the international law making. I must emphasise that while I was interacting with delegates in New York for the elections, our honourable PM's vision of ‘Vasudhaiva Kutumbakam’ (whole world is one family) has been actualized by people at the International Law Commission. And PM's vision of ‘Sabka Sath Sabka Vikas’ (everyone's support, everyone's development), the pandemic has made us realise the importance of this mantra. I will try to put forward these mantras given PM at the ILC. Until and unless, due importance is not given to regional voices like Africa, Asia in the international law making process, international law can hardly ever have the appeal or the utility to the international community as a whole. Therefore, I believe international law has never received such an unprecedented importance, and as a member of ILC, I am duty-bound to bring the regional voices into the functioning of the International Law Commission.&nbsp;

WION: What is the future of international law, particularly in new sectors like cryptocurrency?

Patel:&nbsp;Yes, in all these newly emerging sectors, like cryptocurrency, it has direct importance. We are talking of an investor and the state’s arbitration powers. Like the pandemic, we never expected a medical health issue to occupy such an importance in the international legal community. The same is the case with cyber security and data privacy, the responsibility of international organizations is immense. So, these are the new areas where we believe international law can have a significant influence, similar to the ones like the WHO. We will be working with sector-specific organizations to make sure that sectoral inputs get fine-tuned and translated into the development of international legal product and guide the member states as to how they should conduct themselves in resolving or framing issues.

India’s Bimal Patel, who has been elected to the UN’s International Law Commission, has called for regional voices from Africa and Asia in the international law-making process.

Speaking exclusively to WION's diplomatic correspondent Sidhant Sibal, Patel said, “Until and unless due importance to regional voices, be it, Africa, Asia, are not given in the international law making process, the laws can hardly have any appeal or the utility to the international community as a whole." He got overwhelming support during the election, with 163 votes in 192 members present and voting. India topped in the Asia Pacific group. International Law Commission, which holds its session in Geneva, has 34 member countries. The commission deals with the codification of international law. Laws like the Rome statute, and UNCLOS owe their origin to the proposals by the commission. WION: Your first reaction to you being elected to the international law commission? Patel: It is my great pleasure and honour. I thank our honourable PM (Modi), Home Minister (Amit Shah), External Affairs Minister (S Jaishankar) and the entire ministry for having faith in me and for their efforts in securing the highest votes for India for the term 2023-2027. It is a matter of great pride. I would like to live up to the expectations of the country with utmost sincerity, hard work and commitment. WION: You met the leadership in Delhi. What was their message to you? Patel: There is a huge revival and importance of international law. Patel: International Law Commission (ILC) is a subsidiary organ of the United Nations General Assembly. WION: What does India brings to the table here at the ILC Patel: India brings a unique perspective as one of the most important and principal legal systems. This combination of legal system and oldest civilization, if we look at the entire south Asian sub-continent, it brings the convention, the treaties and norms that evolved in practices and all the countries in South Asia hold importance in the international law making. I must emphasise that while I was interacting with delegates in New York for the elections, our honourable PM's vision of ‘Vasudhaiva Kutumbakam’ (whole world is one family) has been actualized by people at the International Law Commission. And PM's vision of ‘Sabka Sath Sabka Vikas’ (everyone's support, everyone's development), the pandemic has made us realise the importance of this mantra. I will try to put forward these mantras given PM at the ILC. Until and unless, due importance is not given to regional voices like Africa, Asia in the international law making process, international law can hardly ever have the appeal or the utility to the international community as a whole. Therefore, I believe international law has never received such an unprecedented importance, and as a member of ILC, I am duty-bound to bring the regional voices into the functioning of the International Law Commission. India's Bimal Patel elected to UN's International Law Commission for 5-yr term

Amid the concerns that nations might not be able to reach Paris agreement goals, the United Nations Secretary-General Antonio Guterres warned that a key temperature goal in climate talks is “on life support”.

UN Chief: 1.5C goal on life support, world leaders are not doing enough

In Gaelic, “Glasgow” translates to “dear green place,” a nod to the parks, gardens and flourishing green spaces throughout the city. But according to Chris Mitchell, who was a garbage collector there for more than two decades, the only thing flourishing in Glasgow these days is “a mountain of waste.”

As diplomats at the U.N. climate summit in Glasgow this week preach about the need to curb both greenhouse gas emissions and mass consumption to protect the planet, the reality of today’s throwaway society can be seen just a short way from the conference’s doorstep.

Outside the gleaming center of Scotland’s largest city, dumpsters and trash cans are overflowing. The city’s rat population has surged, with four garbage workers hospitalized because of attacks over the past five months. And litter is strewn across streets.

Mitchell, a senior official for the GMB Scotland trade union, which represents the city’s 1,000 garbage collectors among other workers, said they staged an eight-day strike that ended on Monday because they were tired of poor working conditions, lack of respect from management and low wages. It is a cry that has been echoed throughout Britain, the United States and other parts of the world, where essential workers who carried communities through the worst of the pandemic are saying they will no longer stand for being overworked and underpaid.

“We kept people safe,” said Mitchell, 45, who started working as a garbage collector when he was 16. “We cared for the most vulnerable. We cared for the elderly.” He appreciated the nightly clap for key workers during the pandemic. But now that coronavirus cases have subsided from peak levels, he feels the government has “abandoned low paid workers who have saved this nation.”

In parts of the city, trash is now collected only once every three weeks, down from once every two weeks about a year ago. That means garbage collectors, many of whom make less than 20,000 British pounds ($27,000) a year, have to carry heavier loads up and down steps.

On top of the less frequent collections, volumes of trash per household climbed over the past two years, a reflection of increased spending on takeout and online deliveries, according to Mitchell.

“The pandemic has created waste upon waste upon waste,” he said.

The city of about 635,000 has urged residents to reduce their waste to help protect the environment, but garbage collectors like Jack McGowan, 26, say that reducing collections is not an effective way to achieve that.

“The bins are always like that,” he said Wednesday, gesturing to several overflowing dumpsters behind a block of apartments in Scotstoun, an area west of the Glasgow city center. “We need better pay. Respect as well.”

McGowan said he lives with his mother because he cannot afford a mortgage on his salary of 19,000 pounds a year.

He said he had already seen four rats jump out of trash cans that morning alone.

Glasgow promotes its recycling program and efforts to become more environmentally friendly. But McGowan said he saw examples every day of people putting nonrecyclable trash in recycling bins.

Garbage collectors said they were likely to strike again in the run-up to Christmas if they do not get pay rises. In a statement, the Glasgow City Council said that the leader of the council had already had extensive conversations with the union and that the “door remains open to all trade union colleagues.”

Fiona Ross, a council spokeswoman, said she could not go into further detail because talks were continuing.

Meanwhile, the delegates inside the COP26 summit in Glasgow say they are making some progress toward an agreement to avert catastrophic levels of climate change.

On Wednesday, the United States and China issued a joint statement in which they pledged to do more to cut emissions this decade and in which China committed for the first time to address emissions from methane. Separately, the United Nations climate agency released a draft of an accord that urged nations “to accelerate the phasing out” of greenhouse gas emissions.

But outside the climate talks, there is a mounting frustration over the disconnect between policymakers and those most affected by climate change. There have been daily protests organized by youth activists, who say that pledges by countries that they will commit to goals that are decades away is not enough.

“Nobody really wants to incur the cost of preventing climate change today,” said Sayantan Ghosal, an economics professor at the University of Glasgow’s business school. “They’re willing to do it tomorrow, but they’re not willing to do it today.”

There has also been a gap between world leaders and business executives on the one hand, who have talked this week about the urgent need for a transition to clean energy, and the working class people on the other who will be most affected by the rising costs associated with that transition.

Many of the lowest paid workers in society, including garbage collectors, are more worried about increasing prices of food, rent and energy than about increasing temperatures. They often do not have the flexibility to spend more on food and clothing that are more sustainable.

As the U.S. economy picks up again, after a lull during the pandemic, people are quitting their jobs in record numbers, according to data from the U.S. Department of Labor. There are 5 million fewer people working than before the pandemic began, and employers have struggled to find enough health care workers, waiters, truck drivers and butchers.

This has given employees newfound leverage and power.

The number of workers on strike in the United States increased in October to more than 25,000, versus an average of about 10,000 in the previous three months, according to data collected by the School of Industrial and Labor Relations at Cornell University.

The shortages have disrupted Britain, which has struggled to find workers to make up for the thousands of European workers who left in five years since Britain voted to leave the European Union.

Mitchell, the senior union official, said that 20 drivers had left the garbage collection team in recent weeks for other truck driving jobs that are offering better pay.

Peter Welsh, a union spokesman, said Scotland needed to invest in the workers who will help deliver a transition to a greener economy.

“There are huge, huge challenges that I don’t quite think mainstream politics have begun to grasp and understand,” he said.

Disagreement over the council's suspension of the foreign minister is likely to increase tensions between Libya's rival factions as they try to work together after years of conflict.

North Korean mechanised troops held an artillery fire competition over the weekend as part of efforts to boost the country's defence capabilities, state media reported on Sunday

The drills were conducted on Saturday, state news agency KCNA said, and come as North Korea increasingly complains over what it sees as a double standard where its military activities invite international criticism when similar exercises by South Korea and the United States usually do not.

Analysts say Pyongyang is seeking to normalise its defence activities, with the aim of eventually winning international acceptance of its nuclear weapons and ballistic missile arsenals, which have been sanctioned by UN&nbsp;Security Council resolutions.

Much of North Korea's large conventional artillery force is deployed along the fortified border with South Korea, where they have the range to reach as far as the heavily populated capital city of Seoul.

The drills come "at a time when the enthusiasm to undergo intensive training prevails throughout the Korean People's Army (KPA) for ushering in a new heyday in strengthening the state defence capabilities under the banner of self-defence," KCNA reported.

They were overseen by Pak Jong Chon, member of the Presidium of the Political Bureau and secretary of the Central Committee of the ruling Workers'&nbsp;Pary of Korea, KCNA said.

Pak is a general long seen as a rising star in the country's powerful military and a major player in its missile programme who was promoted to his current positions in September.

General Rim Kwang Il, chief of the General Staff of the KPA, and commanders of the participating units, observed the drills with Pak, KCNA said.

"As soon as the firing orders were given by the commanders of the combined units, gun barrels to annihilate the enemy competitively shelled the target to accurately hit it," the report said.

For more than two decades, promoters and purveyors of nuclear energy felt shunned at UN climate change conferences.

At the COP26 summit underway in Glasgow, however, they have been welcomed with open arms, the UN's top nuclear regulator told AFP.

The spectre of Chernobyl and Fukushima, along with the enduring problem of nuclear waste, kept energy generated by splitting atoms on the sidelines, even if that energy was virtually carbon free.

But as the climate crisis deepens and the need to transition away from fossil fuels becomes urgent, attitudes may be shifting.

"Nuclear energy is part of the solution to global warming, there's no way around it," said Rafael Mariano Grossi, director general of the International Atomic Energy Agency, in an interview.

It already accounts for a quarter of "clean" -- that is, carbon-free -- energy worldwide, and Grossi said this COP26 is the first where it has "had a seat at the table".

"The winds are changing."

To have even a 50/50 chance of capping global warming at 1.5 degrees Celsius above pre-industrial levels -- the threshold for dangerous tipping points that could trigger runaway warming -- global greenhouse emissions must be slashed by almost half within a decade, scientists say.

But things are still moving in the wrong direction: a report on Thursday said emissions in 2021 are approaching record levels.

The International Energy Agency (IEA) has warned they could hit new heights by 2023.

That is helping refocus attention on nuclear.

"At the 2015 COP in Paris, nuclear wasn't welcome," said Callum Thomas, head of a recruitment firm for the nuclear industry, who was spotted at COP26 sporting a T-shirt saying "Let's Talk Nuclear".

"There was a belief it was not needed. Now many countries are looking at the feasibility, especially with the rise in gas prices."

<h2>'Never stops'&nbsp;</h2>

From the time he took the IAEA's helm nearly two years ago, Grossi, an Argentine diplomat, has been a tireless advocate for the industry.

At his first COP in Madrid he "went in spite of the general assumption that nuclear would not be welcome".

On the contrary in Glasgow, where nearly 200 countries are still trying to put flesh on the bone of the 2015 Paris Agreement, he said "nuclear is not only welcome, but is generating a lot of interest".

Grossi argues that the technology can not only speed the transition away from fossil fuels, but also power research on technologies needed for adapting to climate impacts, from finding drought-resistant crops to eradicating mosquitos. &nbsp;

He acknowledges that it carries serious risks. &nbsp;

The meltdown of three reactors at Japan's Fukushima power plant in 2011 following an earthquake and a tsunami profoundly shook confidence in nuclear.

The industry also has yet to find a way to dispose of nuclear waste, which remains highly radioactive for thousands of years.

But Grossi said these issues are not disqualifying, arguing that statistically the technology has fewer negative consequences than many other forms of energy.

It could also be a complement to renewables.

"Nuclear energy goes on and on for the entire year, it never stops," he said.

Even so, with prolonged construction times, many argue that it is too late to build enough nuclear capacity to effectively join the battle against global warming.

But Grossi said he thinks part of the answer lies in keeping existing reactors up and running.&nbsp;

<h2>100-year-old reactors?&nbsp;</h2>

Many power plants designed to run for 40 years are now licensed for 60 years under strict national safety standards supervised by the IAEA, he said.

"What could be more efficient than a facility that you build that gives you energy for close to 100 years?" he said.

He acknowledged that plants running that long might be a "bit of a provocation".

"But it still might be possible."

In their projections on how to limit the rise in global temperatures and satisfy a growing global demand for energy at the same time, the IEA takes all non-carbon sources on board.

The UN's climate science advisory panel, the IPCC, has also given a place to nuclear in its models, even as it says that its deployment "could be limited by social preferences."

Indeed, attitudes towards nuclear power vary sharply across nations.

While New Zealand and Germany are opposed, India is in discussions with French energy giant EDF to build what would be the largest nuclear power plant in the world.

Meanwhile, both Canada and the United States are developing so-called "small modular reactors", although only Russia has put into operation a floating reactor using this technology.

Price is also not the barrier it used to be, said Grossi.

"Countries see in smaller units a very interesting alternative, which is not in the range of billions but of hundreds of millions," he said. "When it comes to energy projects, this is quite affordable."

Climate crisis could give nuclear energy a second wind

The UN&nbsp;Security Council on Friday called for an end to the fighting in Ethiopia and for talks on a lasting ceasefire as the 15-member body expressed deep concern in a rare statement about the expansion and intensification of military clashes.

The council also "called for refraining from inflammatory hate speech and incitement to violence and divisiveness."

It had been negotiating a statement for several days and eventually reached a compromise with Russia on the text, diplomats said. Such statements have to be agreed by consensus.

Russia and China have long made clear they believe the year-long conflict, which started in the northern region of Tigray, is an internal affair for Ethiopia. Both countries are council veto-powers - along with the United States, Britain and France - so any strong council action, like sanctions, is unlikely.

The war, which has killed thousands of people and forced more than two million from their homes, has intensified in recent weeks. With rebels threatening to move on the capital Addis Ababa, the Ethiopian army on Friday called on former troops to rejoin to fight them, state media said.

A planned Security Council meeting on Ethiopia on Friday was postponed until Monday, said Mexico's UN&nbsp;Ambassador Juan Ramón de la Fuente Ramírez, council president for November.

The statement on Ethiopia - drafted by Ireland, Kenya, Niger, Tunisia and St Vincent and the Grenadines - was only the second by the Security Council in the past year.

"Today the Security Council breaks six months of silence and speaks again with one united voice on the deeply concerning situation in Ethiopia," Ireland's UN&nbsp;Ambassador Geraldine Byrne Nason said in a statement.

"For the first time, the council clearly calls for a cessation of hostilities. We believe this should happen immediately, and that all civilians must be protected," she said.

The United Nations has said that up to 7 million people in the Ethiopian regions of Tigray, Amhara and Afar need help, including 5 million in Tigray where some 400,000 people are estimated to be living in famine-like conditions.

The Security Council "called for the respect of international humanitarian law, for safe and unhindered humanitarian access, the re-establishment of public services, and further urged the scaling up of humanitarian assistance."

UN Security Council calls for end to Ethiopia conflict

More than 1,000 people demonstrated on Saturday in Australia's biggest cities of Sydney and Melbourne to protest against the government's climate policies and the strategies it offered at a UN&nbsp;climate summit in Glasgow.

Sydney's first legal protest after a months-long COVID-19 lockdown saw about 1,000 people march in support of global action day for climate justice, a worldwide movement mobilised during the COP26 meeting.

"We're all out here to show that we want more from our government," said Georgia, one of the protesters.

Marchers carried signs reading, "We need human change, not climate change" and "Code Red for Humanity", in images shown by media.

A week of government speeches and pledges at the two-week gathering in Glasgow brought promises to phase out coal, slash emissions of the potent greenhouse gas methane and cut deforestation.

Australia, however, has rejected the global methane pledge and campaigners and pressure groups have not been impressed by the commitments of other world leaders.

"The COP 26 agreements were happening and it's not turning out the best for Australia at the moment," added Georgia, the Sydney protester, who gave only one name.

Several smaller events were held elsewhere in Australia.

Swedish teenage activist Greta Thunberg was among thousands of young campaigners who marched in Glasgow on Friday, demanding urgent action.
