The situation in Western Sahara has "significantly deteriorated" over the past year, the UN Secretary-General has said, citing the resumption of hostilities between Morocco and the Polisario independence movement in the disputed territory.

In his report, Guterres noted that in November 2020, the Polisario had announced -- after incidents with Morocco -- that it no longer felt committed to the ceasefire.

In December 2020, then-president Donald Trump broke with previous US positions and recognized Morocco's sovereignty over the whole of Western Sahara.

The commitments made in Paris in 2015 were "far from enough" to limit temperature rises to 1.5 degrees Celsius, the UN secretary-general said in his opening address to the summit, which is co-hosted by Britain and France.

British Prime Minister Boris Johnson told the climate summit that a traumatic year of pandemic was ending with the hope of vaccines coming on-stream.

"My message to you all is that together, we can use scientific advances to protect our planet, our biosphere against a challenge far worse, far more destructive, than even the coronavirus pandemic," he said.

For its part, Britain was acting on climate not because it was a nation of "mung bean-eating eco freaks" but because scientific progress would allow the creation of "millions" of green jobs, Johnson added.

Speaking slots were handed to countries that submitted the most ambitious plans to accelerate their Paris promises.&nbsp;

These include Honduras and Guatemala, which were hit last month by a pair of monster hurricanes, as well as India, which is battling increasingly erratic weather patterns and air pollution.

Business figures set to speak include Tim Cook, the chief executive of Apple, which has committed to making its whole supply chain carbon neutral by 2030.

But major economies including Australia, Brazil and South Africa are absent.&nbsp;

Brazil's far-right President Jair Bolsonaro has dismissed the scale of destruction to the Amazon rainforest opened up by his climate-sceptic policies.

The United States, the world's second-largest polluter after China, left the Paris Agreement under President Donald Trump. President-elect Joe Biden plans immediately to re-enter the accord, and has set a goal of carbon neutrality by 2050.

"We haven't come close to the bold action that's needed, and today, we have no time to waste," Biden said in a statement Saturday, reiterating a pledge to convene leaders of major economies for his own climate summit within 100 days of taking office next month.

'Moment of accountability'

Speakers at Saturday's summit were delivering short video messages, with organisers saying they would announce "new and ambitious climate change commitments" and that there would be "no space for general statements".

Under the Paris climate accord, signatories committed to action to limit temperature rises to "well below" 2.0 Celsius above pre-industrial levels, and to try to restrain them to 1.5C.

But the UN warned this week that temperatures remain on course to rise more than 3.0C this century, creating a crisis that will "dwarf the impacts of Covid-19".

The summit is a stocktaking exercise five years after the Paris accord was signed and a prelude to the UN's COP26 climate change conference in Scotland next November. That was meant to happen last month but was delayed by the pandemic.

Greenpeace called Saturday a "moment of accountability for leaders".

Under the Paris deal's "ratchet" mechanism, countries are required to submit renewed emissions cutting plans — termed Nationally Determined Contributions or NDCs — every five years.

The deadline for this is December 31.&nbsp;

Countries are set to announce efforts to reduce national emissions, long-term strategies and financial commitments to support the most vulnerable.

More than 110 countries have committed to becoming carbon neutral by 2050. China, the world's biggest polluter, announced in September plans to achieve net-zero emissions by 2060.

The summit comes as EU leaders on Friday committed to the goal of reducing emissions by 55 percent by 2030 compared to 1990 levels.

Britain -- out of the EU since January -- this month announced it would seek to reduce emissions by 68 percent over the same period.&nbsp;

Johnson has presented plans for a "green industrial revolution" creating up to 250,000 jobs. Before the summit opened, he committed to ending all direct British government support for the fossil fuel sector overseas.

Progress towards the total elimination of nuclear weapons has “stalled and is at risk of backsliding”, the UN chief warned. 
 
“For the sake of all of our security, the world must return to a common path towards nuclear disarmament”, he underscored, adding that it is “imperative” for Russia and the United States to extend, “without delay”, the new Strategic Arms Reduction Treaty (START) for the maximum duration of five years.

Guterres said he also looks forward to the entry into force of the first-ever treaty to ban nuclear weapons, which was adopted in July 2017 by 122 countries. Once it has 50 ratifications, the treaty will enter force in 90 days, and with Malaysia’s ratification on Sept. 30 it now has 46.

At Friday’s high-level meeting, 103 of the 193 UN member nations were scheduled to speak for two minutes each. But many spoke longer so only 79 delivered addresses, and the UN said it would post the rest.

United Nation secretary-general&nbsp;Antonio Guterres has reiterated his call for a global ceasefire amidst the COVID pandemic in his message on the birth anniversary of India's father of the nation, Mahatma Gandhi.&nbsp;

Highlighting the "remarkable power of non-violence and peaceful protest",&nbsp;Guterres&nbsp;said, "its&nbsp;timely reminder to strive to uphold the values Gandhi lived by the promotion of dignity, equal protection for all and communities living together in peace".

More than 40 people were killed and hundreds wounded in the worst sectarian violence to rock the capital in decades.&nbsp;

The court is hearing all the petitions together.

“It is time to stop trying to change women, and start changing the systems that prevent them from achieving their potential. Our power structures have evolved gradually over thousands of years. For the UN chief, gender inequality and discrimination against women and girls remains an overwhelming injustice across the globe.&nbsp;

Almost a fortnight of COP25 talks just squeezed out hard-earned compromises from countries over a global warming battle plan that fell well short of what science says is needed to tackle the climate crisis.

"I am disappointed with the results of COP25," Guterres said. "The international community lost an important opportunity to show increased ambition on mitigation, adaptation and finance to tackle the climate crisis."

The summit's final declaration "expresses the urgent need" for new carbon cutting commitments to close the gap between current emissions and the Paris treaty goal of capping temperature at below two degrees, host country Spain said.

"Today, the citizens of the world are asking for us to move ahead faster and better," Carolina Schmidt, Chilean environment minister and President of COP25, told the closing plenary.

But Tina Eonemto Stege, climate envoy for the Marshall Islands, denounced the response as inadequate for facing an existential threat of rising sea levels.

"Unfortunately, the new text we adopted this morning does not reflect anything near what we would have wanted. It is the bare minimum and we regret that countries could not agree on a more ambitious text," Stege said.

Green youth activist Greta Thunberg -- named 2019 Person of the Year by Time magazine -- on Friday slammed world leaders for "still trying to run away from their responsibilities" while demanding a "year of action" in 2020.&nbsp;

Following a year of deadly extreme weather and weekly protests by millions of young people, Madrid negotiators were under pressure to send a clear signal that governments were willing to double down.

The summit -- moved at the last minute from Chile due to unrest -- at times teetered on the brink of collapse as rich polluters, emerging powerhouses and climate-vulnerable nations groped for common ground in the face of competing national interests.

"Based on the adopted text, there is a glimmer of hope that the heart of the Paris Agreement is still beating," Mohamed Adow, Director of Power Shift, said.&nbsp;

"But its pulse is very weak." &nbsp;

Negotiators from nearly 200 nations came to Spain's capital with the aim of finalising the rulebook for the 2015 Paris accord, which enjoins nations to limit global temperature to below two degrees Celsius (3.6 Fahrenheit).

'Missing in action'

With the accord set to become operational next year, it had been hoped COP 25 would show the world that governments would be moved by protests, irrefutable science, and deadly storms and wildfires that marked 2019 to redouble their efforts.

But greater ambition -- how far each country is willing to slash carbon emissions or assist less wealthy peers to do likewise -- has largely failed to materialise, leaving some veteran observers aghast.

"Never have I seen such a disconnect between what the science requires and what the climate negotiations are delivering in terms of meaningful action," said Alden Meyer, director of strategy and policy at the Union of Concerned Scientists and a 28-year veteran of the climate process.

"Most of the world's biggest emitting countries are missing in action and resisting calls to raise their ambition."

The push for &nbsp;strengthening &nbsp;voluntary carbon cutting plans is led by small-island and least-developed states, along with the European Union.

These have called out nations they see as blocking consensus -- notably the United States, Australia and Saudi Arabia.

China and India, the world's No. 1 and No. 4 carbon emitters, made it clear they see no need to improve on their current emissions reduction plans, which run to 2030.

These emerging giants chose instead to emphasise the historical responsibility of rich nations to lead the way and provide financing to poor countries.&nbsp;

"Major players who needed to deliver in Madrid did not live up to expectations," said Laurence Tubiana, CEO of the European Climate Foundation and, as France's top negotiator, a main architect of the Paris Agreement.

"But thanks to a progressive alliance of small island states, European, African and Latin American countries, we obtained the best possible outcome, against the will of big polluters."

'Loss and damage'

The summit was also meant to finalise a chapter on carbon markets in the Paris rulebook.

Instead, the focus now switches to next year's COP 26 in Glasgow, when the true Paris deadline falls.

The US, which is leaving the Paris deal next year, was accused of playing spoiler on a number of issues. &nbsp;

This included so-called "loss and damage" funding to help disaster-hit countries repair and rebuild.&nbsp;

"The US has not come here in good faith," said Harjeet Singh, climate lead with charity ActionAid.&nbsp;

"They continue to block the world's efforts to help people whose lives have been turned upside down by climate change."

Even if all countries implement their current plans under Paris, Earth is on course to warm more than 3C by 2100.

8-years-old Indian climate activist Licypriya Kangujam, known as India's Greta Thunberg, met with UN Secretary-General António Guterres, at COP25 (2019 United Nations Framework Convention on Climate Change) on Thursday. Kangujam submitted a 4-page long memorandum on behalf of the children of the world.

Kangujam told Guterres that children must lead the decision-making process to unite world leaders. She also called for actions as per her memorandum.

"I was glad to meet 8-year-old @LicypriyaK at #COP25 today. Her presence reminds us of our obligations to future generations. Hers is the generation for which we have to take urgent #ClimateAction," the UN Secretary-General tweeted on Thursday.

Kangujam demanded to call a special session of the UN Security Council to fight the war against the climate crisis.

The young climate activist urged the UN chief to work with courage and strength against countries, including the United States, that are ignoring science and responsible for maximum carbon emissions. She also demanded the UN chief to give strong instructions to the UNESCO to include climate change as a compulsory subject in the school curriculum in all countries.

Kangujam also strongly urged to call a special UN Security Council meeting to curb climate crisis and bring peace on the planet for a safe and secure future for our future generations.

She briefed the UN chief about Delhi's air pollution and how it is posing a threat to children and infants. She urged Guterres to bring an urgent permanent solution to &nbsp;Delhi's health emergency by working with the government of India. The UN chief said he will definitely look into it.

The COP25 climate conference is being held in the Spanish capital, Madrid, from December 2-13.

United Nations Secretary-General Antonio Guterres on Thursday appointed Lieutenant General (Retired) Abhijit Guha as the head of the UN mission in Hodeidah, Yemen.

Besides leading the UN Mission in support of the Hodeidah Agreement (UNMHA), Guha will also assume the chair of the Redeployment Coordination Committee (RCC), tasked with redeploying forces of the Yemeni warring parties in accordance with their agreement, a statement from Guterres'&nbsp;office said.

Guha will succeed Danish Lieutenant General Michael Lollesgaard, who served in these posts from January 31 to July 31, 2019.

Guha brings to this position 39 years of national and international military experience.

He served from 2009-2013 as the Deputy Military Adviser and the Military Adviser within the Office of Military Affairs of the United Nations Department of Peacekeeping Operations, while also establishing the Office of Peacekeeping and Strategic Partnerships in 2013.

Previously he held a number of significant commands, staff and instructional appointments within the Indian Army including leadership of an Infantry Brigade and Infantry Division, and of the Mumbai Area.

He also previously served as a Military Observer as part of the United Nations Transitional Authority in Cambodia during 1992-3. After his retirement from the Indian Army in 2013, General Guha served on the Expert Panel on Technology and Innovation in UN Peacekeeping (2014) and the High-Level Independent Panel on Peace Operations (2015).

He has also led a number of United Nations'&nbsp;investigations and boards of inquiry in Africa and the Middle East.Guha is a graduate of the Defence Services Staff College, the College of Combat, and the National Defence College, each in India.&nbsp;
